I filed a complaint about this same issue back in August and was told that my check would be released within 10-15 days of the letter. It is now October and I have yet to received my test fee check. I have tried to follow up with customer service and they state it is still being processed. I would like my check mailed to me.Regards,[redacted]

The total amount that I paid for TCN was $5,670, plus $180 in exam fees, and they are only offering to refund $2,500. This is unacceptable.
Just four months after I signed up, the LVN to BSN program was no longer recognized by the Board of Registered Nursing in California, and NO notification was given to me. Their contract with Sonoma State was probably hanging by a thread before they even signed me up. It seems like they were trying to hide this information from the consumers. This was important news, and they should have directly contacted me to let me know that if they were unable to get a new contract for clinical sites, all the studying I was doing would be for nothing. I am taking these courses to advance my career, not to be a college student forever.
Another major concern, was that I could not trust TCN's materials to be completely accurate. There were many incorrect answers listed for the practice problems in the college algebra course. When the majority of their material is a quick overview followed by practice problems, it is a significant problem for the answer keys for those problems to be incorrect. I learned more from doing math worksheets online than from The College Network's materials, because at least their answer keys were right. This wasted my valuable time, working toward something that wouldn't even count! I am upset, to say the least. I do not want their "Education credit", I want my money back, because I don't trust the study materials that they offer.
Besides providing study materials, the College Network provided partnerships with Indiana State University and Sonoma State University that at one time provided the opportunity to complete an LVN to BSN program online in California. They lost their contract with these partners and can no longer offer what was promised in the contract that I signed. So no, they have not fulfilled their part of the contract.
All I have to take away from this, is credit for one computer class, and hours of wasted time. That is not worth the money that I paid up front for TCN's study materials.
I request that the full amount that I paid be refunded to me.

When I signed up for the Exam fee financing program, I was advised it would take 2 to 3 weeks to receive the exam checks. It has been SEVENTEEN weeks since I requested this test fee check. Waiting another 10-15 business days to receive this check is absolutely not acceptable! I am requesting once again that this check be sent out to me immediately! If, after completing the buyers course analysis, it is determined that not all of the initial clms are required, TCN shall refund, credit back or adjust financing. If it is determined that additional CLM's are required. [redacted]Buyer agrees to pay on demand for up to two additional CLMS[redacted], including exam fees if financed. or if buyer purchased the initial CLM's and exam fees with finanacing the financing will be adjusted for the cost. In the event the buyer fails to fully pay the required down payment or any other payment amount due TCN or if any check, credit card or other payment method is returned or refused the financed amount may be adjusted to upward to include payment. Buyer acknowledges that if additional CLM's are required or if the down payment or any other payment is not received then the monthly payments will increase. I am still having problems with College Network playing games with my testing fee payments. I filled a complaint with the Revdex.com on 21 October 2014 and finally got a check for two testing fees totaling $650. I then requested another testing fee on October 29 2014 and my last testing fee was requested on December 29, 2014. College Network is still saying 10-12 weeks to process checks which is ridiculous. I have waiting 13 weeks now for the check requested 29 October 2014. When I called the College Network today, 2 Feb 2015, I was given the typical song and dance routine and apologies, etc. I only have these last two check then I am done with this company, THANK GOD!!!! I wish I had never become involved with the College Network. This is the biggest scam. If they truly cared about their customers and their product, then they would correct their accounting department or whomever process checks for customers. It went from a 2-4 week backlog to now 10-12 weeks but they continually say it's getting fixed. When, the year 2020. Their fix is obviously not working!!!. Please help and assist if possible. I honestly feel that The College Network is a scam. The representative met me at Wendy's on my lunch break. She rushed me to sign paperwork and told me that I could take about 3 days to decide whether the program was right for me. I took one class and hated it. They lied about offering assistance through the course. I called and explained to them that this learning style is not for me and that I would not be able to obtain a nursing degree in this manner. Not to mention, I really do not feel safe taking self taught classes and only 3 days of clinicals. They told me that I only had 3 days to change my mind. I was confused. The representative did not mention that part. She must earn comission for the amout of people that she signs up because she rushes through it so that you won't focus on the 3 day part! In my opinion, 3 days is not long enough for a person to decide whether or not they feel comfortableand cocompetent with a nursing program. You haven't even started the course in 3 days. TOTAL SCAM!

TCN is an educational services and eLearning company which provides study material and support to help its customers pass college equivalency examinations. TCN has assisted many customers in obtaining their degrees at the Associate, Bachelor’s or Master’s level.
[redacted] signed her purchase agreement for her Bachelor of Science degree program according to its terms on October 14, 2011. At the time she signed her purchase agreement, the program that Ms. [redacted] purchased was approved by the California Board of Registered Nursing (the “CBRN”). In December, 2012, the CBRN changed its position and determined that its prior approval was erroneous. TCN is working on solutions to this issue.
TCN believes it has fulfilled its obligations under the contract and that Ms. [redacted] is obligated to fulfill its obligations under the contract, specifically to pay TCN for the educational materials and services provided. It should be noted that Ms. [redacted]s contract with TCN under the heading Customer Acknowledgment clearly states that TCN customers understand that “TCN is not responsible for changes to state board of nursing or other regulatory requirements, nor is it responsible for changes to state board of nursing or other regulatory requirements, nor is it responsible for the approval of various programs by any boards or agencies.”
However, as a good corporate citizen, and without any admission and without any waiver, at this time TCN is willing to grant Ms. [redacted]’s request for cancellation under the following conditions:
1. Ms. [redacted] execute TCN’s Release and Settlement Agreement; and
2. Upon that execution:
(a) TCN will pay off and close Ms. [redacted]’s loan in the approximate amount of $3,000.00 with [redacted] Financial Credit Union.
(b) Monies paid by Ms. [redacted] under her contract with TCN will be treated as an “Educational Credit” which can be used by her at any time in the future to complete her advanced non-Certificate TCN educational program using TCN materials.
Please have Ms. [redacted] call me and I will make arrangements to forward to her TCN’s Release and Settlement Agreement for her review and approval.

The resolution completely disregards my complaint of not being reimbursed for my testing fees for Physiology. My request is in line with the current contract. It is the responsibility of The College Network to reimburse me, the student, after successful completion of Excelsior exam, Physiology. After nearly a year, money owed to me, has not been paid.

I would urge prospective students to steer clear of The College Network. They talk a good game and have fast talking salesmen. At the time I signed up with them they offered information I was unable to find on Excelsior College. They made it sound very appealing. Since then I have found they are an expensive middle man who offers nothing more than Excelsior College itself offers. I wish I would have found that out first. Now I am paying for them and attending Excelsior. I will have to call two businesses now as opposed to just one and try to coordinate any testing. The only positive I have found is they are friendly and usually have decent customer service.

Unresolved complaint with business reply which did NOT address my concerns or offer a resolution: Complaint: Misled about a degree program. Was told I was signing up for a payment plan when it was actually a loan, found that out after I already gave the down payment and then was forwarded the contract to sign.. Here is the dispute letter I sent to TCN attempting to resolve my issues, it outlines my troubles: To Whom It May Concern: I originally signed my contract with TCN in February of 2014 to obtain my LPN to BSN degree partnered through ISU. My contract included the purchase of 5 CLM's and 4 NTC's in order to be eligible for admission into ISU’s nursing program. The total cost of my program including all modules, courses, fees and discounts was 5590.50. I made a down payment of $1500 and obtained a loan through City County Credit Union for the remainder of my fees, $4,140.50, which I have diligently paid since inception. To date I have passed the exam for the Anatomy and Physiology I CLM with one attempt. I have also been painstakingly studying the extensive course material in order to take the Anatomy and Physiology II CLM exam. However, when I called on 5/6/15 to schedule my exam, I was told that the format for testing had been changed. The representative informed me that TCN had determined better results were seen at a testing center rather than the home setting, and therefore had moved to proctored site testing. The downfall to this was that I was now responsible for the cost increase of several hundred dollars per exam. I was also informed that the proctored test for Anatomy and Physiology II was now a combined test through Excelsior College which covered both A&P I and II, and that my hard work passing the A&P I exam was no longer credible and essentially worthless. I was also informed that Intro to World Religions* was no longer required by ISU, and my two remaining courses Microbiology and Chemistry would also be tested using CLEP and Excelsior. During this phone call the representative stated she would credit the cost of Intro to World Religions*, refund the $95 exam fee for A&P I, and would also reimburse me $95 towards the cost of my A&P exam through Excelsior after I took that test. I voiced my concern over not being able to afford an extra several hundred dollars to take a test that I have already financed through the cost of my program. After hearing this representative then stated she would send me the $95 check immediately towards the Excelsior AP exam. At this point I began questioning several things: 1. Why was the immediate check release not offered up front? 2. Why was I responsible for the increase in test fees when it was a TCN decision to change the format of their program? 3. Were TCN CLM's even necessary if the tests I would be taking to finish my "prerequisites" were through Excelsior and CLEP, both of which have study material that is easily and cheaply obtained? After getting no clear answer to the above questions from the representative and feeling quite manipulated, I requested a complete refund of the A&P I module. The representative denied my request stating that I was responsible for the materials and text that I had utilized. After much back and forth I finally requested a supervisor call me back and obtained a faxed copy of my contract. Through talk with the supervisor that same day I learned that ISU was actually no longer accepting TCN CLM's as credit towards their course. In short, TCN lost any accreditation they had towards the LPN to BSN program. The supervisor confirmed that to continue with the program I would be turning towards Excelsior and CLEP to complete the "CLM/NTC" portion of my program. After this confirmation I mentioned arbitration as outlined in my contract. I feel that TCN has altered the original terms of the agreement and attempted to mislead me in earlier conversations regarding the change in testing format. Of note, my contract clearly states that TCN is responsible for increase in testing fees when testing fees are financed, however neither representative nor supervisor mentioned this or agreed to honor this when I questioned it. The monies and time I spent on A&P I and II are now wasted and any other materials I have financed are useless, as I am no longer preparing for TCN exams since they are now administered through different sources with their own easily obtainable (and cheaper) study materials. I have a justified lack of trust and dissatisfaction going forward with TCN. My contract has been breached by your company in several ways through no fault of my own and I wish to be released from this program. Since learning of TCN’s multiple deceptions and contract breach I have pursued other degree options and have no further interest in your services. My legal counsel has reviewed my contract and is prepared to move forward with legal action in order recover the full extent of all damages incurred. However, I offer a settlement in order to release us both from this contract and provide swift resolution: ? Buyer shall be responsible for the cost of the technology fee, Anatomy and Physiology I CLM and testing fee, and Anatomy and Physiology II CLM. These are the only materials that have been utilized and only one exam was taken. The remainder of the program is to be refunded immediately by the Provider. Figures are appropriately outlined below. $5590.50 Total cost of program -472.50 (525 -10% discount) A&P I CLM -472.50 (525 -10% discount) A&P II CLM - 95.00 A&P I exam fee -485.00 technology fee $4065.50 Immediate refund I feel that this resolution is more than fair when considering the value of my time, resources, and monetary losses which include lost wages from delaying my degree and interest paid on a loan that was obtained for unavailing products.
