I am so happy to be living in Fountainview. Apartments are newly renovated with washer & dryer in the unit. Easy parking, well maintained grounds, nice neighbors AND Eileen in the leasing office who is always there to assist.

WPM Management has billed for water damages in the *** without providing any documentation as to where the leak was, itemization of damages.
On 8/17/20 a water leak caused damages in the ***. WPM assigned the liability to our unit *** without any documentation other than a demand to pay $5000. Our plumber found the problem in a water line that is the responsibility of the condo association and we provided this documentation to David *** at WPM via certified mail and he ignored it. He also failed to follow the HOA bylaws regarding appeal. He ignored messages to discuss the matter directly with me. In our single conversation he promised to investigate and get back to me and did nothing other than threatening to turn the matter over to an attorney. He has refused to honor my claim regarding damages and continues to send threatening letters without any documentation whatsoever as to what the damages were and what had already been paid by insurance. We also provided documentation of defects in the buildings plumbing that our plumber discovered which will cause these water lines to leak and cause significant damage again, but he has refused to acknowledge, investigate, or address these concerns in the least. This is utter disregard for the owners of the *** units he has been hired to protect.

Desired Outcome

1, Cease and desist with the threatening letters and remove charges from *** account until he can provide specific documentation proving that the damages were due to a portion of unit *** plumbing and not the buildings plumbing, as well as a detailed itemization of all damages incurred by the water leak. 2. investigate and repair the issue with the building plumbing that will cause it to repeatedly fail and cause future damages. 3. Apologize in writing to myself and the *** HOA for not paying attention to detail in the performance of the duties we have hired him to perform.

WPM Real Estate Management is acting in good faith and is attempting to do everything possible to reasonably resolve this issue. It is important to note that WPM manages the Association on behalf of the Board of Directors. We spoke to Mr. as recently as Tuesday July 07, 2020 and asked him to provide the information which he would like the Board of Directors to review to amend their decision.

The owner had a leak which occurred on August 18, 2019 which caused damage to his property and the common element. The owner was charged $5,000.00 which was the Association deductible, the deductible is permitted to be charged to the owner of the unit where the incident occurred per the MD Condo Act. This is a no-fault location-based charge. This was determined by communications between the owner and the onsite supervisor.

The onsite supervisor, ***, explained this to Mr.. Mr. concern is that the pipe which leaked services both units *** and ***. Mr. standpoint is that because both units are served by the pipe that this is an Association line. This is not the opinion of the Association. I explained to him that this was not the case because this was an alteration not made by the Association. I explained that I do not know who made the alteration, but that it was made. I offered to send this back to the Board for review or for him to have a hearing to review this with the Board and asked him to provide his information. When we spoke on July 07, 2020, . *** agreed to send us the information.

We are willing/ happy to work with the owner to address this issue, but we must follow the Association Documents. If Mr. provides the information, so I can get it to the Board for review I can schedule a hearing for him, to see if the Board will alter their decision.

At this time, we have already notified the Board and they are waiting to address the owners concern at a hearing when we get the owners information.

Currently we will take the following steps:

I will ask the Board to allow us to not send the owner balance letters, until we have had our hearing.

We can work with the owner on the repair to separate the lines, but we will need to verify via the Association documents whose responsibility the repair will be. We are happy to assist with the research of this in anyway we can.

As the management agent we must take direction from the Board, each decision which is relayed is from the Board and not from management. I apologize that the answers which have been provided are not what the owner wishes to hear but we must adhere to the rules and regulations of the ***. If we have misunderstood these documents, we apologize and will correct the action(s) we have taken.

WPM Management has not acted in good faith. This issue occurred more than a year ago. There was absolutely no communication or "discussion" of the issue with the onsite property manager other than a letter demanding payment of $5000. *** never "explained" anything to us. In fact all attempts to contact the property manager resulted in multiple non-returned calls. Email communication with him were also ignored. In August 2019 we sent an email to the property manager detailing where the leak occurred including photographs, statement from a licensed plumber, and details as to why this was a common building issue, not an owners issue. This email also was completely ignored.
I then attempted to contact WPM Management and phone calls were not returned. November 18, 2019 I sent the same information via certified mail to both Mr., and his assistant, both of which were received and signed for. There was never any response. I attempted to call WPM multiple times in December with no returned calls. Finally in Febuary I had the opportunity to speak to Mr.. He denied ever receiving anything from me concerning this issue but promised to look into it and get back to me. At his request I emailed all of the information to both he and his assistant once again. Again there was no response at all and no communication other than a threat of legal action if we did not pay.
Finally, the day after I filed the Revdex.com complaint I was able to speak with Mr.. Again he said he would look into it but he needed information to take to the board. So, for the 4th time, I have provided him with the information he now says he is waiting for before he can approach the board. Each time I sent it via email with read receipt showing he, his assistant, and Mr. all opened the email. I have certified mail receipts that the information was signed for in his office in November. He is very good at saying is is doing everything he can to assist, but until this complaint was filed, everything was completely ignored. Other than a well written response, nothing has changed.

I live in the *** apartments of Franklin square, it is a good apartment complex all around, a lot of local shopping. Very cute apartment, maintenance is very helpful. A lot of local shopping areas and a easy walk to the local hospital, I work down the street so it is very convenient!

We are so glad that we chose to move to Fountainview! The grounds are gorgeous and clean and a great place to hang out. The neighbors are friendly and kind, and the staff are always responsive, helpful, and care about the residents and their comfort. The property is in a super convenient location, near many restaurants, supermarkets, and other stores. The apartments are beautiful, with tons of storage space, and an individual washer and dryer inside the apartment We especially love the view of the large courtyard from the balcony. This is a great place to host friends and family!

We've been living at *** for 1 year now and we just love it!
Staff and maintenance crew are all very professional, moving in was a breeze.
The landscaping is well maintained and kept very clean. The pool is amazing!
the community is diverse, professional, quiet and serene.
Commuting to the city for work is short, as well as driving to the county for shopping.
Our 2 bed/2 bath, vaulted ceiling, fireplace, oversized balcony is just perfect space for us!
So happy we made the choice to sign on with WPM Real Estate Group and ***, its a great place to live!

Fountainview- An amazing place to live I truly love living at Fountainview. First of all, the premises is beautiful, quiet and well-maintained. The courtyard is really a tremendous amenity and gives a great sense of peace and community to the development. It's a great place to take a walk, read a book, or talk with friends. I'm very happy with my apartment as well. It's spacious and comfortable. The price is great compared to other two bedroom units in the Orthodox Jewish section of Baltimore. It's a close walk to many shuls and minyanim, and it's conveniently situated for getting to kosher supermarkets and eating establishments. It's really a great place to live as a member of the Orthodox Jewish community. The staff is great. Eileen, the Leasing Specialist , is always incredibly helpful and will go out of her way to make sure that any issues are resolved promptly. The maintenance staff are professional and respond quickly to any issues. All in all, I'm very happy living at Fountainview. The peace, quiet and sense of community are really what attracted me to this development, and I have not been disappointed.

I'm a long-time resident at *** The area is nice and quiet! The office and maintenance team are very nice and get things done! The *** AJ is very approachable. She always goes above and beyond!

So far I really enjoy my new home. It's quiet, tucked away, my neighbors are friendly and the staff are AMAZING They have taken care of my needs promptly and have always kept me informed. I'm really happy I chose *** as my new place to call home

Great place to live We are very happy in our brand new, redone apartment in
*** The grounds are beautiful- there are benches, trees, flowers, and place for kids to play. It's so nice to have a place to walk around. The apartment is very nice and comfortable with a nice sized porch. Anything that needs to be addressed is done quickly. Stairwells are cleaned daily. Eileen is a pleasure to work with from start to finish. We are very happy here.

I am an almost 5 year resident at the ***. Overall this is a great community. The local elementary school is wonderful, I have awesome neighbors, parking is good, and I adore my town home. I plan to stay until I buy a home. The only thing that's missing would be either a playground for the kids or a pool. Thank you for taking such great care of your residents!

Definitely Recommend living here the clean environment Is excellent for children & my cozy well maintained apartment is a huge plus thanks to the quick responding work team I never have issues with anything!

Pool, the open floor plan of the apartment the nice ladies in the office and efficient maintenance team as well!

I am from Fountainview Apartments. Good place to start out in. I haven't lived here long, so there isn't much to say. Eileen is helpful, and as a person who is renting for the first time, I appreciate being able to ask questions when I need to.

Union Flats Apartments in Mechanicsburg PA. is a great apartment community and I have had a positive experience. All brand new buildings with great amenities and responsive staff. Would definitely recommend them in the Mechanicsburg area.

Bobbi and staff at Twin Ridge couldn't be better. I've been here 4 years, and looking forward to the next 4!

Great place to live. The apartment layout is very nice. No long hallways to waste room. The apartment was very nice and clean on moving day. The grounds are lovely and maintained frequently. Eileen *** leasing specialist was and is VERY helpful and available for questions and concerns. I love my cozy Fountainview apartment !

1212 East is by far the best property I've ever lived at Very well managed and maintained.

I am coming up on my one year here at Meadow Creek. I have really enjoyed living her getting to know my neighbors and the staff that work here. While getting to know my neighbors I realized that Meadow Creek do great at retention of residences. They even have a great referral program and I have personally referred two friends so far. I honestly think if with the great neighborhood, and neighbors they staff here are what makes this community so great. They know the residency that live in the community and able to connect not just the maintenance people but the staff in the office as well.

Pristine, accommodating, and one of a kind. You won't find anything better in Baltimore
