I am writing in response to the concerns expressed to your office by **. [redacted] on April 14, 2014. I appreciate the opportunity to respond on behalf of AllianceOne Receivables Management, Inc.
 
**. [redacted] states in his complaint that he has several tickets with [redacted] County District Court and that he entered into an arrangement for the payment of his tickets.  He states that he was not aware that his arrangement had gone into default or that his tickets were returned to our client due to the default of his arrangement.  He states that he has tried to work with our office in an attempt to have those tickets replaced with AllianceOne so that he is able to continue with his payment arrangements.  **. [redacted] additionally states that he was diligent in asking with each payment if he was current on his arrangement.  In spite of his requesting with each payment the status of his arrangement his arrangement went into default without his knowledge as he missed the November 2013 payment.  **. [redacted] further states that he has tried on several occasions to reach a manager that was to be looking into having those accounts relisted with AllianceOne, but was not successful in contacting that manager. 
 
**. [redacted] has 2 tickets currently in our office not related to the [redacted] County District Court tickets, and 7 tickets that were returned to our client [redacted] County District Court. 
 
**. [redacted] was on a payment plan and had been for some time with a due date for payments on 20th of each month. **. [redacted] repeatedly made late payments on this arrangement as mentioned in his complaint.  We allow individuals on payment plans with the Courts a twelve day grace period and he repeatedly exceeded that period when making his payments. In March 2014, [redacted] County District Court requested that all tickets that did not have active, current payment arrangement be returned to them and **. [redacted] tickets were return to them at that time. [redacted] will need to contact the court directly regarding repayment of these tickets as we no longer have any ability to negotiate on them.

respond on behalf of AllianceOne Receivables Management, Inc.
 
**. [redacted] states in his complaint that
the amount being collected was greater than the amounts due by the court.  **. [redacted] states that the collection
amounts are approximately 40% higher than what the court was collecting and
that he never received an itemized billing. 
He believes that AllianceOne has misled him regarding the collection
fees and are withholding his driving privileges.
 
**. [redacted]’s tickets (#[redacted] and [redacted]) were referred
to us by [redacted] County Florida Clerk of Court on January 25, 2013 with balances
of $400.05 each.  They currently each
show balances of $0.00.

We have reviewed all calls between **. [redacted] and our
agents and each time he asked about the fees he was informed that they were
determined by our client [redacted] County Florida Clerk of Court. The collection
fees added to any ticket are set as part of our contract with the [redacted] County
Florida Clerk of Court. Fees are added to the tickets to assure that the
violator is paying the amount of the penalty imposed by the court and any added
costs to collect the tickets are paid by the offender and not the
taxpayers.  There are no collection fees
if a ticket is paid promptly to the court at adjudication.

I am writing in response to the concerns expressed to your office by [redacted] on November 6, 2014. I appreciate the opportunity to respond on behalf of AllianceOne Receivables Management, Inc.
[redacted] states in his complaint...

that AllianceOne Receivables Management, Inc. is reporting a debt he does not owe to the Credit Reporting Agencies (CRA’s).AllianceOne was referred account #[redacted] by [redacted] on April 6, 2011 with a balance of 251.62 and a letter notifying him that the account had been in collection at that time.
On October 2, 2014 [redacted] forwarded an e-mail disputing this debt stating that he has never had service with [redacted]. We marked his account as a dispute and requested validation from our client. Validation was mailed via US Postal Service mail on October 4, 2014 for [redacted]’s review. October 23, 2014 [redacted] submitted another dispute with [redacted] stating the account was not his.
This account was closed and returned to our client on November 2, 2014. In addition [redacted] should be advised that on November 7, 2014 AllianceOne submitted a request to the credit bureaus to delete its tradeline from your credit reports. Our request was submitted electronically (via E-Oscar, confirmation # [redacted]) which should expedite the removal. AllianceOne does not control how promptly the bureaus remove an item (or if they in fact remove it), but typically an item is deleted within three weeks.

I am writing in response to the concerns expressed to your office by [redacted] on June 22, 2015. I appreciate the opportunity to respond on behalf of AllianceOne Receivables...

Management, Inc.
[redacted] states in her complaint that she has paid all of her tickets in full and has requested numerous times that paid in full receipts be forwarded to the court. [redacted] also states that she has called and been left on hold for extended periods of time and that the agents were not professional.
AllianceOne was referred 4 tickets by Pierce County Superior Court on various dates commencing on January 23, 2006. All tickets were paid between May 22, 2015 and May 29, 2015. The Court was notified of all payments by June 1. On June 22, 2015 we contacted the court and confirmed that they had received full payment on all four tickets. I have enclosed paid in full receipts for all accounts for [redacted]’s review/records.
We understand the concerns expressed in [redacted]’s complaint with regard to the misinformation she received and the excessive hold times she experienced. AllianceOne strives to maintain a positive image among the collection agency industry by training our agents to be professional and courteous at all times. In addition, our agents are trained to provide superior customer service at all times. Our review of the recordings of several of the phone calls between [redacted] and our agents and in some cases we did not live up to that standard and we apologize for the poor service experienced by [redacted]. [redacted] states in his complaint that he...

has a ticket he tried to modify through [redacted] Municipal Court and it arrived to them late and his account was referred to AllianceOne. He states that AllianceOne is applying interest to the accounts during the process of attempting to obtain a hearing from the court.AllianceOne was referred two accounts # [redacted] ticket # [redacted] and account #[redacted] ticket # [redacted] both from [redacted] Municipal Court on July 24, 2014 and November 12, 2013 with balances of $250.59 and $44.28 respectively. They currently show balances of $263.11 and $47.45 which includes accrued interest. In the state of Washington the person receiving a violation has 15 days to respond to their ticket. Since [redacted] did not respond in the allotted 15 days he was found guilty and his accounts assigned for collections and is responsible for certain amounts under State law. (See RCW [redacted] provides: Penalties, fines, bail forfeitures, fees, and costs may accrue interest at the rate of twelve percent per annum, upon assignment to a collection agency. This account began accruing interest upon assignment at the rate of 12% per annum, or 1% per month.) If [redacted] Municipal Court agreed to reduce his ticket the interest would be reduced proportionately. Additionally if the client decided to cancel the ticket the interest would also be cancelled.

AllianceOne failed to identify an account existed, yet funds were debited from her account in the amount of $39.00 rather than $331.49 she believes she paid. She states that she brought the payment issue to our attention and that an agent hung up on her.AllianceOne was referred account # [redacted] on July 29, 2013 with a balance of $662.98. I am writing in response to the concerns expressed to your office by [redacted] on October 13, 2015. I appreciate the opportunity to respond on behalf of AllianceOne Receivables Management, Inc.
[redacted] states in her complaint that she has been receiving phone calls and letters from AllianceOne attempting to collect a balance of $1865.55 and she would like communication to cease until the debt can be verified.[redacted] referred to AllianceOne for collection account #[redacted], client reference # [redacted] with a balance of $1865.55. On October 6, 2015, a letter was mailed to [redacted] informing her that her account was referred for collection and offering her an opportunity to settle her account for less than the balance owed.
This is a [redacted]’s account opened June 19, 2004 and [redacted]’s last purchase was dated October 15, 2013. The last payment posted to [redacted]’s account was dated November 23, 2013. We have requested more complete documentation from our client and will forward it to [redacted] when we receive it. Until we are able to provide it AllianceOne will stop all collection activity.
[redacted] should be advised that AllianceOne does not credit report on credit card accounts.
AllianceOne agents have attempted to contact [redacted] on only one occasion and upon the receipt of her complaint we submitted a request to cease both letters and calls to [redacted].

[redacted] states in his complaint that he...

received a bill from AllianceOne indicating that he owed a balance to [redacted] at an address he has not lived since February 2014. He states that the current owner did not change the account into his name as of August 2014. He wants the accounts credit reporting removed and the problem with the name on the account fixed.AllianceOne was referred account # [redacted] by [redacted] on August 25, 2014 with a balance of $218.73. Upon referral of [redacted]’s account we mailed a placement letter on August 26, 2014 to inform him that his account had been referred for collections. . On October 29, 2014 a woman contacted our office and identified herself as [redacted]’s wife, she stated that they do not own the property and that this bill is the new owners’ responsibility and that she wanted the AllianceOne tradeline removed from her husband’s credit report. She was advised that we would not be removing the reporting as we are reporting the debt accurately to the credit bureaus as no name change had been reported to [redacted].
We contacted [redacted] to confirm that they have no record of [redacted] contacting them to disconnect his service. Service was removed from his name when the new owners requested connection on June 19, 2014. [redacted] considers this a valid debt and that [redacted] is responsible for the usage while the service was in his name.
If [redacted] is able to provide proof that he was not responsible for the service address and that he discontinued his service we will review that information with our client [redacted].

I am writing in response to the concerns expressed to your office by [redacted] on August 31, 2015. I appreciate the opportunity to respond on behalf of AllianceOne Receivables Management, Inc.
[redacted] states in his rejection to our response that he did not own a vehicle on the dates shown on the validation and wants the plate numbers for each violation.
As stated in our previous response to [redacted] our client stated that [redacted] registered both accounts with his name, address and vehicle information.
As a result of this complaint, we have contacted our client once again in regards to [redacted] concerns and request. Our client has indicated that the device numbers listed on the validation previously sent to [redacted] are the result of “reads” of [redacted]’s [redacted] transponder which at the time when he had a negative balance on his [redacted] account. The devices are not assigned to a specific plate number. If the violations were generated by the plate because a device was not read a photo of the plate would be generated.

AllianceOne constantly calls her place of employment and third parties in an effort to contact her. She states that if there are any more calls to her place of employment she may lose her job. She states she has spoken with AllianceOne several times and asked us not to contact her at her place of employment and that she would like proof that the debt we are attempting to collect exists. [redacted] is requesting that we cease and desist and is disputing the debt.AllianceOne has made multiple phone calls and sent multiple letters to [redacted] however we have never spoken with her regarding this debt or received any correspondence and have no record of any type of cease request. We have reviewed our call records, while we did leave messages with third parties, at no time was the nature of the call or the existence of the debt revealed to any third party.
[redacted]’s account has been returned to [redacted] for as of September 5th, 2014. She may contact them directly at [redacted] if she has further questions regarding this account.

A terrible company that shouldn't be associated with the San Diego Court System; they have company owed me a refund for over 75 days. It took them less than a week to send me a bill when the court stated that I owed them money, but somehow when the court says they must refund my money, it's really difficult to get that money back to me in a reasonable amount of time, especially since I'm in the United States and not overseas. I think they believe that I will give up on my money and let them keep it.

E-ZPass violation for which he had already submitted payment twice.The Port Authority of NY & NJ referred to AllianceOne for collection ticket #[redacted] (client reference #[redacted], violation T[redacted]585-1) on April 18, 2016 with a balance of $65.00.
Upon receipt of Mr. [redacted]'s complaint, we forwarded his dispute to our client. They have confirmed that a separate violation T[redacted]294-1 in the amount of $15.00 was paid, however violation T[redacted]585-1 (ticket #[redacted]) in the amount of $65.00 is owed to the Port Authority of NY & NJ for using a dedicated E-ZPass lane without an E-ZPass device. We have enclosed validation for Mr. [redacted]’s records.
If Mr. [redacted] has proof of a payment made for violation T[redacted]585-1 (ticket # [redacted]) we would encourage him to forward it so we may review it with the Port Authority of NY & NJ.
