I am rejecting this response because:
As my complaint indicates, my issue is in the advisement I received in regards to the cut off.  Per the two attached emails, my advisor says both "Keep in mind that if you request a drop after the second week of class you are 100% responsible for the tuition of this course" as well as "If you drop your course at any point after unit 2 is completed you are responsible for 100% of the tuition cost."  When I was registering for this course and I expressed my concern over being able to make the class work with my schedule, he said that I had two weeks to determine whether I could make it work so I calendared a reminder for exactly two weeks out from the start date of the class to make sure I made the deadline. Having it stated in different ways is very misleading.  I am a very responsible individual and do not take deadlines lightly so I would have made a point to take action appropriately had I felt I was advised correctly.  With this information, I feel that it is understandable how a miscommunication could have occurred and I am asking for understanding as such.  I feel that it is more that fair for both Capella and myself take responsibility for both of our parts in this and come to a settlement agreement.  That is just good business practice.  To address their point about me having no contact with my advisor, he was already made well aware through our conversations that I was unsure whether I would be able to make this work and that I was giving it a try.  When he reached out to me to discuss my first unit, I indicated that due to my schedule, I was only able to complete homework on Wednesday's and Sunday's if needed which did not leave a lot of time (hence my struggle). Again, I am requesting a settlement in the form of a credit applied to my bill for 75% as this is what I would have been responsible for under the two week drop policy.  Thank you very much for your time and consideration in this matter. Mr. [redacted]’s complaint is in regards to a website run by Capella Learning solutions and his eligibility to take a course he was interested in.               Unfortunately, we can find no record of Mr. [redacted] in our system except his application for admission to Capella University back in 2010. We do not have information on Mr. [redacted] regarding the www.rightskill.com website and will be unable to respond to any further complaints without additional information. Mr. [redacted] states he has an email thread in regards to his complaint, but we were unable to see this information in his Revdex.com complaint. April 6th, 2018   To whom it may concern:            This letter is in response to Mr. [redacted]’s complaint #[redacted]. The nature of Ms [redacted]’s complaint is regarding the balance still owed due to the return of aid from her Spring 2018 term.               We are unable to award Ms. [redacted] any more funding for her Winter 2018 balance as she has reached her limit in subsidized funding and there is no additional aid to award her for that term. The amount that was over-awarded was in the amount sent her as a refund. I have consulted with our financial aid processing team, and Federal Regulations prohibit us from awarding her any additional aid for the winter term, although she can reallocate up to $139 from her current spring aid.                         We apologize for any confusion this situation may have caused Ms. [redacted], but the balance on her account is a result of her not informing us of the aid that was received at a previous institution this aid year. We are unable to offer additional aid above the $139 indicated above, and Ms. [redacted] is responsible for returning the refund amount that was over-awarded to resolve her balance. November 8th , 2017   To whom it may concern:            This letter is in response to Ms. [redacted]’ complaint #[redacted]. The nature of Ms. [redacted]’ complaint is the need for additional funding to return to Capella University and finish her degree.               Ms. [redacted] began a PhD in Psychology back in the Winter quarter of 2004, and then discontinued from the university in December of 2007. If Ms. [redacted]’ rationale for being unable to continue her education due to needing an additional $30,000, Ms, [redacted] must work with either the Department of Education or a private lender to finance the remainder of her education. In addition; the Dean of the School of Psychology reviewed Ms. [redacted]’ request for readmission to the university in September of 2017 and her request was denied. Capella University does not share the reason or reasons for admission denial with applicants.             We apologize for any hardship this situation may have caused Ms. [redacted], but she will not be allowed to return to Capella University in the PhD Psychology program. The responsibility for financing the remainder of her education is that of Ms. [redacted]. To whom it may concern: An additional criteria to be eligible for a tuition credit is that you attempt to contact your instructor, or in Ms. [redacted]'s case her FlexPath coach, for an extension or to take a pause prior to entering the billing session. As there is no evidence or documentation she attempted to do this, she is not eligible for a tuition credit for the finial billing session charge on her account. To whom it may concern,
This response from Capella is further evidence that Capella has no regard for the fact that there is a real, living, breathing, person at the other end of their policy which it seems they are dead set on adhering to regardless of any other circumstance.
Capella is well aware of the reason why I had to withdraw. To restate, I withdrew because my employer will not reimburse tuition for a non-traditional program such as flex path. Now I'm put in the position of paying this $2000.00 balance without any support from my employer, and without actually receiving anything for my money, and if I don't pay this balance I have no doubt that Capella will happily report me to a collections agency and shatter my credit.
Capella is a heartless institution more concerned with making a quick buck than doing the right thing. To be absolutely clear, I missed the withdrawal deadline (which was unclear from the start as no copy of policy 2.02.02 had been shared with me until just a few weeks ago) by a single business day (3 calendar days). The only policy shared with me up until my correspondence with Mr. Baumeister was University Policy 4.03.02. As far as what Capella is actually charging me for... I completed a single assessment in a single course before withdrawing. Mr. [redacted] takes none of these circumstances into consideration in his response. At the very least a reduction in the amount owed seems appropriate.
I'm selecting that I do NOT accept this response until Mr. [redacted] would be so kind as to explain to me what exactly I did get for my $2000.00 in his opinion and why I should have to pay for an entire semester worth of courses when I completed only a single assessment in my first course. I'd also love to hear why a reduction in my balance is not possible or fair.

This letter is in response to Mr. Robert [redacted]'s complaint from case #[redacted] submitted on 12/16/2015. Mr. [redacted] is disputing the charge for his course BUS-FP 3004 taken in fall 2015.
In fall quarter 2015, Mr. [redacted] registered for BUS-FP 3004, section 01, Developing A Business Perspective, start date 10/12/2015. The last day to drop and be eligible for a refund was 10/23/2015 (the 12th calendar day of the course). Mr. [redacted] discontinued from the course and university on 10/26/2015 and therefore, is ineligible for a refund. University Policy 2.02.02, Course Registration, defines course census as the 12th calendar day of the course. All program/degree levels (Undergraduate, Graduate, and FlexPath) adhere to Course Registration Policy and definition of course census.
We apologize for any undue hardship or stress that this situation may have caused Mr. [redacted], and we apologize that he does not feel he got value out of the tuition he owes for. However, we made it very transparent as to what our drop dates and refund schedule is for the courses he took and he chose to drop after these dates. The dates for dropping and all policies related to the refund schedule are available to students upon enrolling at Capella, and all students are advised to consult the drop/refund policy before withdrawing from a course. We have reviewed his request for a tuition credit regarding his circumstances which was denied, and we will not be reviewing that request any further. He has already consulted with our business office to arrange a payment plan for the balance due after the denial for a tuition credit was denied and explained to him. As Capella indicated, they are required to RETURN the unearned portion of financial aid, due to NON-SERVICE. They are legally obligated to do this.
Therefore, I DO NOT OWE Capella anything because Capella did NOT provide ME service either. Yet, Capella is trying to collect money from me, for doing NOTHING !!!
This is FRAUD, plain and simple.
Moreover, I contacted the FTC, as well.

Ive already provided a third party authorization form to Capella to release my information to have this issue resolved and nothing is being done. I continue to receive emails stating there's a bill yet no one has contacted me to have this matter resolved. I feel Capella is very negligent and does not care about resolving my account even though there information is incorrect.

The learner submitted multiple Tuition Assistance forms with conflicting information regarding her tuition assistance from her employer during her enrollment, resulting in ongoing correspondence to rectify those discrepancies in the financial aid award for 2014-2015 financial aid year, and in preparation for the 2015-2016 financial aid year.
When learners receive tuition assistance or reimbursement from their employers, this reimbursement must be reported and must be included in the calculations of financial aid award to determine the remaining amount of federal financial aid for which the learner is eligible. Any change in the amount of tuition assistance will result in a change to the amount of aid for which the learner is eligible.
The learner's disclosures of employer tuition assistance during May and June 2015 reduced her federal financial aid eligibility, resulting in a $2366.00 balance on her account at the end of Spring Quarter. The learner had received via direct deposit $1798.98 as a financial aid refund on 4/29/2015 for the Spring Quarter prior to the adjustment made as a result of her reporting of her employer's tuition assistance.
The learner inquired about her Spring Quarter balance on 6/17, and indicated that she had not made use of the employer's tuition assistance that she had disclosed earlier. On 6/18, a financial aid representative explained that the Department of Education regulations require learners to report any tuition assistance, outside aid, or scholarships that they are receiving, and that this information affects the amount of federal financial aid awarded. The learner was advised to use her refund from the spring quarter to pay down her balance, or to use the currently disclosed tuition assistance from her employer to pay for the balance. The learner indicated that she would not be using tuition assistance from her employer in future quarters.
Correspondence between financial aid representatives and the learner continued as she had questions during the ensuing days. On June 30, 2015, a financial aid representative updated the learner, indicating that the learner would be provided information about the next steps in resolving the situation by July 6th. On July 1, 2015, the representative followed up to inform the learner about the remaining missing information which the learner needed to provide, specifically, her employer's verification that she is not using her employer's tuition assistance benefit.
On July 23, the learner spoke with a Financial Aid administrator, who again explained the need for her to submit documentation from her employer verifying that she was not using her tuition assistance benefit. No further action has been taken by the learner to rectify her financial aid record.
The learner is urged to contact the Financial Aid Office to clarify what documentation from the learner's employer is needed in order to revise her financial aid award.
As noted before, the balance of $2366.00 from Spring Quarter 2015 is correct. The learner is responsible for this remaining debt on her account and should continue to work with Capella's Business Office regarding any questions she may have regarding her payment agreement.

Capella has failed to properly handle my concerns as a student. I do not want any future dealings with them and do feel they are a shady organization and I would not advise anyone to attend this instituition. I wish I would have never enrolled with them and will let everyone know how they have treated me and failed to correct the situation. They over charged me twice the amount of tuition. Even after following their instructions to have the amount fixed and corrected from their mistake Capella and its staff portayed it as if I messed up when in fact it was there incompetent employees. My classes were dropped and no one ever took the time to assist me until I got the Revdex.com involved. I am no longer a student of this unorganized school and I have advised my peers to transfer as well.

January 4, 2017   To whom it may concern:            This letter is in response to Ms. [redacted]’s complaint #[redacted]. Ms. [redacted]’s complaint states that we falsely advertised a $5000 grant that she applied for and that we did not inform her that the grant disbursed equally over 7 quarters.               The location on our website where this grant is located can be found at the following address: https://www.capella.edu/tuition-financial-aid/scholarships-grants/scholarships-n... The scholarship details clearly and specifically state that the scholarship is disbursed equally over seven consecutive quarters in the amount of $715 per quarter. If Ms. [redacted] does not attend Capella for the full length of time the scholarship, for whatever reason, the unused portion of the scholarship will not disburse. The $2145 Scholarship amount showing on Ms. [redacted]’s financial aid award is the total amount she is receiving in the 2016-2017 aid year. As she is receiving the $715 per quarter for three quarters, the total amount for the year is $2145.               We apologize for any hardship or confusion this situation has caused Ms. [redacted], but there was no misinformation or false advertising given regarding the grant she applied for and is currently receiving. We will not be disbursing her grant in any manner other than the current $715 she is receiving.
