Initial Consumer Rebuttal /* (2000, 7, 2016/03/18) */

I am rejecting this response because: I contacted my instructor one week after the class started and I talked on the phone to someone in the office, saying I did not owe them
I have been very disappointed with Capella, when looking for a school to attend, I was told this was a standing University, It is not, it is a floor in a business buildingMy fellow students and I got grades on a class where the instructors never even graded the discussion threadsI am very disappointed

November 10, To whom it may concern: This letter is in response to Ms*** ***’s complaint #***Ms*** has several issues in her complaint involving: a claim that “Capella targets blacks to come to their university”, that she was poorly treated by a mentor, that we have changed policies to increase the amount of time it takes to resolve issues, and that our actions have cause her to lose both time and money In regard to Ms***’s claim about our school targeting African Americans to come to our school; we will not be responding to this claim other than to say Ms*** has provided no evidence to support that statementIt is unfortunately her opinion, but any numbers she has provided are and completely anecdotal Ms*** began the dissertation phase of her psychology PhD program in the spring of During that quarter, her mentor DrJohn *** discovered numerous errors and issues with academic workIn a phone call with her mentor and doctoral advisor during that term, Ms*** became extremely agitated when Dr*** attempted to give feedback and began insulting Dr***Dr*** then expressed his frustration with her and when she continued to interrupt and insult him, Dr*** disconnected the callAt this point, Ms*** accused Dr*** of discriminationThat claim of discrimination was thoroughly investigated by our human resources department, and Ms*** was notified on 10/28/when that investigation concluded that there was no discrimination by Dr***Ms*** has not submitted any communication that she intends to appeal the outcome of that investigation In between the time Ms*** claimed discrimination and the investigation concluded, she had received a non-satisfactory grade for the spring term, and had also been cited for her third violation of the academic integrity and honesty policyMs*** appealed both of these actions, however she stated as a basis for her appeals that it was due to the instructor discriminating against herAs the discrimination investigation had not yet concluded, both of these cases were put on hold while human resources conducted her investigationMs*** was dropped from her fall residency course as she cannot enroll in future courses pending the outcome of her third violation of the academic honesty policy, as the outcome of this violation may result in her dismissal from the university We apologize for any hardship or confusion this situation has caused Ms***, however any delays in her progress were due to ensuring a thorough investigation of her claim of discriminationMs*** has since been given a new mentor, and both her grade appeal and academic honesty violation will go to a faculty review panel to determine further actionWe will not be offering Ms*** any refund or credit for what she claims is for lost time, pain, and sufferingPlease feel free to reach out with any additional questions or concerns Regards, Joe *** Learner Affairs Associate Learner Services & Operations (LSO) Toll Free: 1.888.CAPELLA (###-###-####) Fax: ###-###-#### E-mail: Joseph.***@capella.edu

I am rejecting this response because:
I am in contact with Learner Affairs on behalf of the President's Office

I am rejecting this response because: it's not what I was told when I first started; and on my financial aid documents it reads like I wanted the entire amount up front to pay for an entire classIt is advertising because I was never informed and have discussed the lack of an email stating that I was even awarded, in regards to the sep paymentsSo what will happen if I die or quit before hand, then the money never gets to me, hence advertising or making up the rules as you go along.Regards,P***

March 18,
To whom it may concern:
This letter is in response to Ms*** ***'s complaint from case #*** submitted on 3/4/Ms*** states her complaint is related to the delays we are experiencing with the disbursement of her financial aid
Ms*** is part of a small population of learners that our third-party FlexPath financial aid vendor has experienced technical difficulties with in regards to financial aid disbursementsThis error is occurring when a learner has a change of program and revolves around our vendor's ability to verify enrollment so as to disburse aid within Department of Education regulationsWhile our vendor is currently working on a solution for this technical error, we do not yet have a timeframe as to when we anticipate the error will bixed
We apologize for any undue hardship or stress that this situation may have caused Ms***As the error is unanticipated and we do not currently have an expectation to give in regards to when our vendor will be able to disburse aid, we would be willing to advance Ms*** a financial aid refund for the current billing session until her financial aid disbursesShe can speak with either Zack or Jayne on our FlexPath financial aid team in regards to the financial aid refund advancePlease feel free to reach out to me with any additional questions or concerns

I am rejecting this response because:
Re: Complaint ID *** Response to Capella University’s Initial ResponseDear MrJoseph ***,I wish to follow up with a formal letter to respond to your short and quite possibly standard responseconcerning my issues with Capella University while enrolled in their Doctoral Program in January 2012.First and foremost, I would like to elaborate and further explain the first sentence of my original onlinecomplaint which reads ‘I am requesting a refund essentially for a course that I never attended’I am notdisputing the fact that I was enrolled in the doctoral program at Capella University. My formal complaint is based on written and verbal correspondences that I have had with employees whowork for Capella University that have been conflicting (meaning that the information that I was providedhas been different such as dates, notes in the system, etc.)I attached documentation that validated myreasoning for all of my questions and/or concerns and quite possibly you didn’t have adequate time toreview and read each and every document that was forwarded to Capella University on behalf of theRevdex.com.Mr***, who is a Learner Affairs Associate, failed to address and/or respond to all of my questionsand/or concerns that were included in my online complaint as well as my formal written complaint thatwas very detailed in a separate letterI am requesting that Mr*** allow the department that he worksfor to complete my request for my ‘educational records’, review all of the documentation, and thenrespond to the following questions and/or concerns that I had initially asked in my initial writtencomplaint letter.I have included all of the questions and/or concerns that I am requesting answers to and based on Mr.*** short response, I have included additional questionsIn addition to the reiterated questions listedbelow, I have also included an additional attachment titled ‘Capella University AdditionalDocumentation’ and I will reference whether my questions and/or concerns are included in the attachmentor documentation that I submitted in my original complaint, when necessaryThe questions are asfollows: Did Capella University receive my financial aid award from the Department of Education? If the answer is yes, then please indicate the following: aHow much was awarded during for the Winter Qtr? bWhat was the amount received? cWhat was the date that the movies were received? dWhat date were the funds returned to the Department of Education? Is there a policy in place regarding dropping or withdrawing from a course? If yes, please indicate the following: aThe exact name and policy number (2.0.02) bThe exact dates of time-frames and percentage of money, if still owed by the learner cHow is the learner notified if they personal drop or withdraw from a course? dHow is the learner notified if they have been administratively withdrawn from a course? What does Capella University have as my withdraw date? Please indicate the method used to withdraw along with the time. Was the course dropped by myself or was I administratively withdrawn from the course due to non-participation? Was there a balance due on my account? If yes, please indicate the following: aWhat was the total amount that was due on my account upon withdrawing from the course? bWhen I was notified that there was a balance 'still owed' on the account? Please indicate the date and the method of contact. cWhen was I notified that there was a balance 'past due' on the account? Please indicate the date and the method of contact. dWho attempted to 'collect on the unpaid balance'? eIf I was notified by a collection company, is the collection company in-house or outsourced? Why does my online account through iGuide show that my application is 'incomplete'? How was I conditionally admitted to Capella University without official transcripts or without the transcripts even being ordered? Were my Official Transcripts and confirmation of my degrees requested from the universities that I had attended? If yes, please indicate the following: aWhat was the date that they were requested? bWhat date was the requested information received? Why was I told by my Lead Enrollment Counselor that in order to be able to order books/materials, I had to accept my financial award 'immediately' (only to find out that all of the materials would be included in my tuition)?Mr*** currently works in the Learner Services and Operations Department as a Learners AffairAssociate at Capella University and with that being said, I would assume at this point that Mr*** isaware that I have contacted Capella University on many occasions and most recently on June 14, 2016, Isent a detailed request for my ‘educational records’In the past I have requested information about myshort stay at Capella University and I have gotten NO RESPONSEIn a follow up call to the departmenton July 20, to review the current status of my request for my ‘educational records’, I was told thatCapella University has until July 28, 2016, to respond and that does not include the to day mail time.Since Mr*** works in the department where I originally submitted my written request for my‘educational records’, I can only assume that he would have been due diligent when researching andresponding to my original complaint because he would have had complete access to my records torespond accordinglyI will also note that I supplied additional documentation with my complaint that Ihad retained for my records.I have included an attachment that will address the questions I originally requested answersI have alsoincluded any additional questions and/or comments that I currently haveI have included a key belowthat will reference the status of each question. I will be very clear when I say that I REJECT this business response; furthermore, I am requestingadditional time to prepare a written response based on my ‘educational records’ request being honored byCapella UniversityRegardless, I am requesting that the Revdex.com grant additional responsetime to Capella University in an equal effort to respond to the initial complaint. In closing, I am requesting that my ‘educational records’ be shared with the Revdex.com as Ioriginally stated in my initial complaint letter, that my questions and/or concerns be answered and I amrequesting that all and/or any supporting documentation that coincides with my enrollment period atCapella University adhere to the policy(s) that were in place at that timePlease let me know if you haveany additional questions.Sincerely,*** J***Additional Attachments

I am rejecting this response because: Capella did reach out to me via email for non-engagement but this was a mute point since all of my flex path assignments were completed This is completely unacceptable, I did not withdraw from the course From the beginning I've let the school know what that they lacked the communication necessary for me to know what was needed or what was going on with my classes They want my money and I am not willing to give it to them because this is not fair and legal!

November 9, To whom it may concern: This letter is in response to Mr*** ***’s complaint #***Mr***’s complaint center’s around the dates of his FlexPath billing sessions and the remaining balance due on his account There is no evidence that Mr*** was misinformedAll of the information regarding academic years and billing sessions was given to him upon his enrollment and is also available on Campus iGuideThe dates of a course will vary depending upon the learner’s speed with which they complete the courseAt the time Mr*** asked us to put a hold on his program, he participated in and completed the course in the billing session he had been charged for We apologize for any hardship or confusion this situation has caused Mr***, but we will not be taking any further action regarding the balanceMr*** owes for his final billing session as there is no evidence that there was misinformation or error by CapellaPlease feel free to reach out with any additional questions or concerns Regards, Joe *** Learner Affairs Associate Learner Services & Operations (LSO) Toll Free: 1.888.CAPELLA (###-###-####) Fax: ###-###-#### E-mail: Joseph.***@capella.edu

Initial Consumer Rebuttal /* (3000, 7, 2015/08/13) */
(The consumer indicated he/she DID NOT accept the response from the business.)
It won't make a difference if written consent is given. I know how this will work and there is nothing that I can say or do that will change this business's objective. I will continue to discourage other potential learners from attending this university.

I am rejecting this response because: The following statement from Capella is not true and does not support their policy.  "After Mr. [redacted] went two consecutive quarters without resolving this balance or being enrolled in courses, he was administratively withdrawn from the university.I was told that as long as I was making payments to the university that I would be in good standing and not administratively withdrawn. This is what I based my future education plans upon. The purpose for me to stay in good standing is to continue my classes elsewhere so that I may transfer them back into Capella and graduate. Capella is stating that I was administratively withdrawn due to the fact that I did not resolve the balance OR enroll in classes. The fact is that the balance is being resolved and I am taking classes elsewhere as stated. The administrative withdraw has nothing to do with federal law. It is strictly a policy created by Capella and wording in ther payment documentation. Students making payments should be able to continue in good standing. Capella is punishing a student for taking classes elsewhere with an outstanding bill. I would not be taking these classes elsewhere if I was not lucky enough to work at a college that offers free tuition. We would not do this to our students.I am simply asking Capella to review my courses I am taking elsewhere for a transfer back into Capella once finished. I am also asking Capella to give me permission to attend my University as a transient student in good standing. I am currently and have been making payments and the bill will be paid as scheduled in full. I can understand that an administrative withdraw be enacted for non-payment...the fact is that payment is being made. Capella please work with me and not against me. I want to receive my degree I worked so hard for.Sincerely,[redacted] S [redacted]

Final Business Response /* (4000, 11, 2015/05/13) */
To Whom It May Concern:
The learner enrolled in Capella's Bachelor's in Business program beginning Fall Quarter 2014. She was enrolled for two quarters during Fall Quarter 2014 and Winter Quarter 2015. The learner submitted a request to immediately discontinue from Capella University on March 26, 2015. On April 1, 2015, the learner was discontinued from the university effective March 26, 2015. The learner currently has a zero balance due at Capella.
Per Department of Education (ED) regulations, the financial aid year runs from July 1 through June 30. In this learner's case, she applied for aid at Capella during the 2014/2015 financial aid year and completed the four required financial aid documents for awarding by October 30, 2014. The Financial Aid Office packaged and offered the learner an award for Fall, Winter, and Spring quarters on November 7, 2014 and the learner accepted the award the same day. The learner received her Fall 2014 and Winter 2015 financial aid disbursements at Capella based on her enrollment those quarters. On March 26, 2015 the learner submitted the award cancellation form at Capella, requesting that her future award for Spring 2015 be cancelled. Shortly after, on April 3, 2015, the Financial Aid Office processed her future Spring 2015 award cancellation. The cancellation was sent to the Department of Education site, Common Origination Disbursement (COD) to be updated on their end. Unfortunately, it appears the file sent did not go through to COD appropriately, which has resulted in a delay of the cancellation on their end. Upon review of this complaint and determining the issue with COD, Capella's Financial Aid Office has since updated the award cancellation with COD. COD now reflects the learner's future pending loans at Capella have been cancelled. This update should resolve the issue and allow the learner's current school to award her financial aid as appropriate.
I apologize for the delay in resolving this issue for the learner and wish her success in her academic endeavors.
If there are any further questions, please let me know.
Regards,

After reading the response from Capella, I am disappointed.  I contacted the advisor, as well as sent an email.  I proceeded with dropping the classes within the drop add period.  After the class was dropped, the tuition was charged and then the financial aid was returned.  After that the balance was provided and after the account went into collections, the collections company insisted that I settle the amount for less.  In doing this , I am still unable to receive my transcript.  I am currently looking at legal options in regards to receiving an official transcript.  I am looking at including this amount in my bankruptcy.  I am unable to pay  the balance when I was within the drop add period.  I am not in agreement with the response.
