I am rejecting this response because: I am not sure what documents I am supposed to sign. This is not a HIPPA action against Capella University. As we can see Capella University has similar complains already and to make this private, it does not make any sense to me.

I am rejecting this response because: I never used the word sabotage and falsely quoted in this response. I did bring up student success and have 1.5 years worth of communications from the school as the misleading phone conversations warranted documentation which is conveyed in email threads. I have a school email and personal email that was used no messages were ever left on voice mail from school and my concerns, losses, and integrity issues will warrant legal advice and a student loan grievance.Im sad that the school cannot meet it pledge of success and chose to take the direction they did.Thank you for your prompt attention in communicating on this complaint. I would be happy to share my written documentation to shed truth on the matter. Capella's response doesn't address two critical facts regarding this particular case.
First of all, I was put in an impossible situation since Department Chair Dr. [redacted] had informed me after 5 years of working on my topic, that it was unacceptable. This was after getting the approval of all my mentors who agreed to work with me only because my topic was acceptable and doable. So this made 5 years of work on this topic worthless and I wasn't given any consideration of this fact nor given any options other than proposing a new topic. I did this. However, this made it so that I had a little over a single term to get my new topic to the same milestone that my prior one was at after 5 years of work.
The second fact is this. The instructor who gave me my first NS was Dr. [redacted], who agreed to change my grade after I explained my situation to him, which was that during my term with him I got a new job. Jon [redacted], who was acting as my "Dissertation Success" advisor, advised me not to get the grade change but instead to appeal the academic withdrawal.
I have the emails from Dr. [redacted] confirming this.
The options offered to me by Capella would not increase my marketability as I already have a Masters degree. The whole purpose of the PhD degree was to make it easier to procure academic teaching contracts.
I understand that Capella has policies however in my 20 years of teaching in graduate and undergraduate programs of over half a dozen universities, every institution has emphasized that policies should be enforced with discretion upon the learner.
Even in straight forward situations like plagiarism, the student should be allowed to explain the situation and policies should be modified to allow the learner every chance to comply. Keep in mind that plagiarism involves the actual theft of academic credit, whereas my situation involves making a good faith effort to comply with an impossible situation Capella put me in.
Not only that but in this situation Capella has acted in a way that directly contradicts their promotion material. On Capella's numerous websites they tout the "Learner Centered" approach and entice potential students with a Mission Statement that is "fulfilled through innovative programs that are responsive to the needs of adult learners".
Another example: "Today, Capella University still has a learner-centered approach to teaching with strong support for the student."

Capella in this situation has turned this learner centered approach on its head. If my topic was 'unacceptable' Capella should have not have let me start such a topic. I should be refunded the wasted money I spent on an unacceptable topic and given an exemption and allowed to continue with a new topic.
I am a learner pursing a PhD degree.
I paid Capella for PhD supervision of my dissertation. If that is not what I got, that is Capella's fault, not my own.

This letter is in response to Mr. [redacted]'s complaint from case #[redacted] submitted on 1/26/2016. Mr. [redacted]'s complaint is centered around his academic withdrawal from Capella university.
Although Mr. [redacted] claims he was put into a poor situation based upon his topic not being approved, the responsibility for success in dissertation lies with the learner to to get their topic approved. Mr. [redacted] failed to academically progress in his milestones, which eventually led to his academic withdrawal notification from the university. Capella does make exceptions to our administrative withdrawal policy, an exception that was granted to Mr. [redacted] when he initially appealed his decision. He was ultimately withdrawn from the university for not meeting the requirements of that appeal decision. We have thoroughly reviewed Mr. [redacted]'s situation and feel we have done everything possible to assist him in succeeding. Although supervision was provided to him, the lack of progress and success in this instance falls on the learner.
We apologize for any undue hardship or stress that this situation may have caused Mr. [redacted], but we will not review any further requests to reverse the administrative withdrawal decision. We encourage Mr. [redacted] to work with the academic advising team to pursue alternate degree options utilizing the credits he has earned up to this point. My attempts to contact my mentor during my SMR process was consistent and Dr. [redacted] who is no longer with Capella University failed to respond or be available. I attempted several times to reach out and get more specifics about the expected standard and Dr. [redacted] was either dealing with her personal health issues or the birth of her grandchild. She did respond towards the end of her stay at Capella. She suddenly started to be proactive about responding to emails and/or texting which was surprising. She appeared to be forced to attend to my needs, she almost sounded as if she was being rushed and just portray as if she suddenly cared about my academic progress.
I was advised to request extensions, even though I was not in agreement, the school stated that it was common to do so and that if I wanted to finish my program, such had to be done. It was advised by Jessica [redacted] (DSW department advisor). I had shared with her that fellow cohorts were experiencing the same delays with Dr. [redacted] and Ms. [redacted] proceeded to ignore such matter and proceed with me asking for an extension. She just kept saying, "you need to request an extension in order to continue being active in the program". I was quite dissatisfied, since my mentor was not involved in my progress, but had to continue and so I listened to Capella's advise. They made the statement that "I requested", no, I did not want to request such extension, since Dr. [redacted] should have been effective with her role as a mentor and help me in reaching my next milestone. My lifelong academic records will demonstrate that I have been a committed and successful student. I have never experienced such a thing in my life as I have with Capella. This is an absolute injustice, there is no moral value nor ethics involved with this organization. I have connected with several former Capella students and they have been experiencing the same situation, this is extremely scary.

We apologize for any confusion or distress this situation may have caused Mrs. [redacted], and that she does not agree with the decision made by the school to be administratively withdrawn. In researching her situation, student record, and consulting with staff that specialize in PhD dissertation, it has been determined that Mrs. [redacted] was afforded every opportunity to be successful in her PhD program. The action of taking administrative withdrawal occurred after extensions had been granted by mentors of the DSW PhD program, and was a result of her lack of academic performance. She was also afforded the opportunity to appeal her withdrawal, which was handled in a manner consistent with other learners in her same program under the same circumstances. This appeal was reviewed and the denial upheld by both the faculty review panel, as well as the president's designee. Per university policy, there is no additional avenue for appeal beyond the presidential designee.
Again; we understand that this situation may have cause distress to Mrs. [redacted], but we urge her to continue working with our academic advising team to pursue an alternate degree utilizing the credits she has already attained. The nature of Mr. [redacted]’s complaint is that he has a balance remaining on his account that is preventing the release of his official transcript. Please see the following message from one of our financial aid advisors in regard to Mr. [redacted]’s complaint:               Mr. [redacted] is taking MBA courses (1st and 2nd session) •          Initially we awarded up to half time COA ($4,332) •          This amount had included TA which was then removed and replaced with loan funding •          Disbursements for 1st session occurred and sent a refund of $1,781 •          Learner started into second session and we offered an award adjustment of $1,456 •          Unfortunately, after the 10% discount, the balance would have been $2106 and with origination fee of $15 he is left with the balance of $665             We apologize for any hardship this situation may have caused Mr. [redacted]. Mr. J. [redacted], the Capella university representative, was asked to provide a copy with time and date stamp for drop date of the course from the email correspondence that I sent to their staff. A response was noted that stated that the drop was initiated through iGuide and therefore no email was received. I have to disagree with the respondent. According to Capella's Course Registration policy 2.02.02 VII, C. 4 - a learner can drop a class by contacting enrollment services, etc. by email with language that is clear in intention to dropping. This policy was in effect at the time I registered for and dropped this course and was the process I used to drop this class. I want to be sure that this email date received is noted correctly in my account, and not a Capella mistake of not reading and/or responding to the email until that time. If this email was sent before the 21st of January 2012, which I believe it was, and it was a Capella mistake that this course was not noted to be dropped until that time, I feel that I am not responsible for 100& of the funds. Especially since the difference in funds owed to Capella are within a few hours of the 2nd Friday drop date. Please provide that email with time and date stamp and the response email noting that the drop was received as soon as possible. I am only requesting this information because I would like the amount that Capella states that I owe to be completely validated.
Mr. J. [redacted] also assumes that I did not speak with a Capella Academic Adviser prior to dropping the class but the person that I did speak to referred me to and we discussed the financial policy, which at the time, I was well within 12 days of, and informed me that I was within the time frame to drop the course with little financial implications. This is why I am requesting the emails, that I no longer have access to because of being taken off of iGuide until I recently requested access to view my account.

This letter is in response to Ms. [redacted]'s complaint from case #[redacted] submitted on 1/30/2016. Ms. [redacted]'s complaint is centered on a course that was taken then dropped during the winter 2012 course, and the unresolved balance owed to Capella
The email submitted to Capella on 1/21/202 stating "Unfortunately I will be unable to continue with my studies this semester. I need to find out how to drop out of Capella University. Please respond as soon as possible. Thank you!" , of which a copy was sent in the previous Revdex.com response, is the first and only interaction where Ms. [redacted] indicated she wanted to drop her course. We have attached a copy of Ms. [redacted]'s 1/21/12 email as well as her enrollment record for the winter 2012 term showing the date she logged on to iGuide to drop her course in a previous response.
We apologize for any undue hardship or stress that this situation may have caused Ms. [redacted], but we have diligently researched her drop per her request, and the balance due for the course dropped is congruent with our published tuition and fees refund policy. We would encourage her to work with our business office to arrange a payment plan if resolving the balance all at one time causes difficulty for her. The nature of Mr. [redacted]'s complaint is in regard the remaining balance due on his account from the Fall 2011 and Winter 2012 terms.               In response to Mr. [redacted]’s rejection of our complaint, we are attaching screenshots of the R2T4 calculations for each of the terms in which he still owes a balance. Again; these balances are both for refunds that were sent to Mr. [redacted] that he did not earn due to dropping his courses prior to earning his federal financial aid.               We apologize for any hardship or confusion this situation has caused Mr. [redacted], but the balance that is due to Capella is a result of him not completing enough of his courses to earn all of his financial aid. We encourage Mr. [redacted] to continue working with our business office to arrange a suitable payment plan if he is unable to resolve the balance all at once, but we will not be taking any action to reduce the amount he currently owes for refunds sent to him that were not earned. Faced release of information today.
In addition to not providing the services they claim. I was informed by my mentor to apply for graduation with the anticipation of that occurring. If that wasn't going to be possible I should have been told that they could not fulfill their obligation to provide me a quality education.

Because my plan for completion requires a few weeks for approval by the Capella Psychology Department. My dissertation has been completed and the delay was not a result of me not completing what I was required to do, but because of systemic failures of Capella. According to my mentor (employed by Capella) I only need a few weeks to obtain the approval and present my dissertation.

To whom it may concern:
We are responding to Ms. [redacted]'s response to her complaint from case #[redacted] submitted to the Revdex.com on 12/1/2015. Ms. [redacted] is under the impression that she only has a few weeks left to complete her doctoral program, unfortunately that is not correct. Her Milestone 10 is currently under review by the school and there is no guarantee that the school will approve that milestone for her to move on. Furthermore, if Ms. [redacted] had not been administratively withdrawn and approval was granted, there would be no way to estimate when she would have completed the remaining milestones required from her program. We made every effort to make Ms. [redacted] aware that she needed to be completely done with her program by the end of the summer term. Again; her final extension stated she was required to have her entire program completed, not be at a particular milestone at the end of the summer term.
We apologize for any frustration or hardship this circumstance may have caused Ms. [redacted]. Her request to complete her dissertation at Capella University will not be an option for Ms. [redacted]. A member of our team has consulted with her and encouraged her to contact the dissertation support department regarding how best to utilize the credits she has earned. We encourage her to continue working with our academic advising team to pursue an alternate degree with the credits she has already earned towards her program. I understand that Revdex.com cannot force these companies to come to a satisfactory resolution, but it is clear that Capella University is 1) not willing or wanting to speak to me regarding this and 2) continue to provide false information to myself and your company. Mr *** has still not responded to my email or phone call attempts. I have emailed and called him directly as he had left that information in his prior responses. The ENVELOPE that Mr. *** states is not associated with Capella, is the envelope they provided me to send my payment. As you can see, they returned the envelope, unopened, stating the account was closed. They did not state "return to sender", as you would expect someone to do if the envelope was sent to them in error. For all Mr. *** knows, there was a check in that envelope to pay Capella. They returned my envelope and sent me to collections. This is clearly proof that Capella is not willing to discuss this with me in good faith and despite the attempts by Mr. *** to state that they would like to speak to me, I am still unable to get a return phone call or email from him or his company. We again apologize for any confusion or distress this situation may have caused Ms. ***, but feel we adequately responded to her concerns in a timely manner and attempted to guide her towards the proper decision in regards to persisting with her course. We do not have any records of Ms. *** attempting to contact us, but if correspondence was sent to us from an email address other than an email registered with Capella, it would not be recognized. She can try calling Capella's toll free number listed below or reach out to the business office directly at ***. If Ms. *** is claiming that there was a check enclosed in the envelope returned to her, we advise her to contact a business office representative to obtain accurate steps as to where that check can correctly be mailed. As of the date of this response, there is no record of Ms. *** attempting to contact anyone in our business office as previously advised. We regret that Ms. *** is not satisfied with the outcome of her complaint, but feel we have adequately addressed her concerns as to why the balance has occurred. July 1, 2016   To whom it may concern:            This letter is in response to Mr. [redacted] complaint #[redacted]. Mr. [redacted]’s complaint is in regards to a website run by Capella Learning solutions and his eligibility to take a course he was interested in.               Based upon the information contained in the email chain between the Rightskill representative and Mr. [redacted], we informed him that the Information Security program he was interested in was not available in his area and that we would inform him when it was available. We furthermore informed him several times that he first needed to submit a resume in order for us to inform him if he qualified for the program he was interested in. In regard to Mr. [redacted]’s inquiries into a program for his son, we are not at liberty to share specific information regarding another applicant without a signed authorization to release information. At several points during the communication process with Mr. [redacted], he was informed what was needed from him, and then informed that he did not meet the qualifications as the program was not in his area. Mr. [redacted] then continually responded to emails repeating previously asked questions that had already been addressed. Rightskill staff then had no choice but to inform him that they would no longer be responding to his communications.               We apologize for an inconvenience this situation may have caused Mr. [redacted], but unfortunately he is not qualified for the program he inquired about and Rightskill staff can no longer dedicate business resources to handling his inquiries. To whom it may concern:
This letter is in response to Ms. [redacted]'s complaint from case #[redacted] submitted on 12/15/2015. Ms. [redacted] states her complaint is related to the amount she was required to pay in tuition for a course she was unable to take due to technical difficulties she encountered.
The course Ms. [redacted] is disputing occurred during the fall 2015 term that began on October 12, 2015. The last day to withdraw from this course to receive a 100% refund was October the 16th and the final day to receive a 75% refund was on October 23rd. Ms. [redacted] continued participating in the course until she withdrew herself on November 13th, 2015. When this drop occurred, we were required by Department of Education regulations to return all unearned financial aid back to the lender. The balance that is due on Ms. [redacted]'s account is a result of this return.
We apologize for any undue hardship or stress that this situation may have caused Ms. [redacted]. Due to the technical difficulties she encountered in her courseroom, we have since offered and applied a tuition credit for the tuition portion of her balance in the amount of $2355. Ms. [redacted] will however still owe Capella directly for the refund and book voucher portion of her financial aid that was returned to her lender in the amount of $1,937. If Ms. [redacted] is unable to pay this balance all at once, our business office will be more than willing to assist her with setting up a payment plan. I'm glad that I finally received an answer about this. The refund money and book voucher will be paid back when I return to school. Hopefully by then Capella has all of the bugs worked out with the technical software issues that this course requires because I was not the only one that experienced these issues.

The learner returned to the Bachelor of Science in Business program in Spring Quarter 2015. On 5/20/2015, as part of his financial aid award, he was offered a subsidized loan, an unsubsidized loan, and a Pell Grant. On 6/8/2015, the learner inquired about disbursement and was informed that an IT problem had prevented disbursement and that efforts to remedy the issue were underway. Due to the IT issues which changed the dates on outgoing documentation, loan origination submissions were being rejected by the Department of Education. While the efforts were ongoing to remedy the problem, the learner's unsubsidized loan did disburse on 6/19/15. However, the subsidized loan was not able to be disbursed due to the ongoing problem with the IT issues related to origination submission. The learner's loan disbursement was remedied through a late disbursement process, which is used in exceptional cases. The loan disbursement went forward on 8/18/2015, and was disbursed on 8/21/2015.
I sincerely apologize for this delay and for the frustration that this has caused the learner.
