We issued a Parking Notice to license [redacted] for parking Overtime at Whole Foods in BoiseWhen the Parking Notice went unpaid we sent the registered owner of the vehicle a notice in the mailUnlike other states, in Idaho the license plate stays with the vehicle owner instead of the vehicle, so frequently the original listing of the vehicle make may not match the vehicle description of on the Parking Notice Based on the information provided it looks like the employee issuing the Parking Notice must have captured the license information incorrectlyTo make matters worse when the vehicle owner contacted us to we failed to handle the complaint in a professional mannerWe apologize for the way the situation was handled and the inconvenienceWe have voided out the Parking Notice and consider the matter closed Please feel free to reach out to me directly with any questions or concerns Have a great day! This parking notice was issued for no advance payment The customer statement says that this parking notice was issued on August 18, 2015, however, the parking notice was issued at 9:PM on August 17, At this location we have a cash pay box as an alternative way to pay if a customer does not want to use the electronic pay machine or if the machine experiences any kind of malfunction In addition, we also have signage for “Call2Park”, which displays a phone number for customers to call to pay by credit card if they prefer not to use the electronic pay machine or if the machine experiences any kind of malfunction.It is important to note that it is extremely rare that we experience payment issues with our electronic pay machine at this location This particular machine is hard wired for its power source as opposed to some machines and locations that are solar powered In the rare event of a hard wire power interruption, the machine has built in back up batteries to allow operation during any such event In the rare event that the machine experiences an interruption in data transmission ability, the machine has built in systems that authorize credit cards and send the data upon reconnectionThis parking notice was issued at 9:PM We checked our machines reporting for the evening in question using the time frame parameters of 7:PM to 10:PM and the machine processed a total credit card transactions consistently throughout that time frame.This vehicle plate number has no history of parking notices at this lot or any other Diamond Parking lot in Eugene The customer indicated in their statement that they were parked in the lot for minutes The rate in this lot for minutes is $ As a customer courtesy, we have processed a refund for Francis Haik in the amount of $29.00, the difference between the amount that should have been paid to park originally and the amount paid for the parking notice issued for no advance payment We will now consider this matter closed.Sincerely,Chuck H [redacted] City Mgr., Diamond Parking Services

Hi [redacted] ,Thank you very much for your inquiry regarding your monthly parking at our lot ***I will be happy to help provide clarity on the situation.While reading your email, there may be some confusion on the billing process for monthly parking, which may explain some of your questions and frustrationsI will be happy to explain the process.First, I wanted to make sure that you were aware that each parking lot in the city is always subject to price changes based on a variety of factors such as supply and demand, seasonality, and outside influences such as construction or road closuresThis is why you will see the price fluctuate both up and down on the daily and monthly rates at the lotsSome lots are more stable in pricing and others are more adaptable to the parking climateWe analyze the sales trends, monitor our competitors’ pricing, and stay informed on any business openings/closings or any road/building construction that would influence parking in order to create a fair market rate for our parkersWhen the Area Manager had communicated to you that the price of the lot was $on his email on November 2nd, 2015, that was accurate at the timeThe lot changed prices from $(Prior to taxes and fees) to $(Prior to taxes and fees) effective as of April 1, and was communicated to you via writing in the last week of February along with your Parking Permit for the month of March.Obviously price changes are impactful to our customers and their financial and transportation planning so we want to communicate any raising or lowering of the cost of the parking as soon as possible to our monthly parkersOur Parking Services department processes payments on the 15th of the month for the next month’s parking and then sends out the parking permit along with the Invoice for the following monthFor example, on June 15th, the July parking was charged to our customer’s credit cardsOnce payment is confirmed, the July permits are mailed out to the customers along with the Invoice for the August payment, typically around the 20th of the month so that the Parking Permit and the future Invoice will arrive in the last week of the current monthThis system allows that the customers will be able to see the future plans for the lot pricing and have around 10-business days to decide if they want to remain in the parking lot or seek other parking solutions.I have attached a copy (Each attachment has the requested duplicate date of June 24th at the top of the letter rather than the actual date that it was created) of your three most recent Invoices (45555MARCH.PDF, 45555APRIL.PDF, and 45555MAY.PDF)As a reminder, the March Invoice would have arrived the last week of January, the April Invoice would have arrived the last week of February, and the May Invoice would have arrived the last week of MarchYou do not see a June Invoice because you had cancelled your parking for the month of June so we are unable to get a copy of this Invoice.The important parts to see on the Invoices are contained in the bottom section (This is from the 45555MAY.PDF): I wanted to bring your attention to the bolded part that states, “ALL PRICES AND FEES ARE SUBJECT TO CHANGE AT ANY TIME AND WITHOUT NOTICE.” In addition, please notice that the Invoice correctly states what the future bill will becomeIn this case, the parking for May will be $492.40.Based on the notes on your account from our Parking Services Department, it looks like you were set up in November of and that you communicated with the Parking Services Department on May 20, regarding the rate increases and that you were informed that the Invoices reflect the priceAdditionally, you had made a refund request and the Parking Services Department completed the refund request for the parking for the month of June on June 1, Based on this review, I unfortunately must deny your refund request as each Invoice:? Was accurate to what was billed to your credit card.? Was mailed out with 10-business days’ notice prior to the auto-pay on the credit card which gave you time to review the price changes and to respond to us with either questions or a request to change your parking situationBecause we did not hear from you, we continued the auto-pay credit card payment on the 15th of the following month.?
