No solution reached. I still can't use my Playstation 4, I haven't received a password [redacted] email, and they have done nothing to rectify this situation. I am appalled that a giant corporation like Sony thinks it's okay to treat their customers this way.

I was unable to use my PS4 for approximately 3 months. It has been fixed, but Sony has not refunded me for the time lost that I was unable to use the console for online AND offline services.

infestation disqualifies a PlayStation from service. Our PlayStation technicians qualify a PlayStation as soon as it's received. If there is evidence of infestation, we cannot service the device and it is returned immediately.
Once the PlayStation is deemed disqualified, it cannot be appealed.

There was no proof of infestation submitted, and therefore no proof of the supposed infestation. The unit was under warrenty and should have been serviced or replaced.

There is no proof of bugs provided and no valid reason for Sony to refuse to prove their statement. I want proof of bugs, since there are NO BUGS in any f the systems I own and all other systems except the PS4 have any issues. This is a hardware issue that is endemic to the first gen PS4 and I deserve to have my system fixed or replaced. The warranty is in effect and there are no bugs or other issues except with this single system. Sony needs to honor their warranty and respect me as a consumer who has supported their company for a long time.
There is no proof of an "infestation" provided, and the issue is very widespread and well known to the company and gaming community. The fault here is Sonys and I deserve a replacement system.

Now, Sony PlayStation won't request my refund. I am now complaining to congress and all government agencies cause being a loyal customer since PS 1 came out. This is my first time in years I am requesting a refund on a pre-order game. That is right a pre-order for something that yet to be released and I have not download or pre-download the content. 
On playstation [redacted] website they do honor refunds. I find Sony PlayStation to be a scam and a ripoff.
