I don't recall ever signing anything that states I must pay by midnight on their time zone or my payment will be late. There is absolutely nothing on the bill that states this. I want to see a copy of the agreement that I signed stating this.
This is NOT about the money! This IS about the principle! I am willing to take this to the next level should I not see an agreement signed by me regarding payments having to be paid before midnight on their time zone.

We're sorry for your continued frustration. Per the Credit Card Agreement, you agree to make at least a minimum payment by your due date. We consider payments received after 11 p.m. Central Standard Time (CST) as being past the due date. As stated in our previous response, prior to making your phone payment the automated system advises you that payments made after the cutoff time will be processed the next day. Please keep in mind this same policy applies if you are making a payment in one of our stores. You are able to make payments in our stores until store closing. After the store closes a store payment can be made the next day.
Although we understand your frustration, we stand by our previous response. We see that 2 late fees have already been credited to your account in the past 12 months as a courtesy. For that reason we are not able to waive any additional fees on your account at this time.

Dear Target,
When online payment services are restored to closed accounts I will then be satisfied. No explanation has been given as to why this payment option was discontinued for closed accounts. Customers who have chosen to close their accounts are being discriminated against for doing so. Up until last month I had been able to make my payments online. I was not even notified there had been a change in policy.

1. This is a Target Error.
2. No one asked Target to compensate for anyone's bank fees.
3. Please re-read the section titled, "Consumer's Desired Resolution."
1. This situation was caused by a return check, for insufficient funds.
a. No, as you can clearly see from my statement, I made an in-store purchase, the money was taken out of my account. Days later, the money was put back into my account. So yes, I did have enough funds in my account.
b. The insufficient funds fee of $29.00 was reversed by Altura. They acknowledged that it was a mistake to charge me that fee on 12/28/15. What does that mean? I had sufficient funds in my account.
c. I spoke with a representative from Redcard services. They told me about the notes that were entered on my account by the Target Research Team. Target accidentally charged customers, during the Christmas week, twice for their purchase. To fix that, Target gave a credit to their customers. This is what I was told by a Redcard services team member.
2. It's the banks fault.
a. So I spoke to my credit union, Altura. I was told that they cannot give me a credit for another institution. You can see on my statement that Target gave me credit for my in-store purchase, when I did not return anything to the store.
3. Consumer's Desired Resolution:
On December 23, 2015 I paid for my purchase at a Target store. On December 28, 2015 someone (Target) gave me a credit for my purchase. On January 11, 2016 someone (Target) realized their mistake, and tried to take the money out of my account again. There were not enough funds in my account, and I have been charged by my credit union, fees for insufficient funds. I have paid what I owe. I would like an official letter, explaining what happened so that I may try to get a fee reversal for insufficient funds, from my credit union.
Altura told me that they cannot give a credit to my account, on behalf of another institution. So, the credit came from Target. If the credit came from Target, this is what happened. On December 23, 2015 I paid for my purchase at a Target store. On December 28, 2015 someone gave me a credit for my purchase. On January 11, 2016 someone realized their mistake, and tried to take the money out of my account again. There were not enough funds in my account, and I have been charged by my credit union, fees for insufficient funds. I have re-paid for my in-store purchase. This has never happened to me at Walmart or any other store for that matter. Why was I [redacted] credit for my in-store purchase? Target took the money out of my account, then gave me a credit for my purchase. This situation was caused by Target. Does it make sense to give a customer credit for their in-store purchase, when they did not return anything? Does Target make mistakes like this all the time, crediting the wrong people for their purchase? I'll leave this here again:

Not acceptable. I switched to paperless billing to help you!
Look at my spotless history when I was on paper billing to prove out what type of customer I am.
Your process is flawed. When someone switches over keep sending automated emails until you get a response. If no response just call the number on the account (which is the same number you called once when my account was way past due and we discovered your emails were going to spam).
This is going to cost me .25% on a $400,000 loan. It is the only late pay on my credit history.
Is there nothing you can do?

At this time, we are not offering instant same day credit limit increases. We see you are eligible for our monthly credit limit review process because you updated your income information through REDcardTM Account Management. If you qualify for an increase, you will be notified by letter and you will see the increase reflected on your monthly statement.

I am on paperless statements so I would not see any decrease in credit because I don't log into an account that I don't have to make a payment on. This has happened before with my account I opened in 2008 on which I NEVER even got a credit limit increase for 5 years! After you closed my account in 2013 I had to reapply which caused me a hard pull on my credit. Your practice of closing accounts or decreasing limits are unacceptable. I will not be satisfied unless I get the limit back that I had.

Please remember that under the terms of your Credit Card Agreement, a minimum payment amount is due each month. This payment is due on or before the same day of the month listed on your monthly billing statements; otherwise, a late fee and interest charges may be assessed to the account.
You have been enrolled in our online REDcardTM Account Management system since August 12, 2011. At that time you elected to receive email alerts when new statements become available. Paper statements were suspended at that time when you signed up for the alerts. Our records indicate email alerts did not reach you starting in September 2015, however we did send paper statements when we received notice that the emails were returned to us.
A minimum payment of $25.00 was due on your account by September 25, 2015. No payment was received and a late fee and interest charge were assessed. No other payments were made on your account until we received a payment of $174.42 on December 8, 2015, paying off your purchases from August 2015.
As a guest courtesy, we have removed the remaining late fee and interest charge balance of $124.78. As an additional guest courtesy, we also removed the past due record from your account and requested that the national credit bureaus update their records accordingly. Please note that the credit bureaus can take up to 60 days to update their records.

I would like a formal response, on Target letterhead, mailed to my attention at my residence specifically stating that they have instructed SCAN and Certegy to remove the negative information that Target reported to them (as according to their collections letter dated 3/2/2015). This response claims that Target did not report the items to the check authorization services, however, in their collections letter they specifically stated that it was reported. I have no recourse unless I have a document from Target stating that 1) The information was never really reported, or 2) That Scan and Certegy have both been notified to remove the negative information.
This has truly been the most disappointing experience I have ever had with a retailer's response to fraud. Target had a loyal customer for decades.

A reasonable business would acknowledge that an error was made, either by the electronic processing systems or by the account holder. We acknowledged that it 'may' have been an error on our part but doubted it and had no way of knowing for sure except to enter the bank acct info again and possibly face another bounce back fee - this is unacceptable to us and we still believe that Target would acknowledge a legitimate mistake rather than a deliberate one and do a one time refund of their fees. Our records indicate that you logged onto the online website on December 19, 2014 and updated your email information, along with requesting to receive email alerts when your statement was ready to be viewed. On January 11, 2015 there was a request submitted on your online account for a forgotten username/password. Also, on February 9th, we see the checking account information was updated via your online account and a promise to pay of $54.00 was created.
Please be advised that we have not had any issues with our guests accessing the online REDcardTM Management website, even during the period of unauthorized access that occurred to certain payment card data in December. If you are continuing to have difficulties accessing your online account, please call us at (800) [redacted] ext. [redacted].
In addition, a credit card is not an accepted form of payment on your REDcard account but we do accept debit cards as payment on past due accounts. You always have the option of calling us at (800) [redacted] to set up payments over the phone or to be advised of the current minimum due payment.

I reject this response for three reasons. First, your statement that "when your account was closed on June 6, 2015, your available credit and total credit limit information were updated to reflect as zero," is factually false. It was not until multiple weeks after the date of closure was the available credit and total credit limit changed from $200 to $0. Therefore, my argument regarding your perpetration of misinformation still stands. Second, I was contacted by a representative via phone today and re-iterated my concerns regarding the lack of notice, not only that the account was in danger of being closed, but also after it had been closed. In response, she stated that "usually people's contact information changes" and that that was the reason notice was not sent. This statement is absurd and ridiculous. People change addresses all the time, but this does not excuse banks from mailing notices to their customers. Moreover, in the 21st century when everyone has email, this excuse is not valid as sending an email with a closure notice takes little to no effort. Nothing but sheer laziness can explain your unwillingness to inform customers when their accounts are being closed due to inactivity. Third, your lack of responding to my arguments regarding your actions being in bad faith permit me to presume that you know I am correct that you acted in bad faith and in a questionably 'legal' manner.
I do not wish to apply for a second time as I do not want another hard inquiry on my credit report for 2 more years. I understand that you "must be consistent in your credit practices in fairness to all of our accountholders." However, you can remain consistent while still re-instating my account for two reasons. First, the credit line was only for $200, a minuscule amount offered to many people with credit far worse than mine. Second, my credit record with you is perfect, permitting you to have knowledge of my creditworthiness which certainly qualifies me for your card.

I called in today (03/03/2016 at 2:52pm)and spoke with a Representative by the name of Breanna, she was very pleasant and helped me take care of the account. I paid the full amount of 189.33, Confirmation # [redacted]. I asked the representative to mail out a receipt to me showing this account has been paid in full. I will consider this case satisfied when the letter requested during my call is received. Thank you again for all of your assistance.
