I am not accepting the response given. Apologies are null and void at this point. What business does this and gets away with it!? Three months of havock and lock down. On my account in which the card could not be used until I have a decline on the card and have to call the guess services not once not twice but multiple times to fix the problem at hand. They never fixed anything!

Dear [redacted]:
We received your correspondence forwarded to us by the Revdex.com of...

Minnesota and North Dakota.
We're sorry for your frustration with your Target Debit CardTM account. Although we do understand your frustration, please know that per the Target Debit Card terms and conditions, you agree that any electronic fund transfers (EFTs) may occur several days after your transaction date. In addition, we do charge a fee and resubmit the transaction when there are not enough funds to cover your purchase amount.
On October 21st we sent you a letter informing you your October 15th and 16th transactions had been returned by your bank. Because the returned payment fees were not a result of a Target error, we are unable to issue any credits to your account or reopen your account to new charges. Although we know this isn't the outcome you had wanted, we hope you'll understand that we must remain consistent in our policies in fairness to all our cardholders.
Please also know that at this time there is an unpaid balance owed of $168.95 on your account. Please contact us at (888) [redacted] to make payment towards that balance.
Thank you for the opportunity to respond.

(The consumer indicated he/she DID NOT accept the response from the business.)
I understand that I have to pay returned check fees but not being able to open my card back up is ridiculous. My bank account was closed and it was an honest mistake. Due to the tardiness of Target's letter informing me of the issue, I was not able to correct my banking information quickly and resulted in too many transactions. Waiting a year to be able to open my account back up is not justifiable as this could have been avoided. Not to mention that I called and paid the account in full as soon as I received communication from Target informing me of the issue.

REDcardTM application. Please be assured it was not our intention to mislead you in any way. Your initial purchase of $96.46 on May 17, 2015, was charged to the account. We received a payment of $92.00 on September 4, 2015. As a courtesy, we’ve credited all of the late payment fees and interest charges totaling $285.68, which will be reflected on your next statement. We’ve also removed any negative credit bureau reporting that resulted from the late payments. Please note that it can take the credit bureaus up to 60 days to update their records accordingly. As of today, these adjustments have created a remaining balance of $4.46 on the account, due by May 8, 2016. If you’re concerned about your payment reaching us on time by mail, we offer several payment options. Take your statement or your REDcard to your local TargetTM store and make a payment at Guest Services. (Note: store payments must be made prior to close of business on your due date. Dear [redacted]:
We received your correspondence forwarded to us by the Revdex.com of Minnesota and North Dakota.
We're sorry to hear you never received your...

new card. On March 9, 2016, we changed your account number and sent you a new card per your request.
Our records show your January 22, 2013 purchase of $25.43 was returned unpaid by your bank due to insufficient funds. A $25.00 returned transaction fee was assessed as a result. On January 30, 2013, the $25.43 was resubmitted and it was paid on January 31, 2013. We see you called on January 31, 2013, inquiring about this returned transaction. We sent a letter to your address on February 7, 2013, notifying you of the $25.00 returned transaction fee. In addition, on August 16, 2015, your $56.54 purchase was returned unpaid by your bank due to insufficient funds. We resubmitted this amount to your bank on August 26, 2015, and it was paid. We sent you a letter on September 3, 2015, notifying you of the $30.00 returned transaction fee that was assessed. You paid both returned payment fees, totaling $55.00, on March 9, 2016.
Please keep in mind within our account agreement we outline that electronic fund transfers may occur several business days after a transaction has occurred and after the date shown on your transaction receipts, and that cardholders agree to ensure funds are available to cover all transactions. If funds aren't immediately available to cover your transactions, a returned transaction fee may be assessed. We would also like you to know that we do not report Target Debit CardTM transactions and payment history to the national credit bureaus so this would not have impacted your credit reporting in any way.
Thank you for the opportunity to respond, and we hope to see you shopping at Target again soon.
Sincerely,

Dear [redacted]...

We received your correspondence forwarded to us by the Revdex.com of Minnesota and North Dakota.
We're sorry for the service you received over the phone. We know you count on receiving friendly, helpful service from us and we regret if this was not the case. We'll keep your comments in mind as we work to ensure we're always providing the kind of service you expect from Target.
We also regret your frustration with the fees that were assessed to your account. On April 12th, a charge of $72.26 was made to your account. We received a $72.50 payment on May 24th. On June 9th, a charge of $20.64 was made on your account. Another charge of $47.48 billed to your account July 3rd. Because we did not receive a minimum payment by your due date of July 28th, a late fee of $20.40 was assessed. An interest charge of $1.42 was also assessed August 3rd.
We received a $20.64 payment on August 4th. A credit of $.01 also posted August 4th. On August 11th, we credited your $1.42 interest charge and your $20.40 late fee, which left a balance of $83.31.
On August 28th, a late fee of $35.00 was assessed as we did not receive your full minimum payment of $37.00 by your due date. An interest charge of $1.08 was also assessed September 3rd. On September 14th, the $35.00 late fee from August 28th was credited. We also received a $40.00 payment on September 14th. An interest charge of $1.00 was assessed October 3rd. Please know that in order to avoid interest charges from being assessed to your account you must pay your balance in full by your payment due date.
There is a remaining balance of $9.31 on your account. The amount of $7.24 is from previous charges that are still owed and the $2.07 amount is for interest charges assessed September and October 3rd.
Per your request, we permanently closed your account on September 24th. We're sorry you chose to close your account over this issue.

Dear [redacted]:
We received your correspondence forwarded to us by the Revdex.com of Minnesota and North...

Dakota.
We appreciate the time you've taken to let us know about y our concerns and for giving us the opportunity to clear up any confusion regarding your Target Credit CardTM account.
Please know, we can only draw out payments from your bank account that you authorize. On May 13, 2015, a series of phone payments were set up where you authorized us to withdraw $30.00 payments from your bank account on the 12th of each month, running through July 2015.
We're sorry if you feel we didn't properly notify you that your payment plan was going to end. Please keep in mind that when you were enrolled in the plan our phone representative advised you of the duration of the plan. We also sent paperwork to you in the mail after you were enrolled in the plan which outlined the dates your account would be enrolled.
In addition, we mailed a billing statement to the address listed above, as well as sent an email alert to [redacted]@mngastro.com, notifying you of a $25.00 minimum payment due by August 10, 2015. Late fees were assessed and the minimum due payment for the following month increased as a result of no payment being received by August 10th. Because the late fees have been assessed per the terms of your Credit Card Agreement, we respectfully decline to credit any additional fees on your account at this time. We're also unable to change the information we are reporting to the national credit bureaus because it's an accurate reflection of your payment history.
Although we know this isn't the outcome you had wanted, we hope you'll understand that we must remain consistent in our credit policies in fairness to all our accountholders.

I have asked Target many time to please change my address to the correct address. They fail to do so. The address given above is the wrong city. Also I didn't receive any e-mail from Target saying the payment plan was over. I had to call Target myself to find out the payment plan was over. I have never missed a payment I always paid a payment I just did not pay the correct amount, because of target card service and the department that helps people with payment plans had a lack of communication. I thought the hole point of a payment plan is to help people in a time of need not to put them in a worse situation then they were in before the payment plan. I also thought you are not supposed to sent people to collection when they are paying payment. I agree it was not the right amount, but I never missed a payment.
Thank you for your help

We're sorry for any continued concerns regarding the payment plan that was set up on your Target Credit CardTM account.
As we stated in our response dated January 5, 2016, we're sorry if you feel we didn't properly notify you that your payment plan was going to end. The only reason you have the correct address now is because I asked target to change it many time over the last year and they only just changed it in the last month. Target also only told me about the condition in the beginning. Not when it was over. I had to find out on my own. I never got not e-mail or letter after program was over. If you feel that there is nothing you can do for me. I really hope you looking into this for people in the future. Because of target and your lack of communication my husband credit score is not high enough now because of this we are not able to refinance are house. His credit score is right on the boarder and by target sending us to the credit bureau we may lose are house now.Thank you for your help and doing everything you can do.I'm sorry you feel you have done everything you can do. I still love target and wish you would understand I did everything I could after I found out on my own that my program was done. Thanks for your time. I hope you have a wonderful day.

We're sorry for any frustration you've experienced regarding negative reporting to the national credit bureaus. We're also sorry for your disappointment with the service you recently received over the phone. We know you count on receiving friendly, helpful service from us. We regret that wasn't your experience. We'll keep your comments in mind as we work to make sure we're always providing the kind of service you expect from Target.
We appreciate you notifying us that you're working through the CCC to process payments to your Target Credit CardTM account. Initial Consumer Rebuttal /* (3000, 7, 2015/08/14) */
(The consumer indicated he/she DID NOT accept the response from the business.)
Hello,
I do not accept this response. Clearly, like all other parties contacted at Target credit, my letters were not read. Target credit is looking at 2 late payments that fall into the situation that I will reiterate below. I have done this on the phone, by letter, via Revdex.com, OCC and now here without any human consideration to my story. Please read below why I am being treated unfairly and why the reporting to credit agencies that resulted in my credit score dropping 140 points that will be on my credit history for 7 years is grossly unjust and irresponsible.
We are the using the services of Consumer Credit Counciling Service to pay down moneys owed to Target and others. I have never missed a payment in 30+ years of credit history, ever. Not a blemish, credit near perfect except for a few points off for carrying high balances which is why we used a service to make sure creditors get paid.
We called target twice to tell them our situation, target put a note on our account well before any late payment took place. Consumer Credit Counciling Services took our money to pay off Target. They started negotiating with Target about terms, we were not privy to the negotiations and were not informed by Target as to what transpired or that payments were still being negotiated. Targets computer systems registered the late payments automatically while negotiations were apparently still happening. We were marked late and reported on two occasions to credit agencies by Target while the terms that we were not involved in were discussed. We had made sure to call twice before any of this so that there would be on a note on the account so this wouldn't happen. Clearly no one considered this and read the notes on the account. Target claims above that late payments dictate that they must stand by their "policy" and obviously do not respect customer relations or read notes attached to their own systems before wrongfully reporting customers. Had they looked at the notes they would have seen that we entered in a payment contract well before any reporting or late fees were assessed. I NEVER missed or paid late up until this time to show that my payment history with Target was perfect, yet they cite in the response that late payment history dictates that they uphold their punishing actions. We were under contract and Target was in negotiations with Consumer Credit Counciling Services when the late penalties assessed by Target took place.
I cannot control the speed of how these negotiations took place only knowing now that Target took an exceedingly long time to finalize with CCC while I was being reported to Equifax in the background by Targets automated computer systems. Apparently the computers control the humans as no one at Target could be reasoned with and since I am under contract with CCC there is no avenue to speak to anyone but that department. The department I spoke with hung up the phone on me as it was approaching time to leave and stated that they can't help me and I would have to read the back of my statement to see what the terms were. They also were not willing to listen that I am not trying to get one over on Target and that my situation falls between the cracks of their "policy", it is not a black and white issue. I had no intention of paying late and in fact paid CCC to pay target but Target could not be paid while they dragged their feet. During negotiations the money sat there for them to take. Why am I being punished by Target when this is clearly a internal red tape problem in their infrastructure? Why does a perfect payment customer not get to speak with a representative of Target as a whole instead of being funneled to a department that understands that they cannot make a profit on a canceled and paid customers and are treated like annoyances. I was hung up on and belittled and was lied to about speaking to a manager. I was told I could not and that the person I was speaking to was the ONLY person I could talk to. You have the recording and so do I, please listen to it. Target is clearly in the wrong in thinking that computers control the human side of customer service and did not consider my situation. I do not accept the letter above. I will continue with the OCC and Revdex.com, media outlets and will release the abusive call from the Target rep on the internet. I have contacted media outlets who are interested in my story. The tape will take your breath away, so rude, so unprofessional on Targets part. Embarrassing even.Perhaps since Target is unwilling to help a good customer it will give people an understanding that Target only goes by "policy" and despite being wronged, that they will be treated to the same abysmal customer service that will undoubtedly make people think twice before patronizing Target. I have been approached by a credit lawyer in your state and will now consider hiring him on. He assures me that I have a strong case.
I am not asking for the money I was charged by late fee penalties, only that the wrongful reporting that devastated my credit be repealed as it should not have been reported in the first place. A customer in good standing with a reasonable and just request with plenty of evidence to support his case should not be punished by a corporate entity that has no consideration for good customer history or take the time to help the people that made them a successful company. Shame on you target you have no reason for not considering my plight as I have no late payment history, have given you thousands of dollars, and since I am no longer a source of profit for your company, am being thrown out as humans only judge customers by stats fed to them by their computers that do not reveal the entire story.
I will take this case to whatever end and agency can help. If I cannot get Target to reconsider then Target has failed their base and will undoubtedly lose business as when companies lose their human side, they fail since the people they rely on are in fact, humans.
Shame on you target for not being humans.

Dear [redacted]:
We received your correspondence forwarded to us by the Revdex.com of Minnesota and North Dakota.
We're sorry for any continued frustration you've experienced regarding negative reporting to the national credit bureaus.
We stand by the comments in our previous response, dated August 14, 2015. Please remember that per your Target Credit Card Agreement, a minimum payment must be made by your due date every month in order to avoid a late fee and potential negative reporting. Because we did not receive a payment from you for the April and May billing cycles, your account was reported as two months past due.
Please also know that regular payments are required on your account while negotiations are occurring with Consumer Credit Counseling (CCC). The proposal from CCC was not approved until May 23rd and your first payment on the plan was not received until May 29th.
In reviewing your account, we've found the reporting to be accurate. Because it's an accurate reflection of your payment history, we respectfully decline to change the information we've reported to the national credit bureaus.
Also, as stated in our August 14th response, we're sorry for your disappointment with the service you received over the phone. We'll continue to review this matter to ensure the Target experience is excellent for all our guests.

We're sorry to hear of the circumstances described in your letter regarding your health and for the frustration you've experienced with how your account is reporting to the national credit bureaus.
Our records indicate that we did not receive a minimum payment in full for your December 2014, January and February 2015 billing periods. We did receive your $381.75 balance in full payment on February 20, 2015.
While we are sympathetic to your situation, we respectfully decline to change the information we report to the credit bureaus because the late payments were not a result of a Target error. The reporting is an accurate reflection of your payment history and we are obligated as a credit issuer to be accurate in how we report the status of all accounts. Although we know this is not the outcome you had wanted, we hope you'll understand that we must remain consistent in our credit policies in fairness to all our accountholders.
