We’ll keep your comments in mind as we work to ensure we’re always providing the kind of service you expect from TargetTM. We’re also sorry for the frustration you’ve experienced regarding the returned payments assessed to your Target Credit CardTM account. After reviewing your account, we see there has been multiple online payments returned by your bank. The payments were returned due to insufficient funds. Although we are sympathetic to your situation, we are unable to waive the $25.00 returned payment fee that was assessed for each returned payment because it was not due to a Target error. We know this isn’t the outcome you had hoped for but please know that we must be consistent in our credit policies in fairness to all our accountholders. Your account is currently set up on a special payment plan of $10.00 each month beginning March 2016 through March 2017. Thank you for your payment of $69.00 received on April 1, 2016. Please continue to make your monthly payments by the due date to remain on the special payment plan. I am rejecting this response because:
The credit card was never activated, and as per your letter, was returned to you after you sent it to the wrong address.  Contrary to your letter, I was NEVER given an opportunity review the information the Target representative manually...

entered into her system.  This is a disgraceful attempt by Target to collect revenue.  I will be filling a small claims lawsuit and have referred this case to the Consumer Financial Protection Bureau.  This is truly not the response I expected from Target.

That payment was returned as unpaid by your banking institution on September 2, 2015 because we were unable to locate your bank account to process the funds.
Please remember that per your Target Credit Card Agreement, you will pay $25.00 each time any check or other payment order (including an electronic payment) is not honored by a depository institution. Because the returned payment fee was assessed per the terms of your Credit Card Agreement, we respectfully decline to credit any additional fees on your account at this time.
Although we know this isn't the outcome you had wanted, we hope you'll understand that we must remain consistent in our credit policies in fairness to all our accountholders.
As a courtesy, we've credited the finance charge that was assessed on September 19, 2015, in the amount of $12.39. You'll see this adjustment on your next statement.

We're sorry for your frustration with your account. We see that when you contacted us on December 15, 2015, your account still had a small unpaid balance amount of $7.29. We credited that to your account as a courtesy on that same date. We also removed record of any late payments from the months of August, September, October, and November 2015 that were caused by that small balance.
Our records also show that you contacted us in January 2014 to set up phone payments. We understand you were under the impression that more payments had been set up. However, our records show only a payment for June 24, 2014 was set up. Please remember that during that time period you were enrolled in a 48 month payment plan that began in November 2012. As part of this payment plan you were notified that minimum payments of at least $45.22 were due each month.
As a courtesy, we've sent a request to the credit bureaus asking that they remove the record of late payments from your account from August and September 2014. Please note that the credit bureaus can take up to 60 days to update their records accordingly.

Your response states: Our records indicate you changed your statement delivery method to paper statements on October 12, 2015. This was not done purposely and I have been trying to get it back to paper statements since then because I was not receiving the paperless statements. This is when they began taking off the late fees. I was told that they would change it back to paper statements and they never did. Everytime I called I got a different response regarding my problem. One person said they would return my statements to paper, which never happened. Then I called back again when I was told they cant change it for me and tried to explain how I could change it. Apparently the change never took. Then I called back a third time at which someone told me if I have aol my statements will go to spam. My complaint is that NOBODY seems to know what they are doing and therefore I suffered. I wasn't receiving my statements! How do you expect me to pay my bill if I am not getting them? Then I finally asked for a supervisor at which time they said nobody was available and someone would call me back, which also never happened. So, now I am being held responsible for the incompetent people you are hiring! I am aware of how credit cards work and I pay my other credit cards regularly, however this is not a card that I use on a regular basis. You should train your staff to know how to deal with these issues instead of penalizing your customers!

We're sorry for your frustration. Our research shows the unpaid balance for your March 2013 statement was $65.06. This included your $9.02 February 24th charge. We did not receive any payments towards this balance on your April 2013 statement.
A $35.00 late payment fee and an interest charge of $1.37 brought your balance total for April to $101.43. On May 5th we did receive a $42.01 payment. However, because the minimum payment was $82.04, another $35.00 late payment fee was added along with an interest charge of $1.91, bringing your balance to $96.33. We received your $96.33 payment on May 24, 2013. For your records we've resent copies of your January through June 2013 statements. You should receive them within seven to ten business days.
On February 12, 2013, we credited the $13.95 late fee that was assessed on February 2nd. While we sympathize with your situation, we're not able to credit any more fees at this time, because the fees were assessed per the terms of your account agreement. We're sorry for any disappointment or frustration this may cause but we must remain consistent in our policies in fairness to all of our accountholders. Please remember that per your Target Credit Card Agreement, a minimum payment must be made by your due date every month.
Please be assured that we comply with current laws regarding consumer credit. At this time your account has a zero balance and was permanently closed per your request on May 12, 2013.
We regret any frustration you've experienced regarding our statements. Our statements do not include an itemized list of what was purchased with each transaction. We're sorry for the frustration you experienced regarding late fees being assessed to your Target Credit CardTM account as a result of an online payment being returned.
Our records show that on March 23rd an online payment of $71.51 was made on your account through the REDcardTM account management website. This payment was returned on March 27th as unpaid by your bank due to incorrect banking information being provided. On March 30th a letter was mailed to you advising that this payment was returned.
We did speak with you on the phone on April 21st. During this call your account was closed per your request. Please also note that no late fees had been assessed to your account at this point because your due date was May 11th.
Because we did not receive an additional payment by your May 11th due date, a late fee and interest charge were assessed. We also didn't receive a payment by your June 11th due date which resulted in an additional late fee and interest charge. We did receive your $134.94 payment on July 1st which brings your account to a zero balance.
We're sorry but we respectfully decline to credit any late fees on your account because they were not a result of a Target error.
