The College Network has had since Aug. 29, 2014 to send the downward adjustment letter.  I have been paying additional finance charges on modules that I do not even have access too.  According to your contract that I signed on Aug. 29, 2014, the adjustment would be applied once the College Network received the modules that I sent back and the letter was signed.  I signed the letter and the modules were mailed on 9/3/14.  I gained access to the new modules in the resource learning center and the old modules were deleted.  I feel that the contract was breached.  I do not even know how much the final amount of the loan is for. The loan was due to be reduced from approximately $11,096.76 with $4,206.65 in finance charges to $4,653.48 with $599.45 in finance charges.  This did not happen and it is unacceptable and what I consider stealing.  I want a refund of all money spent towards the college network and the loan paid off and closed.

Lifetime goal seem to be unachievable and not within reach because life is uncertain.5. I request for my money back ASAP since I am very unsatisfied with the services provided; for the longest period of time.6. I could have invested my time and money into some thing else. The College Network, Inc. (“TCN”) is an educational services and eLearning company which provides study material and support to help its customers pass college equivalency examinations.  TCN has assisted many customers in obtaining their degrees at the Associate, Bachelor’s or Master’s level.
 
TCN had a 5-Day Cancellation Policy. [redacted] did not contact TCN within five business days to cancel her contract.    
 
[redacted] enrolled with TCN on January 28, 2013 for the purchase of Comprehensive Learning Modules related to the Associate of Science in Nursing degree program offered by Excelsior College*. In addition, [redacted] participated in a Guidance Call on January 30, 2013 which TCN uses to help review program benefits and aspects with customers.
 
TCN would like to take this opportunity to remind [redacted] that her TCN program has a “Lifetime Guarantee”, including a testing guarantee**. In addition, TCN has developed the Academic Guidance Planner and TCNResourceCenter.  Those features were designed to assist TCN customers in reaching their educational goals.  The Academic Guidance Planner offers resources to help TCN customers determine what type of learner they are and the best way for them to study, organize their studies, and have a point of reference for their degree program progression. The TCNResourceCenter is a learning environment that allows TCN customers to access their Comprehensive Learning Module program in an online, interactive format. TCN also offers customers online practice testing and the ability to take examinations in the comfort of your home.
 
[redacted] program was designed so [redacted] can study when she is ready to study; the TCN staff is here to assist in obtaining her degree Monday-Friday, from 8:00 a.m. to 9:00 p.m. (Eastern Time).

** The following is a copy of TCN’s testing guarantee, which is a part of TCN’s contract that customers receive on the day they sign up for their degree program.
 
“The College Network, Inc. agrees to provide to all customers in good standing the following support for the Comprehensive Learning Modules purchased as long as I have taken at least one of the tests related to the Comprehensive Learning Modules purchased every twelve months from the purchase date forward: Free updated versions of the Comprehensive Learning Modules (shipping and handling may apply) for the duration of my testing program with The College Network, Inc. and assistance in obtaining information and identifying test site locations.
If I have not passed the CLEP, DANTES or Excelsior College* Exam for a particular TCN Comprehensive Learning Module after two attempts, TCN will pay the future cost of re-taking the exam in question, up to the maximum attempts allowed (if any) by CLEP, DANTES, or Excelsior College*. Additionally, TCN will provide me with specific study plans with one of its Academic Advisors and/or the use of an approved tutor in my local area. Approval and assignment of a special tutor is solely at the discretion of The College Network, Inc.”

   I did not cancel within the 3 day window as stated in their response because the problems I now face with this company were not known at that time. However waiting almost 6 months for an exam fee check is costing me valuable time as I have to pay tuition to a college in addition to the cost of this program. The response of I will be getting an exam fee check soon is hardly an acceptable answer especially since that has been the excuse I have received over the last 5 months. I refuse to wait any longer and continue to keep my end of this contract and pay your fees that have been financed leaving your company to be paid in full and leaving me to have a debt for service that I am now at a standstill and cannot proceed further. I am basically at your mercy for you to decide when your company,that has several thousand dollars of my money, is financially able to send me what is rightfully mine. I dont believe the contract states that I have to wait in excess of 6 months for an exam check so your response is not accepted.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.TCN states that I had five days to cancel when in fact, it took longer than five days for TCN to provide the needed and required information to the Veterans Administration in order for my benefits to get approval, and I believe this is why TCN intentionally took  longer than five days to provide this to the Veterans Administration because if TCN was a school, they would have known that it takes longer than five days for the paperwork to be received by the Veterans Administration.  Also, in the many attempts I made in trying to reach the CEO of this company, when I finally got to speak with a human being, this person refused to give me his last name and only said his name was "John." I feel TCN is a Ponzi scheme.  Obviously, the finance company that loans the money to everyone doesn't care whether you finish this "program" or not because TCN is guaranteed to get paid no matter if that person finishes the program or not because the finance company will go after the non-suspecting customer and now both TCN and the finance company is in a win/win business deal.  The only reason that I decided to enroll in what I was lead to believe was a school is because I wanted to utilize my Veterans' Educational Benefits. I am retired military and I cannot  afford to pay out of my retirement pay for something I would, under normal circumstances, not have to pay. TCN should be ashamed of itself for leading people down the road by advertising itself to be something that they are not, and ripping them off at the same time.  SHAME ON YOU TCN.

Back in April, I reached an agreement with The College Network to end an agreement/contract with TCN and for them to pay off the remaining balance of my loan with Southeast financial. I signed the release agreement form and returned it to TCN. I have since been in contact with Southeast Financial because I have had to continue paying the monthly payment after TCN was suppose to close and pay off the account. Southeast Financial informed me that as of May 27th, 2014 my account became inactive, un-authorizing any further automatic withdrawals from my bank account. I have also been in contact with TCN about this matter and have been told that this would be taken care of as top priority. When I emailed them again at a later date, they replied they were sorry it was taking so long, that they would take care of it as soon as possible. As of this date, 8/24/14, the account with Southeast financial is still open and I have had to continue paying the payments. I did not pay last months payment as of this date. This should have been taken care of long ago, closed and resolved. I would like this to be taken care of now. The remaining balance needs to be paid off as per the initial agreement with TCN, and should not be held against my credit for late payment.  I am prepared to take legal action if this is not taken care of as agreed upon by The College Network. I want the account closed and paid off as agreed upon by The College Network back in April. I want to be refunded the amount I have paid since that agreement was made. Initially the amount was approximately $5,500. The amount remaining is now approximately $5,000.

See below their response, it has been almost 4 weeks since their response, but they have yet refund me the fees.  On October 27th they wrote me an email saying they'd refund it within 5 business days.  It has not happened.

I paid them to take their courses, and if I wanted I could pay them the test fees and they would hold them and at any time I could request my test fees. They never told me about proving my grades, they never said that I couldn't get my money. This was supposed to be there when I need the money. It is not part of the loan that I pay back. It is my money that they are supposed to give me when I ask. I do not plan on finishing there curriculum therefore I would like my test fees returned to me. I am still paying the loan that I took out but the test fees is mine.

I was never given time to read all the fine print while he was at my residence. Also, as I said when I initially called to cancel, 1 week later, that I worked multiple 24 hour shifts and was unable to read all the fine print when I was assured multiple times in my residence with Mr. [redacted] that TCN was directly with Excelsior. I do not understand how there is such discretion between the fine print and Mr. Parker.]

[redacted] signed her Purchase Agreement and all applicable documentation for her degree program on December 23, 2010.
 
However, as a good corporate citizen TCN is willing to grant [redacted] request for cancellation under the following conditions.
 
TCN requests that [redacted] execute TCN’s Release and Settlement Agreement.
 
TCN will pay off and close [redacted] outstanding loan balance of approximately $1,800.00 with [redacted] Credit Union. 
 
Monies retained by TCN will be treated as an “Educational Credit” which can be utilized by [redacted] at any time in the future to complete her non Certificate TCN educational program using TCN materials.
