After reading the letter and pulling [redacted]'s file it is clear that she is confused as to which company this complaint should be going to. The Travel Center does not advertise or sell anything to anyone that includes sending faxes. I have...

enclosed documents from [redacted] files for your records. I have also highlighted areas that I will be touching on. In [redacted] complaint it states the purchase price of $500.00. So [redacted] will need to go to the company that the purchase was made to for the refund she is seeking.The very first document that [redacted] sent in to the Travel Center is addressed to the Program Holder. This was sent to [redacted] from the company the purchase was made with, since the Travel Center does not sell anything the promo code is for [redacted] ([redacted]). Please note the highlighted area of this document “The Travel Center is only responsible for providing you with the proper vacation voucher, and is not responsible for the sale or advertisement of this product. If you have any questions regarding the purchase of your vacation program please contact the company that you purchased it from” this document accompanied the payment of $138.00. The very first document that was signed and mailed to our office covers the sale and advertisement issues brought up in [redacted]'s letter. Once the payment clears our accounting system, our office emails the client their BOOKING INFORMATION NEEDED FORM.
This is the second document sent to the Travel Center signed from [redacted] on 9-19-2014. On the second document it once again covers the advertisement, selling issues and our refund policy. "Once travel documents and booking codes are ordered and PURCHASED by the Travel Center at your request, there CANNOT be any refunds of any fees collected by the Travel Center. This bonus vacation you have chosen is separate from the Travel Center and is not a Travel Center product. This bonus vacation will be handled by the chosen vacation provider. The Travel Center is not responsible for any advertisement of the product you purchased or written and verbal agreements made by the company you purchased it from. If you have any questions about the package please call that company. By checking this box I accept the Travel Center terms and conditions, there is no contract for goods or services created between the Travel Center and [redacted]. Any problems or complaints between you and the seller / promotional company regarding other promotions not contained in your promotional brochure must be addressed with the seller / promotional company only, and are not the responsibility of the Travel Center.”I have also enclosed our email correspondence with [redacted]. After [redacted] requested the refund and we explained our policy that once we have purchased the access booking codes at her request we cannot give refunds since we are not the booking company we cannot cancel those codes. In those email she was to contact your agency concerning [redacted]. It is our company policy that once a client is threatening to get outside agencies involved that our refund department is to have no more communications with the client. All correspondence must be sent via mail for any requests, this also includes moving forward in any direction.Since [redacted] has no real issues with what she purchased other than not being able to get in touch with the [redacted] representative that sold her the package, it seems [redacted] might have buyer's remorse now. It has been four months since the booking codes have been issued to [redacted]; since the Travel Center cannot cancel those access codes to the booking company No Refund will be issued.
Since all the issues [redacted] brought up in her letter concerns [redacted] I suggest that [redacted] contacts that company for the refund she is seeking. Since the Travel Center has answered all the questions to the best of our ability and all the documentation has been provide and that [redacted] has signed acknowledging that no refund will be issued, no further communication is required from the Travel Center for this complaint.

To Whom It May Concern;
After reading and looking over all of the documentation provided as well as the letter that you have provided we are unfortunately very confused. Reading over the letter in it's entirety from your office shows that [redacted] is stating that her...

complaint has been submitted due to the fact that The Travel Center has told her to submit $138.00 to get "free" airline and lodging. Unfortunately we state that we are highly confused about this because it does not make sense that at any point anyone would submit any funds of any kind for a "free" vacation.On the documentation that [redacted] sent to our company for her activation it states the following: "Once your certificate has been activated you will receive an email confirmation link, along with booking instructions." Blow this it states the terms and conditions which say the following: "Travelers are responsible for government taxes, book, and activation fee. Taxes and fees for the vacation are dependent on the length of the cruise or hotel stay and season of travel." This information shows that the information provided from the customer to the Travel Center states specifically that the vacation is not free and that [redacted] will be responsible for more than just the activation fee. This information is again re-worded in the activation confirmation that [redacted] received the same day that her activation fee was received and processed. The document that [redacted] received, filled out and returned to our company to be processed is called the “Booking Information Needed" form and states the following, "All vacations and pricing are subject to change without notice prior to confirmed booking." At this point, this also states that you will be responsible for funds, so once again we here at the Travel Center would have no idea what "free" vacation [redacted] is referring to. Both of these documents have been copied highlighted for your convenience.
Unfortunately [redacted] is stating that we are asking her for $398.00. On 7/6/2015 [redacted] contacted us regarding this information and a customer service agent that was assisting her informed her that we have no idea what she was referring to. The only information that we have sent since the return of the "Booking information needed" form would be the email sending [redacted] to the booking company. Within this email she is to send a $50.00 deposit to the booking company so that the booking company may book the vacation she is requesting, without this deposit sent to the booking company she cannot contact them and they will not know that she exists because she is not yet a customer. We contacted the booking company, [redacted] has not done this therefor the booking company has not contacted her. This means that as we stated to [redacted] on 7/6/2015 we have no idea what the $398 is that she is referring to, at this time she threatened to contact you and our representative let her know that until the complaint is closed we can no longer assist her. This is company policy after a threat against the company is made.
At this time, we are willing to in good faith towards pleasing [redacted] offer a partial refund to her because it seems that she is highly confused and even though she has been provided with two different documents stating that funds will be required she is somehow under the impression that the vacation is to be free. The partial refund we are willing to offer would be a $69.00 partial refund out of the $138.00 that was sent to our company. At this time we feel in no way are we obligated to refund [redacted] at all due to the "Booking Information Needed" document that she filled out, signed and returned stating the following: "Once travel documents and booking codes are ordered and purchased by the Travel Center at your request, there cannot be any refunds of any fees collected by the Travel Center" and by our company sending the email on 6/26/2015 that included [redacted]'s login information to the website to begin booking with her booking company, we have fulfilled our obligation.
If [redacted] wishes to take advantage of the partial refund being offered please have her email our refund department at TCWCustomerServices@[redacted].com referencing that she accepts the partial refund offered in the Revdex.com correspondence.

18, 2014 so there is no reason [redacted] should be asking for $768.00 from the Travel Center. The complaint is about Advertising Issues. The Travel Center does not advertise or sell anything. This complaint should be sent to the company that did the advertising, selling of the product.I have attached copies of [redacted]'s file for your records please note the highlighted area of these documents. This will clear up our policy of rerunds and restrictions. [redacted] was aware of these policies prior to requesting the booking codes to go to the online booking company to book the vacation. These documents were signed and faxed to the Travel center prior to our office providing [redacted] the access code. It also covers the issues of peak season. “This promotion is for off peak season. Peak season travel and room or airfare upgrades are available an additional cost.” “Please remember 90 day advanced notice is required for these promotional vacations.” “Once travel documents and booking has begun by the Reservation Center at your request, there cannot be ay refunds”. “The Reservation Center is an independent travel booking service and is not responsible for any advertisement or sale of the promotional vacation you have received or any written or verbal agreements made by the company you have received it from. If you have any questions about the package please call that company. Please note that the price quoted to you by the company you have received your package from may not have included fuel or seasonal surcharges that will be charged at the time of booking. Due to the constant fluctuation of promotional prices all vacations and pricing are subject to change prior to confirmed booking. By signing this document you acknowledge to all the above terms of use.” Please not the documents were signed by [redacted].
We contacted the booking company and requested a copy of the vacation quote that was sent to [redacted]. Please not on the quote provided by the booking company email it covers these factors in red. Please go to the booking company's web site at www.[redacted].com to view all the terms and conditions, restrictions as to peak season flight days. This is where [redacted] went to book the vacation it was [redacted]'s choice not to follow the guidelines of the promotional vacation. It cannot be held against the Travel Center that [redacted] either did not read, comprehend what was signed and faxed to our office or that the documents were not read at all and just signed and faxed in.
With all the documentation that I have sent you it covers all the issues in [redacted]'s letter. The Travel Center will offer [redacted] a partial refund of $50.00. Most of the fee that [redacted] sent the Travel Center is paid to the booking company to cover their cost that is why the Travel Center covers the no refund policy prior to sending any customer to the booking company. Also on the booking company's web site it is covered.
Please instruct [redacted] to send our refund department an email at [email protected] and mention my name Donna and accept the partial refund of $50.00. Once the email is received and the file pulled a refund will be issued to [redacted]. Please close this case accordantly.Sincerely,Donna

Dear [redacted]After reading the second rejection letter to your agency from [redacted] and pulling his file this is the steps that need to be taken.In [redacted]’s rejection letter he is still refusing to close the case with the Travel Center so that the refund can be issued. That is the Travel Centers policy. At this point no further correspondence is required or will be forthcoming from the Travel Center since a refund was offered but rejected.Sincerely

I am rejecting this response because: The company you paired us up with now gave us two propositions.  First one we asked to add on an extra day since we didn't figure it would be that much.  It was an additional $341 PER person to stay.  No options of hotels this is what they assigned for us.  We told them that is way to expensive as we have so much already invested.  The 2nd option was the 3 days and two nights which is what it should be.  It was an additional $241 a person.  (Again this trip was not supposed to cost this to begin with.)  They had us leaving [redacted] airport at 11:00 at night the first day, staying that next day, the third day we would leave there at 6:30 am.  This is giving us 24 hours there.  Would you or anyone else spend that much money to stay a day.  NO!  Why are we paying over $200 additional dollars.  Where is all of our money going.  We were told we could go as early as JUNE and we still aren't set up.

Seems to me I did send an email requesting a refund from this scammer. SEE BELOW. They provided no service for taxes and fees that I paid.
So I requested a REFUND. SEE BELOW. What they did do. Is request addition fees once they sent their BOGUS codes. That, I was not about to pay. The IRS will be in touch regarding false tax collections and a report has been filed with them also. As for threat sent. Freedom of speech is no threat and I have never heard from any police report regarding such

Dear [redacted],After reading [redacted] rejection letter still nothing has changed other than she was with in the 90 days. I misread the paper work that was with her file, but she was traveling as stated in my letter during Peak Travel season. Since [redacted], from [redacted] quoted [redacted] the cost for their vacation it should have been booked at the time the quote was provided by [redacted]. The cost for cruises, airfares and hotels change hourly and daily depending on availability that is one of the reasons the booking company can only hold a quote for 24 hours. The price that [redacted] gave [redacted] was probably the price at the time she spoke to [redacted] at [redacted].Here at the Travel Center we do not give quotes since we are not a booking company. [redacted] has one year to request another quote from the booking company. I can be for a different vacation, destination or the same vacation. I suggest that [redacted] call our customer service department prior to submitting her request form to find out the restrictions and guideline to follow to receive the best discounted vacation offer for any destination or vacation she chooses. Peak travel times and seasons are different for each destination and vacation. Vegas and Hawaii have the shortest amount of Non-Peak travel times available.| suggest that [redacted] go back to [redacted] at [redacted] and have him book the vacation at the price he quoted. Or request the refund she is seeking since that amount was not collected by the Travel Center. This company appear to be false advertising just to get your money. [redacted] does not exist. There number is ###-###-####. A lady answer and clearly state this is no one with the travel center.That what made me call Revdex.com. Would very much like a full refund if possible. Thank You....

After Reading [redacted]'s Letter and pulling his file this is my final response to...

[redacted]. As you read the documents that I have enclosed and supplied copies of you will see that these questions and concerns have already been addressed with [redacted]on September 2, 2015. Please read my highlighted areas on the enclosed documents that [redacted] signed and sent in to The Travel Center, these copies are for your records. Please sitdown before you read and look over the graphic emails that [redacted] sent to The Travel Center.
 
Nowhere on The Activation Form that [redacted] signed and sent in with his payment to The Travel Center does the word FREE appear. That document states that “1. Travelers are responsible for all government taxes and booking fees. Taxes and fees for the bonus vacation depend on the length and season of travel and will be paid directly to the travel provider". This statement alone should have told [redacted] that any of the bonus vacations offered Were not FREE. Also the money that [redacted] sent to The Travel Center was for the activation portion of the vacation of his choice not for the taxes he claims to have paid to The Travel Center. On the Activation Form it also states that "Recipient must mail the activation fee of $69,00 per person, by check or money order within 2 weeks of the issue date, issue date is registered as the date the client received this form". So I have no idea how [redacted] thought that he was paying his taxes when the document said the fee being paid were for his activation. It is clear that that [redacted] has a hard time comprehending what he is reading, and chooses to retain what he thinks will benefit him, and not what is in print that he is actually reading.
On the signed Travel Center Booking Information Needed Form it covers our refund policy and vacation pricing again: "Once travel documents and booking codes are ordered and purchased by The Travel Center at your request, there cannot be any refunds of any fees collected by The Travel Center". “The Travel Center is not responsible for any advertisement of the product you purchased or written and verbal agreement made by the company you purchased it from. If you have any questions about the package please call that company”. “ALL VACATION PRICING ARE SUBJECT TO CHANGE WITHOUT NOTICE PRIOR TO CONFIRMBOOKING". Once again these statements are telling [redacted] the vacation he chooses is not FREE and that The Travel Center has to PAY for the access Codes that Were sent to [redacted]. That is why The Travel Center cannot and will not refund [redacted] since no explanation was given as to why he was requesting the resund.
With all the documentation I have supplied I am sure once you have read and reviewed the graphic photos [redacted] Sent to Our Company, not to mention his horrid language. A police report was filed in Maryland and Oregon to get [redacted] to stop. If [redacted] was promised FREE airfare than [redacted] needs to go to the company that made those promises to him and to leave The Travel Center alone. [redacted] would never give the refund department a reason he was requesting a refund. Instead [redacted] Chooses to threaten our company and our staff members, and to go to a seminar and have some fun with those people as [redacted] stated in his email correspondence. All due to his lack of comprehension of what was in writing that [redacted] Willingly signed and sent to our office. How was The Travel Center to know that he could not or did not read the documents before signing them. No further communication is required by The Travel Center and none will follow this is my final response,

 Dear [redacted],In reading the complaint letter from [redacted] and in pulling the file this is what I have found. Yes, our office did by mistake send [redacted] the incorrect booking documents by mistake not on purpose. We rectify that by sending the correct ones....

Since we are not the booking company we cannot check on a reservation for her. In our email correspondence to her we did offer to send her to another booking company. We do have other agencies that do most of the correspondence on line for booking the vacation request.There is only one option we can offer. Since the booking documents were submitted to the booking company we cannot refund since they cannot be returned to us. The money collected by the Travel Center was sent to the booking company to purchase the booking documents. This is stated on the booking information sheet that [redacted] signed and mailed in to our office.If [redacted] would mail our office at [email protected] and request to be sent to an online booking company as we offered. This must be done in writing and through the proper channels in our office. As of today’s date [redacted] has not responded to our offer. If [redacted] needs to extend her travel date for this offer till later this year or next year this car- be done by requesting it at the email address provided.Sincerely,?

our company when her file indicates otherwise. As to not being able to contact us via telephone it is the busiest time of the year for travel. Here is a letter from them continuing the scam suggesting I give them even more money for changing hotel, airfare, and flights that have never been provided.  They want victims to believe they are a separate an independent agency, and claim they are unaware of any prior transactions with there various "Front" groups: [redacted], [redacted], and [redacted].
