Transworld Systems Inc. (TSI) has received your April 6, 2016 letter and understands Ms. [redacted] has complained that she agreed to a monthly payment of $5.00 for 9 months to rehabilitate her student loans; however, $166.35 has been offset from her social security check. TSI has researched this matter and the findings are set forth below:
On March 21, 2015, the U.S. Department of Education placed the above-referenced accounts for Ms. [redacted] with TSI for collection. On March 22, 2015, TSI mailed Ms. [redacted] an initial collection notice. Records confirm that on January 12, 2016, Ms. [redacted] agreed to make loan rehabilitation payments with a start date of January 28, 2016 through June, 2017 in the amount of $5.00 per month. The TSI representative Ms. [redacted] spoke with informed her that she would continue to be eligible for the federal offset program until the loans were removed from default status, which would occur once she had completed the rehabilitation program. On January 13, 2016, TSI mailed Ms. [redacted] a Rehabilitation Agreement Letter to complete. Receipt of the completed and executed rehabilitation materials is required by the creditor and TSI cannot affect a change in this process.
On February 24, 2016 and March 16, 2016, records confirm Ms. [redacted] called TSI and informed TSI representatives that her social security payment had been offset. The federal offset program is administered by the U.S. Department of Treasury. TSI did not take $166.35 from Ms. [redacted]’s social security check and cannot affect a change in the withholding Ms. [redacted]'s social security benefits by the U.S. Department of Treasury; however, once Ms. [redacted] completes the rehabilitation program, she will no longer be subject to the offset program.
To date, TSI has received 4 payments of $5.00 from Ms. [redacted]. TSI has not yet received page 2 of the financial form of the Rehabilitation Agreement Letter. Please direct Ms. [redacted] to forward this information to TSI at fax # ###-###-####.Please be advised that the account balance may be periodically increased due to the addition of accrued interest or other charges as provided in the agreement with the original creditor or as otherwise provided by state law.
Should I not hear from you within 30 days, I will assume you have all information necessary to complete your investigation and close this matter.
Very truly yours,Cathy B[redacted]

In 2014 I had to go into the hospital for about a week. My insurance paid all but 1,890.96. My husband works for a school system in our small town and only gets paid once a month and I am unable to work. I started making payments to the hospital but soon they called me and said they don't handle payments so they turned my account over to Transworld System, Inc. Transworld called and told me were to send my payments and that was all they did. After making several payments I wanted to make sure my balance coincided with their records of my balance since they had never sent me a bill or monthly statements or anything from them. Well theirs didn't balance with mine, go figure. After figuring out why their balance was different they still would not send me monthly statements and I have had to put up with their excessive calling daily, sometime twice a day with the robo calls. After a year of these calls I finally called them back and told them to stop calling me that I was already making monthly payments to them. That is when the lady said she wanted to set up a payment plan. Now remember this is a year AFTER I had already been making payments for a year! The person said she wanted to make a payment plan now cause she didn't like the amount I was paying. I told her I was sorry but I didn't have a dead rich uncle to inherit from for her and was paying what I could until it was paid off whenever that may be. Needless to say she wasn't happy about that and I still do not get any monthly statements and still get excessive daily calls every day and sometimes twice a day. I still send a note with every payment asking them for a statement to verify my balance with theirs and now I don't even get that answer from them. I am very frustrated and stressed out with the strange way this company does business and very very annoyed and irritated with the excessive calling, It makes me feel like they are trying to harass me and drive me crazy. I don't know if this is going to help me any but if anyone could, at lest get them to stop calling me every day. (I almost wish I did have a dead rich uncle to inherit from so I could pay them off and get them off my Phone!) Hope this helps someone who might be thinking of doing business with this unprofessional company. Thank you Revdex.com for letting me vent.

Revdex.com:
I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me; however, I want the accurate details of the resolution of this issue on record.  Transworld states that I sent in my proofs of payment on May 25, 2017 and they were able to locate the missing payments, zero out the account, and erase all accounts from my credit report by May 30, 2017.  The details of what actually transpired is riddled with more inefficency on Transworld's part.  I faxed the proof of payments of 4/17/17, as stated in my last compaint, and recieved no confirmation of reciept as requested.  The day after filling the second complaint I recieved a second voice mail from Shawn C[redacted], this time requesting a call back in order to discuss the issue.  I was able to connect with Mr. C[redacted] on 5/22/17.  Mr. C[redacted] reported there was still a $50 balance on my account that needed to be payed.  I told Mr. C[redacted] no less than 3 times during this conversation that I had faxed in proofs of payment for 2 payments that had not been credited to my account per the account history I recieved from Transworld at the end of March (the result of the first Revdex.com complaint I filed).  Eventually I was able to determine that one of the payments I had submitted proof for had been processed and the other had not.  I was informed that the previous proofs of payment I had sent in were "probably" in another department and I would need to send them again and that Mr. C[redacted] would need a few days to look into the matter before I would recieve a call back.  At that time I also inquired to Mr. C[redacted] about having these account removed from my credit report and was told that Transworld would only provide a "paid in full" statement and that I would need to contact the orginal creditor for anything further regarding the collections listing-- clearly this is inaccurate information as Transworld did remove the accounts from my credit report.  I faxed the proofs of payment to Mr. C[redacted]'s direct office fax that day, 05/22/17.  I recieved a voice mail from Mr. C[redacted] again on 5/24/17 stating that the faxed proof of payment I had submitted was "too dark" for him to read and I would need to submit it again.  The proof of payment was faxed for a third time to Transworld on 5/25/17.  I never had a follow up phone call from Mr. C[redacted].  Transworld's response to the Revdex.com was submitted on May 30, reporting the accounts had been deleted from my credit report.
It took Transworld 5 days to remedy the situation on their end.  It took me 3.5 months, two Revdex.com complaints, over 10 phone calls and 3 faxes containing the same information in order to get them to do it.  I hope the information provided in my complaints helps others to deal with this inefficiently run company.  Transworld states it is their intent to have no further communication with me-- I couldn't be more happy to agree.
Regards,
[redacted]

March 3, 2016Dear [redacted]:Transworld Systems Inc. (TSI) has received your February 19, 2016 letter and understands [redacted] has complained that TSI is contacting her employer to verify her employment in order to garnish her wages. [redacted] indicates that TSI only provided her employer with...

her social security number and never mentioned her by name. [redacted] also states that TSI harassed the administrative assistant when she indicated that she could not verify [redacted]'s social security number "without permission according to HIPAA laws' and told the assistant that “they were the federal government and she better verify the social security number or it would come back on her.” When TSI faxed her employer information to verify her employment, the information did not provide any documentation relating to the creditor. [redacted] does not have any knowledge as to what company this relates to and requests further information. TSI has researched this matter and the findings are set forth below. On November 16, 2015, PHEAA Harrisburg PA placed the above referenced student loan accounts with TSI for collection for [redacted]. The accounts were consolidated and handled as one account, On November 17, 2015, an initial collection notice was mailed to [redacted], Calls were placed to [redacted] in order to collect on the account; however, contact was not made.On February 5, 2016, a call was placed to a telephone number located as a possible work number for [redacted]. The TSI representative asked to speak with the HR department in order to verify if [redacted] is an employee. Records confirm that the representative spoke with [redacted] in the HR department and provided [redacted]'s name and the last four digits of [redacted]’s social security number and asked [redacted] to verify if she is an employee. [redacted] verified [redacted]’s name but stated she would not confirm the social security number "due to HIPAA laws' and without a signed release from [redacted] authorizing [redacted] to provide TSI with [redacted]’s social security number. Please note, the Health Insurance Portability Accountability Act (HIPAA) relates only to medical accounts. This matter involves a student loan account, for which HIPAA does not apply. It is not improper or illegal for TSI to request an employer to verify the last four digits of an employee's social security number in order to verify employment for wage garnishment purposes. On February 8, 2016, TSI placed a call to [redacted]’s payroll department and left a message. TSI received a returned call from [redacted]. The representative advised the call related to employment verification and that TSI needed [redacted] to verify [redacted]’s name and last four digits of her social security number in order to proceed with federal wage garnishment. [redacted] again stated that she would not release the social security number without authorization from [redacted] due to HIPAA. (Again, HIPAA does not apply to this matter, as it does not relate to a medical account. [redacted] should consult with her manager as to the correct procedure to follow involving the verification of a person's employment with her company). [redacted] provided a fax number for TSI to fax the employment verification information needed to proceed with the wage garnishment. That same day, TSI faxed the employment verification information to [redacted]'s employer. In order to prevent third party disclosure of a consumer's information, the employment verification forms do not provide the creditor name or account information. Otherwise, should the person whose employment is being verified be the incorrect consumer, the correct consumer's information would be improperly disclosed.TSI's records do not substantiate [redacted]’s allegations. TSI followed all laws when verifying [redacted]’s employment in order to proceed with wage garnishment on behalf of PHEAA Harrisburg PA relating to [redacted]'s student loan accounts. On February 25, 2016 and March 3, 2016 the creditor respectively re-called [redacted]’s accounts [redacted] and [redacted]. TSI has closed and returned the accounts to the creditor and will conduct no further collection activity regarding this matter. [redacted] may contact the creditor directly at P.O. Box 1465 Harrisburg PA 17102 with any further questions regarding this matter. Please note, TSI has no control over whether the creditor places [redacted]'s accounts with another collection agency for further collection. We appreciate the opportunity to respond to your inquiry.Very truly yours,Cathy B.Consumer Affairs Team Lead
