We apologize, the original response was regarding your Verve card, not your Surge card.  Our response was based on the status of that account which is charged off/sold.  You had also submitted a CFPB case regarding the Surge card and attached is the response that we sent for that account.

As indicated on the attached billing statements, you had a balance of $311.05 on your Matrix Discover card in December 2013. When your account was converted to a Matrix MasterCard account, this balance was transferred to your converted account. As stated in the "Notice of...

Conversion" mailed to you in November 2013, you would need to register your Matrix MasterCard online upon receipt in order to submit payments via this avenue. Upon conversion, all statements were mailed to your address on file, with no additional cost for a "paper statement fee". This statement provided the payment address for the mailing of payments since you had not registered your card online. No payments were received for the December 29, 2013 payment due date, as well as, the January 29, 2014 due date. As a result, your total required payment due was $165.00 with a payment due date of March 1, 2014. On February 24, 2014 a $95.00 payment was received but did not satisfy the total required payment due, resulting in the further assessment of late penalties. Your next payment due date was March 29, 2014. Our records indicate that no additional payments were received during the April 2014, May 2014, June 2014 and July 2014 billing cycles. As a result of the severe delinquency on your account, the account was written off as a bad debt on July 31 ,2014. On July 29, 2014, we had received a letter from you stating you did not receive your MasterCard. Due to the severe delinquency, no card could be mailed. An offer to settle the outstanding debt was mailed to you. The terms of this offer would require that you make 2 equal payments of $158 due August 12, 2014 and August 26, 2014, respectively, or a lump sum payment of $316 by August 12, 2014. Since we have not received any payment on this offer to settle your balance, the account will now be sold to a third party debt buyer.
Per your request, we are providing printouts of your monthly billing statement activity on the Matrix MasterCard account.

According to our records, the tradeline associated with the account ending in 8430 was deleted from your credit file. To confirm that your account has been removed, we obtained glance reports from Transunion and Experian. As demonstrated on the enclosed glance reports, there is no record of the tradeline on your credit file. Mr. [redacted],Our records indicate that on June 9, 2015, you accepted an offer to settle your outstanding balance on your Verve card for just $365.72.  The terms of this offer required that you make two equal payments of $182.86 on July 5, 2015 and August 5, 2015, respectively.  The account...

remained in our system and was pulled into collection campaigns due to the account delinquency.  Calls occurred between 8AM and 9PM local time and at no time did we make contact with you and attempt to call again on the same day.  Therefore, the collection efforts were accordance with the FDCPA and no violations have been made.  On June 24, 2015, you contacted our Customer Service Department regarding the collection efforts.  Your phone number was removed from the account records and no furhter collection efforts have been made via this avenue.  To date, we have not received your first settlement payment.  To prevent the nullification of the offer, please make your full settlement offer payment of $365.72 by the final payment due date of August 5, 2015.  Once you have satisfied the terms of the settlement offer, we will reverse all of the remaining fees on your account and you will have no remaining financial obligation to us.  Additionally, your account will be reported as “legally settled for less than the balance owed”. To address the concern over the conversion of this account from a Discover to a MasterCard, we are including a copy of the conversion letter that was mailed to you on October 21, 2013 advising of the conversion.  It allowed you the opportunity to have the account closed upon conversion, which you did not request and you have used the MasterCard for purchases since the conversion date.    With respect to your concern over the original terms of the Discover card, as indicated on the conversion letter, no changes were made to the terms upon conversion.  Credit limit increases must be requested and, due to regulations, a credit report must be obtained to determine your credit worthiness.  At the time of our previous response, you were not eligible for an increase due to the account was over the credit limit by $100 and was 51 days delinquent.  As of the date of this response, your account is over the credit limit by $157.68 and is 70 days delinquent.  In order to apply for a credit line increase you need to bring the account current and wait a 90 day period before you can apply for an increase.
