Thank you for the opportunity to review this matter once more. Complainant first contacted Baylor Scott & White Health on February 2, 2018. A formal review was conducted and this review concluded on February 14, 2018. Attached is the letter mailed to the complainant on February 22, 2018. A copy of this letter has been attached. Our findings are the care and billing for this complainant was appropriate. If the complainant is in need of financial assistance, we are more than willing to work with complainant if that would help. Thank you. HIPAA Release was offered and accepted on 2/28/2018.

I am rejecting this response because:I had hoped to get this resolved sooner. I was contacted August 14th by Mr. [redacted] with Scott and White. He informed me to hold off on a response so that they could review my complaint further. I have not received a call back from him and did not want to exceed the time limit given to me to submit my response.

Our records indicate that you did not make an effort to resolve this prior to going to the Revdex.com, so I regret you were not satisfied with the normal procedure for all billing concerns. I am rejecting this response because:  The number provided was for patient advocacy ( issues with clinic and the patient experience, not the Scott and white health plan.)  I spoke with the gentleman named [redacted] who will be forwarding the information on to someone in the correct department but I have not heard back. I feel as if Scott and White provided a generic response and did not even read my complaint or they would've directed me to the correct department.

I have previously contacted you regarding this matter with Scott and White. My daughter was seen at Scott and white in January. They filed my insurance wrong and when called on it filed the insurance wrong again despite having a 3 way call with my insurance company. Then they turned me in to collection. I contacted the Revdex.com at this time and Scott and White filed the insurance wrong yet again meanwhile telling me they took me out of collection. The collection agency is still calling me and I am tired of it. I contacted Scott and white and they insisted they took me out of collection I had then signed off with the Revdex.com as having the matter handled. The collection agency is still harassing me. I should never have closed the matter with the Revdex.com. I will need written notarized documentation from Scott and White before I sign Off this time. Scott and White is utterly incompetent. I want out of collection. I want my account settled. I will not hesitate to contact a lawyer and sue them in to bankruptcy what is. I will not sign off with the Revdex.com this time until I have written documentation absolving me, from Scott an White. A formal apology from the President of Scott and White.

I am rejecting this response because:Just so you know, I am not an expert in provider based billing. However, I know what it is. And that is precisely the problem. If I were to have a surgery, it doesn't matter if I go to BSW or Providence Health in Waco or UT Southwestern in Dallas, I will get a bill from the hospital and a separate bill from the provider. This is usual and customary. As a reminder, my wife did not have a surgery. She had an EYE EXAM. She did not see an Opthalmologist for an eye surgery. She saw an Optometrist for an eye exam. To make sure I am familiar with the commercial practice of eye exam and optometry, I decided to call three optical places around town.- Temple Vision- Texas State Optical- Belton Eye CenterWith no vision insurance, each place charges $55, $73, and $132 respectively for an eyeglass exam. I also asked whether they will charge me for the benefit of using the facility, the seat, the equipment that the doctor is using, etc. The first one laughed. The second one was confused and said 'no." The third one thought I was crazy or not from the US. To my point, it is NOT usual and customary for an optometry place to charge separately for an "eye exam" and for the "facility." After three calls, I am certain of all the optometry places in Central Texas, no one charges me for the benefit of using the facility. This is USUAL and CUSTOMARY. Additionally, I am sure all these optometrists in Central Texas fall under the same regulation BSW falls under for optometry. If you think that "Well, we are a hospital, and this is how we do billing." Fair point. But I believe Scott & White hospital in Temple also has a Cafeteria. If that's the case, you could mind as well start billing a chicken sandwich under three different charges: one for the sandwich, one for the provider (the cook), and one for the facility (the seating, AC, utensil, etc.) Why don't you do that? It's not only because the law doesn't allow you to, but it is ridiculous. It goes against the intention of the law. It is not a usual and customary commercial practice. Do you see the problem? It is when BSW starts applying medical billing practice to everything else. This is unethical. Regards,
