When selecting a reservation, and prior to purchase, the
consumer is provided with the cancel policy associated with each reservation.
 
In this instance, the consumer selected a reservation that
provided greater savings and less flexibility.
 
Attached hereto, is a copy of the consumer’s initialed
contract page authorizing the non-refundable, non-changeable terms and

Hello.  Please see the resolution that we have provided to the customer.  Thanks.
 
Resolution: I called the
color: black; font-family: "Verdana","sans-serif"; font-size: 9pt;">[redacted] spoke with [redacted] - Front Desk Staff who approved the cancellation for a full refund as long as the reservation is canceled today. I called [redacted] and educated the guest on how the Name Your Own Price reservation works. I suggested, he books a hotel at retail prices where in everything is disclosed prior to purchase. I offered the guest a one-time exception to the cancel policy. The guest opted to proceed with the cancellation. I canceled the reservation and issued Mr. [redacted] a full refund in the amount of 120.77 USD.

she received at the [redacted] was uncleaned and smelled musty. She
indicated that there was a hairball on the bathroom floor, lipstick on the
towel and both the couch and the bed were wet. When they spoke with the Front
Desk, they were unable to provide them a new room due to availability and were
advised that the reservation was non-refundable. They checked out of the hotel
and went elsewhere and are requesting a refund on the unused stay.
An Executive Services Agent contacted
the hotel and spoke with [redacted] at the Front Desk who authorized the refund
on the unused reservation and the customer was notified that a full refund
would appear back to the credit card used in approximately 3-5 business days.

properly rated through our system and we are truly unable to process any

On March 5, 2015, we also received notification that you
disputed the transaction with your bank. Our system automatically cancelled the
reservation once the dispute was initiated as it is an indication that there is
no intention to pay the purchase. We are sorry, however, we are unable to
reinstate the reservation once cancelled and we cannot process a refund. We
have no information about the chargeback case. You have to wait for your bank
to settle the issue and they will be contacting you of the outcome of your
dispute.

reviewed prior to purchasing your reservation.

The renovations were major as demonstrated in the pictures I sent. Additionally, I did complain at the time of our stay. We even moved rooms (before they informed us that every room had plumbing issues). The hotel is simply lying to you.
Your customer service has been atrocious -- the hotel would not meet your own 3.5 star guidelines under normal circumstances, much less under major renovation. Perhaps you should consider listening to your customers, especially when they present you with overwhelming evidence.

This was an "Express Deal" and not a name your own price deal.  
In addition, Priceline does not provide a complete  listing of the hotels that are within the selected area with the grading for the hotels that you may be accepting the purchase.  By not having a complete listing you can only go by what is listed as available on their website.   By not having a listing the consumer has no information on which hotels fall with the star rating that you are agreeing to reserve a room with.    In addition, the hotel which was an express deal was not even listed on their website.  So the assumption is that you will be awarded one of the hotels that is currently showing on Priceline with the star rating shown.   As stated before, I have  gone into the Priceline website and I have not found this hotel listed as being available to reserve a room from.

We booked hotel rooms with the Priceline “Name Your Own Price” bid. We bid $70 for a four star hotel in [redacted]. Our offer/bid was accepted at the [redacted] Resort. When we arrived at our hotel the front desk informed us that we would not receive our room key without paying for the mandatory resort fee. We informed them that we purchased a room for the total price on Priceline. Still, they required the fee and when I called to report this to Priceline, Priceline informed me that I must pay it as well. Thus we were charged an extra $20 per room per night.
I spoke with both Marge and Sean at Priceline who seemed unable to offer me any explanation other than repeating a form line about reading the small print on Priceline purchases referring to mandatory resort fees. They were not empathetic or helpful but rude. Sean hung up the phone on me in the middle of our discussion.
The $20 mandatory resort fee was a surprise and feels utterly unfair. Because I used the Name Your Own Price feature I did not have a choice of which hotel to attend. I fully expected that my bid price would be the full price, as usual. To be hit with an extra mandatory fee when I had no choice of the hotel is unethical. You, Priceline, assigned me the hotel based on my bid price – and then you and the hotel agreed to charge me an extra mandatory fee. This is not the professional behavior I expect from Priceline. Instead it is greedy and unscrupulous.

The consumer
selected a specific hotel property from a list of participating
properties, at the disclosed room rate, including taxes and fees. Upon
hotel room check-in/out the hotel representative
provided the consumer with the lower negotiated room rate established between
priceline.com and the hotel, which is not available to the public.
Priceline.com is a
travel agent and as such, makes hotel room rates available on behalf of the
hotels. Just like every other business, we receive reduced rates because we
sell in large volume, and if you compare our rates, you will find them to be
very competitive. We strive to offer customers the best alternatives for saving
money while at the same time maintaining profitability.

provided the consumer with his/her selected hotel, at the disclosed summary of
charges.  We apologize if the consumer is
disappointed with the difference in rates; however, priceline will not be able
to offer a refund for the difference in rates.

For all other bookings contact us within 24 hours of booking to initiate your claim." This same link is provided on the page where customers select the room type for the hotel that they had previously selected, the following page with the Summary of Charges where they enter in their billing information as well as on the itinerary page that is sent after the booking has been made.
 
As your reservation is not an Express Deal or a Name your own price and was booked on Wednesday, Nov. 23 2016, and we were not contacted until Friday, November 25, 2016 more than 24 hours from the time of booking, we are unable to process the Best Price Guarantee and refund the difference as requested.

I am rejecting this response because:  I believe that Priceline employees are missing the point of this complaint.  The point is that when I used the priceline.com website to book travel arrangements, during the process of booking, I was offered the opportunity ON THEIR WEBSITE to upgrade my rental car choice.  I DID indicate that I wished to upgrade and my indication appeared on the screen where I was entering data.  At some point after I indicated my preference to upgrade, either priceline did not honor their offer OR the website had a glitch that appeared to show my preference but it never got sent to [redacted] car rental.  Either way, this is an error on the part of Priceline.  If Priceline does not wish to refund my money, that is certainly their prerogative.  But understand this, a refund of less than $20 for a multimillion dollar company is a small price to pay to keep a customer.  So, if Priceline chooses to continue to deny culpability, the solution is simple.  I will never use Priceline again.

I am emailing your office about the above referenced complaint in further follow-up.  I ask that this email be forwarded to a supervisor for review.  I attempted to call [redacted] but the phone directory look-up feature could not identify a staff person with that name and it was after open phone hours (I am on the west coast). I am objecting to Revdex.com closing the complaint with a determination that the business made a good faith effort to resolve the complaint when in fact they are falsifying, or at minimum mis-characterizing their "resolution."  I contend this is an intentional effort of the business to maintain a positive relationship with their Revdex.com complaint history when they are in fact unwilling to do anything at all.  I will forward email transcript of my chat with the business to evidence this fact.
In both responses as well as in communication with me the business states that:
"The consumer may use another credit or debit card and attempt to again submit a request online via the priceline.com website."  See the responses from [redacted] and [redacted].  This response suggests that I simply need to remit funds from another source - but this is entirely false.  When I contacted Priceline to use another funding source they have repeatedly advise that they cannot take payment by phone or via chat.  At the same time the online system does not prompt for payment.  What the business really will only do is allow me to book an entirely new booking.  Their response to the Revdex.com is very deceitful.
As a footnote I was using a debit card to make the original booking but there were enough funds in my account at the time.  I contacted [redacted] (issuer of ATM/account bank) and they pointed the proverbial "finger" at the business saying it must have been a problem with their merchant processing.  Nevertheless, I was able, willing and ready to use a credit card to pay for the additional nights that Priceline advertised and offered me to take. 
The most upsetting thing about this is that Priceline falsified their reply to the Revdex.com.

The hotel may no longer have availability for the deeply discounted rate you were previously booked hence even if you were able to input a different card, your request was rejected.
