enrollment agreement and a down payment.  [redacted]’s account was cancelled on December 20, 2016 with a refund due of $390.45.  We advised [redacted] the refund would be applied back to her [redacted] ending in [redacted].  This was the card used for payments.  A refund of $238.05 was applied back to this same card on May 13, 2016.  This refund reflected a pay-in-full discount.  [redacted] advised us this card was no longer active and it was a prepaid card.    If our accounting department can verify a card is a prepaid credit or debit card we send a refund by check to the student.  After verification the card issuer did not verify this as a prepaid card.  We requested documentation from [redacted] that the card was cancelled or no longer active. Our Accounting Department did give authorization to issue a refund by check.  [redacted] was emailed on August 31, 2017 to advise that a refund check was being issued and sent to her by mail.  We also advised to allow approximately four to six weeks to receive the check.   If you have any further questions, please contact me directly at ###-###-####. Sincerely,   Toni M[redacted]Student Care Coordinator

This does not address at all the fact that although exams were completed the body of work money and time I spent on the program are wasted. It says nowhere on their website that to be excepted to most universities you have to have a "regionally accredited" university or college. Not faux-accreditation by agencies that are made up by the institution themselves. do nI would even accept part of my tuition back but I can never get back the time I spent or all of the money that I spent but hopefully I can get back some of my dignity.

This is stated on [redacted]’s signed enrollment agreement. agreement and a down payment.  Our accreditors require a review process for students when the progression reaches the highest 1% of completion rate.  Penn Foster’s self-paced model allows students to work on their studies on the schedule that works best for them.  That model cannot allow students to take exams at a rate that does not allow them to review the material in each lesson.  In order to verify that work is completed in the lesson, Penn Foster does ask to review the student’s work from the lessons in question.  [redacted] did not take any exams from February 2, 2016 until February 2, 2017 and then completed thirty two exams in three days.  Several alerts were placed on [redacted]’s student portal advising him that the rapid progression was unacceptable and that if he continued to take exams at a rapid pace he would have to submit his work for review.  I am attaching screenshots of the reviews that we use to advise students they are completing exams at a rapid pace. [redacted] advised that he has studied the material we supplied.  We are not requesting he complete additional work but send in the work he has already completed for review. If you have any further questions, please contact me directly at ###-###-####. Sincerely,   Toni M[redacted]Senior Student Advocate

Our enrollment dispute policy states individuals who indicate they have never enrolled with us would need to provide a notarized letter confirming this along with a copy of their driver’s license and social security card. [redacted] was advised of our enrollment dispute policy on February 16, 2016. According to our records, we have not received the documentation.

submitting a down payment and a signed enrollment agreement. .   I have attached the enrollment agreement that [redacted] signed and agreed to. By signing the Enrollment agreement [redacted] acknowledged that he received, read, understood and agreed to be bound by the terms and conditions on all pages of the agreement. Under section one of the agreement it does state the [redacted] has a High School Diploma or GED. By signing the agreement [redacted] did state it to be true that he did receive those credentials.   On June 28th, 2011 the down payment that [redacted] made did come back as declined and he has not made any other payments toward his liability. Per the enrollment agreement [redacted] did agree to make monthly payments of $50.00 up until the final payment difference. [redacted] made no attempt to withdraw from his program which is why the collection agency has tried to collect the full price of the program, including late fees, agency fees, and insufficient fund fees.   The full price of the program with fees would be $655.60. I have closed out [redacted]’s account where he is only responsible for his registration fee, shipping and handling fee, and misc fees (late fees, agency fees, and insufficient fund fee). enrollment agreement.    [redacted]’ account was not closed out as she stated in February of 2015. I have attached the chat transcript [redacted] had with us on September 9th, 2016, in which [redacted] does request to proceed to her English class. We did advise, her one year study time limit did expire and there would have been a $75.00 fee to extend it for six months. At this time [redacted] declined and asked about her transcripts and we advised her how to cancel out of her program.   With [redacted] account still in an open status it did reflect that there would have been a liability still owed on the account preventing her from getting her transcripts. I have closed out her account, and as a courtesy I will send out a copy free of charge. [redacted] can now resubmit her request through [redacted] and we can process it now that the account is closed.   To follow up with [redacted]’ claim with [redacted], we did receive a dispute from [redacted] and reversed payments in the sum of $179.48 on September 30th, 2016. The account was still open so payments so invoices were made as [redacted] had them setup. Once we received the [redacted] dispute, [redacted] was removed from automatic payment and invoices were showing past due up until the account was closed out.   [redacted] does not owe any liability as she has paid enough to cover her terms. On November 4, 2016 we have been in contact with [redacted] multiple times via email. We did advise we have not receive a cancelation request on her account and cancelation was not mentioned until the chat that I have included. On June 29, 2015 two official transcripts were ordered for [redacted].  On July 2, 2015 one was mailed to [redacted] University and the other was sent to [redacted].  Once transcripts are mailed it takes up to ten business days to be received.  Another transcript was ordered on July 14, 2015 and mailed July 20, 2015.  [redacted] should have received by August 3, 2015.  I tried to contact [redacted] a few times to advise him of this and to see if he received the transcripts that were mailed on July 20, 2015.  Unfortunately, I was unable to reach [redacted].
 
As a courtesy, I have ordered two transcripts to be sent [redacted].  One transcript was sent to the address on file (tracking number [redacted]) and the other was sent to [redacted] University (tracking number [redacted]).  I apologize for any inconvenience this may have caused.

The department chair for our Early Childhood Education has tried numerous times to reach out to [redacted] in regards to her concerns.  As of October 8, 2015 we were unable to reach [redacted] and there was no voicemail set up for us to leave a message. 
 
As previously stated, the requirements for the New Student Orientation the Site Selection is mentioned and reviewed.  [redacted] needed to participate in the webinar in order to pass the Orientation.  [redacted] attended the webinar on August 22, 2014 and received a pass for the webinar due to participation. 
 
As an extended courtesy, we have readjusted the cancellation terms and [redacted] will only owe $451.00, only charging for the tuition completed and the registration fee.  All the other fees are waived.  We feel this is a fair settlement as we have provided [redacted] with all areas where the Site Selection requirements were.

Penn Foster College is nationally accredited by the Accrediting Commission of the Distance Education and Training Council located in Washington, D.C. (DETC). Penn Foster College is licensed by the Arizona State Board for Private Postsecondary Education. Our material meets the requirements of our accreditation. Our accreditation is located in our student handbook along with our website. Our website states “The decision to accept credits is up to the individual school. Many of Penn Foster’s courses have been recommended for college and university credit by the ACE/College Credit Recommendation Service.” Our website also states, “no form of accreditation guarantees that any learning institution will accept credits from any other school as transfer credits and you should check with the institutions in which you are interested to see if they will accept Penn Foster College credits.” No school guarantees to accept another schools credits. Due to this fact, [redacted] is not eligible for a refund.

18, 2014 by signing an enrollment agreement and submitting a down payment.
 
We are required to refund the amount the same method of payment that was paid.  Since [redacted] paid via credit card (ending in [redacted]) the refund would need to go back to that credit card.  Unfortunately, the refund was not processed at the time of cancellation, May 28, 2015 when [redacted] provided us with the full credit card number to process the refund due of $351.75.  Since then, [redacted] advised us that the credit card ending in [redacted] was closed due to fraud.  If the credit card that was used was closed, we need a letter from the bank stating the credit card was closed and either replaced with a new card number or closed with a zero balance.  [redacted] was advised of this by a supervisor on August 4, 2015.
 
On August 4, 2015 [redacted] emailed me directly to express her frustrations with her refund situation.  I have been in contact with her in regards to her refund.  I apologize and agree with [redacted] that she should not be penalized for someone else’s error.  It was determined that [redacted] will receive a full refund of all money paid, via check $592.00 as she already received $50.00 refund in January 2014 for a referral credit.  I left a voicemail with [redacted] on August 5, 2015 advising her the refund check was mailed [redacted] with tracking number [redacted].
 
In light of the recent complaints in regards to this policy, we have made changes to the refund process.  I want to thank [redacted] for reaching out to me directly to rectify this issue.

According to the USPS the transcript was addressed wrong. So once again I am out an application few. I have been threw so much with this "school" that I feel it is not a good source of education or buisness practice. At this time I request a refund for my time at this establishment. If my report is belived to be false please check the tracking number that I was sent and you will see the transcript could not be delivered.
