information.  We also emailed him on September 21, 2016 at the email address provided and the email was returned as undeliverable.   We did locate the student record [redacted] was inquiring about.  However, [redacted] is not the student and we do not have a signed privacy release giving us permission to speak to a third party. Since Ms. [redacted] completed seventeen percent of her exams, she owes twenty-five percent of the tuition including the fees previously mentioned.
As a courtesy, I have cancelled Ms. [redacted]’s account with no further financial obligations.
In addition, Ms. [redacted] enrolled in our Early Childhood Education Associates Degree on February 5, 2016 by submitting a down payment and a signed enrollment agreement. This enrollment has been re-instated and Ms. [redacted] can continue with her enrollment in the Early Childhood Education Associates Degree. Ms. [redacted] will continue her automatic monthly payments of $54.00 due on the 24th of the month with her mastercard.

our records, [redacted] has been calling since April 21, 2015 inquiring if we received her alternate exam.  Unfortunately, we did not receive the exam until May 8, 2015.  [redacted] was called by Brian B[redacted] on May 8, 2015 to advise that we have received it and we will have it graded shortly.  As of May 12, 2015 [redacted]’s alternate exam was graded and she is a High School Graduate. 
As a courtesy, I have ordered [redacted] a duplicate diploma and will expedite to her at no charge.  [redacted] will receive her duplicate diploma by May 18, 2015.  [redacted]’s original diploma and transcripts will be sent regular mail and she will receive them within 10 days.  I apologize for any inconvenience this may have caused.

submitting a signed enrollment agreement and a down payment.  [redacted] completed both the first and second semesters.  An evaluation was completed on November 24, 2015 from a previous program [redacted] attended ([redacted]) along with an official transcript she submitted from [redacted] Community College.  [redacted] received a monetary adjustment for transfer credits for both semesters, $316.00 for semester one and $948.00 for semester two.  The current balance of $1036.98 is for both semester one and two.  Upon completion of semester one a balance of $788.00 was rolled into the tuition for semester two. Our records indicate that [redacted] contacted us on November 25, 2015 regarding textbooks for her courses.  She contacted us again on January 11, 2016 regarding payments and also to request her next semester application.  [redacted] provided us with proof of high school education from First Coast High School in Jacksonville, FL.  [redacted] contacted us again on February 16, 2016 regarding a failed subject.  Our records show that she did not contact us at any time regarding submitting an ADA form along with medical documentation for special accommodations.   [redacted] indicated in her complaint that she did not enroll in this program.  In that case we would need a notarized statement from [redacted] along with a copy of her driver’s license or state ID card and social security card (optional).  If she has filed a police report for identity fraud we would need a copy of that as well. If you have any further questions, please contact me directly at ###-###-####. Sincerely,  Toni M[redacted]Student Care

second module of the course have been on backorder since early November.  When an item is on backorder it can take Penn
Foster up to four to five weeks for us to receive new material.   We have recently received all equipment for
this module.  I have ordered the
materials and have requested we expedite this shipment for [redacted]. 
As a courtesy and to avoid
further frustration for [redacted], I have also shipped all of the remaining
course work and will mark each shipment to be sent expedited shipping.  I have also extended [redacted]’s study time
expiration date, giving [redacted] an additional two months to complete the
program, make his new expiration date January 5, 2017.  I sincerely apologize for any inconvenience
this has caused.

22, 2015 by submitting a down payment and a signed enrollment agreement.    [redacted]’s signed enrollment agreement states that he signed up for our automatic payment plan, authorizing us to pull payments once a month using the card ending in [redacted].  According to our records, the first payment that was supposed to be drafted from the autopay was declined.  At that time the autopay was removed and [redacted] made good on that payment later in the month.  When [redacted] went online to make his payment for August 21, 2015 he clicked “YES” to be put back on autopay.  [redacted] went online the day before the payment was due and made payment via [redacted] each month so no payments were taken with the card ending in [redacted] as payment was made prior day.  When [redacted] didn’t make the payment that was due July 25, 2016 early, the autopay kicked in and drafted the monthly payment.  As [redacted] made the payment, he made a payment that was not necessary as the payment already drafted.  According to our records, we already processed a refund of $59.00 to card ending in [redacted] on August 5, 2016.  I tried to contact [redacted] on July 27, 2016 via phone and email to address his concerns but was unable to reach him.    As a courtesy, I have removed the balance on [redacted]’s account, $172.00 giving him an additional $31.00 discount on top of the $141.00 discount for being set up on automatic payments.  I apologize for any inconvenience this may have caused [redacted].   Penn Foster is devoted to the educational advancement and satisfaction of all our students. All attachments show that she enrolled in the Undergraduate Certificate in General Studies Degree Program. In addition, none of the classes that [redacted] took were medical related.   We received an email on May 5, 2016 from [redacted] in which she inquired upon completion of her program if her certificate would state “Medical Assistant or something else”. We sent two follow up emails on May 5, 2016 stating she was enrolled in the Undergraduate Certificate in General Studies and had three semesters to complete in the Medical Assistant in order to graduate. Furthermore, [redacted] sent emails on May 16, 2016 and May 22, 2016 and did not mention once that she was enrolled in the wrong program. Both emails only addressed concerns in regards to time for exam grading and when proctor exams would be sent.   On July 7, 2016 [redacted] sent an email inquiring how much it would cost her to enroll in the Administrative Medical Assistant program, the program she is stating she thought she already completed. Upon the preponderance of information, [redacted] was well aware of what program she was in.   As an extended courtesy, I will extend the $50.00 discount to $100.00, however no other offers will be provided.   Penn Foster is devoted to the educational advancement and satisfaction of all our students. Per policy, a refund check will not be issued until 28 days after the

On December 21, 2015, after
speaking with Penn Foster’s accounting department, I advised [redacted] that her
refund check would be mailed the following week, the week of December 28, 2015.  Unfortunately, due to the holidays, refund
checks were not issued or mailed out that week.

This did lower the amount of Ms. [redacted]’ eligible refund. On January 18, 2018 I correctly closed out the account to issue a refund check of $6.50. If students cancel within five days of their signed enrollment agreement, they receive a refund of all monies paid.  For students who cancel after the five day grace period and complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration, admissions and shipping fees. This is stated on Mr. [redacted]‘s signed enrollment agreement. Since Mr. [redacted] completed over fifteen percent of his exams, he owes twenty-five percent of the tuition including the fees previously mentioned.  According to our records, Mr. [redacted] called on November 4, 2013 to cancel the account however, he disconnected the call and the account remained opened.  There have been numerous attempts to contact Mr. [redacted] to advise him of his outstanding balance.  In addition, Mr. [redacted]’s account only reflects $1.00 received as the first monthly payment of $49.00 declined.
In the event a monthly payment is ten days late, a $15.00 late fee will become due. If the default is not covered within forty days of the institution's notice, we reserve the right to call the total program price due immediately plus any related collection or attorney fees.  This is stated on Mr. [redacted]’s signed enrollment agreement.
As a courtesy, I only charged Mr. [redacted] for the tuition completed and the registration fee, lowering his balance from $632.10 to $142.84.  Mr. [redacted] can make payments to the outside agency until the remained amount has been paid.  At that time, Mr. [redacted]’s credit report will be amended within thirty days.
