The Distance Education and Training Council located in Washington D.C. nationally accredits Penn Foster High School. In addition Penn Foster High School is regionally accredited by The Middle States Commission on Secondary Schools. Penn Foster High School is licensed by The Pennsylvania State Board of Private Licensed Schools.  As we are accredited, [redacted] should have no issue with our Diploma. 
 
[redacted]’s signed enrollment agreement states that students who cancel after five days and have not submitted an exam they would owe the registration, administration and technology fees.  According to our records, [redacted] contacted us on April 16, 2015 in regards to cancelling his account stating he needed a new laptop and we deferred three months of payments to help him financially until he was able to obtain a new laptop.  At that time, [redacted] was on a bi-weekly payment of $34.50 which declined on April 13, 2015 and was set to retry April 17, 2015.  We were unable to cancel that payment as it was already in the process of clearing with the bank.  We need at least 48 hours notice to stop a payment in the system.  [redacted] would have owed his liability even if the account was cancelled April 16, 2015 per his signed enrollment agreement.
 
In addition, on June 8, 2015 I tried to contact [redacted] as he left a voicemail with me from June 7, 2015.  I was forced to leave a message as there was no answer at the number provided. 
 
As a courtesy, I have waived [redacted]’s cancellation terms of $214.50, cancelling his account with no further financial obligations.  I apologize for any inconvenience this may have caused.

Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on [redacted] signed enrollment agreement. [redacted] completed fifty-six percent of her exams; therefore, she owes the full tuition balance.
 
According to our records, [redacted] inquired about the additional exmas being covered on March 18, 2015.  [redacted] was advised that the call was pulled and there was no mention of any alternative exams being covered by Penn Foster as this is not something we offer.  [redacted] signed enrollment agreement states “Please review your state board requirements that are applicable to your field of study.  State boards may impose a variety of different requirements. These requirements vary from state to state.”  It is the student’s responsibility to research what is required for their state as that varies by state.  I apologize for any inconvenience this may have caused. 
 
As a courtesy, I have cancelled [redacted] account only charging her for the tuition completed and the registration fee.  [redacted] balance was reduced from $634.00 to $245.00.  [redacted] will remain on automatic payments until the balance has been met.  Should [redacted] want to be removed from the automatic payment and send a check, she may do so by calling Student Care at ###-###-####.

I am rejecting this response because: It's very deceptive that you can cancel a service but then must say you would like to cancel payment for that service as well. Customer blaming is a poor business practice. I want the refund for the unauthorized amount withdrawn from my account on 10/1/16. I'm not even asking for the overdraft fees I had to pay back.

agreement. [redacted] was offered a discount and made his final payment on January 12th, 2017 via [redacted]. On that same day [redacted] was advised we do allow clearing periods for payments. When a student’s final payment is made we allow a clearing time before Graduation documents are sent out.  Credit and debit cards have a 10 day clearing period. The following methods have a 28 day clearing period: ACH, Checking/Savings, Money Orders, and [redacted]. On January 12th 2017 we advised a callback would be put in to speak to Andrew’s Superior. Two phone calls were made but you could not be reached. A voicemail was left as well on the 12th. Diploma on August 24, 2014 by submitting a down payment and a signed enrollment agreement.   We are required by law to refund the amount the same method of payment that was paid.  Since [redacted] paid via check and credit card, the refund paid with the credit card would need to go back to the credit card first, then the remaining amount as a check.  [redacted] called February 19, 2016 to cancel her son, [redacted]’s account and unfortunately the account was cancelled incorrectly.  Due to this error, the refund was not processed.  [redacted] called in March 24, 2016 to inquire about her refund check and the error was found at that time and the account was corrected.  Unfortunately, it was missed that [redacted] made one payment with a credit card, which stopped the refund check from printing as the refund needs to back the same method of payment.  On March 29, 2016, the refund was processed for the $25.00 credit card payment back to credit card ending in 6972.  Lastly, on March 31, 2016 the account was cancelled for the remaining refund of $452.25.  On May 20, 2016 [redacted] called as she still did not receive her refund check.  At that time, I had the account reinstated and cancelled again, to try and generate the check to print.  I followed up with our Accounting department to ensure that this would print, and today, June 6, 2016 the check finally printed.  I attempted to contact [redacted] June 6, 2016 to advise her of this, however I was unable to reach her.    As a courtesy, the check was sent [redacted] overnight, June 6, 2016 with tracking number [redacted].  I sincerely apologize for the series of unfortunate events both system and human error.   Penn Foster is devoted to the educational advancement and satisfaction of all our students. This is the second time the school is causing unnecessary stress. I sent an [redacted] money order in the amount of $5.00 towards my tuition on 3 okt. 2016 mailed on same day and it has not been posted as of today 11 okt 2016. I believe this is intentional of the payment processing center in Massachusetts and it is upsetting. I informed the accounting department of the school and also my instructor. All of my payment[s] need to be applied onto my student account. Disturbance in my studies. December 16th 2016 by submitting a down payment and a signed enrollment agreement.  On March 19th, 2017 [redacted] submitted an email to Penn Foster stating she needed to withdraw from her program and asked “How do I go about doing this”. The email was responded to on March 20th, 2017 by Penn Foster stating to call in to cancel out the account that the representative would not be able to cancel [redacted] via email. In order to understand the cancelation terms per the enrollment agreement [redacted] would have been asked to speak with a Penn Foster representative.  [redacted] account was still open, due to not receiving a phone call, or reply back to the email we sent. ( I will attach a copy of the email ) On June 30th, 2017 Penn Foster did receive a second request from [redacted] to cancel the account. The account was then canceled without a phone call in due to directly stating to cancel. The liability per the enrollment agreement was then provided by email to [redacted].  The last payment [redacted] made was on February 22nd, 2017. Due to consecutive arrears the account was turned over to the [redacted] agency. [redacted]’s signed enrollment agreement states that students who cancel after five days and have not submitted an exam they would owe the registration, administration and technology/shipping fees.  According to our records, [redacted] contacted us on April 6, 2015 in regards to cancelling her account however, we offered her a three month deferment on her payments and her account would remain open. [redacted] accepted the offer and she would not have a payment due until August 5, 2015.
 
Penn Foster’s deferment policy states that representatives are empowered to grant students a one month deferment, not to exceed three months in a 12 month time period.  On April 6, 2015, [redacted] was granted the maximum deferment allowed of three months and was notified payments would resume on August 5, 2015. On August 5, 2015, Penn Foster attempted to withdraw one payment of $39.00 from [redacted]’s bank account.  That payment was declined by the bank and [redacted]’s account was taken off of the automatic payment plan. We have not receive a payment from [redacted] since April 5, 2015.
 
As a courtesy, I have waived [redacted]’s cancellation terms of $187.00, cancelling her account with no further financial obligations.  I apologize for any inconvenience this may have caused.

I am rejecting this response because:There were no "shipping charges", as this was entirely a digital experience. The only modules I was able to complete were related to learning their online system, how to use the forums, submit work, etc. If I had been aware of the fact that the training modules were out of date/ unable to be completed with the currently available software, I would not have completed any at all.I received the partial reimbursement but still wish to have the remainder refunded as well. I did not receive the service I signed up for and should not have to pay a partial tuition considering the details of this case.Regards,

[redacted] did have an issue placing students toward the end of the year in 2016, which did cause a delay. As of February 1st 2017, I did speak with [redacted] to discuss her options. [redacted] was able to offer a placement now but after conversing with [redacted] she requested to cancel. Due to the delay with the externship site I did close the account out as is. I called Penn Foster and kept up with them on a monthly basis. I told them that I will be able to make payments. They wanted me to pay 84.00 to get back into school. I told them that my son had started college and I will start making payments again. And the last thing I know, they sent my payments to a  collection agency. I was only 2 months behind. I tried to make a partial payment and they said that I couldn't. Now this month I am able to make payments, but I stiil can't go to school until I make the full payments. I also have my high school transcript so that the payments can be much smaller than the actual payments, they decline to add them to my account.
