At this point [redacted] would have to be re-evaluated into the current version of the program to continue her studies. [redacted] completed 88% of the first semester and per her enrollment agreement would be responsible for the entire price of the semester. As of May 9, 2017 the debt is no longer with a collection agency and [redacted] could make payment arraignments with Penn Foster. Diploma Program on July 1, 2015 by submitting a signed enrollment agreement and paying in full.    The Distance Education and Training Council located in Washington D.C. nationally accredits Penn Foster High School. In addition Penn Foster High School is regionally accredited by The Middle States Commission on Secondary Schools. Penn Foster High School is licensed by The Pennsylvania State Board of Private Licensed Schools.  In addition, it states on [redacted]’s Student Handbook, under the FAQ that “Many of our graduates have been quite successful in going on to institutions of higher learning or receiving job promotions as a result of earning their diplomas.  However, if you plan to attend college or seek a particular job, you should find out the entrance requirements.  Some colleges and employers require a diploma earned through a resident program.”   On July 18, 2016 [redacted] contacted us to state [redacted] College advised her Penn Foster was unaccredited. In response we mailed an accreditation letter with the information stated above. On July 20, 2016 [redacted] called about [redacted] not accepting our diploma and requested a full refund. On the same date we advised [redacted] we needed the name and contact information for [redacted] so our high school chairman could contact them. We also advised [redacted] that, per her contract, once a student completes over fifty percent of the program they are responsible for the entire financial responsibility of the program. Meaning there would not be a refund at this point since she was already paid in full. [redacted] is currently at sixty-three percent completed with her education. On this same day we spoke to [redacted], the Chief Compliance officer at [redacted], and she stated after reviewing the Penn Foster website [redacted] would not accept our diploma.    On July 21, 2016 we left a message for [redacted] inquiring if [redacted] would accept the Penn Foster diploma if we provided them with a Certificate of Preliminary Education, which bears the seal of the Pennsylvania Department of Education. In accordance with 22 Pa. Code 5.243, graduates of Penn Foster’s High School program 18 years of age or older may apply to the Pennsylvania Department of Education for a Certificate of Preliminary Education. It certifies that the individual “has satisfactorily completed an approved course of correspondence study at the High School level”.   As of the date of this letter July 28, 2016 we have yet to receive a response from [redacted] at [redacted] College.   Penn Foster is devoted to the educational advancement and satisfaction of all our students. I am rejecting this response because: Per North Carolina Child Care Licensening, Penn Fosters Early Childhood Education Program credits are not accepted for obtaining a childcare position within the state of [redacted]. I?t defeats the purpose to obtain a degree in Early Childhood Education that cannot be used for the intended purpose. I  aware of the amount the account closed at however, I do not feel that I?t is owed simply because the credits obtained could not be used for the intended purpose which is to obtain employment in the field regardless of the state residing in. Colleges can be nationally accredited and have all of the backing of every institution that has been named however, there are colleges that are accredited that run unaccredited majors. This is what has taken place in my case. If the Early Childhood Education Associates Degree Program was accredited at time of my enrollment, I would like to physically see the proof. I could not transfer ANY of my credits not even as electives to another institution because again I was told the college major I chose was not an accredited program by [redacted]. There is no way that the ** licensing consultant, [redacted] and [redacted] are all making up the fact that the credits obtained from Penn Foster are useless.

enrollment agreement.    As part of [redacted]’s program, she is to receive [redacted] in order to proceed and complete her studies.  Unfortunately, Penn Foster is in the process of converting the software from a shippable item over to a digital download option.  As this is still in process and there is no estimated timeframe of completion, [redacted] would either need to download a free thirty day trial or wait until it is available.  I realize this is not ideal for [redacted] as she enrolled expecting to receive what was needed to complete the certificate with us.  Therefore, [redacted] will be reimbursed the full amount in which she paid, $119.00 back to her card ending in [redacted].  [redacted]’s account is cancelled and she will receive a letter confirming this within ten business days.  On September 19, 2016 I attempted to advise [redacted] of this but was unable to reach her.  I apologize for any inconvenience this may have caused.    Penn Foster is devoted to the educational advancement and satisfaction of all our students. Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on [redacted]’ signed enrollment agreement. [redacted] completed ninty-six percent of her exams; therefore, she owes the full tuition balance.
 
Penn Foster College is nationally accredited by the Accrediting Commission of the Distance Education and Training Council located in Washington, D.C. (DETC).  Penn Foster College is licensed by the Arizona State Board for Private Postsecondary Education.  Our material meets the requirements of our accreditation.  Our accreditation is located in our student handbook along with our website.  Our website states “The decision to accept credits is up to the individual school. Many of Penn Foster’s courses have been recommended for college and university credit by the ACE/College Credit Recommendation Service.”  Our website also states, “no form of accreditation guarantees that any learning institution will accept credits from any other school as transfer credits and you should check with the institutions in which you are interested to see if they will accept Penn Foster College credits.”  No school guarantees to accept another schools credits.  Due to this fact, [redacted] is not eligible for a refund.

Students who complete more than twenty-five percent and up to fifty percent of their exams owe fifty percent of the tuition including the registration, administration and shipping fee. This is stated on [redacted]’s signed enrollment agreement. [redacted] completed thirty-seven percent of her exams; therefore, she owes fifty percent of the tuition including the fees previously mentioned. Students who neglect to make their monthly payments are placed in an outside agency. The last payment we received from [redacted] was on July 24, 2014; as a result, she was placed in the outside agency.

As previously stated, we have reduced [redacted]’s balance from $1,782.30 to $569.00. Unfortunately this balance cannot be lowered any more. Penn Foster is only charging [redacted] for the work she completed in this program. [redacted] does not have to pay $569.00 at one time, she may pay the balance off in monthly increments of $39.00 per month. [redacted] can make payments directly to Penn Foster by calling ###-###-####.

Students who cancel within five days of enrollment are due a refund of all money paid.  According to our records, Ms. [redacted] cancelled her account on April 8, 2014 which was after the grace period for a full refund.  Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration and admissions fees. This is stated on Ms. [redacted]’s signed enrollment agreement. Since Ms. [redacted] completed over fourteen percent of her exams, she owes twenty-five percent of the tuition including the fees previously mentioned. 
In the event a monthly payment is ten days late, a $15.00 late fee will become due. If the default is not covered within forty days of the institution's notice, we reserve the right to call the total program price due immediately plus any related collection or attorney fees.  This is stated on Ms. [redacted]’s signed enrollment agreement. 
As a courtesy, I applied a fifty percent discount to Ms. [redacted]’s cancellation terms, leaving her with a balance of $254.37.  Ms. [redacted] can make payments until the $254.37 balance is paid then her credit report will be amended within thirty days.

I have contacted the school several times about this matter and they did not help, I am tired of going back and forth with them. I have always responded to all emails sent to me by the school. The school did provide me with the name of one animal hospital and they told me to contact them my self. After doing so they said they could not host me because their won load was heavy at the time. I have visited numerous clinics and submitted resumes as well as calling many diffident clinics up to an hour away from my residence. When I told the school all of this they just advised me to keep trying that they didn't know what else they could do. I have a copy of all emails sent to me by the school which I will provide if needed . I also have a snap shot of the current web page displayed by Penn Foster about their veterinary technician program externship. Yes they tell you that by do not place you but they give you false information. They make you feel like it is easy to locate a externship site which it isn't. I even asked the school to contact the clinic on my behalf maybe they would rather hear from the school and they refused.Regards,

I will include a copy of the agreement that has the terms listed. The total liability on the program is $307.50. As of March 22, 2017 [redacted] has paid $180.00 toward that liability. [redacted]’s account has been turned over to the Ability Recovery Services collection agency in order to collect on the remaining liability of $127.50. Enrollment Agreement. The last subject in the program is titled Advanced Medical Coding and not all of the exams are multiple choice and do include hands on work that must be submitted and physically graded by an instructor. On November 4th, 2016 an instructor walked [redacted] through the screenshot process. On November 7th, 2016 [redacted] was advised that the format of the project was incorrect and was provided our student services number if she needed assistance. We also advised the project requires screen shots of the software showing the module number on the left and her work next to the staffs answers on the right. The study guide has instructions on how to take a screen shot and list the 55 required modules. On November 15th, 2016 we advised [redacted] her assignment was being returned because it was incomplete. We advised we needed [redacted] to provide a screen capture of each scenario and provided an example. On January 1st, 2017 we emailed [redacted] the project feedback and helped reset her pass[redacted] for [redacted]. February 6th, 2017 an instructor provided [redacted] with Technical information. February 11th, 2017 we advised [redacted] that she was on the right track and to please save her screen shots in a [redacted] document file as the study guide requires. February 18th, 2017 we advised [redacted] we were unable to open her project due to the file type. Advised there was not a need to zip the files before uploading because the system will zip it on its own. On February 21st, 2017 and February 24th, 2017 we advised [redacted] that her Assignment #[redacted] could not be accessed due to the format and if she was having difficulty with the assignment or feedback to call our student services number. On March 1st, 2017 we advised [redacted] that the assignment was being returned because it was incomplete. Only one of fifty-five screen captures was provided. In order to grade the assignment which is part of the curriculum we need the entire project.
