Unfortunately, the deferment was not entered correctly which resulted in Mr. [redacted]’s automatic payment to pull that payment.  On May 9, 2016 a refund of the $39.00 for April’s payment was entered into the system.  On May 11, 2016 the refund was processed and Mr. [redacted] should have the $39.00 back in his credit card ending in [redacted].  Mr. [redacted]’s account was adjusted to reflect the deferred payment and his next payment is due on June 28, 2016 which will be automatically deducted with his card on file.   I apologize for any inconvenience this may have cause Mr. [redacted].   Penn Foster is devoted to the educational advancement and satisfaction of all our students. As [redacted] requested, Andrew’s manager called both numbers on file. The number ending in [redacted] had a busy signal and a message was left on the number ending in [redacted]. The Penn Foster High School Student Catalog, which can be found on [redacted]’s web portal, states on page 19 under the Graduation section In order to graduate, students must meet all financial obligations and all payments must clear before a diploma will be issued. I have attached the Catalog to this reply.   On January 25, 2017 a representative did call [redacted] to discuss the payment clearing time, during the conversation he requested to speak to a manager. A call back was put in and [redacted] was called by the Team Leader of Student Care on January 26, 2017. [redacted] was advised as a courtesy we will bypass the remaining clearing period and will get his Graduation documents printed and mailed out. and a signed enrollment agreement. Per [redacted] signed enrollment agreement (see attached) it states her program consists of four semesters and may require an externship. The program price is paid on a per semester basis. We offer three payment plans: full pay, monthly auto pay and monthly payments. [redacted], for the first semester, chose the monthly auto pay plan. Under that plan she agreed to pay a $50.00 down payment and $50.00 a month for 28 months plus a final payment of $47.00. Total price for the first semester under this plan was $1,497.00, which doesn’t include any transfer credit deductions.Student must have all academic requirements completed in the current semester before enrolling into the next semester. Per our policy we will allow student to move into the next semester even if they still have a balance. We add the current semesters remaining balance to the overall pricing of the following semester and divide that into 24 payments. As a result of this the monthly payments may be different than the previous semester’s monthly payment. [redacted]’s enrollment agreement also outlines the credit transfer policy. It states [redacted] may receive transfer credits for eligible and approved general education college courses she already completed for up to 75% of the required program credits. The agreement states that not all college courses taken at other schools are eligible for transfer credit but if transfer credits are approved, an adjustment to the financial obligation will me made following [redacted]’s enrollment.  Unfortunately, due to the amount of the second semester with the first semester carry over balance we cannot have the monthly payments at $50.00 a month. With changes in technology not all classes such as computers can be transferred over especially if they were originally taken over seven years ago. According to our records, on October 14, 2016 we received an email to cancel [redacted]’s program. [redacted]’s cancellation balance is $931.00 only charging her for her completed first semester.  I apologize for any miscommunication and any inconvenience this may have caused [redacted].Penn Foster is devoted to the educational advancement and satisfaction of all our students. In our efforts to keep up with the growing online demand, we have transitioned over to a fully digital format.  As our stocks have depleted, shipments of study guides have ceased.  Students will however, still receive all textbooks and any pertinent materials to their course.  [redacted] did receive two shipments so far.  Our records indicate [redacted] emailed us June 28, 2014 and we advised him of this.

Our transcript policy states, in our Student Handbook, that students need to be current with their payments to be eligible for official transcripts.  Since we haven’t received a payment from [redacted] since December 17, 2014, no official transcripts can be sent.  I had a phone conference with [redacted] on August 27, 2015 and advised him of this.  In addition, I ordered a grade report and emailed to [redacted] to show what his daughter, Tiana has completed. 
 
Also on my conference with [redacted] on August 27, 2015, I have cancelled his daughter, Tiana’s account charging only for the percent of tuition completed.  All other fees were waived, totaling a discount of $599.80.  If [redacted] is able to make a payment by September 11, 2015, I will have the account removed from the outside agency and he can make payments with us until the balance of $398.00 is paid.

Penn Foster is regionally accredited by the Commission on Secondary Schools of the Middle States Association of Colleges and Schools. Per [redacted] enrollment agreement, which I will attach, she is responsible for the entire liability of the program as she has completed over 50% of the program. At this time, due to consecutive arrears her account was turned over to the [redacted] collection agency. Ms. [redacted] did provide us documents of the name change, enabling us to search for her previous name. (DETC).  Penn Foster College is licensed by the Arizona State Board for Private Postsecondary Education.  Our material meets the requirements of our accreditation.  Our accreditation is located in our student handbook along with our website.  Our website states “The decision to accept credits is up to the individual school. Many of Penn Foster’s courses have been recommended for college and university credit by the ACE/College Credit Recommendation Service.”  Our website also states, “no form of accreditation guarantees that any learning institution will accept credits from any other school as transfer credits and you should check with the institutions in which you are interested to see if they will accept Penn Foster College credits.”  No school guarantees to accept another schools credits.  Due to this fact, [redacted] is not eligible for a refund.

was done through our website in [redacted]’s name.  The address that was used for this enrollment is the same as the address she provided in her Revdex.com complaint.  The enrollment was processed with a $1.00 down payment and set up for $49.00 monthly payments. [redacted] received a coupon book in the mail because after the first monthly payment declined the account was removed from automatic payments.   A review of our records shows that [redacted] did call Student CARE on October 26, 2017 to request cancellation of the account and stated she did not enroll.  At that time, the account was cancelled with nothing further owed.  On December 1, 2017 I sent a letter confirming the cancellation to [redacted] to the address on the Revdex.com complaint.  I also left her a voicemail confirming the account was cancelled and a cancellation letter would be sent by mail. In cases where a student disputes enrollment, we normally request a notarized statement that the student never enrolled, along with a copy of the student’s driver license to prove identity.   This is in compliance with The Federal Education Privacy Laws.  Since [redacted] did not initiate this enrollment, we would recommend she file a police report if she feels her name was used fraudulently to set up this enrollment.  Upon receipt of a subpoena or court order, we will provide any and all information requested. Penn Foster is devoted to the educational advancement and satisfaction of all our students. Unfortunately, none of the sites that Ms. [redacted] or Penn Foster found were adaptable with both parties availability.
As a courtesy, I have cancelled Ms. [redacted]’s account with no further financial obligations. I apologize for the misinformation and any inconvenience this may have caused Ms. [redacted].

That would bring the total price [redacted] paid to $623.90. [redacted] paid $613.90 on March 21st, 2017 via an ACH payment. In anticipation of the payment fully clearing the savings amount of $110.10 would remain on the account. We permit all ACH payments 28 days to completely clear to make certain the bank does not reverse the charge.   After I spoke to [redacted] on the clearing time frame, he was telephoned by Manager, Michael E[redacted] to converse the timeframe we permit all ACH payments to clear. As a courtesy on April 6th, 2017 we dropped the savings amount of $110.10. Tell us why here...Revdex.com Case Number: [redacted]Student Name: [redacted]Student Number: [redacted]    To Whom It May Concern:I reached out to [redacted] by email on September 23, 2016 to offer assistance in resolving his concerns.  I offered to send all textbooks for his son’s High School Diploma Program via DHL.  I also advised that The Penn Foster High School Program has an NCAA-approved course list.  I advised [redacted] if he does request to cancel the program I will waive all registration and administrative fees, only charging tuition for exams taken.  The amount of that refund would be $891.75.  To date we have not had a response from [redacted]’s previous concerns were regarding the time frame for processing of the signed enroll form and as previously stated our policy for submitted paperwork via fax, is to allow 24-48 hours for processing. [redacted] stated he submitted his signed enrollment agreement on August 18, 2016 Korean time.   We advised [redacted] that we processed his application via email on August 28, 2016. Due to the time difference, there was a delay in responding to [redacted]’s email inquiries.
