Per policy, a refund check will not be issued until 28 days after the last payment on the account has cleared. On December 21, 2015, after speaking with Penn Foster’s accounting department, I advised [redacted] that her refund check would be mailed the following week, the week of December 28, 2015. Unfortunately, due to the holidays, refund checks were not issued or mailed out that week. Penn Foster has issued all refund checks this week. [redacted] enrolled in our Veterinary Assistant Diploma Program on June 01, 2015 by submitting a signed enrollment... agreement and a down payment. [redacted] ’s signed enrollment agreement states students wishing to cancel after six days from their enrollment date and have completed 10% and up to and including 25% of the program, Penn Foster will retain 25% of the refundable tuition. The refundable amount remains available to students if they cancel or transfer to another program. The refund is available prior to the study time expiration date of the program. [redacted] ’s refund of $579.75 expired on November 22, 2016. I attempted to contact [redacted] by telephone today, March 20, 2017, and left her a voicemail. I also emailed her to offer her two options. As stated on *** ***’s signed enrollment agreement, students have twelve months to complete their programStudents may request two six-month extensions at any time provided their program is completed within twenty-four months. According to our records, *** *** inquired about continuing on July 16, 2015. As her maximum timeframe was reached, she needed to re-enroll and have an evaluation completed from what was already completed
Our policy states that students who have an evaluation completed from one College course to another College course would only receive monetary credit for any completed courses. We do, however award academic credit as the student earned the grades on the previous courseSince *** *** did not complete three courses she started, she was not awarded monetary credit although she had taken exams within the course
As a courtesy, I have added an additional monetary adjustment of $480.00, giving *** *** a total discount of $1,off her program for the fifteen exams she previously completed with us. I had a phone conference with *** *** on November 6, and advised her of this offer and *** *** was not satisfied. After further review, we will only charge *** *** for the two courses she has to complete, plus the shipping fee, leaving her with a balance of $519.00. I tried to contact *** *** again November 6, however I was unable to reach her. *** *** would need to contact me directly to have the account opened.

They have advised me that they have spoken to her and exchanged emails with her regarding finding a site for her externship on many occasions. As indicated previously we do not place students in externship sites. Her instructors have guided her and advised her on locating a site and we did reach out to a site for her. If the student would like to complete semester we will give her the study time to do that but she must reach out to veterinarians in her area to locate a site. We responded by advising her the program was cancelled and she owed a liability of $which covered the work she completed along with the registration fees less the amount she already paid on the account The account was handed to an outside collection agency for non-payment. Once the liability in the amount of $153.40 is paid to the collection agency, we will have *** *** credit report amended. He was advised by email of the cancellation terms including liability owed on his account for lessons completed and applicable non-refundable fees. However, he did request to be set up for bi-weekly payments of $50.00. We asked him to contact us regarding a start date for those payments. We had no further communication from him and all subsequent payments declined. The account was forwarded to a collection agency on March 5, for non-payment. *** ** paid the account in full and the account was returned to us on August 13, I have sent a request to have *** **’s credit report amended on September 16, 2016. *** ** will receive a letter confirming the removal within ten business days.
