payment and a signed enrollment agreement Mr*** paid a total of $on this enrollment, a $down payment and one monthly payment of $49.00. He did not earn any credits as the lessons were not passed. I am attaching a grade report of the lessons completed showing dates they were taken and the grades. Mr*** enrolled into our High School Program again on January 30, with a down payment of $1.00. Penn Foster’s policy regarding bankruptcy requires students to pay in full at the time of enrollment if they have a previous bankruptcy. This account was cancelled before Mr*** completed any lessons. Mr*** stated in his complaint he only needed four credits to earn his high school diploma. After a thorough search of our system, I am unable to locate any other accounts for Mr*** with the exception of the two listed aboveWe have searched our current system, archived accounts and our Business to Business division. If Mr*** has credits with another school, I was unable to locate a transcript sent to us for evaluation. We cannot issue a diploma based on the information in our system. We abide by the Family Educational Rights and Privacy Act (FERPA) which states: A third party listed on a privacy release form received by our company and listed on the student’s notebook: *This party can have access to ALL information within a record, but cannot cancel the account or change the student’s address.* This applies to requesting a refund as well. While we can discuss the account with a third party with a privacy release on file we cannot make any financial adjustments. As standard Penn Foster College policy dictates, a Certificate or Diploma cannot be earned solely based on transferred credit alone, such as in *** *** case stated above
However, as a courtesy and an exception to this policy, *** *** will be awarded a Certificate for completion of the Business Management Essentials Certificate Program. Our Education Department advised him they would attempt to expedite the review for him. Education had already corresponded with the student regarding this exam as he received a 1% grade because the exam was plagiarized.
