I am rejecting this response because:I never received an email to waive a fee or else I would not have been here writing a complaint . Also although my Tuition is paid in full as u stated , I have a company calling me about a past due amount of $209 that you guys forwarded to them for payments . I was informed that my studies was completed then I was informed that I failed 3 classes at the last minute . I believe you guys scam customers out of money when we are most vulnerable. We Who are moving to bettering our future by allowing you to educate us . Without us this school will be nothing . Treat others how u would want yourself or children to be treated. I allowed this School to further educate me although I completed 3 yrs of high school , I made the choice to trust and attend this school . I don’t want any money nor do I want a refund . I just want my diploma , transcript, and if you would allow me , finish my studies that you have advised me I have failed . Thank you and enjoy your Holiday . [redacted] completed the first and second semester along with ninety-five percent of her third semester; therefore, she owes the full tuition balance.
We left [redacted] a voicemail and have been in contact with [redacted] College in effort to understand why credits were not transferable. Most of the courses [redacted] completed had [redacted] recommendation. According to our records, [redacted] completed 31 credits.

[redacted] tried to enroll in to our Pharmacy Technician program via our International site.   On 2/10/17 we enrolled [redacted] under our Domestic site for Pharmacy Technician. [redacted] did make her down payment and signed her enrollment agreement. I am rejecting this response because:As stated in previous responses I would like written proof posted and mailed to my current address that the Early Childhood Education Associate Degree Program was indeed Accredited in 2015 when I was enrolled in the program. That is the only way to dispute the findings [redacted] and [redacted]. Otherwise I am not responsible for any billing of any amount because the enrollment agreement was signed based on the information received from enrollment specialist and counselors that the program I was enrolled in was nationally accredited at time of application, signing of agreement and enrollment. Penn Fosters false advertisement and false information is the only reason the fore mentioned enrollment agreement was signed. If all conversations are recorded as stated by representatives, there will in fact be a recorded message of me asking the counselor/ admissions representative about accreditation. I welcome the opportunity to address [redacted]’s concerns.  [redacted] enrolled in our Medical Coding and Billing Career Diploma Program on September 8, 2013 by...

submitting a down payment and a signed enrollment agreement. 
 
As per [redacted]’s signed enrollment agreement, students have fifteen months to complete the program with two extensions at $75.00 per extension if additional study time is needed. Students would need to complete this program within twenty-seven months or they would need to transfer into the current program.  There had been changes to the program however, [redacted] would have all the necessary information within her current enrollment. 
 
As a courtesy, I have updated [redacted]’s study time until December 13, 2015. [redacted] would need to take the [redacted] certification before the end of the year as the AAPC will then be testing for [redacted].  I had a phone conference with [redacted] on June 13, 2015 and advised her of this.  [redacted] was very satisfied with the outcome.

Penn Foster College is licensed by the Arizona State Board for Private Postsecondary Education. Our material meets the requirements of our accreditation. Our accreditation is located in our student handbook along with our website. Our Veterinary Technician Associate Degree Program is accredited by The American Veterinary Medical Association (AVMA). Our material must adhere to the AVMA requirements to uphold our accreditation. [redacted] should have no issues with our Degree; therefore, is not eligible for a refund.

[redacted] enrolled in our Travel and Tourism Specialist Career Diploma on November 20, 2014 by submitting a down payment and a signed enrollment agreement. When [redacted] signed the enrollment agreement, she agreed to all terms within. I will include a copy of the enrollment agreement with certain areas highlighted. [redacted] agreed to our Pay-By-Mai plan. Under the plan [redacted] agreed to pay $10.00 as a down payment and $49.00 each month for 16 months and a final payment of $1.00. The total price was $795.00.The first monthly payment would become due approximately 28 days after the enrollment agreement was processed. We allow a ten day grace period with late payments. Invoices beyond the ten day grace period will have a $15.00 late fee added to the late invoice. If the defaulted invoice is not covered within forty days of the institutes notice, we reserve the right to call the total program price, due immediately, plus any related collections or attorney fees.Upon successful completion of the program, and full payment of tuition and fees, students will be awarded their Diploma. The program [redacted] enrolled into, has an 18 month study time allowance, with two 6 month paid extensions available upon request. The total study time cannot exceed 30 months. Each 6 month extension is a $75.00 fee.Per the enrollment agreement the total price of the program was $795.00. That does not include any late fees, [redacted] fees or agency fees. It includes tuition ($600.00) registration ($90.00) shipping/handling ($40.00) and an administrative fee ($65.00).  I will attach a copy of all tuition payments made.Due to the past due invoices [redacted] account was turned over to collections on March 2nd, 2017. When an account is turned over to collections the student is denied access to their student login due to failing to agree with the financial terms set forth on the agreed enrollment agreement. As a courtesy I had [redacted] account removed from the collection agency on June 22nd, 2017. A students current source of income does not prevent them from being turned over to a collection agency.As a courtesy and due to [redacted] expression on being on a fixed income I did remove the remaining balance on her account as of June 29, 2017. We also waived all fees for [redacted] hours. In the event [redacted] would need more [redacted] hours she can reach out to her instructor Russell D**, as [redacted] has been, to get the hours updated.I reached out to the Educational Director of the program and he provided information on the grading and dates the [redacted] is questioning. The school policy allows students to retake a failed exam, however the highest grade allowed on a retake is a 65% which is the minimum passing grade in our career school.  The effective date of this policy is December 15, 2016 and can be found on page 16 of the student handbook.  I will include a copy of the student handbook.Students in our Travel and Tourism program completing lessons for the reservation system portion of the training are directed to a third party software ([redacted]) to complete lessons, quizzes and exams.  Students complete lessons, quizzes and exams in [redacted] and notify instructors upon completion of each of the four course exams so an instructor can verify the grade in [redacted] and post the grade to the student’s Penn Foster record.  The [redacted] software allows students to take the exams as many times as they want, however Penn Foster will check the student’s [redacted] log to verify grades.  The log shows the exam results in date and time order.   The first full attempt of the exam is posted to the Penn Foster student record.  The date on the Penn Foster record shows the date the grade is posted.  Students can retest if they fail a first attempt and the next full attempt of the exam found in the [redacted] log is posted to the Penn Foster student record system with the highest grade allowed being a 65% even if the grade for the second full attempt in [redacted] is higher than 65%. This follows our school policy.   The [redacted] system records the date and time exam is submitted. Military time is displayed and the time recorded is the local time where the server is located.  As a result, the times shown on the [redacted] log may be different than the actual time when the student completed the exam due to time zone differences. [redacted] completed the first full attempt of the [redacted] exam 3 on June 21 and earned a failing grade of 64%.  She then retook the exam the same day and earned a 79%.  Since both exam results in [redacted] were reviewed at the same time, we posted a 65% as a final grade to her record.   The date shown on the student record is the date the grade was posted which is standard policy.  We do not use the date the student actually completed the exam unless the instructor review of the log is the same date as when the student completed the exam.  Ms Tzokas took the exam on June 21st, 2017 and her [redacted] record was reviewed on June 22nd, 2017 which is the date used to post the grade on her record.  The date has no effect on her record.  Our policy is to use current date when posting any grades.   We hold the same policies for all students, thus we will not be changing the grade on file.In summary Penn Foster has upheld all terms according to the enrollment agreement and the student handbook. We have graciously removed [redacted] from collections, dropped the remaining balance, and offered to not charge any more fees for extended [redacted] time. I am rejecting this response because:They do not tell you this when you first enroll, in Penn Foster, also when I transferred to another school to finish my degree, Penn Foster also does not tell you that the classes that you take with them DO NOT transfer to an actual college and that actual colleges do not consider Penn Foster an actual school, though they are accredited which I am also filing a complaint for. Penn Foster DOES NOT tell you anything about what they are discussing now. When you first speak with a customer service representative you are informed that YOU CAN KEEP GOING AND YOUR PAYMENT WILL NOT CHANGE !!!!!  I am requesting a refund for the amount owed as no actual college considers Penn Foster an actual school and the "credits" that you take DO NOT TRANSFER including the Anatomy 1 and 2, since they are NOT considered an actual school. What Penn Foster does is fraudulent and I have contacted an attorney in regards to their lies that are told to students and prospective students. They are also very inflexible as credits that you have received from other school barely transfer making the student have to take Penn Fosters classes in order to inflate your fees.
