On January 7, 2015 we responded to you concerning the Grad-Plus application we acknowledged there was a miscommunication and agreed to waive a full course ($2,443.88) as a goodwill customer service gesture. University Records show the agreed adjustment processed on January 1, 2015. You submitted the new credit approval we needed to certify the Grad-Plus loan and it was certified on January 22, 2015.Grad-Plus Funds First disbursement Grad-Plus funds in the amount of $3,829.00 was released onto your account on February 21, 2015. As this exceeded the anticipated charges for the disbursement period, credit balance funds were sent to you in the amount of $1,330.97 on February 25, 2015 in anticipation of successfulcompletion of the Title IV requirements. Ms. [redacted] during this process you were in regular and consistent contact with the Finance Manager, Mr. [redacted], who on multiple occasions advised you on the difficulties that can occur with scheduling of courses and resulting financial aid disbursements for students that have completed all but the dissertation.The course you were attending ([redacted]) officially ended on February 16, 2015 however, you had received an extension for more time to complete the course. An issue occurred which incorrectly changed the course status as completed which prevented you from further attending the course. Records show the campus took prompt action to correct the issue. It was discussed with you and you submitted a request for a Leave of Absence to protect the second disbursement of funds should the issue not be corrected in time. The Leave of Absence (LOA) caused the second disbursement to be re-scheduled since funds cannot release during a LOA. Mr. [redacted] advised you of this on February 26, 2015 and confirmed with an email from myself, [redacted], on March 2, 2015.The issue with the classroom was fixed and you returned to attendance on March 3, 2015. The campus took action to re-schedule the disbursement. The disbursement was rescheduled, but unfortunately it could not release prior to the actual last day of attendance. Now the funds cannot be released until youstart another credit bearing course. We must follow [redacted] Regulations for disbursement of funds. We simply cannot facilitate a release of the second disbursement at this time. Attendance Records On March 10, 2015 you reached out to Mr. [redacted] indicating your attendance was not being reportedcorrectly. You were advised to call the Office of Admissions and Records to request a letter reflecting your attendance status. Research was conducted and there were no issues on our end concerning the reporting of your attendance.On March 17, 2015 a letter regarding your current attendance status was faxed to your lender. You further communicated that the lender did not accept the letter. The issue was forwarded to another department who directly communicated with your lender. On March 24, 2015 a [redacted] representative advised us that your in-school deferment had been applied per the information received and the credit reporting removed. [redacted] advised us that a letter describing these actions was sent to you on March 16, 2015. Please note the University is not responsible for the credit reporting of the Grad-Plus loan. Should you have any further questions regarding how the loan is being reported please contact your lender directly.Payment for Year four residency University Records indicate you were sent an email asking for payment for the year four residency ($1,578.50) on May 31, 2015 which would be due prior to the start which was scheduled to begin on April 10, 2015. Since Grad-Plus funds would not release for residency payment is required before you can attend the course. This was further explained to you on April 1, 2015. You have since then have been approved for a LOA from March 24, 2015 to July 7, 2015.On April 8, 2015 Mr. [redacted] advised of:? the LOA approval? residency courses are available on May 22, 2015 and June 5, 2015? Payment of $1,578.50 is due two weeks prior to the residency start? Grad-Plus funds are re-scheduled and will not release until you are actively in attendance.? Depending on when you return there may be a need to re-apply for the Grad-Plus againIn full review of your account we find the campus provided guidance and assistance consistent with the status of your account at the time of your inquiries. While there were several issues that occurred the campus worked with you and your lender to resolve them as was possible. At this time the second disbursement of the Grad-Plus funds cannot be released. While this may not be the answer you were looking for, I hope you find this review informative regarding your account with the University. I have reviewed the response made by the business in reference to complaint ID [redacted] and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.As I have stated many many times before, you as a university has a responsibility to tell your students the correct information.  I am finding out you do this to a lot of your students as they get towards the end of their degree.  I am advising them to contact the Revdex.com and the Department of Justice.  I was told numerous times it would not be a problem and that I met all academic areas for the scholarship and the tuition freeze. (Do you not record phone calls?)  I don't care what the paperwork says, you are wrong for leading students to believe they are getting something you never intended to give them or to continue giving them.  As a student who has done well, I would think you would want to see me graduate from your university with good things to say.  Due to your lack of proper training and education of your staff I believe I should get the tuition freeze and my scholarship back.  Own up to your responsibilities and do the right thing.  I don't want to have to take this matter any further, but I will if I have to.Regards,

Please do not attend this school, there is a lack of communication between students and their financial and academic advisor. University of Phoenix do not process your Financial aid in a timely fashion and when you call the school to inquire you are told severals different reasons as to why your Financial aid has not been processed any why you have not received your refund.
The financial advisor are very rude and unhelpful, you can tell they are there just for a pay check and not really concerned with students education.

Unfortunately, while the data was corrected the same day, the system generated the award letter with the incorrect data. Your cost of attendance for the 12-credit graduate level certificate program was $15,606, rather than the listed amount of $75,606. You received discounted tuition and materials fees as a dependent of a University employee. Discounted tuition and fees are considered a benefit, which is then factored into the cost of attendance to determine actual loan eligibility. For your certificate program, your cost of attendance was based on $9,060.00 for the 12-credit program and $6,546.00 for the six-month loan period. This breaks down to $755 per credit hour and $1,091 per month in your loan period. When your spouse was no longer eligible to receive tuition benefits, you were charged the original tuition rate of $810.00 and $173.28 for the materials in the last course of your program. After discounted cost of tuition and electronic materials, you paid $2,742.03 for the full 12 credits.The cost of attendance at $15,606 was the maximum combined award you were eligible to receive for your program. From that, we are required to deduct benefits such as the tuition discounts of $5,275.00 during your certificate program, reducing your total loan eligibility to $10,331. The loan awards you received totaling $10,331.00; therefore, you were awarded your maximum eligibility for your 12-credit program.While we empathize with your concerns with the tuition increase, the University reduced your rate of tuition to the rate in effect at the time of your enrollment for your entire program. Please note, the University reserves the right to adjust tuition rates and fees periodically, and does so only after careful consideration. Mass communication was released to all students in July 2014 and research shows that the increased tuition rate was discussed via email on August 1, 2014, during a routine review of your account. You emailed your advisor to ensure that your tuition waiver and disbursements were on track. Your advisor reviewed further with the appropriate parties to ensure accuracy of the tuition rate stated as $2220 per course. As a courtesy, your tuition rate was reduced to $810.00 per course and you retained the eligibility for tuition discounts through the first three courses you completed. This means you paid $461.70 for tuition and $124.55 for electronic materials per course, which is a difference of $1807.03 or 75% per course. The breakdown is as follows:               Net disbursed funds         $10,223.00                 Less: total fees                $ 2,742.03                 Less: excess to you        $ 7,480.97                              Account balance:              $ -0.00-Ms. [redacted], after an exhaustive review we find that you have been awarded your maximum loan eligibility for the term of your program. You received discounted tuition both within the allowable amounts and/or courtesy adjustments offered to offset the tuition increase. Despite the typographical error on the November 2014 award letter, the data did not affect your loan eligibility. The cost of attendance (COA) is not reported to the Department of Education for each student loan; rather, the data is used to determine the maximum loan eligibility. We hope you find this information helpful in resolving your concerns. I would not recommend anyone go to this school because they will rip you off and they will hold money that is owed to you. They basically are con artists and scammers. When you get financial aid, you still have to pay it back whether you get it or not. So you are basically paying the schools for keeping your money.

December  28, 2016[redacted]  [redacted]IRN: [redacted]Dear [redacted]: Ihave researched  your account  and found  that you originally enrolled  in your AACJS  degree program  with the University of Phoenix  in August  of2016, selecting Financial Aid as your primary  payment  option.Records  show that at the time of your enrollment, you acknowledged receipt and understanding of the student  catalog including the policies associated with your payment option  (Title IV funding/financial aid).  It is very important to note that financial  aid processing has a standard processing window  of up to 90 davs from  the point  the st udent  completes the application and becomes eligible for  award (this timeframe  applies for re-certifications and corrections as well). A completed application means that all documents to resolve  issues such as verification, citizenship verification, social security discrepancies, sel ective service  verification, application errors, defaulted loans, etc....must be submitted  and resolved. Once all issues are noted as resolved,  the processing teams have up to 90 days to complete  the award process.  This period isprovided  to the student in their welcome information when they enter  the U niversity and students are required  to acknowledge this during  the application/re-appl I cation process. Once the application is submitted in full, it goes through several  levels of processing within the financial aid department to review,  assess eligibility and award funds.In review of your account we found that your 2016/2017 FAFSA  application for Title IV funds was pended after  being selected  by the Department of Education  for a process known as verification. This selection meant that you were required  to submit  supplemental documentation to verify application data. A letter was sent to you outlining the necessary  documents and your financial  services representative outlined  these requirements on July 12, 2016.We show that the documents necessary to resolve the verification selection were received  from you by August  14, 2016 and the 30-90 days award  period would have begun processing upon final review of those documents. However, upon your submission, an internal systems error occurred  which delayed  the processing time. When reviewed, a discrepancy on your application-SNAP benefits response field left blank - required correction in order to continue  processing. You submitted one or more updates  to your 2016/2017 FAFSA  on November 15,2016. At that time the SNAP  discrepancy was resolved. As a result of the update  to your FAFSA application, records show that the University received a second 2016/2017 FAFSA application, prompting an automatic reissuance of the requests for identification and verification documents. On November18,2016, the automated (second) request for verification documents was cancelled and marked received. At that time, a review of the driver's  license on tile showed that the license had expired on August 07,2016 which prompted an automated request for an updated/valid driver's  licenseto be submitted. A manual override of this request was completed based on receipt of a notary ofthe public notification of your license dated prior to expiration.University records show that a second verification worksheet had been received from you and as the University utilizes whichever documents have the most recent date, this form was considered invalid/needed correction due to the Non-Tax-Filer section of the form being left blank. This prompted a request to submit a new verification worksheet with the non-tax-filer section completed or copy of your prior year tax transcripts. Records show that you submitted the corrected verification worksheet signed and dated to the current date with the non-tax-filer section completed on November 29, 2016. The verification processing team reviewed the worksheet received and determined it resolved the final verification requirements. Your account was updated to reflect the verification as complete on December 04, 2016. This meant that your Title IV funds could immediately be awarded, however, records show that you had submitted an official withdrawal from the University on November 06, 2016 with an effective date of intent to withdraw as of November 28, 2016. Because you were no longer in attendance, this meant thatdespite resolving the verification process, the University was unable to process the award of TitleIV funds for the three courses attended.University representatives  advised that you were eligible to be awarded Title IV funds if you were to return to attendance.  According to your account history, you advised your financial services representative that you had enrolled at another University and would not be returning to the University of Phoenix. Your financial services representative explained  that Title IV funds could not be awarded to a student that has withdrawn from the University and that you may have a balance due for the tuition/fees assessed to date. According to your account records, you advised the representative  that you would not make payment for any balances incurred.Your attendance in class is voluntary and constitutes acceptance of the services provided and the applicable fees. You signed documents for your admissions to the University, agreeing with the policies provided and the financial obligations associated with enrollment in the University of Phoenix.Research shows that a previous review of your account status and the balance due ($4110.00) for your successfully completed GEN/201, HUM/115, and ENG/220 courses was determined to be a valid representation of attendance met and services provided during your attendance. During the review, the University determined that the initial delay in the processing of the first FAFSA application resulted from an internal error. The University further recognizes an opportunity for 
more comprehensive communication in relation to your verification process and the causes behind your required resubmission of previously submitted docun1ents to complete verification requirements. In response to these findings, records show that the University granted a one-time courtesy adjustment of tuition/fees assessed during the verification process. This resulted in an adjustment of the full balance due ($4110.00) being completed on December 01, 2016, thus returning your account to a zero balance in good standing. Your account reflects a zero balance and your Title IV application and verification processes have been completed and can be awarded should you choose to return to attendance. If no additional attendance is met in University courses, you will have no financial obligations to the University of Phoenix.As of the date of this response, your account reflects a zero balance and your financial aid processing has ceased due to your withdrawal from the University.  There are no financial holds on your University transcripts. You may submit a request for transcripts through your student website or can have your new University submit a transcript request on your behalf.We appreciate the opportunity to respond to your concerns and wish you the very best in your future academic endeavors.Sincerely,

As outlined in your grievance you express concerns regarding the quality of education offered at the University of Phoenix.  We regret that you feel you did not earn a high quality degree.  While we are empathetic of your concerns, we have found that the University is providing you with the educational services as it agreed.   The University follows consistent processes that ensure that the curriculum and its resultant outcomes will return a valuable, substantive and quality education to our students. Our supervised faculty members all possess advanced degrees and meet high expectations of both professionalism and expertise in their qualified areas, thus bringing value to our students. A substantial amount of effort is required to accommodate the rigors of a degree program, and a degree from the University of Phoenix, or any Apollo Group school, is recognized by employers and other institutions of higher learning as a valid degree.  The University of Phoenix continues to hold regional accreditation by the Higher Learning Commission of the North Central Association of Colleges and Schools, and has held this accreditation since 1978. 
Attendance in class is voluntary and constitutes the acceptance of the services provided and applicable fees.   Upon enrollment, you were provided with the academic and financial policies in the student catalog and with information regarding the costs of tuition. You signed documents for your admissions to the University, which included your acknowledgement of the hardware and software requirements for attendance, and your agreement with the policies provided and the financial obligations associated with enrollment in the University of Phoenix. Your application was last certified for the academic year of August 8, 2011 through Apr il 30, 2012 and a 12/12 credit split. This means you were required to earn 12 credits to become eligible for the second disbursement, and you were required to earn 24 credits to fulfill the academic year. The first disbursement of $2,985.00 in unsubsidized funds, $2,239.00 in subsidized funds, and $350.00 in [redacted] funds posted to your account between September 9 and September 19, 2011.  Tuition and fees for your attendance in your first four classes totaled $4,924.64.  Additionally, because the funds disbursed exceeded the anticipated fees for your attendance in the first disbursement  period, the University released refunds to you totaling $649.36 between September 15 and September 22, 2011.  Records reflect these refunds cleared your account between September 16 and September 26, 2011, respectively. As a result, your account reflected a $o.oo upon the completion of the 12 credit requirement of your first disbursement  period.Upon further review, University records indicate that you completed the 12 credit requirement of your first disbursement period on December 11, 2011. Your second disbursement of $2,985.00 in unsubsidized funds, $2,239.00 in subsidized funds, and $350.00 in [redacted] Grant funds posted to your account on January 13, 2012.University records reflect you did not complete the disbursement  period when you were out of attendance longer than the allowable 29 days after dropping your HCA/230 and MAT/116 classes. The University recorded your last date of attendance as March 27, 2012. The University was obligated to perform a Return of Title IV Funds (ROTIV) calculation based on Federal Title IV guidelines once you were out of attendance longer than the allowable 29 days. The calculation serves to determine the percentage of funds earned for the disbursement period based on courses that were successfully completed and weeks of attendance. Courses from which a student withdraws or courses that are retaken or failed are not considered courses that were successfully completed.Through the ROTIV calculation, it was determined you were eligible to retain $3,112.00 of the $5,574.00 in Title IV funds disbursed to your account; however, the University was required to return the remaining $2,462.00 in funds to your lender as it was considered unearned. You were sent an award letter dated November 4, 2013 outlining the amounts awarded and the estimated disbursement dates. As you were nearing your aggregate loan limits, the award was prorated accordingly and your finance advisor discussed the shortfall of funding with you in a phone call on January 29, 2014. You were sent information regarding private loan options in July 2014. You requested a payment plan and agreed to make $200.00 a month paymentson September 10, 2014.The campus generally does not hold a delinquent account longer than 90 days, but records indicate that your advisor’s manager agreed to hold the account provided that you continued to make consistent payments. This school is a joke and their faculty as well as how they teach is also a joke. I applied to attend school with UOP Jan 2016 to start classes feb 2016, I was also forced to take out a loan, being told that it would be deposted within a short time to cover the cost of school. The financial department screwed up and was sending the wrong forms over and over and caused me to fail my first course due to being misled that I would receive funds in time to purchase a needed up to date computer for school. I never was able to start on time, but was still billed for those 5 weeks of classes. I as finally able to start classes in may 2016, not becuase I received my loan but becasue I had to borrow from family. I have yet to receive any funds, and as far as how the department handles the issues and claims, its non existant. Nobody wanted to help me or answer questions. Nobody answered calls or returned emails. I am still to this day not getting answers!
