service was added at the time of rental. Our records reflect that the two tolls reported to the vehicle transponder during your rental resulted in the activation of PlatePass All-Inclusive. This service is an electronic prepaid toll pass and provides your rental vehicle unlimited 24-hour toll usage at a daily or weekly flat rate depending on duration of rental.  As this was a 5 day rental, you were billed the weekly rate of $59.99. Your Dollar rental contract, attached for reference, advises that use of the transponder during the rental will result in charges of daily fees up to $25 per day.  As a courtesy, we can remove the service with your authorization. This would result in the tolls being billed as incidental tolling. This equates to individual tolls(2 tolls @ @ $1.00) and associated administrative fees of $15 per toll ($30 total).  The total adjustment would be $27.99 from the account, leaving a balance of $32.00. Should further tolls be reported, you would be billed the toll and administrative fee for up to 6 fees as outlined on pages 4 and 5. Our records show that the Metropolitan Transportation Authority Bridges & Tunnels (MTAB&T) reported 4 tolls on 4 separate days between 07/21/2016 and 07/25/2016. A 5th toll was reported by the New York State Thruway Authority (NYSTA) on 07/25/2016. As the vehicle was rented for more than 5 days, the maximum administrative fee of $24.75 was assessed. Our records do show that a total charge of $58.50 for tolls and fees was placed to the card on file as of 08/03/2016.   The PlatePass® service is structured on your rental as a whole when activated. The current rate for the service is $4.95 per day, based on the duration of the rental and capped at $24.75 per rental period. More information regarding the PlatePass® service and administrative fee structure can be located on page 3 of the standard Hertz rental contract.   As we value you as a renter, we have reduced the administrative fees to one day of use, $4.95, as a one time courtesy. This is how the PlatePass® service was activated.  Our records indicate that we initially spoke with you on 10/25/2016 and a case was opened to review the account. Later that day we also received communication from the rental location that the account should be adjusted. The adjustment was completed and the account is currently at a zero balance.   However, upon further review we identified a dispute was processed with your financial institution on 10/3/2016. When the dispute was processed, your financial institution reversed the charge posted by PlatePass® on 8/27/2016 and credited your account in the amount of $26.00. We are required to provide your financial institution a minimum of 45 days to review your dispute.  If your financial institution has sent you communication advising the credit has been removed from your account, please forward a copy of that communication to us. that many areas have converted to as it allows for the payment of tolls without the traffic buildup. More information regarding their tolling and payment process can be located at, [redacted]. As many areas are currently in the process of this transition, all Hertz rental vehicles are registered with the PlatePass® service.
 
The PlatePass® service is a convenience option offered with the rental vehicle, however is not elected at the time of rental. The service can be activated during the rental period by opening a shield box on the windshield or driving through an electronic area. When a rental vehicle travels through an electronic area without the renter making direct arrangements with the Tolling Authority, the rental vehicle is charged for the toll.  This charge to the license plate is what activates the PlatePass® Service. As a way to simplify the billing process, the tolls and administrative fee are automatically billed to the card on file post rental.  This current rate for the service is $4.95 per day, based on the duration of the rental and capped at $24.75 per rental period. More information regarding the PlatePass® service and billing process can be located on page 3 of the standard rental contract.

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution would be satisfactory to me. However, the fraudulent business practice and invasion of my privacy was never addressed. I opted out from using this service, so why is their device tracking my travel tolls?The fact that they are not charging me for a service that I contracted with in a no brainer.I feel sorry for anyone else that is charged for a service that they did not contract with and have to go through all this BS to resolve it.The next time I travel, I am going to have them remove the device from the vehicle before I rent it.
