rental vehicles are required to have coverage through the license plate. This coverage protects the vehicle and the renter from incurring a toll violation in the event a toll cannot be paid by cash or is missed. This coverage is also available at an additional cost as a convenience option if the renter chooses not to carry cash or chooses to use the electronic tolling lanes.   Thrifty Rent a Car offers PlatePass All-Inclusive as the tolling service available for purchase with the rental. The rate of the PlatePass All-Inclusive service depends on the rental location and the rental duration. In the event the Toll Authority reports a toll to a license plate, we verify if the tolling service was purchased with the rental. If the customer did not purchase the tolling service at the time of rental, they are billed the toll amount plus a $15 administrative fee.  More information regarding this can located on the standard Thrifty rental contract.   Our records indicate that we spoke with you on 8/10/2016, an offer was accepted to reduce the administrative fees by 50% as a one-time courtesy. Therefore, we adjusted the account by $7.50 on 8/11/2016. As we value you as a renter, we will extend our previous offer to include a refund of the remaining $7.50 in administrative fees. Dear Amit K[redacted] I have reviewed your response concerning rental agreement [redacted]. The District of Columbia provides the opportunity for a driver to pay fines or contest the citation placed on the rental vehicle beginning on the date of issuance. Our records indicate that this citation was issued on 07/05/2017. If the District of Columbia does not receive payment or contest within 30 days, the fine is doubled and notification is sent to the registered vehicle owner. As previously advised, our records indicate that we received notification from the Department of Motor Vehicles on 08/17/2017 reflecting an unpaid parking ticket. This was after the 30 day grace period had expired and the fine amount had doubled. As a business partner to Budget Rent a Car, we are obligated to issue a payment on an outstanding citation to avoid further fines and penalties to the vehicle and the renter. The service is only available if the rental originated in a PlatePass® location. As we value you as a Dollar renter, we have reduced the administrative fees by 50% as a one-time courtesy. Inclusive toll service was not explained at the time of rental. PlatePass® All Inclusive is a convenience product offered by Thrifty within their rental vehicles. Our records indicate that 36 tolls were reported to the license plate of the vehicle over 7 separate days of the rental. Per the standard Thrifty rental contract, accessing an electronic toll road without a personal tolling device activates billing of tolls and a $15 administrative fee accessed for the first 6 tolls. I show that the pass available for this rental was $104.98. I have attached a copy of your signed agreement for reference. I also show that you spoke with one of our representatives on 08/28/2017 regarding the charges and a possible reduction. An offer of a 50% reduction of administrative fees was made and accepted during that call.  This brought the balance to $87.98 for the remaining $45 in administrative fees and $42.98 in tolls. Per the process outlined in the rental agreement, these charges are automatically billed to the credit card on file with the rental.  I apologize for any frustration this situation may have caused. reported to rental vehicles when the PlatePass All-Inclusive service is not added at the time of rental. Per the standard Thrifty contract, when a renter decides to use the transponder during the rental, by opening the device, the renter is charged the applicable PlatePass All-Inclusive Daily/Weekly rate. This rate is based on how long the vehicle is rented and can be a combination of the daily or weekly rate. Our records indicate that the rates for the Philadelphia International Airport location are $15.99 daily and $79.99 weekly. As the rental was from 07/20/2017 through 08/27/2017, you were billed for 5 weeks at $79.99 ($399.95) and 3 days at $15.99 ($47.97), totaling $447.92. I have instructed our accounting department to remove the Platepass All Inclusive toll pass from this account. This will generate a new bill under the incidental tolling process. The new bill will break down all tolls reported with their subsequent fees. This will reduce the account balance to $142.96 for the tolls and associated administrative fees. Please allow up to 3-5 days to receive the updated notice. I hope that we have addressed all of your concerns. As a one-time courtesy, we have reduced the administrative fees to one fee for the day of reported tolls.  This will reduce the account by $45, leaving a balance on the account is $18.59.
