They are requesting a form claiming FERPA, permission of the student to release or integrate Revdex.com as a third party to resolve the complaintI am sending this form on via fax and by email as wellI appreciate your assistance Update: I am requesting a refund and a compensation for my wasted time, emotional distress and stressful time, dealing with the unfairness of their decisions and practices Final Consumer Response / [redacted] (3000, 11, 2015/09/28) */ (The consumer indicated he/she DID NOT accept the response from the business.) September 28, My attempts to contact my mentor during my SMR process was consistent and Dr [redacted] who is no longer with Capella University failed to respond or be availableI attempted several times to reach out and get more specifics about the expected standard and Dr [redacted] was either dealing with her personal health issues or the birth of her grandchildShe did respond towards the end of her stay at CapellaShe suddenly started to be proactive about responding to emails and/or texting which was surprising She appeared to be forced to attend to my needs, she almost sounded as if she was being rushed and just portray as if she suddenly cared about my academic progress I was advised to request extensions, even though I was not in agreement, the school stated that it was common to do so and that if I wanted to finish my program, such had to be doneIt was advised by Jessica [redacted] (DSW department advisor)I had shared with her that fellow cohorts were experiencing the same delays with Dr [redacted] and Ms [redacted] proceeded to ignore such matter and proceed with me asking for an extensionShe just kept saying, "you need to request an extension in order to continue being active in the program"I was quite dissatisfied, since my mentor was not involved in my progress, but had to continue and so I listened to Capella's adviseThey made the statement that "I requested", no, I did not want to request such extension, since Dr [redacted] should have been effective with her role as a mentor and help me in reaching my next milestoneMy lifelong academic records will demonstrate that I have been a committed and successful studentI have never experienced such a thing in my life as I have with CapellaThis is an absolute injustice, there is no moral value nor ethics involved with this organizationI have connected with several former Capella students and they have been experiencing the same situation, this is extremely scary [redacted] Final Business Response / [redacted] (4000, 13, 2015/10/06) */ October 6, To whom it may concern: We apologize for any confusion or distress this situation may have caused Mrs [redacted] , and that she does not agree with the decision made by the school to be administratively withdrawnIn researching her situation, student record, and consulting with staff that specialize in PhD dissertation, it has been determined that Mrs [redacted] was afforded every opportunity to be successful in her PhD programThe action of taking administrative withdrawal occurred after extensions had been granted by mentors of the DSW PhD program, and was a result of her lack of academic performanceShe was also afforded the opportunity to appeal her withdrawal, which was handled in a manner consistent with other learners in her same program under the same circumstancesThis appeal was reviewed and the denial upheld by both the faculty review panel, as well as the president's designeePer university policy, there is no additional avenue for appeal beyond the presidential designee Again; we understand that this situation may have cause distress to Mrs [redacted] , but we urge her to continue working with our academic advising team to pursue an alternate degree utilizing the credits she has already attainedPlease feel free to reach out to me with any additional questions or concerns Joseph [redacted] Learner Affairs Associate Learner Services & Operations (LSO) Toll Free: 1.888.CAPELLA ( [redacted] ) Fax: [redacted] E-mail: Joseph[redacted] @capella.edu Capella University Capella Tower [redacted] Minneapolis, MN www.capella.edu

Dear Revdex.com, I am in receipt of the Capella response signed by ' [redacted] ' and, as I know passions can run high at this juncture, I will do my best to logically address each of their defensive points, as they have presented themIn some instances, I will be more general to protect Capella from some extremely embarrassing and documented issues which would serve to indict them and most like, compel their closureThat is not my aim; my only aim is to get my money refunded to me for this worthless experienceFurther, I am holding back both my Federal complaints and, my complaint with the Higher Learning Commission because I have faith that Capella will realize that the extent of their alleged fraudulent activities with me, warrant a full refundIn addition, I have to admit that I am more amused than astonished that Capella has now placed this in the hands of yet another representative to handleThis is the fifth one to date and it appears that they do not speak to one anotherIn any case, I don't want to see this go public because the truth would ruin Capella and that is not my aimI am hopeful that we can handle this quietly and, afford Capella an opportunity to purge itself of these corrupt and collisional practicesI simply want my money back so I may start over at a more reputable and honest school that doesn't feel compelled to misrepresent themselves just to take a well-intentioned student's money, especially that of a Senior citizen First and foremost, as has occurred over the past months with Capella, they have a tendency to ignore core request or attempt to deflect themMy complaint specifically asks for a full tuition refund due to fraud and misrepresentationThis is based upon four key elements: a) I was told and it was repeatedly implied that my life's experience would in fact apply towards my academic courseworkWhen confronted with this advertised promise, they claimed that their Flexpath and Direct Access programs simply mean that learning will be an easier processButt in their ads, visible as recently as today, right now, the Flexpath et al, ads state "Save time and Money." When confronted with these stated promises and the seemingly intentional ambiguities, Capella noted that they "had not made the tenets of this program clear." b) I was told and it both implied and clearly advertised that I could receive to credit hours for the exact same courses that I had already taken at another accredited school that never received sanctions or penalties, as did CapellaCapella changed their story multiple times in this regard and then finally stated that the course credits do not apply to the Psychology programSince Federal funds were used for these courses, this amounts to alleged fraud on the part of Capella by compelling the wasteful expenditure of federal monies to take the exact same courses from a school with a far higher graduation rateWhen confronted with these stated promises and the seemingly intentional ambiguities, Capella noted that they "had not made their policy clear" It should also be noted that Capella is unfairly suggesting that my representative Dave Palmquist is implicated in any of these promisesHe is notI was made these promises by a Kristiana Nguen, the same person who tried to invalidate my refund requests c) Regarding the course refunds, Capella representatives are repeatedly told to "keep students paying." This is why when I first caught and confronted the authorities at Capella about being forced to take the exact same course I had previously taken at another more highly ranked institution, they absolutely refused to credit me in any wayOnly after three months of daily persistence, did they finally admit to their errors and then, they refunded me my money but, deducted it from my own student loanWhen confronted with this double-dip into my Federal tuition monies, and the seemingly intentional ambiguities about their refund process, Capella noted that they "had not made their policy clear" d) They state with absolute clarity in the Capella Handbook that if a course is dropped, students (Learners) will receive a full refund for that courseUntil, you drop a course and request a refundThen they have a whole new set of termsRegarding the issue with Differential Statistics, I noted that no real help was available for the guidance of the required SPSS programThen one Angela Shepherd directed me to a student support program called SMARTHINKING, which is some overseas tutorial contractAfter ten days of trying to get through to them, they finally advised me that they could be of NO help for the SPSS programYou'll notice that Capella makes No mention of the grave error because even their double-talk could not foment an excuse for this terrible deficit The greatest and most significant issues which they have totally ignored, is not that they have previously been severely reprimanded by the Higher Learning Council or, fact that they had at least Two professors with fake diplomas (of course they ignore these points because there is not defense for convicted fraud)The worst affront is yet another fraudulent claim about their graduation rate which I was told, was around 62%That was what was also stated on a Federal application formHowever upon further research, it appears that the true graduation rate for their graduate programs is around 12% and for their undergraduate program, their retention and graduation rate is about the worst in the country and, the world for that matter..just under ONE PercentSource: http://www.collegefactual.com/colleges/capella-university/academic-life/graduati... The Graduate School fares much better at around 12% (Source Open Education Database) I direct the next set of questions to both the representatives at the Revdex.com and the DefendantsPlease answer them honestly/ *Would you buy a car that had a 12% chance of running? *Would you have a medical procedure where you were promised a 12% success rate? *Would you invest your money in a bank that only had a 12% chance of holding onto it? *Would you marry your spouse if you knew you had a 12% chance of success? *Would you fly an airline with only a 12% success rate at making it to its destination? In conclusion, as I a Senior Citizen, approach the age of 62, do any of you at the Revdex.com or Capella honestly say it would be a wise $60,investment to commit to a graduate program with a 12% success rate, at MY age or ANY age? Of course you would not and no double-talk would suffice to any rational jurorAfter Capella lied to me and then, lied about lying, you can see whyIf they had to admit that they were defrauding the Federal Government by compelling the retaking of multiple graduate courses, chronically advertising their Flexpath, Direct Access , and 25-credit transfers as a means to, and I quote directly from a series of ads running today, right now: '...to save you time and money;" You'll forgive my language, there is only one way to respond to the overtly advertised programs and policies offered by Capella: BT Capella's diploma is as worthless as their advertised promisesI can and will testify in front of the Higher Learning Commission, I can get the backing of the Attorneys General from my state and, hopefully, the state of Minnesota, I can sue Capella and prevailBut All I am asking for, is , for them to refund my hard-earned money so that I may attend a graduate program that will instead of aiming to make a buck, will make me a true and credible psychotherapist I have been very patient with this institution as they turn weeks into months of stallingCapella, give me my money back now so we can end this embarrassmentAnd then, start being truthful about the promises in your ads and, your graduation rates so consumers can make informed decisions Final Business Response / [redacted] (4000, 14, 2015/07/16) */ Upon review of the learner's rebuttal, some of the issues have already been addressed in our previous response, please see aboveI have reviewed the learner's additional concerns raised and determined the following: With regard to rebuttal point A) as indicated in our previous response, the learner was communicated that there was a maximum of three courses (i.equarter credits) he could and did transfer in to his traditional program at CapellaWith regard to FlexPath, again, that is a completely separate program Capella offersIt is a direct assessment, independent self-paced programIf differs from the traditional program where learners have an instructor led courseroom with weekly assignments and discussions in that learners are given assessments to determine their mastery of competenciesThe learner was enrolled in a traditional Master's program and has never applied to a FlexPath program at Capella With regard to rebuttal point B), as indicated in our previous response, the learner was clearly communicated there was a maximum of quarter credits that he could transfer, I've found no evidence to substantiate the learner was misinformed by any staff on this matterRather, our records reflect the learner was informed time and again by staff that quarter credits was the maximum amount of credits he could transfer into his programThe learner was not accepting of the information and disputed the maximum allowable transfer credits with both his enrollment counselor and advisingAccording to our records, the academic advisor Krystianna [redacted] emailed the learner on April and May 25, confirming that the maximum transfer credits for his Master's program was On May 29, the advisor sent a follemail to the learner confirming that his transfer and credit evaluation had been completed by the school and he was awarded transfer credits for the following courses: PSY(Tests and Measurements), PSY(Research Methods), and PSY(Social Psychology) With regard to point C), this circumstance was an unfortunate oversight, missed both by the learner and CapellaWhen learners enroll, they work with academic advising to set up an academic plan, i.emap out the required courses for their program and schedule the quarters they intend to take themEach quarter, learners are then auto-registered based on their planThis plan is fluid and changes can be made either by advising or the learner as necessary throughout the program to accommodate the needs of the learner and their scheduleOn May 29, 2012, after the learner's original academic plan had previously been created, the learner appealed and was approved for transfer credit for PSYThis course should have been adjusted from his academic plan but was missedAs indicated in our previous response, during Spring Quarter 2013, the learner was registered for PSY(Tests and Measurements) which ran from April through June 14, Tuition for the course totaled $2,On April 24, 2013, a Spring financial aid loan totaling $3,disbursed and applied against the quarter charges and the excess $1,was processed as a refund to the learner the same dayIn August after the course had ended, it was discovered that PSYwas a course the learner had already appealed and received transfer credit for, and as a result was not needed for his programAs a result of the inaccurate registration, Capella granted a tuition credit totaling $2,for the courseThe credit was to be applied as a future tuition credit to help offset the cost of his next course (being the quarter in question had already been paid and there was a zero past due balance)The learner disputed the application of the credit and insisted the credit be directly refunded to himOn September 9, Capella approved and processed the credit as a direct refund to the learner, this reflected on his Fall Quarter billing activityHe was informed that per Department of Education regulations, all financial assistance learners receive must be factored into their financial aid awardAs a result, the financial aid office was required to add the credit to his Fall Quarter awardThis reduced the learner's Fall Quarter awardIn effect, it reduced the debt owed to the learner's lender, as it also reduced the loans the learner would have taken out and required to repayOn October 23, the learner's Fall financial aid loan totaling $1,disbursed and applied against his tuition totaling $2,This left a small remaining balance totaling $at the timeIt is important to note that this circumstance was in no way a misrepresentation or fraud on Capella's part, but rather an unfortunate oversight With regard to point D), Capella's tuition refund schedule is available to our learners 24/via their online student portal, iGuide(A copy of Capella University's tuition refund schedule is available upon request.) Capella's tuition refund policy allows learners the opportunity to cancel their enrollment in a course within the first twelve calendar days of the class while still receiving at least a partial refundCancellations that occur following the first twelve days result in a full tuition charge to the learner's accountLearners are responsible for being aware of the published tuition refund scheduleWith regard to PSY7620, (Inferential Statistics) the learner was unsuccessful at the first attempt of the course during Summer (the learner only submitted one of the six assignments and thus did not meet the academic obligations of the course)He enrolled in his second attempt of the course during Winter Quarter which ran from January through March 14, On January 8, the learner spoke with an academic advising manager regarding not having purchased the required SPSS software for the course, and requested an advance on his financial aid refund for the quarterHe was informed Capella does not advance refund checksHe was urged that the SPSS software is an integral component of the courseThe manager offered that while not ideal, it may be prudent to take a quarter of inactivity so that he could secure the required materials for the course and take it at a later dateShe reminded him that learners are responsible for ensuring that they secure materials prior to course entryShe also reminded the learner about Capella's tuition refund schedule (Friday was the last day to withdraw at 100% tuition refund) and provided him the link to iGuide for withdrawal deadlines for the quarter in questionThe learner elected to remain enrolled in the courseOn January 28, 2014, after the tuition refund period had passed, the learner contacted advising indicating that the statistics course was his weakest area and that he was falling behindHe was advised that it was past the tuition refund period and as a result was encouraged to try to continue in the courseThe advisor suggested he could look at hiring a local tutor, contact his instructor for help, or look into Smarthinking, an online tutoring serviceUltimately, the learner elected to withdraw from the course on February 7, He was advised of the financial implications of withdrawing, both responsible for the tuition for the course as well as the R2Tthat would be processed(The financial details pertaining to Winter Quarter are outlined in my previous response.) Ultimately, learners are responsible for their course materialsWith regard to SPSS software, the learner was responsible to troubleshoot the issues, Capella can offer guidance but ultimately it is the learner's responsibility Finally, I've found no evidence to support the learner received misinformation pertaining to Capella's completion ratesData pertaining to Learning and Career outcomes is available via Capella University's Fact Sheet at www.capellaresults.com

? I am rejecting this response because: The professor did not accuse me of academic dishonesty in as form of plagiarism but as my own work it was as a retaliation due to my complaint about him and my request to have another mentor? After I was granted a new mentor he went back and accused me of using my own work that he reviewed and told me to submit in the assignment area (I have the message from him basically instructing me to submit it)This is a working paper that has been part of my dissertation proposal and he was well aware that the studies I'm using will be part of my dissertation which was properly cited? He decided to go back and accuse me of academic dishonesty 3-weeks after he already graded me for the course which as a fail because I requested a new mentor? Anyhow, I've been sending emails with no response from the University as to when I will hear back from the committee on this appeal I submitted nearly 6-months agoNow I'm being indirectly threaten to be kicked out of the university? This has been the most unjust experience I've ever experienced and because I'm a minority there is nothing I can do about it right Capella? Is he not a mentor and his responsibility would be for him to take part of any issue regarding academic dishonesty (i.etelling me to submit a paper that could be considered "academic dishonesty)? Also Capella's policy is to look into the facts regarding such an issue (i.edid the student willingly submit such a paper knowing that they were in a violation)>? ? What Dr [redacted] did to me is basically entrapment and I would find it unacceptable for the University to even consider reviewing his claimI have more attachments but I'm unable to upload anymore

June 30, ? To whom it may concern: ? ? ? ? ? ? ? ? ? ? This letter is in response to Ms [redacted] ’s complaint # [redacted] Ms [redacted] ’s complaint states that she was unfairly removed from her courses due to non-engagement and is requesting a refund of her FlexPath tuition for the term in which she was dropped? ? ? ? ? ? ? ? ? ? ? ? Ms [redacted] began her first FlexPath undergraduate course in business in February of Ms [redacted] submitted a course activity update on 2/26/2016, which counted as academic engagement, and also stated that her first assessment would be submitted on 2/29/The learner never submitted that assessment, but submitted another course activity update on 3/12/This activity update did not qualify as academic engagement as she still had not submitted an assessment in the courseroom for her instructor to examine and score, and academic reached out to Ms [redacted] to notify her of thisMs [redacted] was then notified again by academic advising on 3/19/that she had not been actively engaged in her courses for over three weeks and that she would be dropped from her course on 3/for non-engagement if she had not submitted work that qualified her for academic engagementMs [redacted] again attempted to submit a course activity update, but was not submitting any new information or work on her assessment that qualified as academic engagementAt that time, she was also given information from the tutor about how to improve her submissions so they would qualify as academic engagementAs the learner had no actively participated in her course for days, she was dropped from her courses for non-engagementMs [redacted] appealed to school leadership to be re-enrolled in her courses, but based upon her lack of participation and poor quality of the work that had been submitted, her request for re-enrollment was denied? ? ? ? ? ? ? ? ? ? ? ? We apologize for any confusion or frustration this situation may have caused Ms [redacted] , but unfortunately we will not be able to re-enroll her in her first course and will not be dropping the amount owed for tuitionI would be more than happy to assist Ms [redacted] in contacting our business office to arrange a payment plan if resolving the balance at one time is not an optionPlease feel free to reach out if there are any additional questions or concerns ? I am rejecting this response because: Mr [redacted] is twisting the facts in this case for their own benefitI was seeking advice from Matt ***, my tutor, because of this special situation I was going through This is on his own words: "I have placed a pause on your auto-registration so that nothing further will register for you when you complete BUS-FP3012"That is very clear to me that I won’t get registered any moreThen he gave instructions on how to discontinue from the universityTherefore, I waited thinking that I was fine based on Matt’s informationWhen I got the $bill (on 10/11/16), I went back and ask why I was being charged and he changed to: "I did place a pause on your account so nothing further started when you completed BUS-FP3012, however when you completed the course we were already well into the new billing session.” Why he didn’t tell me that when on 9/30/2016? I could have continued at the university for another sessionBy this time all my options were gone because I was already two weeks after the classes startedTherefore, what is the function of a tutor, isn't it for helping the students? Or do they just want to mislead them so the university makes more money? If I cannot trust the tutor, who can help us? The other issue is with the different schedules they haveThere is a billing session, academic calendar, and course dates, which makes a very confusing situationI spent a couple of days looking for information on the schedules and on the data, that I gathered, I thought I was on track, but still I asked Matt just to make sure, and unfortunately he gave me the wrong information[redacted] ***

? I am rejecting this response because: I was misinformed by advising staff and brought that up on multiple occasionsAnd can someone explain how it is within the institutions policy for tutors to not show up for appointments more than once or to only be accessible at late night hours? Additionally is it standard and acceptable for a professor to not respond for weeks? ? It was when I called to clarify about the fafsa that I was told by and advisor to complete my aid for this year and then subsequently told to submit for last year past the date? If the school wishes to take no action I will be taking this to the media and higher education boards? The schools practices are predatory and they hold no accountability? This is not the first time I have raised any of these concerns? I wish for this to be reconsidered before I take further action? These practices hold a reputational risk for the school and that should be highly considered? I have compiled others who have experienced similar situations and are willing to join me in my claims if it gets to the point I must take it further than this mediation.? I did reach out to the scholarship team and have proof that I did so

? I am rejecting this response because: Capella did reach out to me via email for non-engagement but this was a mute point since all of my flex path? assignments were completed? This is completely unacceptable, I did not withdraw from the course? From the beginning I've let the school know what that they lacked the communication necessary? for me to know what was needed or what was going on with my classes? They want my money and I am not willing to give it to them because this is not fair and legal! ?

November 1, ? To whom it may concern: ? ? ? ? ? ? ? ? ? ? This letter is in response to Mr [redacted] ’ complaint # [redacted] Mr [redacted] ’ complaint centers on a complaint against a faculty member and stating his issues with the instructor led to a poor grade? Mr [redacted] first brought his concerns to our attention in fall of At that time, Mr [redacted] was enrolled in PSF?" Management and Leadership Theory with Dr [redacted] Mr [redacted] ’ complaint at that time was centered on the instructor’s feedback and grading for discussion posts, as well has claims the instructor was attempting to “sabotage” his gradeAt that time, we attempted to reach out to Mr [redacted] to gather more information as his concerns were extremely vague in nature, however Mr [redacted] did not submit any further information to us Mr [redacted] then re-raised his concerns in a future course with Dr [redacted] in June of We attempted to contact Mr [redacted] for a period of two months until he responded to our request for a phone conference in August of Mr [redacted] then offered very general complaints about the instructor that he was again “sabotaging” him and was retaliating against him for his previous complaintDuring that course, Mr [redacted] was also cited for violating the academic honesty and integrity policy due to plagiarizing material for us course assignments? Our department gave what information Mr [redacted] gave us to investigate as to whether there was any wrongdoing on the part of the instructorAs a result of that investigation, we found no evidence that there was any wrongdoing on the part of the instructorMr [redacted] ’ grades in Dr [redacted] ’s courses are a result of the academic work completed in those courses and nothing elseMr [redacted] then sent disrespectful emails to the learner affairs department in which he demanded to be dropped from a course that Dr [redacted] was teaching for the Fall termMr [redacted] has since dropped his fall courses? We apologize for any hardship Mr [redacted] ’ perception of his instructor may have caused, but we have found no evidence or information that indicates the instructor acted out of accordance with our expectations for faculty membersBased on that lack of evidence, we will not be changing Mr [redacted] ’ grades or transcriptPlease feel free to reach out with any additional questions or concerns?
