Complaint: 11676988I appreciate the response by the Cheap Tickets staff. I request the cheap tickets staff to please review my complaint carefully along with my previous complaint through Revdex.com with a similar issue. If you look at the screenshot they are referring to with the date of Aug 19th, it shows a Payment Method with the last 4 digits of my credit card listed, indicating a full purchase. I had to make a complete purchase to be able to provide CheapTickets with a screenshot with complete details of the flights in order for them to be able to compare the flight details. The screenshot I have from Aug 10 or 11th with the cheaper price I found at another website, was not able to show the complete flight details. As I have mentioned before, I repeatedly tried to submit this screenshot through your website on those dates and was unable to do so due to an error on your website and finally submitted the updated screenshot with all the details once your website finally allowed for the submission. Had the cheaptickets website allowed for the submission in a timely manner (without an error) when I first attempted to submit on Aug 10th or 11th, they would have been able to verify the screenshots with live prices. The same error occurred when I filed complaint # [redacted] with Revdex.com in the past. Despite being notified of this similar error in the past, it has occurred again and once again CheapTickets phone staff has been unable to help me. I am humbly requesting a refund in the difference before proceeding with legal authorities.

I have reviewed your reservation history to better understand the nature of your concerns. Upon reviewing your account, our records show you were requesting a refund of the return portion of [redacted] ticket due to falling ill while traveling. Furthermore, we see that you also sent documentation from the hospital in the attempts to have [redacted] Airline refund your return portion of the ticket.
First, I would like to explain how a refund on a partially used round-trip ticket is handled by the airlines. The ticket in question is partially used. Even if a refund is being allowed on a partially used ticket, the amount of the refund is based on the price of a one-way flight on the date the refund is being processed. If the new one-way rate is higher than the initial charge for the unused portion of the ticket, there would not be any funds available for refund. As the ticket was reserved as a round trip, even on a refundable ticket, the refund amount is not half of what you paid. It is based on a new one-way fare.
[redacted], we certainly regret the information that you feel you were provided by [redacted] Airlines regarding your refund request; however, there is confusion on what has occurred on your reservation. Since the refund request was only on one of the two tickets reserved, the ticket you wished to cancel needed to be divided from the passenger's ticket that was still traveling. If the record is not divided, both tickets would get canceled. The $40 charge from [redacted] that they advised you of was not a charge to allow a refund to be processed. Because of the frequent-flyer information attached to the record, it was not letting our system divide the reservation. We contacted [redacted] and asked them to release this, but it was still showing attached in our system. They were going to charge us to process the divide. Again, this is not a $40 fee that we could pay so that you could receive a refund.
We have contacted [redacted] several times to request a refund on your behalf, but they have been denied. On [redacted] 22, 2015, CheapTickets contacted you via email advising that [redacted] denied your request for a refund, "as your non-refundable ticket did not qualify for a refund exception." On your behalf, I called [redacted] Airlines today to follow up on your refund request, and was advised again by a [redacted] agent that they will not allow a refund. The agent did advise of two options; the first was that [redacted] can refund the taxes on the return portion, but this would make the ticket unusable for future travel. The second option, is to rebook your ticket at a later date with the airlines change fees and any fare difference by calling CheapTickets Customer Service at [redacted]. If calling from outside of the United States, please call X-XXX-XXX-XXXX. [redacted] fare rules include that your flight must be completed by March 14, 2016.
[redacted], we do empathize with your situation, and your request has received every consideration; however, airlines do not always allow refunds to be processed, even when there is a medical situation. CheapTickets is not in a position to grant your refund request. We do understand and empathize that there was an illness, but as a travel agency, CheapTickets does not hold the funds for the ticket reserved, and are required to follow all airline rules and restrictions.

We understand the customer is requesting a refund of the $21.99 booking fee for their cancelled flight reservations. Our records indicate on February 29, 2016, that the customer booked flight reservations – itinerary [redacted]. Travel was on [redacted] Airlines and [redacted] Airlines, departing June 23, 2016, from Portland, Oregon to Rhinelander-Oneida, Wisconsin, returning June 27, 2016, for one passenger. The Cheap Tickets Flight Protection Basic was booked in conjunction with the flight reservations. Upon further research, we were able to confirm on February 29, 2016, the customer’s flight reservations were cancelled and a refund was processed in the amount of $35.00 for the Cheap Tickets Flight Protection Basic. The funds collected for the airline ticket were released back to the customer’s original form of payment by the airline at that time. On March 11, 2016, Cheap Tickets processed a refund in the amount of $21.99 for the booking fee back to the customer’s original form. The time it takes to receive a refund depends on how quickly the customer’s credit card company takes to process refunds. The flight reservation was for one traveler and operated by JetBlue Airways, with flights departing from Dallas, TX to Boston, MA on April 25, 2016 and returning on May 6, 2016.We are able to verify that this matter was resolved on May 30, 2016 when the customer called customer service to receive assistance with canceling and refunding her insurance. During this call the agent was able to successfully cancel and refund Ms. [redacted] insurance. Cheap Tickets, Inc. is responding to the consumer complaint from Mr. Edwin [redacted] (Revdex.com case number [redacted]) regarding a promotional discount that was not received.
 
Our records reflect on September 22, 2017 the customer accessed Cheap Tickets.com and self-booked itinerary # [redacted] for a stay at The Waterside Inn, Mississauga, Ontario Canada to check in January 24, 2018 and check out January 29, 2018. The customer attempted to apply a discount code providing an 18% discount for the booking and it did not provide the discount on his itinerary. 
 
A review of the booking shows that the customer’s booking was transferred to the vendor within the stated time to receive the discount.  A system error appears to have occurred and the discount didn’t apply correctly.  Cheap Tickets regrets the inconvenience this matter has caused our customer. 
 
On October 16, 2017 we have provided a credit in the amount of $134.27 to the customer’s itinerary which will be returned to his original form of payment.  The time it takes for the credit to be available in his account depends upon how quickly his bank processes refunds, typically five to seven business days. 
 
As a courtesy, we have also provided Mr. [redacted]’s online Cheap Tickets account with a $50.00 Travel Coupon that can be redeemed toward the future purchase of a Special Rate Hotel either as a standalone reservation or in a Vacation Package. The coupon is valid for one year from the date of issue and is immediately accessible within your account. We hope you will allow us the opportunity to improve upon your experience in the future.

I am rejecting this response because: The CheapTickets claim that Orbitz sent me an email prior to the flight is false. I never received an email from Orbitz regarding this flight and can prove it. Please produce this alleged email. Furthermore I never received a check-in notification from Jet Blue prior to the flight. I acted in good faith and Cheap tickets did not make good on services purchased but not rendered. I received an email saying the reservation was cancelled. Is this how Cheap Tickets conducts business and handles customers? I bought a ticket for over $500 on a part time teacher salary. Cheap Tickets has my money and is refusing to return it to me. We understand the customer is requesting a refund in the amount of $271.00.Our records indicate on February 29, 2016, the customer booked flight and hotel vacation package reservations – itinerary [redacted] – using the self-service tool on the Cheap Tickets website. Travel is on [redacted] Airlines, departing March 11, 2016, from Los Angeles, California to Las Vegas, Nevada, returning March 12, 2016, for two passengers. Hotel accommodations are at the Westgate Las Vegas Resort and Casino, checking in March 11, 2016, for one night. The Cheap Tickets package protection was booked in conjunction with the vacation package reservations, for the total booking amount of $275.11.Upon further research, we were able to confirm on March 3, 2016, the customer contacted Cheap Tickets to inquire about making changes to their vacation package reservations. The assisting representative advised that the customer may contact [redacted] Airlines to inquire about voiding their flight reservations and rebook new reservations, as Cheap Tickets does not have access to make changes or cancellation to low cost carriers, such as [redacted] Airlines.  The customer was advised that the Cheap Tickets package protection would cover the cost of the change fees incurred by the airlines; however, the customer would have to pay the airline imposed change fees and submit receipts for reimbursement. The Cheap Tickets package protection does not cover the cost of any increases in airfare or additional room nights.On March 4, 2016, Cheap Tickets cancelled and refunded the customer’s Cheap Tickets package protection in the amount of $70.00, per the customer’s request. The time it takes to receive a refund depends on how quickly the customer’s credit card company takes to process refunds, generally 3-7 days.The actual cost of the airline ticket was charged by the carrier directly, in this case [redacted] Airlines. Cheap Tickets serves as a third party agency for travel providers such as hotels, car rental agencies, and airlines; as such we must abide by and enforce the terms and conditions set forth by our partners. We understand from Ms. [redacted]’s complaint she is requesting compensation for an airline schedule change.Our records indicate that on July 22, 2016 the customer self-booked a flight reservation for two travelers. The customers flights were operated by [redacted], departing from New York, NY to Czech Republic on December 16, 2016 and returning from Budapest to New York, NY on December 25, 2016.From time to time and for a variety of reasons, airlines issue schedule changes. We understand that these changes can be inconvenient, time consuming and not customer friendly. However, CheapTickets serves as a third party intermediary with travel providers such as hotels, car rental agencies and airlines and is subject to the rules and restrictions of those providers. C[redacted] was the operating carrier and merchant of record (the entity that received the funds and the company that charged the credit card) on this itinerary. CheapTickets has no control over when, or how often, airline initiated schedule changes occur. CheapTickets cannot provide alternative flight options unless approved by the airline, and must adhere to the airline’s policies. Only the airlines can make changes to flights. These changes are not related to the type of ticket purchased or the company it was purchased from. Airlines rarely tell CheapTickets why they make a change. Schedule changes are often due to routing adjustments, severe weather, or staffing or maintenance issues. To ensure the customer still retains a flight and is able to get to their desired destination CheapTickets must accept certain changes made by the airlines. We are able to confirm that the first schedule change was initiated on September 8, 2016 the customers outbound flight was changed. The same day a notice was sent to Ms. [redacted] which was accepted. On September 22, 2016 a call was made into our customer service in regards to schedule changes. The agent was able to assist Ms. [redacted] with changing the reservation to her desired flights. Due to the flights not being in operation anymore the customers new flights were not confirmed.On September 29, 2016 CheapTickets reached out to [redacted]. They advised that they changed the customers tickets due to the multiple schedule changes and apologized for inconveniences. As these changes were initiated by the airlines we are unable to offer any compensation to Mr. [redacted].We thank you for allowing us the opportunity to address the issues, brought to our attention. CheapTickets.com is responding to the consumer complaint from Dan [redacted] (Revdex.com case number [redacted]) regarding the billing and collection issues.
 
Our records show on November 15, 2017, Mr. [redacted] self-booked a CheapTickets.com flight reservation with two one-way flights via itinerary number [redacted]542, with a travel start date of February 24, 2018. We understand from Mr. [redacted]’s complaint, after the outbound flight was canceled by the airline, he contacted customer support but no proper resolution was given and is now requesting compensation.
 
Upon researching the customer’s complaint, we can confirm, on November 21, 2017, Mr. [redacted] brought this matter to our attention. CheapTickets provided the customer with each of the airline’s cancelation policies, as agreed upon by Mr. [redacted] at the time of booking. We can also confirm, Mr. [redacted] was provided assistance with booking a new outbound flight reservation for a lower amount of $516.16 and due to the airline’s schedule change, a $100.00 travel coupon was provided to be used for future travel.
 
Orbitz’s acts only as a third party intermediary for airlines, hotels and cruises and must abide by the terms and conditions set by that particular vendor such as an airline’s cancelation policy. Based on the information provided above, we are unable to honor Mr. [redacted]’s request for further compensation.

We understand from Ms. [redacted] complaint she requested a partial refund for her hotel reservation.Our records indicate that on April 6, 2017 the customer self-booked a hotel reservation for four travelers. The customer purchased a one night hotel reservation at Country Inn And Suites Hanover, checking in on April 6, 2017, and checking out on April 7, 2017.As of April 8, 2017 this matter was resolved with a refund of $76.19 of the customers reservation being processed to the original form of payment. The amount of time it takes the customer to receive the funds depends on the customers banking institution.We thank you for allowing us the opportunity to address the issues, brought to our attention. Upon researching the customer’s complaint, we were unable to find any account or itinerary related to the information stated in the complaint provided by Mr. [redacted]. Please provide the full itinerary number and or other email address used to book the reservation for further research.

ChepaTickets.com is responding to the consumer complaint from [redacted] (Revdex.com case number [redacted]) regarding a flight reservation.  We understand Mr. [redacted] is requesting a refund. On June 2, 2017, we received receipt of the Revdex.com complaint.
 
Our records reflect on May 26, 2017, the customer self-booked a combinable one-way flight reservation. The outbound flight is with [redacted] Airlines, departing August 3, 2017, from Las Vegas, Nevada to Ixtapa, Mexico; and returning on August 6, 2017, from Ixtapa, Mexico to Las Vegas, Nevada with [redacted] Airlines. The reservation includes the Total Protection Plan, via itinerary number [redacted]. The customer is stating that the site did not clearly provide the terms and conditions for the Total Protection Plan.
 
Please note that a combinable one-way fare ticket is a roundtrip itinerary made up of two one-way flights, each with its own fare rules related to the ticket, including cancellation, change and refund policies. This information, and the fare rules associated with the outbound and return flights, was displayed to the customer at the time of booking.
Upon further researching this matter, we can confirm on June 2, 2017, the customer contacted CheapTickets.com to cancel the flight and receive the refund using the Total Protection Plan. CheapTickets.com advised the customer that the tickets were nonrefundable; however the customer would have a flight credit. CheapTickets.com advised the customer that he would need to contact [redacted] and submit a refund request. The customer understood and agreed to cancel the tickets.
 
CheapTickets.com was able to review the customer’s booking session that was made on May 26, 2017. During the booking and checkout path on our website, it was disclosed that the flight was nonrefundable. Our site did disclose the term of coverage for the Total Protection Plan. The emailed confirmation that was sent did provide this information as well.
 
Any claims under the plan must be made directly with [redacted] at 1-800-954-4968.
 
Please note that CheapTickets serves as a third party intermediary with travel providers such as hotels, car rental agencies and airlines and is subject to the rules and restrictions of those providers. [redacted] Airlines and [redacted] Airlines were the operating carriers and merchants of record (the entity that received the funds and the companies that charged the credit card) on this itinerary. We hope you understand we must adhere to the policies dictated by the airline.
 
Furthermore, when finalizing the reservation on CheapTickets, you agreed to CheapTickets’ Term of Use. The CheapTickets Terms of Use explicitly state as follows: 
The carriers, hotels and other suppliers providing travel or other services on this Website are independent contractors and not agents or employees of CheapTickets. CheapTickets is not liable for the acts, errors, omissions, representations, warranties, breaches or negligence of any such suppliers or for any personal injuries, death, property damage, or other damages or expenses resulting there from. CheapTickets has no liability and will make no refund in the event of any delay, cancellation, overbooking, strike, force majeure or other causes beyond their direct control, and they have no responsibility for any additional expenses, omissions, delays, re-routing or acts of any government or authority.
In no event shall CheapTickets and/or its Suppliers be liable for any direct, indirect, punitive, incidental, special or consequential damages arising out of, or in any way connected with, your access to, display of or use of the Services or with the delay or inability to access, display or use the Services (including, but not limited to, your reliance upon opinions appearing in these Services; any computer viruses, information, software, linked sites, products and services obtaining through the Services; or otherwise arising out of the access to, display of or use of the Services) whether based on a theory of negligence, contract, tort, strict liability, consumer protection statutes, or otherwise, and even if CheapTickets and/or its Suppliers have been advised of the possibility of such damages.
 
Based on the above, Cheap-Tickets is unable to honor the request for the refund.
