I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me.  I accept the offer on the understanding that 128.95 Dollars will be transferred to my account as specified by [redacted] within 7 days. Underneath [redacted] advises how to do it without giving my credit card information over the phone something which they do not advise.
I again reiterate my dissatifaction with the way this company treated me. No customer should ever be treated in such a way ie immediately charging for an item that was not shipped and ignoring all requests  for information

One of the options available in a [redacted] account is to use the 'Send Money' option, to send a payment to another [redacted] account.
The only information required is the email address of the recipients [redacted] account.
As the recipient it is not necessary to give your card details to the sender and is not advisable as the 'Send Money' option is a more secure refund option.   
To send money:
Go to [redacted] and log in to your account.
Click Send Money near the top of the page.
Enter the email address of the recipient and the amount and currency of the payment.
Choose the option that describes why you're sending money.
Click Continue.
Review your payment details including the payment method and currency. To change any information, click the Change link in the relevant section. Note: If you change any payment details, the payment method will automatically return to your default method of payment.
Review your postage information and add a message to the recipient (optional).
Click Send Money to complete the payment.

Don't use this company. I ordered products from them on June 16, 2015. Was suppose to receive within 3 to 7 days. It is now July 1, 2015 and there has been no status update on the online site, nor am I able to reach anyone in customer service. They never answer the phone. I tried another number for ordering by phone but was told immediately that I needed to call customer service. There was no customer service person available. Just told to leave a message in the general mail box. I have done that for 2 days now and still no response. I will give it a few more days and then open a dispute with PayPal. Thank goodness I paid through Paypal. They are at best, lazy and shoddy vendors who do not give a "rats p[redacted]" about their customers. Too many other good vendors online to deal with such slipshod customer service. Stay away!!!

I received this morning an email notification from Revdex.com that my file had been closed due to a lack of response from me. 
 
With all due respect, I just received the reimbursement check on Friday, October 9! (against my email to you dated September 28.)  So the delay is not due to my failure to respond to you.  
Further, given all of the back and forth and failure on the part of House of Beauty to timely fulfill its assurances, I do not trust it.  Consequently, I will verify that the check is valid before I deposit it.  If it is not a good check, I would end up paying $35 for the bad transaction, which would only add insult to my injury.
 
As banks are closed tomorrow (Columbus Day Holiday), I will not be able to verify the validity of the bank against which the check is written until Tuesday, October 13.
