In response to this complaint, we spoke with [redacted] on 03/**/14. We informed [redacted] that for her bill in question, PALMco charged her at a rate lower than that of her utility and altogether for her gas and electric account the total charges were $619.17. We advised [redacted] that it seems she must have a past due balance on her account, resulting in charges she’s concerned about. [redacted] seemed to understand, thanked us and the call was ended.

BACKGROUND INFORMATION

Prior to filing a complaint, [redacted]’s gas and electric accounts were enrolled in PALMco’s service on 09/**/2013. Shortly thereafter, a welcome packet was sent to [redacted] that included all the necessary information related to her enrollment with PALMco, including the fact that rates are variable and savings are not guaranteed. PALMco began servicing [redacted]’s gas account on 12/**/2013 and her electric account on 11/**/2013.

After servicing [redacted]’s accounts for less than 3 months, on 01/**/2014, we received an inbound cancellation request from [redacted]’s utility. This request was processed promptly and without penalty, and per the determination of [redacted], her gas account stopped receiving PALMco’s service on 03/**/2014 and her electric account stopped receiving PALMco’s service on 02/**/2014.

On 03/**/2014, we received a call from [redacted] in regards to her charges. [redacted] informed us that her charges seem high, we informed [redacted] that she was charged based on her usage for the bill in question and at a rate lower than that of her utility. We also informed her, per the determination of [redacted], her gas account stopped receiving PALMco’s service on 03/**/2014 and her electric account stopped receiving PALMco’s service on 02/**/2014. [redacted] seemed to understand and the call was ended.

Review: I selected this alternate energy supplier thinking this company would have comparable rates with my local energy supplier. The rates started at .04/ killowatt ..they went to .09/killowatt last month and my current bill I received they raised them again to .27785/killowatt ... While my local energy supplier (Meted) charges .0775/killowatt . (1/4 of Palmco's rate) I talked to [redacted] at Palmco who just explained the rate changes everyday. Which doesn't answer my question because Meted customer service said rates should have went down because demand is down at this time. I cancelled my Palmco contract and am changing back to Meted which they said wouldn't happen until June [redacted].Desired Settlement: I would like the difference between their current rate and last months rate refunded to me. They charged me for 684 Kwh

Upon review, we offered [redacted] a courtesy credit in the amount of $53.25 towards his account for the billing cycle of 4/*/2014-5/*/2014, which will be sent in the form of a check. As an extended courtesy, we offered to review his final bill. [redacted] was satisfied, thanked us and the call was ended.

After receiving PALMco’s service for five months, on 5/**/2014, we received a call from [redacted] regarding his account. We reminded [redacted] that PALMco has no contract or cancelation fees, and that rates are variable and savings are not guaranteed. [redacted] requested the cancelation of his account, which was processed promptly and without penalty. We explained the cancelation process and advised [redacted] that it is per the determination of Metropolitan Edison to schedule an end date. [redacted] understood and the call was ended. Per the determination of Metropolitan Edison, [redacted]’s account is scheduled to stop receiving PALMco’s service on 6/*/2014.

Very shady business came knocking on my door asking me to sign an authorization form. I at first was under the impression that it was for lower rates on my already existing electric bill I was mislead. This was to switch over to Palmco energy. NOT COOL I am happy with [redacted] and will not switch over. Don't be fooled by Palmco it is a shady company.

Review: Please, beware! Do NOT let PALMCO company lure you into switching to their services! They are crooks thugs and thieves. Dozens of customers filed complaints with Revdex.com, with other public services organizations and an all over the Internet. The company knowingly deceives their customers using a simple scheme: they aggressively promote a comparatively low rate and then increase the price dramatically.

Here, what happened to me?

Before Palmco, I was many years with the [redacted] (their rate was 8 cents/kW in July 2015). Palmco charged me 7 cents/kW (August, September) and then they charged 10.8 cents/kW (October, November) and then they charged 24.9 cents (December, January).In other words, there was 3.6 fold rate increases. I called immediately to cancel the service. No need to say I spent a lot of time on hold. The representative informed me that they have a right to increase the rates when they consider necessary. Moreover, even though I called immediately they kept charging me the highest rate for the next billing cycle because this is how they operate.

I believe that they have to re-calculate my last two bills with the rate of 10.8 cents/kW. The price of 24.87cents/kW is outrageously high! I compared this rate to the rates of other companies available on the Internet and the Palmco rate is absolutely unreasonable!

My total bill from Palmco for last two months at a rate of 24.9 cent/?W is $1263.

(For December: 2075kW*$0.2487=$516, for January 3006kW*$0.2487=$747)

After I called them 3 times, on January [redacted] (ref.# [redacted]), on January [redacted] (ref. #[redacted]), and on January [redacted](ref.# [redacted]) Palmco sent me back only

$248.09. So, after this credit, I am still supposed to pay them $1015.

But if they charged a reasonable rate of 10.8cents/kW the total bill for two months would have been $549(5081*$10.8=$549).

So, I believe that Palmco owes me additional $466 ($1015-$549=$466).

I hope my explanations of charges are clear and convincing.

I believe that such practice is shameful and criminal in America. Palmco is getting rich by deceit and lies. They must not be allowed to continue to make profits by further implementation of their dirty schemes.

In these conversations, [redacted] was advised of his introductory rate and was reminded that PALMco offers a variable rate with no guarantee of savings. Additionally, we advised [redacted] that PALMco has neither long term contracts nor cancellation fees, and we advised him on what to do with the paperwork contained within the welcome package. Lastly, [redacted] was provided details on PALMco’s Senior Citizen discount program, which he could opt into following his second billing cycle. We spoke with [redacted] on 12/**/2015. [redacted] was reminded that he enrolled his accounts in PALMco’s service at a variable rate with no guarantee of savings. [redacted] inquired about a payment plan, which we explained would have to be addressed with his utility, [redacted]. As a courtesy, we offered to review [redacted] account for potential credit. Upon review, we offered [redacted] a credit of $64.32 for billing cycle 11/**/2015 - 12/**/2015, which was applied to his account. [redacted] requested the cancellation of his account, which was processed promptly and without penalty. Per the determination of [redacted], [redacted] account stopped receiving PALMco service on 1/**/2016. On 1/*/2016, we spoke with [redacted] regarding their account. We reminded [redacted] that their account was enrolled in PALMco’s service at a variable rate with no guarantee of savings, upon completion of a recorded TPV. As a courtesy, not customary for cancelled accounts, we offered to review [redacted]’s account for a potential courtesy credit. Upon review, we extended another courtesy credit of $37.35 for billing cycle 11/**/2015 - 12/**/2015, which was mailed in the form of a check on 1/**/2016. This credit was in addition to the credit received on 12/**/2015, making their total credit $101.67 for billing cycle 11/**/2015 - 12/**/2015. [redacted] thanked us and the call was ended. We spoke with [redacted], [redacted]’s granddaughter, on 1/**/2016, in regards to [redacted] account. [redacted] requested to speak with a senior representative. We obliged [redacted]’s request. As a courtesy, we reviewed [redacted] account. Upon review, we offered [redacted] a credit of $**6.42 for billing cycle 12/**/2015 - 1/**/2016, which was mailed in the form of a check. [redacted] was satisfied with the credit, thanked us, and ended the call. On 3/1/2016, we spoke with [redacted] in regards to his PSC complaint. We advised [redacted] that per the determination of his utility, [redacted], his account stopped receiving PALMco’s service on 1/**/2016. As a courtesy, we offered to re-review [redacted] account. Upon review we offered him an additional credit of $46.61 for billing cycles 11/**/2015 - 1/**/2016, which would have brought [redacted] total credit to $294.50. However, [redacted] declined our offer and the call was ended. Contrary to this complaint, PALMco does not deceive or scheme our customers. [redacted] agreed to a variable rate with no guarantee of savings when he enrolled in PALMco’s service upon completion of a TPV recording. Additionally, [redacted] was sent all of the necessary information regarding PALMco’s supply following enrollment in our service. PALMco informs customers that they have enrolled in a variable rate plan with no guarantee of savings. All of this information is included in the welcome packet sent to customers shortly after enrollment. In his complaint, [redacted] insinuated that a representative of ours told him PALMco charges rates as high as it wants and charges whatever it pleases. No such statement was ever made to [redacted]. During conversations with him, our Customer Service Specialists advised [redacted] that PALMco provides variable rates that fluctuate with no guarantee of savings. Review: I signed up for a 1 yeaar rate at 7.2 kwh - now I'm being billed at 17.2 cents - the lady said I was not LOCKeD into that rate and it switches automaticalloy after 4 months. Review: I made the mistake of signing up months ago with Palmco on a variable rate when it was $4 per MCF. I received a bill in October for Septembers useage for $369. I called to cancel service or lower the MCF to market rate of $5, they refused and told me that I'm stuck with them for another billing cycle. I have been trying to get out of this jam and they stuck it to me for the another $899!Desired Settlement: Lower the rate to fair market value and cancel me as a customer. There is a reason why they are being sued for deceiving consumers. It's a real shame when the supervisor says she's paying $5 per MCF and they are handcuffing and gouging customer at $16 per MCF!

We reminded [redacted] that these are two separate accounts with two separate meters and that the end dates are determined by his utility, [redacted]. Upon review we offered [redacted] a credit of $88.56 for billing cycles 10/**/2014-11/**/2014, which would be mailed in the form of a check. [redacted] acknowledged and the call was ended. I'd like to first start off by stating that I was never thankful or satisfied with their offer. I was turned away several times by [redacted] the supervisor when I originally complained and only contacted after I posted on social media afterwards by [redacted]. I thanked [redacted] for her efforts but our last conversation she told me she was to be disciplined for going back to customer relations team and asking for more credit. I felt bad for her and told her not to risk her position over a customer that she doesn't know. She understood my frustrations and listened.They offered me originally $88.56, then another increase and finally said they can not offer anything more then $287.73 credit. I made the mistake and caught it late in October about the crazy $16 per MCF. I said I would pay for my mistake for the month of October but do not feel I should be responsible to be paying that outrageous amount.I immediately cancelled service on 10/**/14 but they handcuffed me for another month (Nov) at $16 per MCF which I used 41 MCF. I begged to have service expedited and switched over to new supplier or to at least lower my MCF to market rate which [redacted] told me is based off [redacted] and is at 4.3MCF. That compensation is a drop in the bucket at a rate of 8.98 per MCF which is more than double the market. If they can offer new customers below rate value, why couldn't they adjust mine for the last month knowing I wanted out? There was no negotiating, it's the numbers they came back with. I was not satisfied with their offer. I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:I have been out of town and did see I had a few missed calls and messages left by the same person that told me she was to get disciplined for helping me, [redacted]. I wouldn't make this up, she told me that the last time we talked.I have been going back and forth with the supplier (PALMco) and the distributer ([redacted]). They blame each other and I'm the guy in the middle that gets stuck with this outrageous bill. Though they did do a partial compensation, I still am being billed twice the amount of any other gas supplier.I asked Palmco to match their introductory rate as I was forced to wait an extra billing cycle. I do not feel like I should be responsible to pay their astronomical rates, when I called a month in advance to cancel their services. [redacted] the supervisor confirmed that she did expedite the cancellation, misleading me to believe that it service would be transferred with new supplier. PALMco do whats right and adjust my last months rate to your introductory rate or at least the market rate. Regards

Review: Palmco since May 2013 has been charging $80.00 on our [redacted] bill and I was not aware because the amount on the bill did not seem as much, but now on the bill of April they are charging us $963.70 and we do not understand why. I had went to my local [redacted] office and told them to cut it off but I am shocked to see this amount on my bill.Desired Settlement: I do not want Palmco as a energy provider since we already pay [redacted] and I want that charge of $963.70 to be taken out.

Unfortunately, these winter conditions caused price fluctuations that were severe and out of the control of PALMco. PALMco values all of our customers and do our best to provide quality service.

I called back Palmco on 5/**/14 and spoke to a customer service representative. After being on the phone with her for 30 minutes she tried to give me a credit for $214 which I do not accept because they are charging me $964. Palmco states that I am being charged this amount for my Gas usage but yet there is no proof of that I used that amount of Gas for that time period. In the end when I told the representative that I was not satisfied she was giving me an attitude over the phone and she was raising her voice, she said if there was anything I needed and I said thank you and hung up. She stated that [redacted] never work with the consumers and that Palmco does but yet she couldn't answer me if the reading on my Gas was correct. I told the representative that I had to call or go directly to the [redacted] building to discuss this and yet again she was giving an attitude. As stated before every month I was being charged $80.00 from Palmco and now it's $964.00 and she was not helping me resolve this issue and as much as I stated that this was not fair and that I was getting frustrated.

Their final bill was for the billing cycle 02/**/2014- 02/**/2014, in which they received credits in two parts, $10.21 on the first bulk check of $61.74 and $3.93 on the second bulk check of $65.65, totaling a total credit of $14.14. We attempted to reach the [redacted]’s to convey this information on 03/**/2014 and 03/**/2014 but were only able to leave messages.

We reminded [redacted] that PALMco has no contract or cancellation fees and offers a variable rate with no guarantee of savings. [redacted] requested we cancel his account, which was processed promptly and without penalty. We advised [redacted] that it is per the determination of Columbia Gas to schedule an end date. Contrary to this complaint, PALMco does not advertise nor guarantee that our rates will be lower than Columbia Gas. Additionally, [redacted] was sent all of the necessary information regarding his enrollment upon enrolling with our service. Review: When [redacted] provided a thermostat replacement service to my mother-in-law [redacted] at [redacted] a Palmco Power rep followed the repairman into their home. My mother-in-law is 87 and my 2 sister-in-laws who live together in Affordable housing and who are receiving SSD and SSI and who are somewhat [redacted] listened to the Palmco Power rep and signed up for Palmco's program. My in-laws who had been receiving a subsidy from [redacted] and only paid $29/month listened to the Palmco rep and even though there are no soliciting signs in the neighborhood told them he was from [redacted] and got them to sign up for their program. Their first bill was $163.13 of which some was [redacted] $(98.87) and the rest yours ($69.23). My wife contacted Palmco and was able to cancel the subscription today. Monday September *, 2013. But my in-laws still have to pay $69.23 which is just not morally correct.Desired Settlement: The Palmco rep took advantage of a 87 year old woman and 2 [redacted] ladies living on a fixed income. The salesman should also be reprimanded for soliciting in the neighborhood when there were signs posted and taking advantage of the elderly and impaired. Both my wife and I would like to see them refund the $69.23 that they were supposed to be saving and do not contact them for anything anymore in the future.

The representative in question stopped reporting to work after 6/**/2013. We have had no contact with this representative since and it is assumed he quit.

I am not disputing their right to raise my rate to whatever rate they choose to raise it. I asked them why my rate had increased 300 percent from fair market rates. To which they would not give me any response other than what was agreed upon in the contract. My concern was I was not given any notice of the huge rate increase. Review: A PalmCo representative came to my apartment and made it appear as if they had some relationship to my utility provider [redacted]. I signed a contract to switch over my electric service from [redacted] to PalmCo. The contract they gave me left me with the ability to cancel the contract so long as I filled out a piece of paperwork that they provided and mailed it in to PalmCo. I filled out that form immediately and mailed it to PalmCo that day. Despite the fact that I had filled out, and provided them with the form, PalmCo still attempted to contact [redacted] to try and switch my service over.

Basically, they used high pressure tactics to sell me something and then ignored their own contract.Desired Settlement: I would like to ensure that PalmCo is unable to continue to engage in this behavior.

Review: In the summer of 2014, I was attracted to a fixed gas promotional rate from PALMCO ENERGY OH LLC (parent company is PALMco based in Brooklyn, New York) of $0.4583 per CCF. I was made aware of PALMCO's through the Public Utilities Commission of Ohio (PUCO) website where I frequently review the average and fixed rates of all PUCO providers. At the time of signing up PALMCO's promo rate was only slightly better than the $/CCF variable rates of other PUCO providers.

PALMCO's promotional rate ended after my May to June billing period. Whereupon PALMCO increased my variable rate 74% to $0.7984 per CCF for the June to July billing period. The variable rate PALMCO charged me for this period was substantially higher than the average rate other PUCO providers were charging a the time. I did not notice this increase because my usage was so low.

For six subsequent periods (July to January) PALMCO has charged me a rate of $1.4998 per CCF, 227% higher than their initial promotional rate $0.4583 per CCF. Again, the variable rate PALMCO charged me in these period was substantially higher than the average rate other PUCO providers were charging at the time, which ranged from $0.399 to $0.8940 per CCF.

The rate being charged me, as well as other consumers, are not inline with the market. Their practices are unethical and criminal.Desired Settlement: Total CCF usage over the 9 periods was ~380 CCF. PALMCO's total gas charges to me were $537.5739. If PALMCO was competitive with the variable rates (i.e. $~0.4583/ CCF) of other PUCO providers then my total gas charges for these periods would have been ~$174.154. I would like PALMCO to credit me the difference, or ~$363.4199 for the amount I have n been over billed.

I also believe PALMCO's business practices of attracting customers to sign up to a low promotional rate, then charging an exorbitant variable rate (+200% higher than the average variable rate at the time) after the promotional period ends, is highly unethical and criminal. I would like Revdex.com to work with PUCO to have them de-listed as a PUCO vendor. My concern is for fixed income OH seniors. If our seniors were subject to this type of predatory practice then the quality of life would surely be impacted.

Review: I live in a 2bdrm apartment with my two kids that are 3yrs and 5 yrs. I am the only adult in my household and six months ago I called BGE and complained about Palmco Power MD LLC company billing me for gas and electric that I did not sign up for. BGE has told me multiply times that they cant do any thing about this. My current bill this month from BGE was almost $100.00. Now the bill from Palmco Power MD LLC is $275.00 that is crazy. I have called the company many times and can not ever get though. I even held on for hours hoping to talk to a person. These people are going door to door acting like they work for BGE and are scammers. I have tried to handle this myself and I'm getting no where . I can not afford to pay $275.00 extra a month for a service that I never signed up for. Review: A couple months ago I had a representative come to our door saying they were with MetEd and they were offering these different rates to save people money on their bills. I was told that everything was switching over and felt obligated to do so and did. Well after two months of a 'normal' bill I figured out what was going on and called and canceled with Palmco. Shortly after canceling with them I was surprised when I opened my bill to find I was being charged over $900! I have listed the three bills below Nov-Dec, Dec-Jan, & Jan-Feb (the outrageous bill).

Nov-Dec 3473 Kwh @ 0.0921 the bill was $319.86

Dec - Jan 3676 Kwh @ 0.0921 the bill was $338.56

Jan - Feb [redacted]@ 0.27232233 the bill was $973.28

Why is it that my bill magically jumped up after I called and canceled? There is no reason for my bill to jump $600 dollars when I used less energy then the previous month which only cost me $338.56!

I contacted MetEd on this matter as the billing is done through them and they did everything they could. They then forwarded me to Palmco. I have been trying to call them to solve this but have not be able to connect. I just sit on hold for hours upon hours before being disconnected. Then I wrote them a email to their customer service explaining what was going on. I then received a call back and was basically bribed. They told me they would give me $100 then hung up! Really! That is not how things work, you don't call someone say I will send you a check for $100 and then hang up. That doesn't solve the problem.

I was charged $644.11 more then what I should have been charged! My bill should have only been $329.17! MetEd even agreed. I even recently saw that I was not the only person they did this too as they had so many complaints it was on the news. I even demanded a rebate from them (Palmco) for the $644.11 they overcharged me.

I have taken this to MetEd, Palmco, the local Attorney General, and even the news stations, and now I am filing with the Revdex.com! I want this resolved now!Desired Settlement: I want a rebate applied to my account for the $644.11 that I was overcharged for! When this all started I didn't mind still having to pay for the power I used but now after the run around and arrogance and incompetence of the people I have had to deal with along the way with Palmco, not to mention the stress I have had to endure because of you people. We never received any calls on 3/**/14! On 3/**/14 Palmco did try to call, twice. Once in the morning around 10am which I was not able to get the to call. They left a message with a gen[redacted] toll free number that I did try to call them back on but after being on hold for over a hour a decided to write them an email. The email was sent at 1pm and said:

"we tried to call back

and had trouble getting through again (being on hold). If you wish to

discuss the rebate we wont be happy unless the rebate is at least $600.

If you would like to talk please call tomorrow before 1pm.

They then tried to call again at 4:57pm on 3/**/14 in which I have told them in more then one email to call before 2 or 1pm as I work from 2p-2a.

Review: We signed up for PalmCo thinking we would get a fixed or lower rate than the competitors. After seeing my Pepco bill cycles abnormally go up, I realized we were being scammed. So we decided to cancel my account with PalmCo Jan.2014 and than they sent me a letter when my account would end its cycle. After that my Rates per KWH rose from 9 - .29 Cents per Kilo Watt Hour in just a matter of 2 months. For the billing period January **, 2014 to Feb. **, 2014 PalmCo charged me $798.85 for 2727 KWH that is .29 cent/KWH. Also on the bill statement they do not list any explanation for the charges only describing it as "Commodity Charge". We began PalmCo Service on Jan **, 2013 @ .07cents/Per KWH to date January **, 2014 @.29/PerKWH.Desired Settlement: I want a refund back!

Review: Palmco contacted my parents, in their mid-seventies, and offered discounted electric rates. After they shared their exorbitant electric bill, I reviewed it and saw that they were being charted triple their previous rate of $ .08; Palmco's rate was an astonishing $ .24 per KWH! I called them to complain, and their only response is that they called, and my father accepted the switch. These rates are unconscionable.Desired Settlement: Total refund of the difference between an the average alternative provider rates, easily $.08 per KWH for the period of all billing cycles. Punitive action whereby Palmco must refrain from unconscionable rates that shock the senses, and also consideration to be barred from acting as a supplier for PPL and all other utilities for a period of not less than one year.

We spoke to [redacted] on 5/*/2014 regarding her credit. We advised [redacted] that the credit of $113.98 offered on 4/**/2014 was still being processed to be mailed in the form of a check. Upon review, we offered [redacted] a credit of $17.57 for the billing cycle of 3/**/2014 – 4/**/2014, which will be mailed in the form of a check. Contrary to What [redacted] states in her complaint, PALMco does not take advantage of its customers or innocent people. Contrary to her complaint, [redacted] has been a PALMco customer since 2012. For the first year and a half of receiving PALMco’s service, [redacted] made no complaints about PALMco’s service and never alleged that her enrollment in PALMco’s service was unauthorized. We apologize to [redacted] for any hardship she many experience due to the increase in her bill caused by artic winter weather. Unfortunately, these winter conditions caused price fluctuations that were severe and out of the control of PALMco. PALMco values all of our customers and do our best to provide quality service.
