As previously stated, students completing more than fifty percent of their exams owe the full tuition balance, which is stated on [redacted]’s signed enrollment agreement. [redacted] completed one hundred percent of her exams; therefore, she owes the full tuition balance.  [redacted]’s signed enrollment agreement also states no refunds will be given after twelve months. I have attached a copy of [redacted]’s signed enrollment agreement for the Revdex.com to review. 
It is stated on [redacted]’s signed enrollment agreement along with the Student Handbook that we reserve the right to update or substitute course material.  [redacted] was advised numerous times previous to completing her program that we no longer offer a work experience option with this program. 
At the time [redacted] inquired about a full refund she had completed over fifty percent of the program; therefore, according to the contract she is liable for the full tuition of the program. 
[redacted] was previously sent the book that was discontinued from the graduation shipment as a courtesy to help rectify any changed that were made to the program.  As an additional courtesy, if [redacted] is willing to enroll in another program with Penn Foster we are willing to grant her a discount of $50.00 from any program.

I welcome the opportunity to address [redacted]‘s concerns. [redacted] enrolled in our Jewelry Design and Repair program on November 30, 2014 by submitting a down payment and a signed enrollment agreement. 
[redacted] enrolled in several of our programs by signing up online and making her initial down payment for the programs.  [redacted] enrolled in our Dog Obedience and Trainer program on December 28, 2014 with a $10.00 down payment, the Certified Personal Trainer program on December 29, 2014 with a $10.00 down payment, our Fitness and Nutrition program with a $29.00 down payment on December 29, 2014 and finally on December 30, 2014 she enrolled in the Sports Nutrition program with a $29.00 down payment.
Penn Foster has a policy that limits students to taking two programs at a time.  This was established to help protect our students from becoming too overwhelmed with their education and having too many open programs can lead to confusion with payments.  We would like to see our students focus on one or two programs at a time so that they are able retain the knowledge they are studying. 
In order to receive any official documentation such as a diploma, certificate or transcript, an account has to be paid in full.  This is another reason why Penn Foster limits the number of programs that can be taken at a time because students will complete their course and have to wait months to pay it off in order to receive the diploma or certificate that they earned. 
Since [redacted] made her down payments using pay pal we need to return them back to her as a check.  In order for this process to be completed we need to wait 27 days for the payments to clear and at that time we can issue the refund checks.  The total time frame for a student to receive a refund check is about 4-6 weeks.  We do apologize for any inconvenience that this has caused [redacted]. 
Penn Foster thanks [redacted] for her concerns about this issue and for looking out for the wellbeing of other students.  We are going to take into consideration [redacted]’s recommendation but please be advised this is something that will not change overnight.  Making changes to our website is a timely process.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Veterinary Technician Associates Degree on May 30, 2014 by submitting a down payment.
Students who cancel after five days and have not submitted an exam they would owe the registration, administration and shipping fees.  According to our records, [redacted] contacted us on August 13, 2014 regards to cancelling her account and we advised her of this policy.
[redacted] is correct with her statement declaring the registration fee is $200.00, admissions fee is $75.00 and shipping fee is $65.00 totaling $340.00.  Since [redacted]’s total liability is $340.00 and she paid $157.00, she is responsible for the remaining balance of $183.00.
As a courtesy, I have cancelled [redacted]’s account with no further financial obligations.  In the interest of good will, I hope that [redacted] will consider Penn Foster in the future.

Penn foster charged me and sent me to collections for the full amount of tuition for the legal secretary course even though I dint finish even half of the courses,. I had originally started the medical billing and coding course and didn't finish that course. They only charged me for he classes I had taken and not the whole course so I don't understand how they can take me to collections for the entire legal secretary course when I didn't do even half. Do I understand I need to pay for the classes I DID take? Yes I do. But not the full tuition and certainly not to collections.

My experience as a Student at Penn Foster College was very rewarding. All of the course materials were current. All supplies were delivered promptly. I finished my program on time and received my certificate. I really enjoyed interacting with my instructor's. Tuition was affordable.

[redacted] I attach some of the emails I sent to student services about my concerns with delays in shipment of study materials and grading of projects .Originally the policy is to have exams and projects graded in 5 days or less, not business 5days and stated by the responder. Even though I made several complains ,no one seem to bother or try to help. Having to worry about ,paying for the class ,studying ,writing exams and also have to worry about receiving study materials late and having my papers graded is just too much and frustrating ,so I have enrolled in another program. I have put in a lot of work and time to my course at PennFoster and I had very good grades,but they turned deaf ears on me when I needed help. All I am asking for, is a full refund. They breached the contact when they constantly delayed grading of my projects.So I believe I have no obligation to make any payments based on that, rather they owe me a full refund.

I welcome the opportunity to address Mr. [redacted]’s concerns. Mr. [redacted] enrolled in our High School Diploma Program on March 9, 2014 by signing an enrollment agreement and submitting a down payment.
In the event a monthly payment is ten days late, a $15.00 late fee will become due. If the default is not covered within forty days of the institution's notice, we reserve the right to call the total program price due immediately plus any related collection or attorney fees.  This is stated on Mr. [redacted]’s signed enrollment agreement. 
Mr. [redacted]’s academic records are still with us and have never been removed.  Only his financial records are unavailable as he was referred to an outside collection agency. 
Mr. [redacted] has two failed subjects to make up and the balance needs to be paid before he is eligible for his diploma and transcripts.  We tried to accommodate Mr. [redacted] to the best of our abilities.  Mr. [redacted] was emailed a letter stating this on March 31, 2015 per his request.  I have attached a copy of that letter for the Revdex.com to review. 
As a courtesy, we are willing to offer a 10% payoff, leaving Mr. [redacted] with a balance of $1,787.00.  However, that amount needs to be paid in one lump sum within thirty days (by May 7, 2015) to Penn Foster Student Care.  Upon receiving payment, Mr. [redacted] will be removed from the outside agency. The amount does not cover the additional fees for his two failed subjects.

I am in disbelief how this school continues to lie and claim they contacted me. I have several of witnesses and the recorded conversation with the debt collector's your company is affiliated with that can be played to prove I called them upset and angry when I found out my debt unknowingly, kept accumulating because, Penn Foster failed to contact me or send me any kind of letters to inform me of this information. The debt collectors also did not know I had paid so much into the debt until I informed them. This is the only reason my bill was lower down to $297 because. they realize I did not owe you all as much as you all were trying to claim and receive. You all are crooks. I desire to have all of that money refunded and paid in full.

In addition Penn Foster High School is regionally accredited by The Middle States Commission on Secondary Schools. Penn Foster High School is licensed by The Pennsylvania State Board of Private Licensed Schools. Penn Foster High School must adhere to the regulations for our accreditations and our licensing.

I am rejecting this response because:
[redacted] University said this diploma is useless and so have several employment agencies. I understand it is the duty of personnel at Penn Foster to protect their organization; however, they should have accounted for the fact that colleges would not accept their diploma as a valid high school diploma. Additionally, since Penn Foster has stated their response as factual information as to why [redacted] University will not accept the diploma, as if they have already spoken with them, then why would I need to supply contact information on [redacted] University?  Sending me a letter of Penn Foster's accreditation is irrelevant to my son getting into college. I know of the accreditation, but it means nothing when the school states that diploma is not regionally acceptable for their university and since Penn Foster is not willing to divide up the transcript into semesters, then the diploma is worthless. This is very disappointing and discouraging for students who try to enter into college. If anything, Penn Foster should consider dividing their courses into terms so admissions into colleges would not be impossible or unattainable.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Medical Billing and Coding Career Diploma Program on November 18, 2014 by signing an enrollment agreement and submitting a down payment.
 
We are required to refund the amount the same method of payment that was paid.  Since [redacted] paid via credit card (ending in [redacted]) the refund would need to go back to that credit card.  Unfortunately, the refund was not processed at the time of cancellation, May 28, 2015 when [redacted] provided us with the full credit card number to process the refund due of $351.75.  Since then, [redacted] advised us that the credit card ending in [redacted] was closed due to fraud.  If the credit card that was used was closed, we need a letter from the bank stating the credit card was closed and either replaced with a new card number or closed with a zero balance.  [redacted] was advised of this by a supervisor on August 4, 2015.
 
On August 4, 2015 [redacted] emailed me directly to express her frustrations with her refund situation.  I have been in contact with her in regards to her refund.  I apologize and agree with [redacted] that she should not be penalized for someone else’s error.  It was determined that [redacted] will receive a full refund of all money paid, via check $592.00 as she already received $50.00 refund in January 2014 for a referral credit.  I left a voicemail with [redacted] on August 5, 2015 advising her the refund check was mailed [redacted] with tracking number [redacted].
 
In light of the recent complaints in regards to this policy, we have made changes to the refund process.  I want to thank [redacted] for reaching out to me directly to rectify this issue.

Our policy states students requesting official transcripts need to have enough paid to cover the amount of work completed.  Since Mr. [redacted] has taken all exams in the High School Diploma Program and has not paid in full, he is not eligible for official transcripts.  We previously sent him a grade report attached with the letter he requested from a supervisor which shows all the classes and grades Mr. [redacted] has completed.  I have attached a copy of the letter sent to Mr. [redacted] which also has his grade report for review. 
We have received the same complaint from Mr. [redacted] numerous times via email and fax.  Since then we have tried to reach him via phone to review his concerns.  Unfortunately, we were unable to reach him due to the phone number not in service.  As previously stated, Mr. [redacted] would need to pay the balance in full before we are able to remove him from the outside agency.  Mr. [redacted] was offered a 10% discount leaving him with a balance of $1,787.00 to be paid in one lump sum by May 7, 2015 to Penn Foster.  Upon receiving payment, Mr. [redacted] will be removed from the outside agency.  The amount does not cover the additional fees for his two failed subjects.

It is stated on [redacted]’s signed enrollment agreement that we reserve the right to update or substitute course material.  On April 12, 2013 we started transitioning our study guide delivery to a fully digital format.  As our stocks have depleted, shipments of study guides have ceased.  Students will, however, still receive all textbooks and any pertinent materials to their course.  [redacted] did receive seven shipments, leaving only four mods that were completely digital study guides.
As a courtesy, we purchased the book from the graduation shipment that we discontinued and mailed to [redacted] on Wednesday, November 12, 2014.  She can expect to receive the book early next week.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Paralegal Studies Associates Degree on August 25, 2014 by submitting a down payment and a signed enrollment agreement.  
 
On [redacted]’s signed enrollment agreement states students wishing to cancel within five days from their enrollment date are eligible for a full refund.  [redacted] cancelled the account on August 26, 2014 and a refund of $50.00 was due back to her.    
 
We are required by law to refund the amount the same method of payment that was paid.  Since [redacted] paid via credit card, the refund would need to go back to that credit card.  We need to allow ten days for the payment to clear then the refund would be processed.  [redacted]’s down payment was received on August 25, 2014; therefore, the credit back would not be processed until September 5, 2014.  The credit back was processed by Penn Foster on September 5, 2014 and it is determined by [redacted]’s bank on the amount of time it takes to reflect on her account, usually 48-72 hours.  [redacted] should have received her refund as it is September 18, 2014.
