On June 9, 2014 [redacted] contacted us stating he wanted to continue with the program and drop his Revdex.com complaint that was filed on April 25, 2014.  After review, [redacted]’s account was re-opened and I personally called him to advise him on the payments, as he filed a dispute with his credit card company disputing a $99.00 payment to us.  [redacted] has not contacted us until November stating he wanted to cancel this account.
[redacted]’s original Revdex.com complaint was cancelled with no financial obligations until he decided he wanted the account reopened.  I have cancelled his account again, with no further financial obligations.  [redacted] would not be able to re-open this account as it will remain closed to avoid any further issues.

I welcome the opportunity to address Ms. [redacted]’s concerns. Ms. [redacted] enrolled in our Medical billing and Coding Career Program on March 7, 2015 by submitting a down payment and a signed enrollment agreement.
Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration, admissions and shipping fees. This is stated on Ms. [redacted]’s signed enrollment agreement. Ms. [redacted]’s called March 13, 2015 to cancel her account in which we advised her of this.  At that time, Ms. [redacted]’s account was cancelled only charging her for the tuition.    
I apologize that Ms. [redacted] was unable to reach us via phone.  Ms. [redacted]’s account was cancelled lowering her cancellation terms more than fifty percent, from $338.25 to $125.25.  Ms. [redacted]’s concerns were already addressed and resolved. 
I apologize that Penn Foster was not a suitable fit for Ms. [redacted].  I wish her the best of luck with her future endeavors.

Our policy states to allow at least five business days to have a project graded.  Our records indicate we received **. [redacted]’s last project on March 22, 2014 and it was graded on April 3, 2014 which was nine days after it was submitted.  At this time, our instructors are experience a large amount of projects submitted in which they are doing their best to have them accurately graded within five days.  I apologize for any delay this has caused **. [redacted]. 
 
Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on **. [redacted]’s signed enrollment agreement. **. [redacted] completed sixty-eight percent of her exams; therefore, she owes the full tuition balance.  In addition, **. [redacted] was previously enrolled in a similar course in which we were able to transfer grades and a monetary adjustment which reduced her tuition by $334.00.   
 
**. [redacted] already received a discount of $334.00 and we are unable to discount her program any further.  However, as a courtesy, if **. [redacted] can pay in full in the amount of $309.40, she will receive a discount of $89.60.  **. I sincerely apologize for any miscommunication that has occurred with the conversations between **. [redacted] and our representatives.  If there is a certain day that **. [redacted] can recall he feels he was mistreated, he can let us know and we can see if we can have that call pulled and reviewed. 
 
**. [redacted]’ signed enrollment agreement states he would pay $47.00/month for 28 months with a final payment of $10.00.  **. [redacted]’ signed enrollment agreement also states that if a payment is ten days late a $7.00 late fee will become due and if the default is not covered within forty days we reserve the right to call the total program due plus any related collection fees.  As previously stated, **. [redacted] completed seventy-five percent of his exams, which means he owes 100% of the tuition balance.  The discount that was offered to **. [redacted] was for cancellation.  If **. [redacted] wants to continue we need to charge him for the credits he will earn with us.  Regardless if **. [redacted] wants to continue or cancel, he is still set on a payment schedule of $47.00/month.  **. On **. [redacted]’ signed enrollment agreement states student have twelve months to complete the first semester.  Since **. [redacted] enrolled October 25, 2012 and has exceeded his timeframe, he needs to proctor out from his current courses then be re-evaluated into the current version of the Veterinary Technician Associates Degree.  If **. [redacted] wants to continue I can re-open his account and waive the agency fees leaving him with a balance of $837.00.

Students who enroll online and submit a lower than the suggested down payment of $29.00, are set up on a bi-weekly payment plan.  This is stated to students upon selecting their payment plan during enrollment. This is also stated on [redacted]’s signed enrollment agreement.  On April 20, 2015 we attempted to take a payment of $24.50 from [redacted] as this was two weeks before the due date.  The payment was declined which put [redacted]’s account on an automatic retry process.  [redacted] made a payment on her portal of $49.00 on April 28, 2015.  Since her account was on the automatic retry process from the declined payment, we pulled the bi-weekly payment on May 4, 2015 which ultimately led to the duplicate payment.
Our records indicate that [redacted] tried to reach us via chat on May 6, 2015 three separate times but the connection was lost.  [redacted] did have an email replied to on May 6, 2015 which we explained what happened with her account. 
I would like to rectify the miscommunication that has happened and have [redacted] continue with our High School Diploma Program.  I tried to contact [redacted] to discuss but was unable to reach her.  [redacted] can contact me at the number below should she decide to continue with our program.  For the time being, [redacted]’s account was cancelled with no further financial obligations.  I apologize for any inconvenience this may have caused [redacted].

According to our records, [redacted] inquired about the additional exmas being covered on March 18, 2015.  [redacted] was advised that the call was pulled and there was no mention of any alternative exams being covered by Penn Foster as this is not something we offer.  [redacted] signed enrollment agreement states “Please review your state board requirements that are applicable to your field of study.  State boards may impose a variety of different requirements. These requirements vary from state to state.”  It is the student’s responsibility to research what is required for their state as that varies by state.  I apologize for any inconvenience this may have caused. 
 
As a courtesy, I have cancelled [redacted] account only charging her for the tuition completed and the registration fee.  [redacted] balance was reduced from $634.00 to $245.00.  [redacted] will remain on automatic payments until the balance has been met.  Should [redacted] want to be removed from the automatic payment and send a check, she may do so by calling Student Care at ###-###-####.

I welcome the opportunity to address [redacted]’s’ concerns. [redacted] enrolled in our A.S. Degree Interior Design on September 10, 2014 by submitting a down payment and a signed enrollment agreement.
As stated in the signed contract, “if you cancel within five (5) days after midnight of the day you sign the Enrollment Form, you will receive a refund of all monies paid to Penn Foster. If you cancel after five (5) days, but before submitting a completed assignment, you will receive a refund of all monies paid less a non-refundable registration fee of 20% of your program tuition or $200.00, whichever is less, and if applicable, the non-refundable admissions and shipping and handling fees.” 
[redacted] completed two exams so she is liable for 10% of her tuition plus the non-refundable registration fee, and the non-refundable admissions and shipping and handling fees plus any late fees that were accrued. 
[redacted] stated in her complaint that one of our representatives advised her that “there was a possibility that she can receive in school loan deferment while attending our Interior Design Program.”  This information is correct.  If [redacted] provides us with documentation from her loan provider requesting proof of her enrolment for deferment we will fill out the paper work and send it back to the loan company.  It is going to be up to the loan company if they want to provide [redacted] with any assistance.  We do require a privacy release form on file in order for us to send any information to a third party, and in this case the loan company would be the third party.
In order to resolve this dispute filed by [redacted], Penn Foster has withdrawn her account from the collection agency and closed it out with a zero balance.

I welcome the opportunity to address **. [redacted]’ concerns. **. [redacted] enrolled in our Veterinary Technician Associates Degree on May 7, 2013 by submitting a down payment and a signed enrollment agreement.
 
Students completing more than fifty percent of their exams owe the full tuition balance and are not due a refund, which is stated on **. [redacted]’ signed enrollment agreement. 
 
Our student handbooks states, “Penn Foster has adopted a Student Code of Conduct to protect the rights of students, faculty, staff, and Penn Foster itself. This code ensures that student and faculty/staff interactions are characterized by mutual respect and civility.”  **. [redacted] has been dismissed by her Corporate Supervisor from her Practicum site in Palm Beach Gardens, Florida due to “unprofessional and inappropriate behavior”.  As a result from her being dismissed from her Practicum, paired along with a history of issues in the Program, not only as documented in our notes, but also in the Penn Foster Veterinary Technician [redacted] Community with vulgar language and inappropriate posts/responses, she breached the Student Code of Conduct and she was referred to our Academic Review Board.  Ultimately, our Academic Review Board unanimously decided that **. [redacted]’ was dismissed from the program and she will receive a refund for her semester two tuition in the amount of $1,069.25.  I have attached a copy of the letter sent to **. [redacted] in regards to the cancellation for the Revdex.com to review. 
 
I had a phone conference on September 25, 2015 advising **. [redacted] that we are required to refund the amount the same method of payment that was paid.  Since [redacted] paid via two credit cards (both [redacted]’s ending in [redacted] and [redacted]) the refund would need to go back to both credit cards.  If the credit card that was used was closed, we need a letter from the bank stating the credit card was closed and either replaced with a new card number or closed with a zero balance.  **. [redacted] provided me with the credit card ending in [redacted] and I processed a refund of $810.75.  **. [redacted] stated she does not have credit card ending in [redacted] and she does not have any paperwork associated with the card as she shreds all her information.  I advised her I would contact our Accounting department to see if there was an alternative for the remaining refund and I would reach out to her upon resolution.  Upon conclusion, **. [redacted] stated that she had contacted the Attorney General, that we would hear from her lawyer and that she would continue to proceed, in her words, “until our doors were shut”.  This only solidifies the same type of behavior she exhibited as a student with our school. 
 
We are attempting to make all reasonable accommodations for **. [redacted].  We require documentation regarding the payments for regulation purposes should **. [redacted] be able to provide a written notarized statement stating that the document/card was shredded.  I left **. [redacted] a voice mail stating this on September 25, 2015.  Once received, we can proceed in processing the refund for the additional $258.50 via refund check.  This will then be a full refund of semesters two tuition.  Our traditional academic cancellation or violation of the student code would be charged terms of the enrollment agreement.

Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration, admissions and shipping fees. This is stated on **. [redacted]’s signed enrollment agreement. Since **. [redacted] completed over thirteen percent of her exams, she owes twenty-five percent of the tuition including the fees previously mentioned.  **. [redacted] spoke with a supervisor on July 29, 2011 and was advised of this.  **. [redacted] also spoke with a manager on August 1, 2011 and was offered a settlement of $132.50 only charging for the tuition in which she declined the offer.  In addition, **. [redacted] only paid $29.00 into the account. 
 
As a courtesy, I have cancelled **. [redacted]’s account and lowered her liability from $293.25 to $41.50, only charging for the two exams completed.  **. [redacted] may contact me at the number below to make the payment.  Once payment is receive and cleared, **. I had 22 windows replaced by this company. They did a terrific job. They finished when they said they would and cleaned up everything. Once they were finished it seemed as though they were never there except for the fact that we had new beautiful windows. I would highly recommend to anyone. They definitely are what contractors should be.

I am rejecting this response because:
The Enrollment Agreement seems to be quite a fair contract between the Bussiness and the Consumer. There would be no refund after 12 months and the Consumer was given one year to complete his/her study. The consumer would have to fulfill all his/ her financial obligation to the Business as scheduled and the Business would have to supply all learning materials and instructional help within one year so as to enable the Consumer to complete his/her study within a year.
In my case refund is warranted: the Business did not deliver all learning materials to me by 9th August 2013. Any delivery after that date is the proof that the Business breached the contract and shall be given as evidence in a court of law. 
As the Business admitted on2/20/2014 that "our stocks have depleted, shipment of study guides have ceased." The Business has no more ability to order the in-print version. Printing the materials from the digital format version and sending them to me are totally unacceptable, since the in-print version I have and the digital format version are significantly different. The digital format version is full of mistakes, particular the figures which are not of actual size while actual size is required to match the figure and the practical materials in some illustrations. 
The characteristics of the Business's writing indicate the writer is an Afro-American person, much as someone's accent betrays his/her place of residence. I want to remind him/her that education is not there for personal gain. Our judicial system is already over-burdened. While a simple matter is crystal-clear, why do we not resolve it ourselves instead of resolving it judicially?

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Criminal Justice Bachelors Degree Program on December 31, 2011 by submitting a down payment and a signed enrollment agreement.  
 
[redacted] sent in official transcripts from [redacted] County Community College in which we received on January 19, 2012.  On January 20, 2012 [redacted]’s transcripts were evaluated and she received credit for courses in semester two through eight.  According to [redacted]’s official transcripts from [redacted] County Community College she had transfer credits from [redacted] Community College, [redacted] University and [redacted] University.  In order for Penn Foster to complete an evaluation of outside credits, we need the official transcript from each school attended.  This information is available in our student handbook as well as on the evaluation breakdown that was sent to [redacted] on January 20, 2012 and on March 20, 2012 when [redacted] requested a copy of the evaluation.  Since [redacted] did not submit official transcripts from all schools attended, she was not awarded with any credits earned from these schools.  I have attached a copy of the evaluation form in which it states that we need official transcripts from previous colleges for further evaluation.
 
In addition, up to 75% of required credits may be transferred in; therefore, [redacted] would need to complete at least 25% of the entire Bachelors Criminal Justice Degree. 
 
Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on [redacted]’s signed enrollment agreement. [redacted] completed ninety-six percent of her exams; therefore, she owes the full tuition balance.  [redacted] was advised numerous times through other complaints filed through the Revdex.com, that she owes the full balance on her account. 
 
[redacted] enrolled in our Medical Billing & Coding Career Diploma Program on August 5, 2014 by submitting a down payment and a signed enrollment agreement.  On August 6, 2014 an evaluation was completed from her previous account, Medical Transcription Certificate Program to her Medical Billing and Coding Career Diploma Program.  According to the current course outline of the Medical Billing and Coding Program, [redacted] was eligible for eight grades to transfer into her Medical Billing and Coding Program which reduced her tuition by $103.00.  All the courses are not the same and we are unable to transfer in courses that do not match the previous account.
 
Furthermore, [redacted] cancelled her Medical Billing and Coding account on August 8, 2014.  [redacted]’s account was not cancelled in any relation to her Criminal Justice Bachelor’s Degree.

If no reason is received your complaint will be closed Administratively Resolved] Complaint: [redacted]I am rejecting this response because:I had ask for a refund of my money I pay and nothing was address on that part I am working part time and have 2 school age kids and for me to be scam out of my money its not faired there is know job or school in New York that is accepting high school diplomas from online I only found that out after I go to registered for a high school diploma I am trying to reach Mrs L[redacted] with know avail I spoke to someone from her department and she told me  that she will have her to call me.Regards,[redacted]
