Our policy for students wishing to change the program they are enrolled in is by their liability on their current program. Since **[redacted] completed over nineteen percent of her exams, she is liable for twenty-five percent of tuition including other fees which needs to be paid in order to switch to another program.
As a courtesy, if **[redacted] would like to continue with Penn Foster, I will use the total amount she paid ($196.00) as a down payment towards the Health Care Management Associates Degree. **[redacted] would need to contact me at the number below to have this completed.

Our website states, students can receive advanced academic credit for Business English and Microsoft Word and Excel within this program. Our website also visibly states "You will need to get your official transcripts to Penn Foster before you start the course you wish to receive Academic credit for." [redacted] started her Business English course before we received her official transcripts; therefore, she was not awarded with transfer credit for her Business English course. After review from our registrar, we made an exception and awarded [redacted] with transfer credit for her Business English course.
[redacted] was contacted by Dorothea B[redacted], our Assistant Director for Allied Health Academy and Connie Dempsey our Chief Certification and Licensing Officer on September 25, to schedule a conference call regarding her concerns. On September 29, 2014, [redacted] had a conference call with MsB[redacted] and MsD[redacted] to address her concerns. [redacted] was satisfied with the outcome of the conference call and she was assured that we will follow up to ensure similar issues will not recur.

[redacted] enrolled at our autopay price for $1,395.00 with a special discount to pay in full by May 5, 2014 for price of $995.00 (this was a $400.00 discount).  We also completed a preliminary evaluation of unofficial transcripts to give an additional $300.00 discount, contingent if we were to receive the official transcript.  [redacted] paid $100.00 down on February 10, 2014.  We then received the official transcript and gave a $500.00 discount for the official evaluation.  [redacted] would have then been responsible for $395.00 to be paid by May 5, 2014 to receive the $400.00 discount.  We received $198.33 on March 4, 2014, leaving $196.67 due by May 5, 2014.  On March 31, 2014 [redacted] called and asked to have autopay removed and was advised she would lose discount if payment was not made. 
In the event a monthly payment is ten days late, a $15.00 late fee will become due. If the default is not covered within forty days of the institution's notice, we reserve the right to call the total program price due immediately plus any related collection or attorney fees.  This is stated on [redacted]’s signed enrollment agreement. 
As a courtesy, I will still honor the pay in full discount.  [redacted] is responsible for covering the late and agency fees.  In order to rectify this, [redacted] would need to pay a total of $306.00 ($75.00 in late fees, $134.33 in agency fees and $96.67 remaining tuition) to the outside agency.  Once paid, [redacted]’s account will be returned and she can move forward with completing her High School Diploma.  [redacted] would need to contact me after payment to process the discount.

We also ordered the remaining materials for **[redacted]'s program which was equipment; no study guides were available for mailing.
If **[redacted] has a disability which would prevent him from reading the study guides online, he would need to submit medical documentation of that disability. Once received, we will review for the best possible outcome for **[redacted].
As a courtesy, I have update **[redacted]'s study time until August 20, 2014, giving him a courtesy six month extension to complete his program.

As per our records, we did advise [redacted] on December 9, that once she pays the balance on this account she would have to be evaluated into the most current program. Also on December 16, we sent [redacted] an email stating that she would have to re-enroll as a new student, and then we would evaluate [redacted]'s account to see how many grades will transfer to the current program A monetary adjustment would be given for any grades that are able to transfer
In order to resolve this dispute, we had updated the outdated classes for [redacted]She will only be responsible to pay for the needed six month extension which will cost $75.00. [redacted] can make this payment by calling our student care line at [redacted].
On January 5, [redacted] called in to Penn Foster and spoke to one of our student care representatives and she agreed to the above resolution.
We do apologize for any inconveniences that this may have caused. We here at Penn Foster welcome the opportunity to work with [redacted] in the future to help further her education

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our High School Diploma Program on September 16, 2013 by submitting a down payment and a signed enrollment agreement.
Our handbook, which all students have access to a digital copy once they enroll, states on page 12 that there may be additional fees on a student account is applicable.  Additional fees include: “Alternate Exam for Failed Subject-$25.00 and Replacement Subject for Failed Subject-$50.00.”  It is also stated on page 10 in the handbook: “Students who need special accommodations should write a letter to the Chief Academic Officer indicating the nature of the special needs.  The student must also provide documented evidence of the disability.” 
[redacted] previously stated in her original dispute from April 2014 that she was not accepted into [redacted] School of Cosmetology.  The Distance Education and Training Council located in Washington D.C. nationally accredits Penn Foster High School. In addition Penn Foster High School is regionally accredited by The Middle States Commission on Secondary Schools. Penn Foster High School is licensed by The Pennsylvania State Board of Private Licensed Schools. Penn Foster High School must adhere to the regulations for our accreditations and our licensing. 
On May 2, 2014, we tried to contact the [redacted] School of Cosmetology to clear up any confusion they may have with our High School Program.  Unfortunately, we were unable to reach them and are still awaiting a return call.  We mailed [redacted] a copy of our accreditations for her records and one to provide to [redacted] School of Cosmetology.
At the time of enrollment, students are given the option to send us a sealed copy of their official transcripts from a previous school to be evaluated into our program. [redacted] can still send in a copy of her official transcript in a sealed envelope along with her student ID number and we can perform an evaluation.  We may be able to apply credits to the subjects that she has failed as long as the classes she already took meet our requirements.  There will be no monetary adjustment awarded to the overall balance since [redacted] has already attempted the classes with our school.    
As a courtesy, if [redacted] is unable to provide us with a copy of her official transcripts we have waived the $225.00 fee and will allow [redacted] to retake World Geography and four replacement electives.  [redacted] will have to either contact our education department via email or send us a letter via mail to let us know which electives she has decided to take.  If [redacted] needs assistance in submitting her elective choices, she can call our Student Care Department at ###-###-####.  However, if [redacted] does not successfully pass these course with a 65% or higher; she will be required to pay an additional fee to retake the exams another time.  The cost for replacement courses are $25.00 for any core course and $50.00 for an elective.

[redacted]’s situation was escalated to a Team Leader to see if we can accommodate her request on printing the study materials for her.  On May 13, 2014 **. [redacted]’s books were ordered to be printed.  We ask to allow 48 hours to process the printing of materials and another ten business days to receive.  On May 22, 2014, **. [redacted] contacted us stated she only received one book.  At that time, we advised her to allow more time for the books to be received since it was only seven business days from when they were ordered as they are not sent as one package.  Finally, **. [redacted] called again on May 28, 2014 in regards to her printed materials and our Team Leader had re-ordered all books and requested they be sent [redacted] 2-day delivery.  As previously stated we need to allow 48 hours to process the printing of materials.  The books were mailed June 3, 2014 and **. [redacted] received them on June 5, 2014 which was 48 hours to have the books printed and 2 days after they were mailed.
 
On June 6, 2014 I had a phone conference with **. [redacted] and explained the above.  **. [redacted] advised me that she did receive the books but decided that it was in her best interest to cancel the account and requested a refund.  As a courtesy, I offered to cancel the account with no further financial obligations in which **. [redacted] accepted.  I apologize for any miscommunications and inconvenience this may have caused.

Our education department is available to assist our students from 9 A.M. to 7 P.M. EST. Students who cannot reach our education department during our hours of operation can send their questions or concerns via e-mail, which will be answered within two business days.  This can be done directly from their student portal.  According to our records, [redacted] has made several communications with our education department. We always responded promptly and returned any calls to assist [redacted]. 
All of [redacted]’s late fees were waived by a representative on November 5, 2014.  In addition to the late fees that were waived, [redacted]’s account was deferred to current as he doesn’t have a payment due until January 21, 2015.  I hope that the interaction with the representative on November 5, 2014 has resolved [redacted]’s issues and restored his confidence with Penn Foster.

this seems like a good way to resolve this I wanst aware the handbook was on the site and wasnt aware that I could have asked for speical help due to my disablity but over all this sounds reasonable thank very much for helping me resolve this issue.

I am rejecting this response because:I did indeed contact Diane, the program instructor, left a message, and got a return call. I did tell her that this other site might take me on but as of an hour ago after speaking with the practice owner he is now unable to take me on due to the girl accepting her externship there.
I also did contact 12 seperate companies about liability insurance as like I stated my original site backed out and I would have rather done it there, however out of those 12 that services my state only 1 offers it. The [redacted] is only an option for those that are sponsored by a veterinarian AND a member of the [redacted], which the program through Penn Foster does not qualify students to become a member of.
The other issue is, I have exhausted all my efforts in finding an externship site at this point. I have contacted every single practice within a 1.5 hours of my house, now I'm not expecting this to be known, however in my state it is against the law to either have employment or require a student to travel this amount of time as it is deemed unacceptable per a state rep employee at the DOL.
