I am rejecting this response because:Thank you for your reply.  I greatly appreciate you making the appropriate changes to your website.  I truly felt this was very misleading and needed to be corrected.  My wife and I still feel you should honor what you advertised on your Down Payment Program and match us "for every dollar" we put down.  We would like to enroll our daughter this year and if we like the program, we will be happy to enroll our son next year too, but it's frustrating when ANY company associates themselves with "bait & switch" methods.  We were hoping that your response would also include some sort of compromise that would help balance your misleading advertisement, which you no doubt realized, hence the changes.Again, I'm thrilled that you realized the error and made the right changes for others to see.  We are just a little disappointed you didn't offer us compromise for the error.

I welcome the opportunity to address Ms. [redacted] concerns. Ms. [redacted] enrolled in our Administrative Assistant Career Diploma on April 30, 2012 by submitting a signed enrollment agreement and a down payment.
 
On Ms. [redacted]’s signed enrollment agreement states students wishing to cancel after five days from their enrollment date and complete up to ten percent of their exams would owe ten percent of their tuition balance including the registration, admissions and shipping and handling fees.
 
We attempted to take the first monthly payment out of Ms. [redacted]s account as she requested automatic payments but the payment declined.  We tried several times to contact Ms. [redacted] to advise her of this. In the event a monthly payment is ten days late, a $15.00 late fee will become due. If the default is not covered within forty days of the institution's notice, we reserve the right to call the total program price due immediately plus any related collection or attorney fees.  As a result, Ms. [redacted] was placed in an outside agency.
 
As a courtesy, I have cancelled Ms. [redacted]’s account with no further financial obligations.  Ms. [redacted] will be removed from the outside agency and her credit report will be amended within thirty days.  Penn Foster is devoted to the educational advancement and satisfaction of all our students and we welcome Ms. [redacted] back to Penn Foster.

[redacted] signed enrollment agreement states that students who cancel after five days and have not submitted an exam they would owe the registration, administration and shipping fees.  According to our records, [redacted] contacted us on October 26, 2015 to cancel her account and we advised her of the cancellation policy at that time. 
 
On October 28, 2015, I tried to contact [redacted] to advise her that I would process a full refund of the $98.00.  Unfortunately, I was unable to reach her.  As of October 30, 2015 [redacted]’s refund of $98.00 was issued to her visa card ending in 8763 and she needs to allow 48-72 hours for it to reflect in her bank.  Again, on November 2, 2015 I tried to contact [redacted] to advise her of this, but was unable to reach her.  I apologize for any misunderstanding this caused and I hope that [redacted] would consider using Penn Foster in the future.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Human Resource Management Undergraduate Certificate on May 3, 2013 by submitting a down payment and a signed enrollment agreement.
 
As stated on [redacted]’s signed enrollment agreement, students have twelve months to complete their program. Students may request two six-month extensions at any time provided their program is completed within twenty-four months.  According to our records, [redacted] inquired about continuing on July 16, 2015.  As her maximum timeframe was reached, she needed to re-enroll and have an evaluation completed from what was already completed.
 
Our policy states that students who have an evaluation completed from one College course to another College course would only receive monetary credit for any completed courses.  We do, however award academic credit as the student earned the grades on the previous course. Since [redacted] did not complete three courses she started, she was not awarded monetary credit although she had taken exams within the course.
 
As a courtesy, I have added an additional monetary adjustment of $480.00, giving [redacted] a total discount of $1,033.00 off her program for the fifteen exams she previously completed with us.  I had a phone conference with [redacted] on November 6, 2015 and advised her of this offer and [redacted] was not satisfied.  After further review, we will only charge [redacted] for the two courses she has to complete, plus the shipping fee, leaving her with a balance of $519.00.  I tried to contact [redacted] again November 6, 2015 however I was unable to reach her.  [redacted] would need to contact me directly to have the account opened.

I welcome the opportunity to address Ms. [redacted] concerns. Ms. [redacted] enrolled in our High School Diploma Program on August 21, 2015 by submitting a down payment.
In the event a...

monthly payment is ten days late, a $15.00 late fee will become due. If the default is not covered within forty days of the institution's notice, we reserve the right to call the total program price due immediately plus any related collection or attorney fees. This is stated on Ms. [redacted]’s signed enrollment agreement. On December 15, 2015 we changed the late fee to $10.00 and that will be charged after ten days of non-payment. Ms. [redacted] had a total of $70.00 in late fees for missing 6 months of payments.
If a student defaults on their payment plan, the discount will be reapplied to their program. This is stated on Ms. [redacted]’s signed enrollment agreement. Since Ms. [redacted] did not remain on the automatic payment plan, the discount of $150.00 was added back to her account.
I tried to contact Ms. [redacted] on April 14th and April 19th to discuss her concerns however I was unable to reach her. As a courtesy, if Ms. [redacted] can make three monthly payments on-time, I will remove the $70.00 in late fees. In addition, I deferred one monthly payment for Ms. [redacted] to help alleviate the past due amount.

Our enrollment dispute policy states individuals who indicate they have never enrolled with us would need to provide a notarized letter confirming this along with a copy of their driver’s license and social security card. According to our records, we received a letter on July 17, 2015 from [redacted] stating that this is not his enrollment.  A letter was sent in response advising him to please send a copy of his driver’s license and social security card for investigation.  We have no records of receiving these documents.
 
I had a phone conference with Mr. [redacted] on Thursday, April 21, 2016 in regards to his concerns.  Mr. [redacted] refused to send documentation in and was unwilling to speak to me about his concerns. Mr. [redacted] advised me that he spoke to Renee at [redacted] who already handled this complaint on April 19, 2016.  Mr. [redacted] did not want to be contacted furthermore by Penn Foster.  To honor his request, I have attached the Revdex.com a copy of the letter that was sent to Mr. [redacted] confirming this was handled through [redacted].  I apologize for any inconvenience this may have caused Mr. [redacted].

I welcome the opportunity to address [redacted]’s concerns.  [redacted] enrolled in our Medical Coding and Billing Career Diploma Program on September 8, 2013 by submitting a down payment and a signed enrollment agreement. 
 
As per [redacted]’s signed enrollment agreement, students have fifteen months to complete the program with two extensions at $75.00 per extension if additional study time is needed. Students would need to complete this program within twenty-seven months or they would need to transfer into the current program.  There had been changes to the program however, [redacted] would have all the necessary information within her current enrollment. 
 
As a courtesy, I have updated [redacted]’s study time until December 13, 2015. [redacted] would need to take the [redacted] certification before the end of the year as the AAPC will then be testing for [redacted].  I had a phone conference with [redacted] on June 13, 2015 and advised her of this.  [redacted] was very satisfied with the outcome.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Computer Information Systems Associate Degree on May 14, 2014 by submitting a down payment and a signed enrollment agreement. 
 
[redacted]’s signed enrollment agreement states students who cancel within five day are due a full refund.  [redacted]’s last exam was submitted on May 29, 2015 which would have put him past the grace period for a full refund.
 
Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration, administration, shipping and any late/agency fees. This is stated on [redacted]’s signed enrollment agreement. Since [redacted] completed over twenty-one percent of his exams, he owes twenty-five percent of the tuition including the fees previously mentioned.  According to our records, [redacted] never contacted us to cancel, or we would have advised him of this.
 
It is stated in [redacted]’s signed enrollment agreement that: “You may cancel or withdraw by mailing your intent to Student Service Center, [redacted], Scranton, PA [redacted].”  Since [redacted] had never mailed his intent to withdraw and never attempted to contact our Student Care Department to withdraw his account remained open and was sent to an outside collection agency.
 
As a courtesy, I have canceled [redacted]’s account and lowered [redacted]’s liability from $669.00 to $112.00, charging only for the exams submitted.  I have notified the outside agency of these changes and the payments can be made directly to Penn Foster. [redacted] may call Student Care to make payments at ###-###-####, Monday through Friday 9am-6pm EST.

I welcome the opportunity to address [redacted]’s concerns. [redacted] originally enrolled in our Veterinary Technician Associate Degree Program Semester one on September 14, 2009 by submitting a down payment and a signed enrollment agreement.  [redacted] moved forward into the second Semester on July 18, 2011 by submitting a down payment and a signed enrollment agreement.
Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the shipping fee. This is stated on [redacted]’s signed enrollment agreement. Since [redacted] completed over twenty-four percent of her exams, she owes twenty-five percent of the tuition including the fee previously mentioned.  It is also stated on her signed enrollment agreement that there will be no refunds after twelve months.  [redacted] would need to have contacted us by July 2012 in order to receive a refund of any overpayment on the account.  Since [redacted] did not contact us we presumed she was to continue the program. 
Our Veterinary Technician Associate Degree Program is accredited by The American Veterinary Medical Association (AVMA). Our material must adhere to the AVMA requirements to uphold our accreditation. Our programs are designed to be distance education programs that allow students to study at their own pace.  Students are given 12 months to complete semesters one and three, 15 months for semester two and 18 months for semester four, with a maximum of six years to complete all four semesters.  As [redacted] was enrolled five years and not completed with her second semester, she needed to be evaluated to the current program.  On March 27, 2014 [redacted] was advised of this.
Students who have expired equity on their original enrollment are offered a discount on their new enrollment.  This is a courtesy we offer for students who are not eligible for a refund on their original enrollment.  [redacted] was given a $500.00 discount off her first semester on her new enrollment, for her expired equity on her previous enrollment. 
After evaluation, [redacted] re-enrolled in our Veterinary Technician Associate Degree Program Semester one on May 15, 2014 by submitting a down payment and a signed enrollment agreement.  Semester one program cost is $1,683.00.  [redacted] received the following deductions:  $1,134.00 for transfer credit/grade transfer and $500.00 for expired equity, leaving her with a balance of $49.00.  In addition, [redacted] was given an additional $340.00 credit balance on her account as a courtesy, as she was not able to receive our pay in full discount. This credit balance would’ve been applied to semester two, once enrolled.
[redacted] was e-mailed her semester two enrollment agreement upon completion of semester one.  She questioned the price of semester two as she thought her original semester two enrollment was paid in full.  As previously stated, no refunds would be given after twelve months; instead she was offered our expired equity discount, which was applied to her first semester.  To help accommodate [redacted], we offered to lower her semester two balance from $1,803.00 to $980.00.  [redacted] was still unhappy with the results and did not wish to continue with the program.  She was offered a refund of $340.00 however, this amount was part of the credit balance that we put on her account to accommodate her semester one price.
The situation was escalated to me, as [redacted] expressed she would be filing a Revdex.com complaint, I took my time and received all the facts about her account before I tried to reach out to her for an explanation.  I had a phone conference with [redacted] on October 20, 2014 to apologize for the misinformation.  I attempted to explain the reasoning with the discounts and why she is not eligible for a refund but [redacted] disconnected the call.  I apologize for any confusion with [redacted]’s account as she contacted us numerous times about her discrepancy with the pricing.  Each time she contacted us, we reached out for a better solution to her concerns.  Since there were several agents who tried to accommodate her, some information was misunderstood.  We already presented a discount for her semester two essentially cutting the balance in half.  If [redacted] would like to continue her education with us, she will have a balance on semester two of $980.00.  [redacted] is not eligible for any refund.

Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on [redacted]’s signed enrollment agreement. [redacted] completed one hundred percent of her exams; therefore, she owes the full tuition balance.
 
Penn Foster College is nationally accredited by the Accrediting Commission of the Distance Education and Training Council located in Washington, D.C. (DETC).  Penn Foster College is licensed by the Arizona State Board for Private Postsecondary Education.  Our material meets the requirements of our accreditation.  Our accreditation is located in our student handbook along with our website.  Our website states “The decision to accept credits is up to the individual school. Many of Penn Foster’s courses have been recommended for college and university credit by the ACE/College Credit Recommendation Service.”  Our website also states, “no form of accreditation guarantees that any learning institution will accept credits from any other school as transfer credits and you should check with the institutions in which you are interested to see if they will accept Penn Foster College credits.”  No school guarantees to accept another schools credits.  Due to this fact, [redacted] is not eligible for a refund.

I love Penn Foster, I took the High school program and passed with 3.0 GPA. I love that it's at your on pace, the instructors are there to help and anyway they can. I always received my books and supplies I needed. I'm going to pursue By Bachelor's degree with Penn Foster, tuition is affordable and the online part is what keeps me loyal. I cant quit my job and go full time like people you actually have to go to the campus and work at the same time. I'm needed to have control of my life, that's what Penn Foster brings that other schools do not.

The Distance Education and Training Council located in Washington D.C. nationally accredits Penn Foster High School. In addition Penn Foster High School is regionally accredited by The Middle States Commission on Secondary Schools. Penn Foster High School is licensed by The Pennsylvania State Board of Private Licensed Schools. Penn Foster High School must adhere to the regulations for our accreditations and our licensing.  Penn Foster is a self-paced school allowing our students to complete the work at their own pace.  It is possible for students to complete the course within a few months, especially if they have credits transferred in from a previous High School, which was the case for **. [redacted]. 
 
Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on **. [redacted]’s signed enrollment agreement. **. [redacted] completed ninety-four percent of her exams; therefore, she owes the full tuition balance.   
 
Our policy states that students need to have their liability paid before they are eligible to receive their official transcripts.  Since **. [redacted] completed ninety-four percent of her exams, she owes the full liability of $773.00. 
 
Since **. [redacted] stated she will be filing for bankruptcy we would need that paperwork in order to have the account cancelled.  Once we receive the paperwork, we can cancel the account and **. [redacted] would be eligible for an official transcript for a $10.00 fee.

am rejecting Penn Foster's prewritten  response because: If I enrolled in what [redacted] is calling a legitimate Optician's School that they are aware of, like the local community college[redacted], for example, It would only legally take me two years to be a licensed optician in the state of Virginia. 
By taking a Penn Foster "Optician's Course", according to the State of Virginia's Opticianry Licensing board, I would have to complete an additional three years of full time internship before I would be a licensed optician in the state of Virginia.  This effectively makes Penn Foster's "Optician's Course" a four year program.  It would be better if their course never existed, as it does nothing for citizens of the state of Virginia, except effectively double the time that it would take to be a licensed optician in the state of Virginia. 
In addition to taking the one year Penn Foster "Optician's Course" a three year, full time, fourty hour per week apprenticeship must be taken in order to be a Virginia Optician.
 
Attending the optician's course at the local community college produces a licensed Virginia optician in two years.
 
Additionally after four years with the Penn Foster program you don't have a real degree or any degree.
 
After the two year community college course you have an Associates Degree.
 
Please have Penn Foster issue me a full refund as it is not fair that I should be penalized two extra years by taking a Penn Foster course.  Thank you for your help in this matter.  It is greatly appreciated.

I welcome the opportunity to address **. [redacted]’s concerns. **. [redacted] enrolled in our High School Diploma on January 6, 2014 by submitting a down payment and a signed enrollment agreement.  
 
According to our records, American History was on backorder at the time **. [redacted] was due for it to be shipped.  **. [redacted] was sent a letter stating this and to allow two weeks to for the materials to be sent.  Unfortunately, there was an error in our system that prevented the American History books to be sent out.  The error within the system required us to forward to our IT department for review.  I apologize that this was overlooked on the numerous calls **. [redacted] made to Student Care to receive her shipment.  **. [redacted]’s American History book was mailed on August 20, 2014 expedited shipping [redacted] with tracking number [redacted].  It is set to be delivered today, Friday August 22, 2014.

[redacted] decides to take another program with us.  **. [redacted] would also be eligible for a $50.00 loyalty discount for returning to Penn Foster, totaling $75.00 off a new program with us.  I hope the error has not discouraged **. I contacted Penn Foster concerning schooling for Real Estate. They advertised to start with a $10.00 down payment. After I filled out the online application it charged my card $30.00. I was told that I would receive a refund immediately because the system had a glitch I am still waiting for that refund almost 2 weeks later. I cancelled the enrollment. I also, spoke with a very nasty school counselor that hung up on me. This is not a good school to do any kind of business with.
