I am rejecting this response because:
For starters, there is no mention in this response about the money that was withdrawn from my account without my permission. I have the bank statement to prove money was withdrawn that they have repeatedly denied. 
Second, there is no apology for the harassment I have received over the phone. Multiple times these people have hung up on me whenever I try to talk to them and respond to their threatening demands. Each time I try to ask about the money withdrawn or the previous conversations, they have hung up on me. 
I do not want them call me any further, rather email me or write me via us mail. Better yet, through this Revdex.com messenger. 
When I called them the first time, I specifically told them I was not dropping out or quitting, rather I needed to take a leave of absence. They told me I would not have to make any further payments until I restarted classes again. Had they told me that I would have to continue paying no matter what, I would have continued classes. What type of sense would it make for me to stop attending my scholar material while paying for it. I told them I only needed to take a break while I got my financial situation in a better state, I said nothing about not wanting to take anymore educational material. 
I am grateful that they are trying to be considerate after they lied to me, and have harassed me, but it is not acceptable for them to treat me the way they have and expect me to pay for such treatment. I told them I was going to continue classes once my financial situation was better, however multiple times the people who have called me have told me that even if I payed in full I would not be allowed to return to their organization. I currently received a letter from the school stating that they are willing to cut the claimed amount from $1000 to $500. I am willing to pay the $500 as long as I can finish the course until I graduate and the school accepts monthly payments. I can not afford a single payment of $500.
I also expect the school to cancel any collections placed against me because I never refused to pay my tuition. I have always kept a great credit score and I do no plan to damage my score due to the school’s negligence. This is completely unacceptable and this seems to be an abusive.

On [redacted]’s signed enrollment agreement states, “In the sates of Illinois and Missouri, a Teacher Aide Diploma will not qualify graduates for employment as a Teacher Aide”. 
 
Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on [redacted]’s signed enrollment agreement. [redacted] completed eighty eight percent of her exams; therefore, she owes the full tuition balance.   
 
As a courtesy, I have cancelled [redacted]’s account with no further financial obligations.  I apologize for any inconvenience this may have caused.

We had World Class Windows replace our front and back doors. They did a very nice job. We referred them to our neighbors and we are confident they will be happy as well.

Our Education department has even contacted a site to attempt and help Ms. [redacted] successfully find a site to complete her externship. Unfortunately, none of the sites that Ms. [redacted] or Penn Foster found were adaptable with both parties availability.
As a courtesy, I have cancelled Ms. [redacted]’s account with no further financial obligations. I apologize for the misinformation and any inconvenience this may have caused Ms. [redacted].

As previously stated, after a student submits an exam, they have the opportunity to review their answers before submission.  Since the students should review their exams before entering it for grading, we cannot remove a grade.  As [redacted]s had access to review the exam before he submitted it for grading, we cannot award credit for that question in the Hunting Training exam.  In addition, [redacted]s did not correctly answer the same question he claims to have submitted correct on the initial (Hunting Training) exam.  If [redacted]s has proof of the glitch in the system, he needs to submit for further review.  Until we receive that proof, [redacted]s’ grade for Hunting Training will remain as is with a 60% as we cannot jeopardize the academic integrity of our school without receiving such proof.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our HVAC Technician Career Diploma Program on March 25, 2013 by submitting a down payment and a signed enrollment agreement.  
 
According to our records, we have already refunded $300.00 to [redacted].  [redacted] is due an additional refund of $175.00 that would need to go to the credit card ending in 1559. 
 
We are required by law to refund the amount the same method of payment that was paid.  Since [redacted] paid via credit card, the refund would need to go back to that credit card.  If the credit card that was used was closed, we need a letter from the bank stating the credit card was closed and either replaced with a new card number or closed with a zero balance.  Also, should the bank offer to open the closed credit card, we can issue the refund directly to the card used and we do not require a statement from the bank for this process.  [redacted] was in contact with us numerous times via phone and email and we advised him of this.
 
Since [redacted] stated he has the correct paperwork to submit, he can send to my attention using the contact information below for immediate attention.

On [redacted]’s signed enrollment agreement states students wishing to cancel after five days from their enrollment date and complete up to ten percent of their exams would owe ten percent of their tuition balance including the registration, admissions and shipping and handling fees. 
 
According to our records, [redacted] advised the Admissions Specialist upon enrollment that he was home schooled and that was the same as High School but it was not an actual High School Diploma.  We do not require our students to submit a copy of a High School Diploma but we do require them to complete a proof of education form in which we review upon receipt.  [redacted] spoke to our College department and he was advised of this on September 4, 2014.   As of this date we have not received this form. 
 
As a courtesy, I have refunded [redacted]’s credit card ending in 2192 for $49.00.  [redacted] should expect his refund in ten days.  I apologize for any miscommunication and welcome [redacted] back to Penn Foster for any future educational needs.

[redacted] was contacted on April 10, 2014 to see the reason for cancelling and if there is anything we can do to help her get back into the program.  It was decided that having all the books printed for **. [redacted] was the decision.  On April 21, 2014 **. [redacted]’s books were ordered to be printed.  On June 2, 2014 **. [redacted] contacted us to let us know she never received the printed materials and she cancelled the account once more.  **. [redacted]’s account was monitored and it was noticed that she cancelled due to not receiving the books that she was promised.  We promptly re-opened the account and re-ordered the books and they were sent expedited shipping with tracking.  According to [redacted] tracking #[redacted] the books were delivered today June 9, 2014.  I apologize in the delay in the shipping of the materials.  **. [redacted] now has all books she needs to complete her Physical Therapy Aide Career Diploma Program.

If no reason is received your complaint will be closed Administratively Resolved] Complaint: [redacted]I am rejecting this response because: I spoke with the Student Care Representative about my concerns, and Penn Foster advertising a program that I agree to enroll, I was switch by Penn Foster Representatives without any written notices.  I was told about the Health Information Management after expressing to the Student Care this is not what I agreed to enroll as a Medical Billing, because I have a certification for  medical billing, why would I want to spend money that is not useful for me? I was not offer to switch to a different program after the Student Care representative admitted it was a mistake. Also the reply of me signing for Medical Billing and coding, I did not sign that agreement for this program. The original agreement was for Health Information Specialist, that I agreed to and enrolled. Penn Foster was advertising this course as Health Information Specialist. The Student Care representative admitted to me over the phone that it was a mistake of Penn Foster.  That phone conversation on June 15 & 16 should be recorded to hear the conversation. I ask the Student Care if I could switch, she ask me to hold while she ask her Supervisor, The Student Care got back on the phone and told me no, I would have to resubmit a new down payment to start. Now that I had to take it to Revdex.com for assistance, I refuse to continue to do business with Penn Foster. On June 19,2014 a student care call to ask what happen, I explain than I was told another student care representative would call it never happen. I know what I sign up for and the course was switch. I never received any books, everything was online all the modules, and I notice I did 5 modules that was very basic introduction. I realize the name changed when I join the student community to blog and meet other students. My enrollment was online without any indication that I was enrolling in a Medical Billing & Coding class. According to our records, [redacted] did not sign his enrollment agreement until June 26, 2015.  As a result, there was a hold on the shipments as we need the enrollment agreement before we will send any materials to our students.
 
Upon graduation, students Diploma and Transcript is ordered, checked for accuracy and mailed.  The entire process takes 2-3 weeks.
 
On July 6, 2015 an official transcripts was ordered for [redacted].  Once transcripts are mailed it takes up to ten business days to be received. 
 
As a courtesy, I have ordered three transcripts to be sent [redacted] to [redacted]’ address.  The three transcripts will be separately sealed in an envelope.  The tracking number for the transcripts are [redacted] and according to the tracking it will arrive tonight by 8:00pm.  I apologize for any inconvenience this may have caused.

Students completing more than fifty percent of their exams owe the full tuition balance, which is stated on **. [redacted]’s signed enrollment agreement. **. [redacted] completed fifty-two percent of her exams; therefore, she owes the full tuition balance.  Students who neglect to make their monthly payments are placed in an outside agency. The last payment we received from **. [redacted] was on July 31, 2013; as a result, she was placed in the outside agency. 
 
Our shipment policy states students would need to submit over fifty percent of their exams for the next set of materials to be mailed. Once mailed, students would need to allow ten days to receive their material.  **. [redacted] did not make it half way through her last mod that she was working on; therefore, her next module did not ship.  In addition, in our efforts to keep up with the growing online demand, we have transitioned over to a fully digital format.  As our stocks have depleted, shipments of study guides have ceased.  Students will however, still receive all textbooks and any pertinent materials to their course. 
 
According to our records, **. [redacted] contacted us twice for help in which we did give her the information she asked us for. 
 
We would like to see **. [redacted] complete the program and gain her education.  As a courtesy, if **. [redacted] would like to continue her course, I will remove her from the outside agency and offer her a courtesy six month extension on her account.  In addition, if she chooses to continue I can have the remaining materials mailed to her.  If **. [redacted] would like to remain cancelled, she needs to make payment to the agency until her account is paid in full.  **. [redacted] needs to contact me at the number below by May 9, 2014 if she would like to continue.

I am rejecting this response because:
Penn Foster fails to mention/address the fact that despite it taking them 9 days to correct the test, it also took them an additional 2 weeks to "release" the remainder of the course content so I could continue with this program. In addition, the school took this same amount of time to ship materials necessary to complete remainder of course.  In fact, as of this writing, I still have not received these materials.  
They mention already discounting the tuition for my current course. This was only done to give credit for the same areas of study that I already completed for the initial course.  The first half of each course was identical so when I switched programs they simply gave me credit for the first half of the program already completed transferring over to the current program.  This is something that any educational institution would do for their students and not something over and above as they imply in their letter.
Interesting to note that Penn Foster obviously used a form letter to reply to Revdex.com complaint.  In one area of their rebuttal when addressing me they forgot to take out "[redacted]" and insert my correct name.  Keeping in mind that this is an educational institution that is the subject of this dispute.

The Distance Education and Training Council located in Washington D.C. nationally accredits Penn Foster High School. In addition Penn Foster High School is regionally accredited by The Middle States Commission on Secondary Schools. Penn Foster High School is licensed by The Pennsylvania State Board of Private Licensed Schools.  Unfortunately, the state of New York does not accept any online or correspondence schools.  There are private schools in New York who do accept our Diploma; therefore, it has nothing to do with accreditation.   Today, September 18, 2014, the Department Chair of our High School Diploma Program tried to contact [redacted] to go over possible schools in her area that do accept our Diploma.  We are currently awaiting a return call from [redacted] to go over her opportunities. 
Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration, admissions and shipping fees. This is stated on [redacted]’s signed enrollment agreement. Since [redacted] completed twenty-five percent of her exams, she owes twenty-five percent of the tuition including the fees previously mentioned.  [redacted] spoke with Student Care on May 23, 2014 and was advised of this.
As a courtesy, I have cancelled [redacted]’s account with no further financial obligation.  She will be removed from the outside agency and her credit report will be amended within thirty days.  In the event [redacted] would like to contact us to go over her options and continue her High School education with Penn Foster, she may contact Student Care at ###-###-####.

I am rejecting this response because: 
I was instructed to first take 2 remedial placement exams in order to initiate my deferment request form to be completed by Penn Foster. Upon taking the course placement exams as instructed, not course exams, I was then able to have my paperwork completed for submission by Penn Foster. This entire process, start to finish took 12 days. The policies in place did not allow for any turn around response from the federal government. Thus, paying 10% for a course of which I attended 0 classes, received 0 materials for, and for following Penn Foster's procedures for paperwork is an unethical practice.
See attached for the date of the denial response from the federal government, loan provider.
I do accept the fact that they have removed my information from the debt collection agency, as that is the appropriate course of action.

I am extremely dissatisfied with Penn Foster Career School. I was given false information about materials associated with a course to get me to register, and once I registered, and paid my tuition in full, I was told that those materials are not being sent to me. I was told to access all materials online, but I am now unable to access certain links associated with my specific program. After emailing and calling, I am now being told that the links are broken, and should be working in 48 hours. I now have to wait even longer to move forward with my studies. Skeptical that they will be fixed at all. Very unhappy.
