I welcome the opportunity to address Ms. [redacted] concerns. Ms. [redacted] enrolled in our High School Diploma with Information Technology Concentration on January 16, 2014 by submitting a down payment and a signed enrollment agreement. 
 
Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration, admissions and shipping fees. This is stated on Ms. [redacted]’s signed enrollment agreement. Since Ms. [redacted] completed twelve percent of her exams, she owes twenty-five percent of the tuition including the fees previously mentioned. 
 
According to our records, on August 16, 2016, Ms. [redacted] contacted us via phone in regards to broken links and wanting a refund.  It appears the call was transferred to a supervisor but no call was there when the supervisor answered.  After review of Ms. [redacted]’s student portal, she has all the access she needs to obtain her study units.  All the links were tested and they are active.
 
As a courtesy, I have dropped the balance of $120.00 on Ms. [redacted]’s account and updated her study time until July 15, 2017.  I hope this is helpful for Ms. [redacted] and if she has any questions, she can contact me directly at the number below.

when they start playing the 'I don't know' game and start transferring me
around to various depts. saying that everything said to me before is false.  They tell me in every department that the person who gave this
information to me doesn't exist and the promotion is not real.  Then they demand payment now if I want to be enrolled.  I want some guarantee or a direct number to someone to help this matter as quickly as possible.  Not a general number where there going to transfer me around and act like they don't know what there doing or who you are.Regards,

Penn Foster College is nationally accredited by the Accrediting Commission of the Distance Education and Training Council located in Washington, D.C. (DETC).  Penn Foster College is licensed by the Arizona State Board for Private Postsecondary Education.  Our material meets the requirements of our accreditation.  Our accreditation is located in our student handbook along with our website.  Our website states “The decision to accept credits is up to the individual school. Many of Penn Foster’s courses have been recommended for college and university credit by the ACE/College Credit Recommendation Service.”  Our website also states, “no form of accreditation guarantees that any learning institution will accept credits from any other school as transfer credits and you should check with the institutions in which you are interested to see if they will accept Penn Foster College credits.”  No school guarantees to accept another schools credits.  Due to this fact, [redacted] is not eligible for a refund.

[redacted] enrolled in our Veterinary Technician Associates Degree Semester two on June 5, 2012 by submitting a down payment and signed enrollment agreement.  Our policy states, students who complete semester one and still have a balance are able to roll their balance over into semester two so they are able to get started. 
Students who complete more than twenty-five percent and up to fifty percent of their exams owe fifty percent of the tuition including the shipping fee. This is stated on [redacted]’s signed enrollment agreement. [redacted] completed twenty-six percent of her exams; therefore, she owes fifty percent of the tuition including the fees previously mentioned. According to our records, [redacted] never contacted us to cancel her account or we would have advised her of the cancellation policy.  In addition, the last payment we received from [redacted] was on March 2, 2013; as a result, she was placed in an outside agency. 
As a courtesy, I have cancelled [redacted]’s account and only charged her for the percent of tuition completed.  [redacted] will still owe the rollover from her previous semester in addition the percent tuition completed and the late and agency fees, totaling $701.71.  [redacted] can make payments to the outside agency until the balance is fulfilled.  At that time, she will be removed from the outside agency and her credit report will be amended within thirty days.

Ms L[redacted] fully validated my complaint. When I enrolled, and paid my tuition, I was told that I could complete the program at my home with study guides and text books. I was not informed that Penn Foster was transitioning the program to "online only" because their study guide supply was dwindling. I did not have accessible internet at my home and would not have paid for the course if internet only was my option.
If all study guides and textbooks can be provided as promised, the matter can be resolved.

[redacted] stated that she had a payment pulled since she was given the amount due of $51.50, however that was not the case.  **. [redacted]’s monthly payment was paid on November 4, 2013; therefore, the quote of $51.50 to cancel was correct.

I took the High School program and I was very happy with Penn Foster they were helpful I got stuck on some math they helped me my daughter helped me a lot.I got a little upset over my essays I wrote they kept sending them back but I finally was able to do them.Over all I think it's a good school I'm going to further my education either in Vet Assistant program,or Vet Tech.

Career Diploma Program on November 6, 2015 by submitting a down payment and a

Unfortunately, the materials
and equipment necessary for [redacted] to complete a practical exercise in his
second module of the course have been on backorder since early November.  When an item is on backorder it can take Penn
Foster up to four to five weeks for us to receive new material.   We have recently received all equipment for
this module.  I have ordered the
materials and have requested we expedite this shipment for [redacted]. 
As a courtesy and to avoid
further frustration for [redacted], I have also shipped all of the remaining
course work and will mark each shipment to be sent expedited shipping.  I have also extended [redacted]’s study time
expiration date, giving [redacted] an additional two months to complete the
program, make his new expiration date January 5, 2017.  I sincerely apologize for any inconvenience
this has caused.

Students who complete more than twenty-five percent and up to fifty percent of their exams owe fifty percent of the tuition including the shipping fee. This is stated on [redacted]’ signed enrollment agreement. [redacted] completed forty-four percent of her exams; therefore, she owes fifty percent of the tuition including the fees previously mentioned.  In addition, students who neglect to make their monthly payments are placed in an outside agency.  [redacted] intermittently made payment after she cancelled her account on September 1, 2011; therefore, she was placed with an outside agency.  According to our records, the last payment that was received was on February 11, 2014 which was paid to the outside agency.  Since a few months’ time has passed, the account was returned back to us for further collection efforts. 
 
Also, [redacted]’ signed enrollment agreement states students have twelve months to complete each semester with two six month extensions allowed, granted the entire program is complete within six years.  It is possible for students to complete the program within two years if they work hard.   
 
As a courtesy, I have cancelled [redacted]’ account with no further financial obligations, waiving the balance of $274.17.  I apologize for any inconvenience this may have caused.

I tried to contact [redacted] back on Monday, December 8, 2014 and unfortunately I was unable to reach her.  Finally, on Friday, December 12, 2014 I had a phone conference with [redacted] in regards to her account.  I advised her that her account was set up with the $1.00 down payment plan and that she needed to set up automatic payments.  I also advised [redacted] how to create a login and that she can get started immediately.  [redacted] was happy with the outcome and I advised her she may contact me directly for any further questions she may have.
 
Again, I apologize for any inconvenience that this may have caused [redacted]. I did update [redacted]’s study time an additional one month making her course expiration date November 26, 2014.

I am rejecting this response because: I am now having even more issues with this school.I still cant believe they would charge me 190 dollars for NOT taking a class its ludacris I have expensive medical bills to pay off! But now this new issue arrived of having them autodraft money from account. They auto drafted money from my account and told me my account was not cancelled til the 22nd which is not true. SO they have to put in a ticket to see if maybe they can reimburse me. Its insane the whole way this school is run is insane. I will not ever take another course through them unless they can some how correct these issues ive been having. Ive taken and completed 3 courses through them. Im sorry that your fine print is crazy but thats exactly what it is crazy especially for students in my circumstances. I have medical issues and huge medical bills I cannot afford to pay them 190 dollars! Definitely cant afford the 85 dollars that were autodrafted and the 30 dollar overdraft charge!
