After review on **. [redacted]’s account, it was determined that she did undeniably enroll in Medical Coding and Billing Career Diploma program.  There are numerous places on her student portal where it states the program she enrolled in.  I have attached a screen shot off all the places on **. [redacted]’s student portal where it states the program was Medical Coding and Billing.

In our efforts to keep up with the growing online demand, we have transitioned over to a fully digital format.  As our stocks have depleted, shipments of study guides have ceased.  Students will however, still receive all textbooks and any pertinent materials to their course.  **. [redacted] was not sent study guides as they are digital and were available online.  **. [redacted] had not reached the point in the program to where she would receive textbooks.

As previously stated, **. [redacted]’s account was cancelled with no further financial obligations and she is not eligible for a refund.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Optician Career Diploma Program on March 13, 2014 by submitting a signed enrollment agreement and a down payment.
Penn Foster is accredited by the Accrediting Commission of the Distance Education and Training Council located in Washington, D.C. (DETC). Penn Foster Career School is accredited by the Middle States Commission on Secondary Schools for our Career Diploma and High School programs. Our material meets the requirements of our accreditation. Furthermore, it states on [redacted]’s signed enrollment agreement, “Please review your state board requirements that are applicable to your field of study as some impose a variety of difference requirements”.
Students who complete more than ten percent and up to twenty-five percent of their exams owe twenty-five percent of the tuition including the registration, administrative and shipping fees.  This is stated on [redacted]’s signed enrollment agreement. [redacted] completed twelve percent of his exams; therefore, he owes twenty-five percent of the tuition plus the fees previously mentioned. On April 25, 2014, [redacted] called to cancel his account and he was advised of the cancellation terms.
As a courtesy, I have cancelled [redacted]’s account only charging him for the percent of tuition completed, the registration and administrative fee which lowered his liability to $260.87.  [redacted] can make payments to Student Care at ###-###-####, Monday through Friday 9am-7pm EST.

I am rejecting this response because:

I paid all $800.00 for the course and I received fifty percent of the practical materials and study guides. That caused me to fail in pursuing a locksmith career. The practical materials and study guides must be sent to me within a year, my completion period.
The "digital format" cannot be applied retrospectively to me. I chose "in print" study: [redacted] allowed me to choose learning online, in print, or in combination.

I welcome the opportunity to address [redacted]s’ concerns. [redacted]s enrolled in our Dog Obedience Trainer Career Diploma Program on September 11, 2013 by submitting a down payment and a signed enrollment agreement.

Our policy states, students have thirty days to retake any non-subjective exams with a grade below a 100%.  After a student completes a non-subjective exam and receives the results, there is a notification at the bottom stating that students have thirty days to retake that exam or the grade will default to the original grade.  If the grade defaults to the original grade, the student will not be allowed to submit a retake.

After a student submits an exam, they have the opportunity to review their answers before submission.  Since the students should review their exams before entering it for grading, we cannot remove a grade.  As [redacted]s had access to review the exam before he submitted it for grading, we cannot award credit for that question in the Hunting Training exam.  In addition, [redacted]s did not correctly answer the same question he claims to have submitted correct on the initial (Hunting Training) exam.  Overall, [redacted]s holds a passing grade of 77% lesson average for the entire Dog Obedience Trainer Program.

As a one-time courtesy, I have removed the retake grade and adjusted the date of that exam to reflect todays date; therefore, [redacted]s has thirty days from today (July 24, 2014) to retake the exam for Applied Dog Behavior.  Since [redacted]s is well aware of the retake policy and how to review an exam before submission, there will not be any further removal of grades.  We ask [redacted]s to take his time with the last few exams he has left to take.

Penn Foster is a lousy school. Teachers grade exams from lessons they don't create and the tested material does not always match the lesson. Much of the content in courses is just filler; for example, I signed up for two courses and 2 of the modules in each course were exactly the same and they didn't have much to do with the overall subject. I am taking the Medical Coding and Billing course ( I cancelled the other) and right now, we are enjoying an entire module on 8th grade English grammar. The lower prices of this school do not lead to a quality or accredited education. Many of the expectations and delivery of course materials are not spelled out clearly. When you try to call this Corinne in administration about issues she is never at her desk.

Penn Foster is not for everyone, but fortunately...it's the school for me.
I'm enrolled in the Vet Tech program and love it! It's an online school, an online program, but it's not easy; it's still college.
My top advice I can give to any perspective students is to do your research BEFORE enrolling. Doesn't matter what program it is, always make sure you know Penn Foster's policies, program-related requirements, your state requirements, and any further information that applies to your career.
I see several students drop out of their program because they didn't realize what was required of them. For example, Externships and Practicums...some programs have them, some do not. In the Vet Tech program, the Externship is mandatory or else you will not graduate. It's the responsibility of the student, not Penn Foster, to find their own site location where they will perform their externship.
Students that did not research before enrolling are usually the ones angry and leaving negative reviews because they didn't know they had to complete an externship, find a proctor or site location on their own, unable to find an externship site that has all the necessary equipment (i.e. film-based radiographs), and etc.
On the primary Penn Foster website where you view all the programs to enroll in, you can read an overview of your program of interest. I highly recommend requesting info by mail; I love looking through the brochure and forms. Most questions can be answered there. If one wants to hear from current students, join the Student Community and post to the corresponding program space to get more attention and responses.
I love Penn Foster oh so very much. The school has helped me grow. I get all my emails, questions, and concerns answered in a fair amount of time. I have never had issues with Student CARE/Services. There are many frequently asked questions to read from that can resolve issues without having to contact Student CARE.
One of my favorite features is the Live Chat. It can be found in the Student Portal's Help Center. If you have a question for Student CARE, besides calling and emailing, you can immediately get it answered through Chat. You just have to access it during business hours.
Penn Foster is always in the works of creating something new for their students. They came out with a Study Planner which is available on your student account and can be downloaded as an app on mobile devices. You can create a plan for yourself to keep you on track throughout your studies, plan your graduation date or date to complete your semester. They created meet-ups so that students can get together and express their thoughts about the school and get to know the staff better.
Penn Foster rules! Penn Foster Pride!

Revdex.com:
I want to thank Penn Foster for giving me the benefit of the doubt and honoring their original advertisement.  I feel that Penn Foster has went way above and beyond to make the necessary adjustments and to keep their name (and the education they represent) associated with the highest of standards. As stated, I did go ahead and enroll my daughter, not just because of the honored deal, but because I want my family to be a part of a company that puts their customers first.  The way I was kindly treated through email and over the phone, proved that Penn Foster has the high values I've heard so much about, and that I was making the right choice. We are greatly looking forward to enrolling our son next year also!

To Whom It May Concern:
I have been trying to contact [redacted] so we can discuss her account.  Unfortunately, due to [redacted]’s work schedule we were unable to speak via phone.  I did contact her via e-mail advising her that we will enroll her into the second semester of her Veterinary Technician Associates Degree at no cost to her.  Also, her fourth semester will be free as we are running a promotion.  As a result, [redacted] would only pay for semester three.  I have attached a copy of the e-mail that was sent to [redacted] for the Revdex.com to review.
I hope [redacted] decides to continue her education with us.  She may contact me directly for any additional concerns.

I welcome the opportunity to address [redacted]’s concerns. [redacted] enrolled in our Pet Grooming Certificate on February 2, 2014 by submitting a down payment and a signed enrollment agreement.

According to our records, at the time of enrollment we were out of stock of our [redacted] clippers.  It was our error in sending [redacted] the voucher to receive the clippers since we no longer offer them as part of the program.  Currently, it is our student’s responsibility to purchase clippers.

As a courtesy, I have processed a refund of $50.00 to [redacted]’s credit card ending in [redacted].  She can anticipate the refund to go through within ten business days.  I apologize for any inconvenience this may have caused.

I welcome the opportunity to address **. [redacted]’s concerns. **. [redacted] enrolled in our High School Diploma Program on August 4, 2011 by submitting a down payment and a signed enrollment agreement.

On **. [redacted]’s signed enrollment agreement states the total price of the program is $1,345.00 which includes tuition of $1,245.00, shipping and handling fee $40.00 and an Administrative fee of $60.00.  This information is also outlined on **. [redacted]’s student portal.

Penn Foster offers for students to send in official transcripts from a previous school for possible credit towards their program with us.  Penn foster offers a tuition reduction of $50.00 for each credit brought in.  **. [redacted] received four credits from her previous school reducing her tuition by $200.00.  **. [redacted]’s tuition originally was $1,245.00 and with the tuition reduction it lowered her tuition to $1,045.00.  In conclusion, **. [redacted] paid $1,145.00 which was indeed $200.00 lower than her price of $1,345.00.  Since **. [redacted] paid the correct price, there is no need for a refund.  I hope this has cleared any confusion **. [redacted] had.
