I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
According to a response from Barclays Bank Delaware, the company does not believe that it places my account at risk by including the last four digits of my account number on the outside of a mailing.  I am in total disagreement.  My account number is my private information, and if Barclays Bank Delaware makes my account information available for others to see and access, the company is violating its agreement to protect my privacy.

The letter sent to me by the merchant did not address my complaint at all. They actually just mailed me the same letter that was sent previously showing they did not even read the complaint. 
 
First item ignored and not addressed: I expressed that the service level agreement with Vinesse required them to notify me 7 days before any shipment was to be made. Vinesse did not do this therefore violating their own terms. Barclays seems to ignore this piece of important information. Failure to do so, prevented me from knowing a wine shipment was being sent.
 
Second items ignored and not addressed in their reply: The agent also said that "these are the risks you take using a credit card". The whole point of having Barclays, and paying a fee is that the consumer is protested from such risks. For the agent to say that I am at risk whenever I use my Barclays card is absurd and I would expect protection .
Third item ignored: they told me to go work this out with the merchant. As written in my complaint, that was already done. It is the reason this got escalated to Barclays (see attached email). 
Barclays didn't read my complaint, they just did a copy and paste and resent me the same blurry pages they sent the first time. My demands still stand a full reimbursement of both the wine cost and the annual fee.

I got a letter in the mail stating that my Credit Limit was decreased. Due to my over all debt to credit ratio was too high. 41% is too high. Oh and they said I had too many cards with open balances. And that concerns Barclay Bank how? Sorry Barclay Bank I forgot to ask permission to open other credit lines. LOL
All this after the fact I have been using the card for over a year.
This is absolutely absurd, my peers and I never heard of such a thing.
I have made 100% of my payments on time on this card, and while my credit limit was $4000.00 I never owed more than $600.00, which was less than 19% of the limit. To make matters worse Barclaycard absolutely has the worst customer service line that I have ever spoken to. Their customer service was ready to forward my call to Trans union twice, this has nothing to do with Trans Union. Barclaycard decided to lower my limit, not Trans Union. They need to tell their Reps to stop hiding behind Tran Union and take responsibility as a whole as a company. For these reason's and many others and the reviews I have read on their Revdex.com profile they are one of the worst banks that I have ever dealt with.
