I have received the consumer’s additional
comments.  As you requested, I have again
reviewed this matter to see if we overlooked anything that might support a more
favorable conclusion. Unfortunately, there is nothing we can add
to what has already been stated in our previous correspondence. Priceline clearly discloses that we will
find a room in a hotel willing to agree to your offer price in the shaded area
displayed on the priceline.com website for the consumer’s selected area(s). The [redacted], located at [redacted],
is clearly located in the
shaded area of the mapping guidelines for the area labeled [redacted].
Consumers who wish to stay in a particular property/location, i.e. on the
beach, have the option to select a hotel from our Published Price service where
consumers see a list of competitive prices across a wide range of hotels and
can choose his/her exact price and hotel, including hotels located on the
beach. I am sorry that we are unable to
assist the consumer any further in this situation.

received the consumer’s additional comments. 
As you requested, I have again reviewed this matter to see if we
overlooked anything that might support a more favorable conclusion. The
consumer chose to visit our Published Price website where consumers have the
opportunity to review and compare hotel room rates prior to selecting and
purchasing hotel room reservations.  The
consumer selected a specific hotel property from a list of participating properties, at the disclosed room
rate, including taxes and fees. Upon hotel room check-in/out the hotel representative provided the consumer with the lower
negotiated room rate established between priceline.com and the hotel, which is
not available to the public. Priceline.com is a travel agent and as such, makes
hotel room rates available on behalf of the hotels. Just like every other
business, we receive reduced rates because we sell in large volume, and if you
compare our rates, you will find them to be very competitive. We strive to
offer customers the best alternatives for saving money while at the same time
maintaining profitability. Priceline.com provided the consumer with his/her
selected hotel, at the disclosed summary of charges.  We apologize if the consumer is disappointed
with the difference in rates; however, priceline will not be able to offer a

I am rejecting this response because: my card was charged and the reservation was accepted. Then on arrival they are requiring the driver to provide a valid credit or debit card to pick up the reserved vehicle that I already paid for. Why does the driver have to provide that if they are not the one paying for the exspense of the rental car? What do you consider a valid credit card? The driver has a credit card but was not able to have a hold placed on his account. Also, once you accept payment why do you require a credit check if paid with a debit card?Why when there is a reservation booked for someone do they have to present a form of payment to pick up the vehicle? If it is another company making a rental car reservation for an employee the company is paying for the vehicle not the driver. How is that any different for an individual paying for the rental car of their fiancé? I also do not agree that the response that has been sent represents any form of care and decent treatment to another person. I do not appreciate being treated like I am stupid. If a better form of communication is an option I'd appreciate a phone call from someone with Priceline that cares about their customers and any future business lost from poor treatment and care for customers.[redacted]

All they did was resend the email to us both. They claim to be able to do nothing but this was the same exact email received over a week ago. Bureau concern in our Executive Offices. As we understand, you had some issues with the quality of the hotel and you would like to be refunded. We apologize for any inconvenience this may have caused. We contacted the hotel; however, they did not allow a refund for your reservation. The reservation that you purchased is truly restricted which is non cancelable and non refundable. This information was provided on your contract page prior to booking. Our system calculates that you saved 31.00 USD or 44.93% by using our Express Deal option. As a gesture of goodwill, I processed a full refund in the amount of49.88 USD for your reservation. Your refund will be processed by our system within one business day and your bank will post the refund back to your account. comments. As you requested, I have further
reviewed the consumer’s rebuttal claims and confirmed that the “Mandatory Fee” disclosure was clearly
provided prior to purchase in the Important
Information disclosure on the consumer’s contract page. Please note, consumers
must click on the hyperlink on the contract page entitled About Taxes, Fees, & Cancelation
Policy to view the Important Information disclosure.  This disclosure indicates that resort fee
charges are mandatory and not incidental charges. Attached hereto, is a screen
shot of the Important Information disclosure provided on the consumer’s contract
page. Priceline does not collect resort fees. Resort fees are charged by, and
paid directly to the hotel.

that this hotel does meet our expectations for the star rating selected on our

However; in order to be eligible, the lower price, including taxes and fees, must be available to the general public for booking on a website in the same currency, using the same form of payment and from the same point of sale as your original reservation when you call us. The lower price must be an exact match to the itinerary booked on priceline.com, including offering of a comparable cancellation policy. Therefore, we would not have been able to refund the difference in rates. Nevertheless, we made an exception to process a refund as a one-time exception.   A refund for $29.48 was issued on October 18, 2017. Your refund has been processed through our system. have some concerns regarding our refund process.
 
We have reviewed this concern and verified that the hotel
contacted us last March 30, 2016 offering to cancel your reservation. Since we
did not receive any previous contact from you regarding a cancellation request,
we tried to call you to get your approval in canceling the reservation.
However, we were unable to reach you on the phone number registered on your
reservation so we sent an email to your email address [redacted] requesting for your
callback. I apologize; however, our standard procedure is we need to get
approval from our customers before processing a cancellation.
 
I checked our records and verified that you reservation
was canceled when you called us last April 11, 2016. The refund of $65.11 is in
process. All refunds are processed in our system within one business day and
depending on your bank, it may take 5-10 business days to post to your account.
Bank processing time varies so please check with them if you don't see the
refund posted to your account within the next few days.
