signed enrollment agreement.    On [redacted] signed enrollment agreement it states “that by signing this agreement, I agree to abide by all the standards and policies outlined in the Penn Foster College Student Handbook.”  On page 19 of the Student Handbook it outlines the Academic Probation/Cancellation policy.  This policy states students who continually score below the passing average on exams may be placed on academic probation for a period of time during which grades will be closely monitored.  Continued academic failure may result in the student’s record being submitted to the Academic Review Board for review.  If cancelled, the student will be notified in the mail and appropriate financial cancellation terms will be applied.”  [redacted] was academically cancelled on September 18, 2016 and a letter was mailed that day explaining this.    According to our records, [redacted] completed 31 out of 40 exams, passing 10 of those 31 exams.  [redacted] attempted to re-take 4 of her 21 failed lessons; therefore, all lessons that were failed were ultimately submitted as the final grade.   Our records indicate that [redacted] was interested in taking the Child Care Professional Certificate program.  If [redacted] is still interested, we will transfer the money she paid on her Early Childhood Education Associates Degree $320.00 to her Child Care Professional course.  [redacted] can contact me at the number below to discuss.   Penn Foster is devoted to the educational advancement and satisfaction of all our students. On [redacted]’s signed enrollment agreement states students wishing to cancel after five days from their enrollment date and complete up to ten percent of their exams would owe ten percent of their tuition balance including the registration, administrative and shipping fees.
[redacted] inquired about cancelling her account on March 22, 2016. [redacted] was advised of her cancellation terms at that time. Our records reflect that [redacted] completed one exam on April 10, 2015.
On March 28, 2016 and March 31, 2016 we tried to contact [redacted] to discuss her concerns. Penn Foster will retain the $90.00 registration fee as it is non-refundable. As a courtesy, we processed an additional refund of $143.20 on April 1, 2016. [redacted] needs to allow ten days for her additional refund to process. In total, [redacted] will have received a refund of $487.00. We spoke to [redacted] on April 1, 2016 and she agreed with this resolution.
In addition, an official transcript was ordered and will be sent to the address on file for [redacted].

To Whom It May Concern:   I welcome the opportunity to address [redacted] concerns. [redacted] enrolled in our Medical Billing and Coding Program on April 29, 2014 by submitting a signed enrollment agreement and a down payment.   I reached out to [redacted]...

[redacted] by email today and she responded stating that after completing one lesson in the program she requested a cancellation. We show no record of that conversation or correspondence, but I have cancelled the program with no liability owed and am sending a request to have her credit report amended. According to our records, we have not received the documentation.  Ms. [redacted] would need to send us this information and we would process an investigation to determine whether she signed the enrollment form with Ms. [redacted] for schooling with us.

I am rejecting this response because the teacher opened the exams for me. Not once was I told there was a limit to exams I could take or in what time period. I was told work at your own pace. I was also told I took 21 exams in 1 day and that's why my account was flagged. When I proved that to be false it became I took 52 exams within a week, when I proved that to be wrong it was 32 exams because they added the exams from feb,2 of 2016 with my new exams. I have emails proving that. The phone recording with teacher was suppose to be reviewed and I still haven't heard anything. I will submit the extra work they asked of me when they prove I did something I wasn't suppose to do.

Penn Foster is nationally accredited by the Accrediting Commission of the Distance Education and Training Council located in Washington, D.C. (DETC). Penn Foster Career School is regionally accredited by the Middle States Commission on Secondary Schools. Penn Foster Career School Online Electronics Technician Program is also recognized by the Electronics Technicians Association International (ETA-I). Penn Foster Career School has been accredited as an Authorized Provider by the International Association for Continuing Education and Training; therefore, students can earn Continuing Education Units (CEUs).  This is not a college program, so no college credits can be earned.
 
According to our records, [redacted] did not complete the program; therefore, she did not earn a Diploma. 
 
On [redacted]’s signed enrollment agreement it states no refund will be given after 18 months.  Since [redacted] enrolled March 11, 2013, she is not eligible for a refund. 
 
As a courtesy, if [redacted] would like to enroll into a different program with Penn Foster, we will give her a discount of $100.00 off the program.

I have attached a copy of the agreement. If [redacted] does not wish to continue with his program he can call us at [redacted], and request to withdraw from his program. If [redacted] withdraws from his program he would be responsible for the tuition he started and for having the program setup and open. The cancelation liability at this time would be $514.68. Until the account is closed the liability will remain at the full agreement pricing. According to our records, [redacted] did not sign his enrollment agreement until June 26, 2015.  As a result, there was a hold on the shipments as we need the enrollment agreement before we will send any materials to our students.
 
Upon graduation, students Diploma and Transcript is ordered, checked for accuracy and mailed.  The entire process takes 2-3 weeks.
 
On July 6, 2015 an official transcripts was ordered for [redacted].  Once transcripts are mailed it takes up to ten business days to be received. 
 
As a courtesy, I have ordered three transcripts to be sent [redacted] to [redacted]’ address.  The three transcripts will be separately sealed in an envelope.  The tracking number for the transcripts are [redacted] and according to the tracking it will arrive tonight by 8:00pm.  I apologize for any inconvenience this may have caused.

signed enrollment agreement and a down payment.  On January 11, 2017 [redacted] cancelled the program.  At the time of the cancellation he advised us the credit card used for payments was no longer an active card.  We requested he have his bank send us a letter stating the credit or debit card used, a [redacted] ending in [redacted], had been cancelled and if applicable, replaced by card number ending in XXXX.  The letter we received from the bank stated the card ending in [redacted] was changed to a new card.  Since [redacted] did not use a credit or debit card ending in [redacted], we not able to accept that letter as proof the card was cancelled.   On January 16, 2017 a supervisor from Penn Foster Student CARE contacted [redacted] and advised him what documentation was needed from his bank to issue his refund in the amount of $512.10 and he stated the bank would not send any additional documentation.   [redacted]’s enrollment was cancelled as of January 11, 2017 and the refund is pending.  If we receive a letter from the bank that credit or debit card ending in [redacted] has been cancelled we can issue a check.   I understand he does not want to provide new billing information which is not required unless he wants a credit back to the new card. Toni M[redacted]Senior Student Advocate

enrollment agreement Penn Fosters Associate Degree in Veterinary Technician has full accreditation with the American Veterinary Medical Association’s Committee on Technician Education & Activities (AVMA-CVTEA). In order to continue to have full accreditation with them, our Program must continue to meet their high academic and clinical standards. At Penn Foster’s AVMA-CVTEA site visit in June 2015, we were once again given full accreditation by them. We have met all of their guidelines that they have put in place to meet the educational needs of Veterinary Technicians.  Penn Foster’s course materials undergo review by experts in the veterinary community so we can get updated and unbiased opinions on our courses.  We add in new techniques or advances in medical procedures as they become widespread in the veterinary hospitals and are published in the literature.  We always use the most current edition of textbooks available in the subjects, and again when we go to a new edition of the textbook our courses are reviewed by subject matter experts to help ensure the content is correct and current.   Additionally, we have a Program Advisory Committee for the Program that is made up of national leaders in the Veterinary Community, graduates, and students that give us feedback at our annual meetings. If a student would like to cancel a college program, they would need to send a request to cancel in. The request can be via fax, email, or mail. Penn Foster College's Vet Tech Associate Degree program has FULL Accreditation with the American Veterinary Medical Association (AVMA) through their Committee on Veterinary Technician Education and Activities (CVTEA). This accreditation "represents the highest standard of achievement for veterinary medical education in the United States. Institutions that earn accreditation confirm their commitment to quality and continuous improvement through a rigorous and comprehensive peer review." Most states require VTNE candidates to be graduates of a veterinary technology program accredited by the American or Canadian Veterinary Medical Association. Penn Foster’s Veterinary Technician program meets these requirements. Additionally, Penn Foster College is nationally accredited. This form of accreditation means that Penn Foster has met the high standards required by the Distance Education Accrediting Commission (DEAC) in Washington, D.C.
