After reviewing your service request number and conversation history with our customer service agent, our agent is correct in stating we will not be able to issue a refund for your phone bill. As explained in our agent’s email, sent 7/20, the number you called is toll free, hence there should be no charge for calling it. Please check with your telephone service provider’s policies regarding this matter to dispute the charges. If you are having any other issues we may be able to address, please visit support.microsoft.com. Microsoft now considers this cased closed and will no longer be responding. Complaint: [redacted]I am rejecting this response because: not just my account was banned and no proof was shown at all. My consoles where banned with out a reasoning or proof as well resulting in almost $2,000 lost by this because I have had to buy 3 xbox ones. My console should be unbanned if no reasons or proof is shown or I should be reimbursed seeing how you guys say a console banned can not be undone. If I cant get a response we can handle it through the dispute and or arbitration form. You guys don't even acknowledge what I've presented to you. My name is [redacted] and I work for Skype Customer Relations Office. My duties include responding to customer complaints.
I received your complaint from Revdex.com that you have experienced issues with Skype. I'm very sorry to read that...

I have checked our records and found the unauthorized transactions. I have issued a refund for all three orders including the 10.00 USD order for Skype Credit made on October 01, 2014. The funds will be returned to your credit card account.
Upon checking our records we can see that your Skype account was accessed by a third party who misused the account to make fraudulent transaction.
This indicates to a malware in the system of PC/ devices you have used Skype on or easy to guess Skype account password.
Choosing a secure password to access your Skype account is crucial. Hackers use lists of common passwords to access accounts (not only on Skype but across all websites). It is therefore critical that you use a strong, unique password.
I strongly recommend you to change your Skype password regularly to make sure that you have a secure account.
Viruses can damage your computer and collect your private data, regardless of whether you are using Skype or not. Avoid this by following these tips:
Most viruses these days come in the form of email attachments so don't open attachments from people you don't know, or suspicious-looking attachments even from people you know. When in doubt, always contact the sender to confirm the email is legitimate, even if it looks harmless (such as an e-card or funny picture) at first sight.
I'm also happy to assist you in case you still wish to permanently close your Skype account. In order to this, please kindly confirm the Skype name you wish to delete.

Complaint: [redacted]I am rejecting this response because:The facts around these charges have never changed nor has Microsoft's convenient policy around billing for these charges.  I never authorized nor did I approve of the 77 charges that my son made without my approval over a 3 week period.  It is that simple.  I do not consider the self-serving policy of Microsoft to be the issue at hand as they are clearly made with the best interest of Microsoft in mind and not the consumer.  This matter is not closed as the $ 1,000.00 that Microsoft billed to my credit card were never authorized by me.  It is fraudulent billing practices and I am surprised that Microsoft has not handled this issue with the customer and the facts taken into consideration.                   Sincerely,[redacted]

When I contacted the phone they provided in their response, I was told by TAV that that was a "General number for billing problems and they do not handle SKYPE BILLING PROBLEMS. He said SKYPE part of the business does NOT have a telephone number consumers can call provided me the following links:

I asked if he could walk me through it and he said no and no Manager to assist when I asked for one. He gave me Case # [redacted] as record of my conversation with him today.
 
I filed a complaint via the link. When I tried to PRINT a copy before sending, printed document does not show everything you have to fill in (convenient for them).  I wanted to provide complete copy to you as proof.
 
If you try to use other links they provide, it just takes you in a circle from one link to another of the 6 links listed.
 
On the COPY that I tried to SAVE to my desktop before submitting, when I try to open it is goes to web and does not actually allow me to even view what I had done before sending. Please notice address line which shows where I saved the document.
