This should be a good indication of what I went through dealing with Microsoft. It took them 9 months to respond to the Revdex.com and when they did they did not say anything at all. Once again, we understand your frustrations, however the original free Gamertag change is offered because you are provided with a Gamertag at sign up. Offering a free change allows customers to use a tag that they desire without any consequences and can continue to use on their account. However, if a customer wishes to change it again, a charge will be applied.
We appreciate the additional feedback, and your comments have been recorded and will be forwarded to the appropriate department. At this time, Microsoft considers this case closed and will no longer be responding to requests regarding this matter.

I heard the young who my son was talking to calling him racist names. I told my son to disconnect. But yet the other player reported him!! I feel both sides should be heard.
