regardless of the response to this specific complaint, it's pretty clear that this company is abusive of its customers. One has to only read all Google reviews of this business, every single review stinks of abusive behavior. The reason I found another company for our labor law posters is their intimidating phone calls. further, they charge much higher fee than other places. They bully staff and try to force you to make a quick purchase. The culture and top management of this organization is rotten to the core. Such businesses should not be allowed to operate in this country.

The reason for the request for Quality Assurance call recording review is to find and notify the management of any issues found to assist in making any necessary changes to the procedures currently in place and to assist with locating any potential training opportunities for the representative.. Personnel Concepts appreciates the complainant bringing this concern to the attention of management. placed on 12/12/17 when Personnel Concepts received a mail order form for the purchase of the California & Federal Labor Law Poster; a representative contacted the company and spoke with the complainant.  The records indicate the complainant authorized the representative to upgrade the order to the California Compliance Assurance Subscription Service, which includes the State and Federal Poster as well as the OSHA Safety Poster, the EEO Policy Poster and the HR Desk Reference, among other compliance products.   Personnel Concepts clearly prints the 100% Satisfaction Guarantee on each invoice, which advises the company if they are not completely satisfied with the products they may return them within thirty days, less shipping and handling,  and requests the company contact the Customer Care Department at [redacted] to arrange the return.  Personnel Concepts has no record of any contact from the company.  In an effort to successfully resolve this complaint to the satisfaction of both parties, Personnel Concepts has issued full credit for this order, and approved refund for the initial payment received.   The company does not need to return the products.  Personnel Concepts confirms the account balance is zero.Personnel Concepts has set the internal codes to permanently remove this company from all future calls, emails, faxes and mailers; please allow six to eight weeks for mail suppression and thirty days for fax suppression due to campaigns already in process.Personnel Concepts hopes that these actions will resolve the concerns raised by the complainant. Summary: Full credit has been issued for the order in question, and refund has been approved.  This company has been removed from all future contact.

This complaint has been escalated to the Sales Manager due to the issue noted by the complainant regarding the unauthorized order, and to the Customer Service Manager due to the issues noted by the complainant regarding the inbound call made by the complainant to request to return the merchandise.

The company has stated here that they don't retain customer credit card information, but they have not directly responded to me to answer my questions privately posed to them about whether they have destroyed our credit card information and other information they obtained through their deceptive mailer, and whether we won't be contacted again.
In their public response here, they say that they attempted to reach the authorized purchaser for the company, but I am not aware of any such attempts.
Furthermore, their stated timeframe required for mail suppression (6-8 weeks) is utterly unreasonable.
The fact that the company collected our credit card and other info and yet did not communicate with us again or send the product we ordered is very unsettling. Now that we found out these labor posters are obtainable free from the state, and the Personnel Concepts is not affiliated with the Department of Labor, we are glad the order was not processed, but the fact remains that the company is collecting credit card information from companies using misleading and aggressive advertising tactics then processing (or not processing) orders on a mysterious schedule. It is not clear whether they actually are a company that provides the services they say they do, or whether they just pose as one to collect credit card information.
The primary reason for my complaint is to protect my company's private information and ensure our credit card number is not used or kept by this fraudulent company.
The secondary reason for my complaint is to protest this company's manipulative, deceitful advertising tactics, and warn that they interfere with the operations of the NY Department of State. I believe they should not be allowed to use phrases implying that they have information on what posters a company is missing, or implying that there will be penalties for not purchasing a product from them. They should be required to note on their forms that these posters and rules about their posting are obtainable from the NY DOL website for free, and that they are not affiliated with the NY DOL.

In regards to the concern regarding the credit card information provided: Personnel Concepts confirms the credit card information provided by the company on the order card has been permanently removed. Personnel Concepts does not retain any credit card information once an order is processed, and when an order is canceled, as this one was, the information is immediately cleared.
In regards to the complainant's notation regarding Personnel Concepts attempt to reach the authorized purchaser for the company: review of all calls placed to this company show the agents either received no answer or an answering machine for the company, and there was no direct contact with anyone at the company. As stated in the initial response, it is Personnel Concepts standard practice to contact the company to confirm the information on the order card prior to releasing the order.
In regards to the concern regarding the timeframe for suppression is unreasonable, Personnel Concepts campaigns are scheduled many weeks in advance, so there may be mailers already at the Post Office that are pending being mailed,
With regard to the complainant's concern regarding the mailer, the envelopes clearly state "Personnel Concepts" in the return address portion, and nowhere on the envelope does it state Personnel Concepts is any way associated with the government. With regard to the complainants concerns regarding the advertisements, the information that Personnel Concepts places on these mailers is true and accurate, and cites verifiable facts and has been attorney-reviewed. The advertisements are not designed to intimidate consumers. In fact, these mailers state directly that Personnel Concepts intention is to help employers "protect your company from government fines for labor law posting violations". As the complainant noted, the mailer goes on to say that included with this product is "a $17,000 'We Pay the Fine' Reimbursement Guarantee" that transfers the burden of posting compliance and potential fines to our firm. Finally, to help employers with their decision to purchase from Personnel Concepts, the mailer informs that, "If you are not completely satisfied with our products, return them within 30 days" for a full refund. The mailer also states that "individual posters are available for free from the government".

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me. As long as the balance is truly canceled. However,  I would like to know who made the order and the Office Managers name. We never received the posters on said delivery date. The Owner, [redacted],  was in ICU from a heart attack when it was supposedly ordered and delivered. The signer of the package is not even an employee of ours. We have no one with those initials. I am the Office Manager, I did not order anything from Personnel Concepts and I was also at the hospital with the owner the entire time he was there. Thank you for helping resolve this matter. If we had purchased the poster, we would have no problem paying for it. Since we did not order and did not receive it, we shouldn't be held accountable for paying. Thanks again, [redacted]

faxes, emails and calls; please note that mail suppression takes six to eight weeks and fax suppression takes thirty days due to campaigns already in process.  Personnel Concepts records indicate the order in question was placed over the phone by the complainant on 5/31/16.   Personnel Concepts clearly prints the 100% satisfaction guarantee on each invoice that advises the company if they are not completely satisfied with the products they may be returned within 30 days for full credit minus the shipping and handling and advises the company to contact the Customer Care Department to arrange the return.  Personnel Concepts records show there was no contact from the company regarding this order until the complainant emailed the Accounts Receivable Department on 09/27/16 to advise she would return the posters, the representative responded that the invoice was 109 days past due, and advised of the return policy.  The representative did offer the complainant a 30% discount.  Personnel Concepts has requested the Quality Assurance team review all call recordings regarding this order and immediately escalate the findings to the Manager for handling with the representatives involved.   As stated in the initial portion of this response, upon receipt of this complaint Personnel Concepts issued full credit for the balance on the account, and Personnel Concepts confirms the account balance is zero. Response Summary: Personnel Concepts has permanently removed this account from all future contact.  Personnel Concepts has issued credit for the order in question.

check number 1966 was received from the company for the purchase of the IRS Notification Flip Chart Panel. On 03/09/16 an agent from Personnel concepts contacted the company to confirm the information on the order card, as well as the information file for the company. Personnel Concepts immediately requested the Quality Assurance Team review this call and to notify the Sales Manager of any issues found. This review has been completed and the Sales Manager has covered the issues with the employee. Personnel Concepts sincerely regrets the company had a negative experience.
Personnel Concepts records also show that the Office Manager called in on 04/11/16 and advised that she is the only authorized purchaser for the company. The Office Manager transferred this call to the complainant. The Customer Service Representative offered to have a call tag sent to have the merchandise returned and offered to transfer the complainant to the Supervisor. The complainant requested the representative send an email confirmation of the conversation that no payment would be due, and advised if the email was not received within fifteen minutes he would file a complaint with the Attorney General. The email was sent as requested.
In regards to the complainants request for the "return prepaid label", this request was sent at the time the complainant spoke with the Customer Service Representative, but as advised previously, there is no need for the complainant to return the merchandise as Personnel Concepts has already issued full credit.

It is nothing short of amazing that this company simply perpetuates the lies! My law firm ordered an unlaminated labor law poster from this company. We issued Check number 1966 in the amount of $15.90, and received the poster. That was the only thing we ever ordered from them. Well after that time, a Personnel Concepts sales person repeatedly attempted to contact [redacted], our Office Manager, to try to sell her lots of additional products. Mrs. [redacted] NEVER returned that call. The sales person called repeatedly, and was eventually put through to [redacted] an attorney in this office. The sales person blatantly lied to Mr. [redacted] telling him that Mrs. [redacted] had in fact ordered those products, and the sales person was calling to confirm Mrs. [redacted]'s order. This was 100% false. Mr. [redacted] simply responded that if Mrs. [redacted] ordered something, then presumably they should send what she ordered. His response was premised on the lie by a Personnel Concepts person that Mrs. [redacted] had in fact ordered such products Mrs. [redacted] was not even in the office at the time of that call for Mr. [redacted] to inquire about this, and the sales person knew that. Suddenly a box of products we NEVER ordered, shows up on our doorstep with an invoice for $229.24. Personnel Concepts never told us to just keep the products without paying for them! That is yet another lie. I personally witnessed Mrs. [redacted] on the phone with Personnel Concepts, severely scolding them for having done what they did, and going through the process of seeking to return the items. The very fact that after I spoke with them, they sent a prepaid return UPS label, proves that they never told us to keep the items. Why would they send us a return label?? Now we learn that Personnel Concepts refuses to release to us the recordings of the call with Mr. [redacted] Why is that? We insist that the company release the recording of that call, and at a minimum, put a litigation hold on it and not destroy or alter it in any way. Now, in its response, Personnel Concepts states that it does not release recordings of their calls. Someone needs to put an end to this company's deceptive trade practices, once and for all. The mere fact of 377 Revdex.com complaints in the last three years, speaks volumes about this company. I will not be satisfied with the company's response unless and until I receive an unedited copy of Personnel Concepts' calls with [redacted] and [redacted].

In regards to the portion of the rebuttal that the sales call happened after the company received their order: Personnel Concepts records show that the order card received from the company with check 1966 was received on 03/04/16, and as stated in the original response, the agent spoke with the attorney on 03/09/16, the order card received was for the 2016 IRS Notification Flip Chart Panel. The labor law poster the complainant mentioned was actually ordered via mail order card with check number 1668 on 09/09/15.
In regards to the issues with the sales call: The sales call was reviewed by our Quality Assurance Department and the Sales Manager was immediately notified of the issues found during this review. The manager has handled these concerns with the representative that spoke with the attorney in the complainant's office.
The complainant was notified in the initial response to this complaint, dated 04/13/16, that the products did not need to be returned and that full credit had been issued for the order in an effort to successfully resolve this complaint.
The complainant received the call tag based on the conversation he had with the Customer Service representative on 04/11/16, when Mrs. [redacted] called in regarding the order and she transferred the call to the complainant.
As stated in the original response, Personnel Concepts records the calls for Quality Assurance and training purposes only, the call recordings are not shared as part of Personnel Concepts standard operating procedures.
Personnel Concepts confirms this company has been permanently removed from all contact, however, the mail and fax campaigns are set up weeks in advance, that is why Personnel Concepts advised the complainant that mail suppression will take six to eight weeks and fax suppression can take up to thirty days.
Personnel Concepts sincerely hopes that the additional information provided in this final response will resolve this complaint to the satisfaction of both parties.

I appreciate their quick reply and resolution and look forward to receiving the credit. However, I still believe their "advertising" to be misleading and threatening. See attached mailer that ironically came in today's mail to me. In very large print is says "suspension of coverage" and indicates that we must buy a new poster as it is mandatory. It is extremely pushy of them and no where on the form does it say that the posters are available for free from the government (which they are). So, while I am satisfied with our particular complaint resolution, I still believe their deceitful and threatening mailings should be stopped so as to protect other small businesses and consumers from being defrauded.
I look forward to being dropped from their contact list.

Personnel Concepts records indicate that Personnel Concepts received a mail order card from the company for the purchase of the Arkansas and Federal Labor Law Poster with a check for payment. Personnel Concepts agents have been attempting to contact the authorized purchaser for the company to confirm the information on the order card. Each time the agents have been requested to call back as the complainant was either not in or not available. Upon receipt of this complaint the Quality Assurance Team was requested to review each of the call recordings and to report any issues to the appropriate management staff. Personnel Concepts has cancelled the pending order from the mail order card received and has approved refund of the payment received from the company for this order.
Response Summary: Personnel Concepts has set the internal codes to permanently remove this company from all contact. The order that was placed via the mail order card has been cancelled and the payment received has been approved for refund to the company.
