I appreciate that they are removing us from all future contact and that they are investigating this further. I'd like to also note that this is not an isolated incident. This appears to be a STANDARD PRACTICE of this company as it has occurred over the past 18 months with at least a dozen SEPARATE customer care associates.

An agent from Personnel Concepts contacted the company to confirm the information as well as offer additional products to assist the company with their compliance needs. The agent spoke with an employee who identified themselves as the Veterinarian Assistant and the authorized purchaser. The assistant approved to additionally purchase an OSHA Safety Poster and a Fair Labor Standard Act Poster, with a subscription service that provides new posters each time there is a change to these guidelines. The employee also added an Interviewing & Hiring Program, and an Affordable Care Act Poster. The assistant requested to be invoiced for the remaining balance of $229.24. This order shipped on was delivered to the company on 04/22/15 via UPS under tracking number 1Z0306XYXXXXXXXXXX. Personnel [redacted] clearly prints the 100% satisfaction guarantee on each invoice which advises the company that if they are not completely satisfied with the products they may be returned within 30 days, and requests the company contact the Customer Care Department at X-XXX-XXX-XXXX to arrange the return. Personnel Concepts records do not show any communication from the company until the Accounts Receivable Department began making attempts to speak with someone at the company regarding the remaining balance for this order. Personnel Concepts received a faxed note from a Doctor at the office on 07/15/15 advising the company wanted to return the products and advising this complaint had been filed. In an effort to successfully resolve this complaint Personnel Concepts has issued full credit for this order under credit memos XXXXXXXX and confirms this account now has a zero balance and has been removed from all collection activity. on 06/25/15 when Personnel concepts received a mail order card for the purchase of the Florida & Federal Labor Law Notices. An agent from Personnel Concepts contacted the company and requested to speak with the person shown on the account as the authorized purchaser, the complainant advised that person is no longer employed. The agent discussed the OSHA Safety Poster, the Fair Labor Standard Act Poster, and the HIPAA Information Poster with a subscription service that would keep all posters up to date for one full year. The agent also discussed the Affordable Care Act Kit. The complainant agreed to these additional items. This order shipped via UPS tracking number 1Z0306XYXXXXXXXXXX and was delivered on 07/03/15. Then on 08/03/15 another agent from Personnel Concepts called the company and again spoke with the complainant, the agent discussed the OSHA Recordkeeping and Reporting Compliance Kit and the Globally Harmonized System. The complainant advised she wanted to speak with the director of finance and placed the agent on hold, the agent waited but the complainant did not come back to the phone. On 08/04/15 an agent attempted to reach the complainant to find out the status of the previous conversation, a female came on the phone, but did not identify herself and said the company is starting to get their posters from the government and hung up. The agent attempted to call back to confirm it was the complainant that was speaking but again was hung up on. In an effort to successfully resolve this complaint, as Personnel Concepts has not received payment for the items ordered by the complainant on 06/25/15, credit memo XXXXXXXX was created on 08/05/15 to clear the open balance of $215.94 from the account and has set the codes to permanently remove the company from all calls, emails, faxes and mail: please allow 6-8 weeks for mail suppression and 30 days for fax suppression due to campaigns already in process. Personnel Concepts has also requested the Quality Assurance Team perform a thorough review of all calls to this company and has requested the findings be escalated to the Sales Management Staff for handling.

Personnel Concepts records show that the order in questions was placed over the phone by the Facilities Manager who identified himself as the authorized purchaser for the company on 12/17/15, which was a renewal of the subscription services and posters the company purchased the previous year. The order shipped via UPS on the same date as the order was placed under tracking number 1Z0306XYXXXXXXXXXX; UPS shows the order was delivered on 12/23/15. On 01/15/16 the Office Manager for the company called in to the Customer Service Department and advised the company did not place this order, the agent advised the Office Manager of the details for the order and the Office Manager advised that the employee that placed the order was not authorized to order for the company. The agent set up to have the merchandise returned and advised the Office Manager that credit would be issued up on receipt of the merchandise. Personnel Concepts has no record that the merchandise was ever received back. Personnel Concepts takes these complaints very seriously, and made a sincere effort to resolve the complaint by immediately issuing full credit for the order in question and permanently removing the company from all contact, as the complainant requested. As also noted in the original response, Personnel Concepts has requested the Quality Assurance Team review this call, as well as the inbound calls received from the company and to immediately advise the Sales and Customer Service Managers of any issues found during this review. Concepts records indicate that each year this company has purchased their Ohio and Federal Labor Law Posters and their OSHA Safety Posters with the subscription service that assures the company that Personnel Concepts will provide the company with all updates and revisions that take place for one full year. In regards to the most recent order, Personnel Concepts records show that on 12/30/15 a representative from Personnel Concepts contacted the company to advise the services purchased the previous year were about to expire. The records indicate the representative spoke with an employee that advised he was the authorized purchaser for the company. The employee authorized the renewal of the services and requested to be invoiced for the order. This order shipped on 12/30/15 under UPS tracking number 1Z0306XYXXXXXXXXXX and was delivered on 01/08/16. In an effort to successfully resolve this complaint, Personnel Concepts has requested the Quality Assurance Team perform a full review of all call recordings and to notify the appropriate management staff of any issues found. Personnel Concepts has also issued full credit for the order in question, the company will not need to return any of the products received. This account has been removed from all collection activity, and Personnel Concepts confirms the account balance is zero.

Personnel Concepts received the order on 06/04/15 for the purchase of two Minnesota State and Federal Law Posters. On 06/08/15 the records indicate that the complainant's wife spoke with a sales agent and authorized to add two OSHA Retail Posters, two Fair Labor Standard Act Posters and on HIPAA Information Poster. Personnel Concepts prints the 100% satisfaction guarantee on each invoice which advises the company if they are not completely satisfied the products may be returned within 30 days. The complainant did question what the invoice was for on 06/11/15, and the Customer Service Representative advised that this was the order approved by the complainant's wife. No further communication was received until the complainant contacted the Accounts Receivable department on 08/12/15 disputing the sale, the representative escalated the concern to the Quality Assurance Team who reviewed the call recording and advised that the complainant's wife identified herself as an owner for the company and did approve the additional merchandise. Personnel Concepts regrets any confusion regarding this order and confirms that full credit has now been issued, and the refund is in process.

Review of the account details found that on 11/17/15 Personnel Concepts received a mail order card with check number 1280 for the purchase of the Illinois and Federal Labor Law Poster. Then on 11/27/2015 Personnel Concepts received a debit of $25.90 from the bank for the ck#1280 as "Stop Payment". The complainant did place several calls to the Accounts Receivable Department and was advised of the reason for the open balance on the account, the complainant advised she would follow up with the bank. The complainant advised that she did not place the stop payment pm the check and that she confirmed with the bank, however the payment was not returned to Personnel Concepts. Personnel Concepts Accounts Receivable team made attempts to resolve this issue with the customer's bank, however each time they were advised the bank would investigate and no resolution or payment was received.
