Personnel Concepts received a mail order card from the company for the purchase of the Indiana & Federal Labor Law Poster. On 12/03/15 an agent from Personnel Concepts contacted the company to confirm the information on the order card and review other possible areas Personnel Concepts could assist the company with in meeting their compliance needs. Per the documentation, the agent requested to speak with the person whose name was on the order card, but was advised that person is no longer employed, the agent was advised by an employee of the company to speak with a different employee in the Human Resource Department, the agent spoke with the individual who identified himself as the Director of Human Resources and authorized purchaser for the company. Personnel Concepts records indicate this individual did approve to additionally purchase an OSHA Safety Poster and the Fair Labor Standards Act Poster along with a subscription service that would ensure the company would receive a new poster each time a revision is made for one full year. The gentleman also approved the purchase of the Interview and Hiring Kit and the Affordable Care Act Poster., and requested to be invoiced for the balance on the account. Personnel Concepts clearly prints their 100% satisfaction guarantee on each invoice which advises the company if they are not completely satisfied with the products they may return them within 30 days and advises the company to contact the Customer Care department to arrange the return. Personnel Concepts records indicate that the complainant called in on the date of this complaint and advised the Customer Care Agent that the person that placed the order was not authorized to purchase and the company did not want the additional merchandise. The agent provided the complaint with the information to return the products. As previously noted in this response, Personnel Concepts has adjusted the account balance to zero under credit memo XXXXXXXX. Personnel Concepts records indicate that on 12/14/15 [redacted] received a mail order card with credit card information for the purchase of the California and Federal Labor Law Poster. On 12/15/15 an agent from Personnel Concepts contacted the company and spoke with the complainant who identified herself as the authorized purchaser for the company. The agent reviewed the company demographics with the complainant and was advised the company has six employees, one posting location, all employees read English and the company offers health insurance to their employees. The agent discussed the additional posting needs, such as the OSHA Safety Poster, the FLSA Compliance Poster, and the HIPAA Information Poster among others. The records indicate the complainant approved the additional items discussed. The order shipped via UPS on 12/16/15 under tracking number 1Z0306XYXXXXXXXXXX; UPS shows the order was delivered on 12/21/15. Personnel Concepts clearly prints their 100% satisfaction guarantee on each invoice which advises the company if they are not completely satisfied with the products they may return them within 30 days and advises the company to contact the Customer Care department to arrange the return. Personnel Concepts has no record of the company calling in to discuss this issue. Upon receipt of the response from the complainant Personnel Concepts escalated this issue to the Customer Service Supervisor who reviewed the complaint with the AR documentation. It was confirmed that the complainant did send the request to the AR email on 01/22/16, however, for some reason, the concern was not forwarded to the CS team until 01/26/16, which was reviewed on 01/27/16 and the CS team found that the credit for the order and the refund to the credit card had already been issued. Personnel Concepts regrets the delay in the concern being escalated as promised and assures the complainant that this issue will be handled by the Customer Service and AR Management to ensure this issue is not repeated. Personnel Concepts appreciates being notified of this and sincerely thanks the complainant for bringing this to the attention of Personnel Concepts management. Personnel Concepts records show that the order in questions was placed over the phone by the Office Manager and authorized purchaser for the company on 04/08/15, which is why Personnel Concepts was unable to provide the proof of order that the complainant is requesting. The order shipped via UPS on the same date as the order was placed under tracking number [redacted], UPS shows the order was delivered on 04/10/15, but unfortunately did not gain the signature of the receiver. Per the Office Manager's request the original invoice was emailed to her email address, which she provided at the point of placing this order. Personnel Concepts clearly prints their 100% satisfaction guarantee on each invoice which advises the company if they are not completely satisfied with the products they may return them within 30 days and advises the company to contact the Customer Care department to arrange the return. Personnel Concepts records show that there was no contact from the company prior to the inbound call received on 01/16/16. Personnel Concepts records do show that the Accounts Receivable Department made several attempts to contact the company regarding the outstanding balance but received no response to the message, emails and faxes sent, so the account was assigned to a third party collections company in October 2015.

Personnel Concepts records indicate that a mail order card was received from the company for the purchase of the North Carolina & Federal Labor Law Poster. An agent from Personnel Concepts contacted the business on 01/20/16 to confirm the information on the order card as well as discuss additional items to assist the company in meeting their compliance needs. The documentation on the account indicates the agent spoke with the Technician who identified herself as the authorized purchaser for the company, the Technician approved to upgrade the poster to a subscription service that would also include the OSHA Safety Poster and the Fair Labor Standards Act Poster and also ordered the Interview and Hiring Kit and Affordable Care Act Poster and would provide the business a new poster each time there is any change to the postings. On 02/03/16 the Technician called into Personnel Concepts Customer Service Department and advised the complainant requested she call in to discuss this order, the representative reviewed the details of the order and requested to speak with the complainant. The complainant took the call and the representative reviewed the items included in the order and advised they were the core requirements for the company and advised that she would speak with her manager about offering a discount for this order. The complainant agreed and advised that she had something else to take care of and put the Technician back on the phone. The manager did approve a 30% discount which was offered to the Technician who advised she would need to present this to the complainant and advised she would call back the next day. No further calls have been received regarding this offer. In an effort to successfully resolve this complaint, Personnel Concepts has issued full credit for this order and has removed the company from all collection activity, and has canceled the subscription service included with this order. Personnel Concepts has requested the Quality Assurance team review all call recordings to the company regarding this order and notify the appropriate management staff of any issues found for immediate handling. The Technician was falsely lead to believe that she was responding to the initial order placed by the Owner. This was stated in the call backs! The bills sent did no include the 30% discount. I, the Owner, informed the Technician that I did not want to pay for something I did not order on the initial form faxed in. I wanted to return all posters, but the one I ordered and wanted to pay that price. Since PC has issued a credit and stopped communications, I am satisfied. Personnel Concepts records show that an order card was received from the company on 02/29/16 with check number 3262 for the purchase of the Pennsylvania and Federal Labor Law Poster, on 03/09/16 a representative from Personnel Concepts contacted the company and spoke with the complainant who advised he was the owner and authorized purchaser for the company, the records indicate that the complainant authorized the representative to add the OSHA Safety Poster and the FLSA Poster with a subscription service that provides the company updated posters each time there is a revision or change to the posters for one full year.
